"賓州州立克萊恩大學（Clarion University）經濟學教授楊慶偉認為，海西經濟區對美國華人是一次投資機會。他估計，未來的唐人街的生意會更好，「華人的進出口公司可以從中獲利，也可促進美國華人的就業」。這位來自台灣的經濟學教授表示，現在台灣的經濟形勢非常嚴峻。「台灣處於世界幾大經濟區之外，去海西投資是走出困境的好機會。」 紐約市立大學社會學教授鄺治中認為，海峽西岸經濟區的設立，將使台灣和大陸在經濟上的聯繫更加密切。「經濟上的整合將影響到政治層面。因此，台灣獨立的想法將會變弱。」他估計，美國華人與大陸的關係也將受到影響。「由於福建經濟的快速起飛，偷渡來美的福建人將會大幅度減少。」但是，中國大陸其他落後地區的人仍然會前來美國淘金." ■新經濟區 新的展望

... (To be continued ...) 陳鍵榕說，福建省過去十來年每年都要在福州舉辦海峽兩岸經貿交易會（簡稱海交會或5.18活動），推動海峽兩岸的經濟貿易合作，促進當地的經濟發展。「今年已是第11屆了。」但今年的情況比較特殊，因為在同一時段（5月15日至22日），福建省政府舉辦「海峽論壇」，重點推介海西經濟區，因而吸引更多的人前往，受到各方的重視。

他說，美國福建同鄉會主席鄭棋帶隊回國。他們除了出席海峽論壇外，也參加海交會。海峽論壇在福建四個沿海城市廈門、福州、泉州和莆田輪流召開，中國中央電視台現場轉播。

海西經濟區就是以福建省為主體，包括浙江南部、廣東東部和江西東部地區。截至目前，海西經濟區城市包括福建的福州、廈門、泉州、漳州、龍岩、三明、南平和寧德；浙江的溫州、麗水、衢州、金華和台州；江西的上饒、鷹潭、撫州和贛州；廣東的梅州、潮州、汕頭、汕尾和揭陽，共計22個城市。區內人口為6000萬至8000萬。

知情者說，海峽西岸經濟區從概念到現實經歷過多次醞釀討論。2004年1月，當時擔任福建省長的盧展工在福建省十屆人大二次會議上首次提出「海峽西岸經濟區」的構想。其主要原因是，處在長江三角洲和珠江三角洲兩大經濟區之間的福建越來越邊緣化。

在上個世紀80年代，福建與廣東同時改革開放，兩省的經濟水平差距不大。但是，經過20多年的發展，廣東已經成為中國經濟中的最大省分，此後長江三角洲後來居上，超過珠江三角洲的經濟總量。而海峽對岸的台商多往長三角和珠三角投資，使得福建成為「經濟窪地」。

福建的地理優勢明顯。「福建與台灣隔海相望，台灣居民中八成人的祖籍地在福建。」它離小金門最近的距離是1公里，離大金門最近的地方是8公里，離馬祖最近的是6公里，離台灣最近的是128公里。而提出海峽西岸經濟區，可以把對面的台商吸引到本地投資，形成一個環海峽經濟圈。

在2004年3月的中國全國人大會議上，當時擔任福建省副省長的黃小晶率57名人大代表向大會提交議案，建議把「海峽西岸經濟區」列入國家區域發展戰略布局。此舉引起各界關注，此後有關人士前往考察，認為這個設想「不僅有經濟意義，更有特殊的政治意義」。

在2006年3月舉行的第十屆全國人大會議上，「支持海峽西岸經濟發展」寫入政府工作報告和中國第11個五年規劃。2007年10月，中國國家主席胡錦濤作報告時提出「支持海l西岸和其他台商投資相對集中地區經濟發展」。2009年5月4日，中國國務院討論通過《關於支援福建省加快建設海峽西岸經濟區的若干意見》，賦予福建先行先試的政策。至此，海西經濟區由省級規劃上升為國家戰略。

■特區經驗 足供參考

從經濟區的計畫可見，海西經濟區借助了中國的幾個經濟特區的經驗。1980年代初，中國政府在深圳、珠海、汕頭和廈門設立四個經濟特區（後來加入海南省）。不到30年，這些經濟特區發展迅速。例如，深圳特區已經由一個幾千人的小漁村發展成為1000多萬人口的大城市，年國民生產總值位居中國大城市的前列。

但是，海西經濟區不同，「是一個涵蓋經濟、政治、文化、社會等各個領域的綜合性區域」。目前，56個中國中央部委和中央所屬企、事業單位與福建省政府簽署支持海西經濟區發展的合作協定或會議紀要，從規劃布局、項目建設、口岸通關、金融服務、財政稅收等支持海西發展。

專家估計，隨著貿易投資便利化，海西經濟區內的貿易、航空、機場、高速公路、旅遊業、房地產、零售業等相關產業將會快速發展。同時，海西經濟區的發展將促進閩台之間在工業、物流、石化、現代農業等領域的合作。台灣的電子、半導體等高科技產業將快速轉移到海西經濟區內。

在海西效應的推動下，福建省在2009年計畫重點項目投資總額已達1470億元人民幣，同比增長22.14%。4月底，中國國務院降低城市軌道交通等基建類貸款以及商品住房類項目貸款的資本金比例，因此銀行信貸、民間資本可以更多進入基建項目。有人認為，福建本地的房地產、建築材料、機械、鋼鐵等價格將會上漲。

在海峽論壇上，中國國務院台辦主任王毅宣布推動大陸企業赴台投資的八項具體方案。其中有些規定有利於台資企業到海西經濟區投資和經商。例如，第三條就是鼓勵和支持有條件的台資企業拓展大陸市場並參與大陸擴大內需的基礎設施和重大工程建設。

第七項和第八項中重點為支持海西經濟區的開發。例如，在原有的批准設立11個台灣農民創業園外，這次新增四個台灣農民創業園，其中兩個在福建的莆田仙遊和三明清流。第八項許可台灣的律師事務所在福州、廈門兩地試點設立分支機構，從事涉台民事法律諮詢服務。

■文化產業 包含在內

與前面幾個經濟特區不同的是，海西經濟區既有經濟的發展規畫，也有文化的發展戰略。福建省政府不久前與中國文化部和中國新聞出版總署簽訂合作協議，以促進海西文化和出版事業的發展。

在與文化部的協議中，雙方決定重點支持閩南文化、客家文化、紅土地文化、媽祖文化、船政文化、畬族文化、朱子文化等特色文化的保護與發展，加強對福建省閩南文化生態保護試驗區建設的指導，推動福建南音、媽祖文化等申報世界非物資文化遺產。

雙方支援福建省組織涉台文物工程的實施，提升武夷山、福建土樓、鼓浪嶼等資源對兩岸民眾的吸引力，探索簡化福建省赴台特別是在金門、馬祖、澎湖地區的常態性文化交流項目審批，推動兩岸人民交流合作「先行先試區域」的形成。

在與中國新聞出版總署的合作協議中，該署支持福建省成立海峽書局股份有限公司。該署表示，支持台商去福建開辦印刷和可錄類光盤複製企業，將海峽西岸的印刷產業列入總署印刷業的「十一五」發展規畫，支持福建省版權局按照作品自願登記辦法新規定，開展在閩的台、港、澳作品登記工作，支持廈門、泉州、福州、莆田等地發展版權產業，優先推薦德化、廈門作為世界知識產權組織版權產業調研試點工作，鼓勵海峽兩岸開展動漫網絡遊戲作品貿易並加強製作、發行領域的合作。

■返鄉考察 抓住機遇

福建是個著名的僑鄉。福建政府網估計，目前，居住在海外的福建僑胞有1200多萬，港澳閩籍僑胞有100多萬，閩籍台灣同胞近2000多萬，另外還有幾百萬住在福建的歸僑僑眷。

美國福建同鄉會代主席陳學順表示，作為福建人，看到家鄉成為中國新的經濟區，心裡自然高興。他說，福建人有兩個特點，一是團結，二是愛鄉。福建人在紐約發展很好，就是因為團結。「在唐人街，福建人已經成了氣候。」現在，自己家鄉設立經濟區，福建人更感興趣。「許多福建人有錢後都回鄉投資。」他估計，該同鄉會回國投資的會員有1000多人，投資總額在50億美元以上。「這個50億美元投資額都是根據匯款額估算出來的。」

他說，有的福建人來到美國已經二、三十年了，賺了一些錢。因此，過去十多年，許多人已經回國投資。「有的人集資三、四億美元回國投資，也有的人帶回幾千萬。」他估計，如果要集資，有的福建人可以拿出幾十萬元，也有的福建人甚至可拿出幾百萬元，因此集資三、五千萬元「很容易」。

過去，美國福建人的投資分散在中國大陸各地，「哪裡有合適的項目就往哪裡去」。例如，他們有的去北京、上海、湖南、河南、安徽等省市投資，還有的跑到內蒙古。投資的行業有房地產、鋼鐵、礦山等。「這些投資大部分都是盈利的。」

他透露，他將於6月中旬和一些福建同鄉回到福建考察，看看能否抓住這一難得的投資機會。「如果發現合適的項目，我們就會馬上合起來做。」同鄉會的辦公室主任稱，有的福建人在美國經營餐館很成功，「手裡很有錢」。

■溫州移民 回流投資

在紐約，溫州籍的新移民約有十萬之眾，大多從事商業活動。章愛龍說，紐約溫州人很高興溫州市劃入海西經濟區。他說，溫州和台灣有著地理和歷史的淵源。溫州進入海西經濟區後，將給美國溫州人帶來一個發展機遇。

從地理上說，溫州位於浙江沿海，和福建相鄰，與台灣隔海相望。1949年後，海峽兩岸官方互不往來。但是，民間交流不斷。例如，溫州漁民在台灣海峽捕魚，常常與台灣漁民接觸。因此，把溫州劃入海西經濟區是應有之義。

過去幾十年，溫州與台灣之間的商業貿易相當頻繁。1980年代，中國大陸實行改革開放政策之初，溫州當地走私相當普遍。那時，溫州人就去公海上到台灣商船上取貨。他估計，海西經濟區成立後，溫州與台灣的經濟交流與合作將更加頻繁。

他透露，溫州籍的美國青年企業家協會會長虞錫龍幾年前就在福建省寧德市投資房地產。美國江浙工商總會常務副會長瞿建國在溫州家鄉投資廠房，準備生產環保產品。而溫州籍商人陳明華也在家鄉投資太陽能熱水器。

他說，世界溫州人聯誼總會在6月10日至15日在上海浦東幹部學院舉辦「世界溫州人經濟研討班」，世界各地的80位溫州籍商業精英出席，「海西經濟區是他們的研討議題之一」。

■兩岸雙贏 從中獲利

楊慶偉教授說，海西經濟區的設立對美國華人是一個機遇。「他們應該去海西經濟區投資，把生產的產品運到美國銷售，或在美國設立銷售服務中心。」

他說，從經濟學原理說，每個國家或地區都是出口自己相對豐富的資源。例如，石油輸出組織的國家出口石油，日本和韓國出口汽車，中國大陸出口日用品，而台灣出口晶片。

當今世界經濟競爭更多地表現為區域經濟之間的競爭。因此，許多地區都設立自由貿易區。例如，北美有北美自由貿易協定。在歐洲，歐洲國家都是歐盟的成員國。在亞洲，東南亞十國和中國、日本等簽署貿讌f定。南美國家也準備簽訂自己的貿易協定。「在一個經濟區內，加入的國家取消關稅，而不加入的國家成本卻很高。」

他認為，一個區域要合起來，才能與其他地區的經濟競爭，「不參加就會完蛋」。但是，現在台灣被排除在世界幾大自由貿易區之外，哪個經濟區都進不去。過去，民進黨政府限制台灣晶片業西進大陸，導致台灣的電腦業萎縮，許多企業裁員。現在，中國大陸在台灣海峽西岸設立經濟區，因此，台灣企業必須前往海西投資。「台灣提供技術，中國大陸提供資金和人才，結果不是零和賽局，而是雙贏。」他說，不止晶片業，其他的行業也可前往投資。

更為重要的是，經濟區內可能實現人民幣和新台幣直接兌換。他說，美國政府為了救經濟，使貨幣發行量增加200%。因此，通貨膨脹一定會到來。「持有美國的債務定要吃虧。」如果人民幣直接兌換新台幣，不經過美元，就可以避免損失。他舉例說，人民幣兌美元約為7比1，若新台幣兌美元是35比1，人民幣與新台幣的比值約為1比5。「如果新台幣貶值，台灣貨便宜，就可增加對大陸的出口，幫助台灣從衰退中走出來。」

■福建移民 將會減少

祖籍廣東台山的鄺治中出生在大陸四川，在台灣讀完中學後來美國留學。他認為，台灣與中國大陸的經濟分歧很小。「不和中國發展經濟聯繫，台灣無法維持下去。」因此，隨著海西經濟區的發展，美國華人之間的距離也會越來越小。

他說，出國的福建人多，與過去經濟發展的水平低下有關。在未來，福建經濟發展滿足人們的需要，因此偷渡美國的福建人會越來越少。他說，實際上，「隨著中國經濟的走強，來自中國的移民已經減少了」。現在來的都是中國北方的移民，其當地的經濟狀況就像一、二十年前的福建。

這位重點研究華人移民的教授把美國華人分為上城華人（Uptown Chinese）和下城華人（Downtown Chinese）。下城華人是指那些在美國沒有受過教育、主要在唐人街工作的華人。過去，他們一到唐人街就有事做，多在衣廠和餐館打工。現在，經濟不景氣，這些傳統行業受到嚴重影響。「因為英文不好，他們找工作很難。」因此，他們如果沒有出國，就不出來了。

上城華人多來自中國的大城市，大學畢業，在美國留過學。因此，他們的工作機會比較多。現在，前來美國留學的中國人越來越多。因為中國大陸經濟發展很好，有的留學生回國。他估計，海西經濟區也可能吸引一批留學生回國，但大多數留學生還會留在美國。「有理想的年輕人不願受中國的人事關係和官僚體制的影響。」這是整個系統的問題，與海西經濟區無關。

他認為，設立海西經濟區是中國政府的一個策略。例如，浙江和廣東利用外來資金技術（包括台灣的資金技術）設立企業，聘請中國勞工，幫助當地開發。他估計，台灣在海西經濟區大量投資後，經濟獨立性就會減少，最後進入大陸經濟體中。大陸和台灣距離逐漸縮小，逐漸靠近，最後可能融為一體。

■台灣民眾 積極參與

陳鍵榕說，今年去福建參加海峽論壇的台灣民眾有8000多人，有很多重量級的政治明星，如國民黨副主席、桃園縣長朱立倫、台中市長胡志強。「現在，兩岸以經濟發展為主，通過民間進行合作，氣氛有利海峽兩岸的和平發展。」

福建日報報導，在海峽論壇會議期間，台灣25個縣市的代表和產業界人士前去尋找商機。5月18日，總投資達60億美元的台灣石化專區項目在福建泉州設立辦事處。該項目的牽線人台灣石油化學工業同業公會總幹事謝俊雄表示，兩岸在石化產業上的合作，將使大陸石化產業規模和實力在2015年左右躍居世界第一。

大約20年前，台商就通過加工貿易帶動珠江三角洲的發展，十年前他們又以電子資訊等產業促進長江三角洲的發展。朱立倫表示，「我們不會缺席海西經濟區的發展」。他說，兩岸民間的交流，將在促進兩岸經貿便利化方面發揮重要作用，並推動兩岸合作應對金融危機。

福建省發展研究中心副主任王開明認為，通過加快高速公路、鐵路、港口等基礎設施的建設，海峽西岸經濟區不僅可作為對台交流的前沿，而且還將成為中西部地區出海和台商西進北上的便捷通道。「福建正在通過海西經濟區的建設，全力推動台灣海峽東西兩岸的經濟整合。」

台灣媒體報導，從十年前開始，福建已經成為多家台資企業的腹地。海西經濟特區設立後，台灣的機械、電子和石化產業將是最大的受惠者。它透露，現年56歲中國國家副主席習近平是其中的推手之一。過去，習近平擔任福建省的省長，曾經推動台商進駐福建。

■經濟新區 外媒關注

中國在海峽西岸建設經濟區引起世界英文媒體的注意。目前，《紐約時報》、彭博資訊、法新社等媒體已經發出有關報導。有的報導甚至早在3月就已經出現。

《紐約時報》3月3日報導，中國全國政協就收到一份建立「跨海峽經濟區」（cross-straits economic zone）的建議。它提出圍繞台灣的四個中國大陸省分組成這個經濟區。而在全國人大會議開幕前，台灣官員已和大陸官員討論增加雙邊貿易、允許台灣企業在大陸提供較多金融服務的議題。

3月20日，彭博資訊報導說，中國也許在台灣海峽西岸設立經濟區。報導引述一位福建省台灣研究所負責人的話說，「設立經濟區的時機已經成熟」，中國政府已經從有關方面收到反饋。報導說，中國總理溫家寶當月表示，政府將支援海峽西岸地區的經濟發展。

法新社5月4日報導，中國表示它已經批准發展靠近台灣的沿海經濟地區的計畫，這是最近一次加強與台灣的熱切聯繫的信號。中央並未透露改革的內容是什麼，但是表示該經濟區，尤其是福建省將是一個跨越海峽的貿易和合作的試驗區。它說，自從「對中國友好的馬英九一年前當選為總統後，中國和台灣的聯繫已經熱絡」。

陳鍵榕說，採訪海峽論壇的記者約有八、九百人。許多海外中文媒體也派記者採訪。他本人就遇到來自美國、英國、匈牙利、馬來西亞、印尼等地的中文媒體記者。他估計，隨著海西經濟區的發展，福建地區的生活水平會不斷提高，「將來福建人不一定來美國了」。

但是，他認為在美國的福建人不會舉家遷回福建生活，因為許多人來美國就是希望孩子接受西方教育。他估計，美國福建人的未來生活模式可能是：「孩子留在美國，父母回國投資。」*3

As Tom Peters said that "Nothing good or great can be done in the absence of enthusiasm," we have persevered in enthusiam though our commitment to assist the development and prosperousness of Chinese literature.

The beauty of the flier for the cover of Dr. Raymond Yin's book entitled "Entering the Realms of Gold" was impressive! It was designed and posted by WBTI website in the middle of May 2004. "I used to point out that, 'The creative design for my poetry by Washington Business and Technology Institute (WBTI) has won applause from the public for its selfless contribution to the encouragement and promotion of the Chinese literature all around the World. I'm deeply impressed by its effort and wisdom of humane creed to community service and spiritual belief,'" said famous writer Dr. Raymond W. Yin (尹浩鏐醫生), now President of North America Chinese Writers' Association in Las Vegas (北美作協拉斯維加斯分會會長尹浩鏐).*1 The book was entitled "西洋情詩精選" in Chinese. The cover of Dr. Yin's first famous book "Unfulfilled Love is Forever" (《情牽半生》) was also designed nicely and posted as a flier by WBTI on the Internet.
