Some good personal traits for an individual to be successful in business and some golden words of wisdom for positive thinking

"After an investigative research on a person's character, scholars found that personal traits play a very important role in helping business executives and leaders to be successful. They found out that persons who are leaders should have wisdon and talent. These people have a broader interest and aptitude. They are good in self expression and public communication. Possibly, the most vivid fact to be felt by everyone is that, these persons all have a strong inner desire to pursue business accomplishment and have their good performance recognized," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI).

" Among various business organizations, a research was conducted on the work performance of the American college graduates. It revealed that the following personal traits are important for the success of their business: (1) Ability to get along with people. (2) Ability to get things done. (3) Intelligence. (4) Desire for advancement. (5) Human relations skills. (6) Leading and administrative abilities. (7) Communication skills. (8) Ability to take important task. (9) Judgment. (10) Responsibility. (11) Decisions. (12) Adaptability. (13) Dependability. (14) Loyalty. (15) Vision. (16) Imagination."*1

As a supervisor or manager inbusiness, there are certain techniques that you can use to improve your effectiveness to have telephone conversational skills: "(1) Answer your phone promptly. (2) Identify yourself and your company immediately. (3) Be friendly. (4) Have all your necessary resources available. (5) Indicate your regret or appreciation when applicable. (6) Use caller's name if it's offered. (7) Express your willingness to help. (8) Don't interrupt your customer. (9) Get as much information as you can. (10) Be understandable in your communication. (11) Be accurate and complete when giving information. (12) Be easy to deal with."*2

We would also like to list 12 effective and 13 ineffective telephone techniques in business. A. 12 effective talent : (1) Smile. (2) Speak clearly and concisely. (3) Be enthusiatic. (4) Lower your voice pitch (5) Talk positive. (6) Be prepared for objections. (7) Talk directly into the mouthpiece. (8) Consider your customer's personality. (9) Speak in terms of benefits. (10) Discuss rather than tell. (11) Always thank the listener for his time. (12) Follow up if necessary."*3

B. 13 ineffective telephone skills are: (1) Frowning. (2) Muttering. (3) Sounding tired.(4) Speaking in monotone. (5) Being negative. (6) Being over confident. (7) Holding the telephone under your chin. (8) Rambling. (9) Making accusatory remarks. (10) Arguing. (11) Hanging up abruptly. (12) Forgetting to thank the listener. (13) Try to talk and do something else at the same time."*4

To be successful in business, we need to have positive thinking traits. There are 12 personal traits that characterize a positive thinker: Optimism, Enthusiam, Belief, Intelligence, Courage, Integrity, confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel.*5

Develop a clear vision of our prefered future, then get focused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful practice. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of our lives in business.

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) has put effort in spreading the golden words of wisdom for positive thinking in the business and public administration world.*6

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*7 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*8

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*9

To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. A sound corporate philosophy and mission

We are impressed by what Dr. Peter Drucker said that, "Only a clear definition of the mission and purpose of the business makes possible clear and realistic business objectives. It is the foundation for priorities, strategies, plans, and work assignments. It is the starting point for the design of managerial jobs, above all, for the design of managerial structures." A business is a reflection of the leader. As a manager, the important thing is not happens when you are not there. It is important of what happens when you are not there.

It is with great pleasure to recognize that Judge Mark Denton and Judge Valorie Vega were appointed Vice-Presidents of the Washington Business Technology Institute. Both judges have long-standing careers in the field of law and jurisprudence, and they have distinguished themselves within the Nevada community through their dedication, hard work, integrity, and professionalism as Judges of the Eighth Judicial District Court, Clark County, State of Nevada.

"On December 3, 2003, Drs. Mark R. Denton and Valorie J. Vega were appointed Vice Presidents of Washington Business and Technology Institute (WBTI) by our President Dr. Tony Lei. The new appointments were made in anticipation of the retirement of our previous Vice Presidents, Drs. Sherman Wu and Robert Ni," said Dr. John Wang, Spokesman for WBTI.

Judge Mark R. Denton received his law degree from Georgetown University Law Center in Washington, D.C. in 1976. He was raised in Boulder City and graduated from Boulder High School in 1969. In 1973, Mark graduated with distinction from the University of Nevada, Reno. He completed ROTC and received a commission in the U.S. Army as reserve officer. While in college, Mark spent his junior year in Paris, France through an affiliate of UNR at the Universite de Paris.

Prior to his appointment to the bench on August 19, 1998, Mark had extensive judicial experience. He served as municipal court judge in Boulder City, Nevada for seven years. He was an arbitrator under the Court Annexed Arbitration Program of the Eighth Judicial District Court since its inception in 1992. He was an alternate Juvenile Court Referee and a Nevada Supreme Court settlement Judge. Currently, Mark sits as a judge on the Eighth Judicial District Court, handling civil cases. Mark was re-elected in November 2002.*1

Judge Denton and his wife of 29 years, Alice, have four children: Leslie Marie, 26, Marianne Yvette, 22, Jacqueline, 18, and Patrick, 13.*2

Judge Valorie J. Vega holds a Juris Doctorate (J.D.) degree from the University of Southern California's Law Center. She received a Bechelor of Arts degree from CSU Northridge. She received her graduate studies certificate in Interpretation/Translation from UC Santa Barbara.

Judge Vega was appointed to District Court抯 Department 2 on February 21, 1999 by Governor Kenny Guinn. She was appointed to Municipal Court in 1989 and was retained and re-elected by the voters until her resignation in 1999 to accept the District Court appointment. She is a former Clark County Deputy District Attorney from 1984 through 1989, prosecuting felony cases, and was instrumental in implementing the office抯 first Sexual Assault and Child Abuse team. She was an associate attorney with the law firm of Sully and Lenhard from 1983 to 1984 and clerked for District Court Judge Carl Christensen from 1982 to 1983 and also clerked for the law firm of Brandenberg, Torribio and Brazelton in Los Angeles in 1982. Before attending law school, Judge Vega, fluent in Spanish, supervised interpreters for the Eighth Judicial District Court in Las Vegas from 1978 to 1979, where she set up testing and certification for court interpreters and did Spanish-English interpretation and translation.

Judge Vega is involved in her profession and community. She is a Board Member of the Consumer Credit Counseling Services of Southern Nevada as well as the Latin Chamber of Commerce. She is also a volunteer speaker for D.A.R.E. and the Clark County School District抯 PAYBACK Program. Judge Vega is a member of the American Judges Association, the Nevada District Court Judges Association, the National Association of Women Judges, the Southern Nevada Association of Women Attorneys, the Clark County Bar Association, the Latino Bar Association, Hispanics in Politics, and the National Association of Latino Elected Officials. Judge Vega is a member of the Nevada Supreme Court抯 Committees on Public Trust and Confidence, Certification of Court Interpreters, and Judicial Ethics. She was honored with the 1992 "Women of Achievement Award" from the Las Vegas Chamber of Commerce and recognized by the Latin Chamber of Commerce as the "Hispanic of the Year" in 1995 and recipient of the 2001 Community Pride Portraits of Success Award from KLAS-TV and its Community Partners. Judge Vega is married, has one child and has been a resident of Southern Nevada since 1978.*4

A celebration Dinner Party was held by President Dr. Tony Lei of WBTI to welcome Judges Mark Denton and Valorie Vega as Vice Presidents of the Institute on December 8, 2003 at the Steak House, Binion's Horseshoe Club in Las Vegas. "Washington Business and Technology Institute has contributed substantially and significantly to help improve the quality of life for the residents and visitors of Nevada since its establishment on January 8, 1996. As one of the Vice President of this Institute, I intend to promote and enhance the development and prosperity of Nevada. I greatly appreciate the opportunity to serve in this position through the appointment by Dr. Tony Lei. This will undoubtedly provide me with avenues for exploring improvements in community services provided to the public at large. The steadily increasing number of faculty and advisory members serving in WBTI demonstrates WBTI's efforts and goals to promote what is best for the community," said Judge Vega as the celebration Party was taking place on the 26th floor of the Club with a vivid bird's-eye view of the beautiful City of Las Vegas at night.

The Graduate School of Business and Public Administration (GSBPA) is now one of the main institutions of Washington Business and Technology Institute (WBTI). "The mission of this School emphasizes the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we expect the School's endeavors to be achieved based on the human spirit, led by Chairperson Elaine Chao of WBTI," said Senator Dina Titus, Adjunct Professor of Administrative Strategies in GSBPA.*17

Dina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B. She received her M. A. and Ph. D. degrees from University of Georgia and Florida State University, respectively. She is a Senator and Minority Floor Leader of the Nevada Senate. Dina is also a professor of Political Science at UNLV.*6

"It's very impressive and elegant! I recognize what John Keats said about 'A thing of beauty is a joy forever,' by being the vistor's number at #37,777 on December 9 2003 (now at #102,697) of the WBTI website, made available through the Communitylink of the 'Las Vegas Review-Journal'," said Judge Valorie Vaga, District Judge of Nevada, on October 10, 2005 in Las Vegas.

The Nevada State Energy Office (NSOE) and the Nevada Housing Division (NHD) are celebrating Energy Awareness Month by providing tips on energy conservation to help consumers combat rising energy costs. The theme is Not In Use? Cut the Juice.

This week抯 conservation tips are low cost, easy-to-do projects that can reduce monthly energy bills.

OF OCTOBER 10, 2005
Low Cost Weekend Warrior Projects

Replace standard light bulbs with compact fluorescent bulbs. Lighting accounts for nearly 20 percent of the electricity used in a household.
Replace normal thermostats with programmable thermostats.
Replace furnace filters.
Caulk windows, and caulk and weather-strip doors.
Install a hot water heater blanket. Be careful not to cover vents or temperature settings.
Install hot water pipe insulation. Be sure to keep insulation at least six inches away from the flue of gas water heaters.
Clean furnace system and check ducts for leaks.

On June 11, 2004, Nevada officials opened the first U.S. tourism office in China, hoping to boost the number of foreign visitors to the Silver State. Lorraine Hunt, Lt. Gov. of Nevada, led a delegation of state tourism and hotel representatives to China to celebrate the opening.

"The state hopes to attract five million Chinese tourists a year," said Bruce Bommarito, executive director of the Nevada Commission on Tourism,

He believes that China is the greatest potential market force in the world. "It's mind-boggling. The Chinese tourist is the highest-spending tourist in the world," said Bruce Bommarito.*2

Nevada is the only state in the country to obtain the required certification by the China National Tourism Administration to operate an office.

"Nevada is a popular destination for Chinese tourists. Officials there say over 90% of the 250,000 people who travel to the United States from China stop in Nevada, primarily Las Vegas."*3

Indeed, business achievement is the new yardstick of success in today's society. Therefore, business has become not only the fastest growing major in undergraduate institutions but also in graduate school of famous universities, nationally and internationally. The emphasis of the online communication skills and the quantitative analysis techniques with computers is one of the most important study for the art of success to the business students, professionals, executives, and owners.

In many ways, business school is at the center of this cultural phenomenon. For some, the business school is the passport to the boardroom, the ticket to the top of the corporate ladder. these schools, nationally and internationally, pump out the new generation of business leaders by hundreds of thousands. "They are the pipeline of raw material with which the nation's --- and the world's --- leading business build the future. And MBAs are not limited to the traditional corporate world: From Wall Street to Madison Avenue, from Sand Hill Road to 1600 Pennsylvania Avenue, today's MBAs lead organizations large and small, in every conceivable industry. They are the executives and entrepreneurs who power the economy."4

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Software companies, online magazines, and email order businesses can do quite well from the Web --- if the owners know how to say the right things on their sites. The Secrets of a Successful Web Site: Just having a site on the Web will do almost nothing to sell your products or services. To promote your Web site, there are three things you must do: (1). You must register your Web site with the best search engines. (2). You should consider using the many free and not free advertising opportunities on the Web. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *10

U. S. Secretary of Labor Elaine Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*13

Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world.

Secretary Chao is married to the Majority Whip of the United States Senate, Senator Mitch McConnell of Kentucky.

"Elaine L. Chao is the nation's 24th Secretary of Labor, representing a new generation of American leadership. Since her confirmation by the United States Senate on January 29, 2001, she has been dedicated to carrying out the Department of Labor's mission of inspiring and protecting the hardworking people of America. She is respected as an effective and articulate champion of the nation's contemporary workforce, acting quickly to focus the Labor Department on the modern realities of workers' lives." *14

"When President George W. Bush nominated Elaine L. Chao, the first Asian-American woman appointed to a President's cabinet in U.S. history, he described her as an individual with 搒strong executive talent, compassion, and commitment to helping people build better lives."

According to the U. S. Department of Labor, Secretary Elaine Chao's compassionate nature stems from her own background as an immigrant to this country at the age of eight. Her family's experience transitioning to a new country, supported by one another and the kindness of friends and neighbors, taught her that encouragement is the key to fostering independence, and that Americans are naturally compassionate people. This inspired her to dedicate most of her professional life to ensuring that people have the opportunity to pursue lives of dignity and financial independence.

As Director of the Peace Corps, Ms. Elaine Chao was one of the first Americans to personally embrace the people of the former communist bloc into the family of democratic nations, establishing Peace Corps programs in the Baltic nations of Latvia, Lithuania, Estonia and the newly independent states of the former Soviet Union. Later, as President and Chief Executive Officer of United Way of America, she restored public trust and confidence after the organization was tarnished by mismanagement and financial abuse, thus preserving the nation's largest institution of private charitable giving.

The experience Ms. Elaine Chao gained at the United Way helping communities address their local needs prepared her to mobilize the Department of Labor to promote pathways to economic freedom for individuals and families working to achieve the American Dream. She describes her vision for America's workforce as 搊one in which everyone can participate where jobs and opportunities are available for those leaving welfare, job training is accessible for those left behind, disability never bars a qualified person from the workplace, and where parents have an easier time balancing the responsibilities of work and home.

"Secretary Chao's previous government career includes serving as the Deputy Secretary at the U.S. Department of Transportation, Chairman of the Federal Maritime Commission, and Deputy Maritime Administrator in the U.S. Department of Transportation. She brings a wealth of business experience to the post, having worked as Vice President of Syndications at BankAmerica Capital Markets Group and a banker with Citicorp. Prior to her nomination as Secretary, she expanded her study of policy as a Distinguished Fellow at The Heritage Foundation, a Washington-based public policy research and educational institute. Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's spirit for education here in America. If a coolie and hard woker like him could dedicate to eduction by offering all his income and life to build a school for children in his village, what should not for us to offer our efforts for our community? *16

"The mission of this School [Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI)] will emphasize the humanitarian orientation of public administration and the social responsibility of business management. Leadership is love --- a way to reaching a goal

In our real world, people are led by leaders. A successful leader is consistently follwed by others. People follow because they have a belief in the direction, intergrity, and competence of the one leading.

We are pleased to quote the following three short but meaningful ones:

It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

I went on a search to become a leader.
I searched high and low. I spoke with authority. People listened. But alas, there was one who was wiser than I, and they follow that individual.
I sought to inspire confidence, but the crowd responded, "Why should I trust you?"
I postured, and I assumed the look of leadership with a countenance that flowed with confidence and pride. But many passed me by and never noticed my air of elegance.
I ran ahead of the others, pointed the way to new heights. I demonstrated that I knew the road to greatness. And then I looked back, and I was alone.
"What shall I do?" I queried. "I've tried hard and used all that I know." And I sat down and pondered long.
And then, I listened to the voices around me. And I heard what the group was trying to accomplish. I rolled up my sleeves and joined in the work.
As we worked, I asked, "Are we all together in what we want to do and how to get the job done?"
And we thought together, and we fought together, and we struggled towards our goal.
I found myself encouraging the fainthearted. I sought the ideas of those too shy to speak out. I taught those who had little skill. I praised those who worked hard. When our task was completed, one of the group turned to me and said, "This would not have been done but for your leadership."
At first, I said, "I didn't lead. I just worked with the rest." And then I understood, leadership is not a goal. It's a way to reaching a goal.
I lead best when I help others to go where we've decide to go. I lead best when I help others to use themselves creatively. I lead best when I forget about myself as leader and focus on my group...their needs and their goals.
To lead is to serve...to give...to achieve together.

CARSON CITY, NV The Nevada State Office of Energy (揘SOE) and the Nevada Housing Division (揘HD) are joining forces to promote Energy Awareness Month throughout October by issuing weekly conservation and energy efficiency tips and other information to help consumers combat rising energy costs.

This year抯 theme, Not In Use? Turn Off the Juice, promotes smart energy choices, reminding Nevadans to switch off unnecessary lights, unplug electrical drains, and use efficient ENERGY STAR products. Additional energy conservation events will be announced throughout the month.

揂s energy costs continue to rise, I am deeply concerned about the impact on Nevadans, said Rebecca Wagner, Energy Advisor to Gov. Guinn and Director of the Nevada State Office of Energy. 揟he goal of Energy Awareness Month is to provide information to consumers so they can make smart energy choices.

The NSOE is responsible for updating and implementing the Governor抯 Comprehensive Energy Plan. One of the primary objectives of the Plan is to support and encourage the efficient use of energy. Additionally, the NSOE is the point of contact for Nevada for federal energy grants to support a variety of energy programs throughout the state.

The focus of the Nevada Housing Division抯 Weatherization Program is to assist Nevada抯 low income persons reduce their utility bills by providing for energy conservation improvements to their residences. Assistance is provided free of charge to homeowners or renters who reside in single-family homes, in apartment buildings, or in manufactured housing and whose annual gross incomes are at or below 150 percent of the federal poverty income guidelines.

揊or the low-income family, a significant amount of their total monthly income goes towards meeting the cost of rising utility bills. The Division抯 sub grantees inspect applicant抯 homes, and, after determining the applicant抯 eligibility, inspect their residence for housing improvements needed for energy conservation, said Charles L. Horsey, Administrator, Nevada Housing Division.

This week抯 conservation tips are easy, no cost measures that can reduce monthly bills. By merely turning off lights, we can have a significant impact on our energy consumption.

ENERGY TIPS FOR THE WEEK OF OCTOBER 3:

The No-Brainers: No Cost Tips to Save Energy

Turn off lights and appliances when not in use. Utilize the 搒leep setting on your computer as it can use as much energy as a refrigerator.

Set your thermostat to 68 degrees when home and set back to 60 degrees while sleeping or away from home for more than four hours.

Open window coverings on the sunny side of your home to take advantage of the sun. Be sure to close the coverings as the sun goes down.

Set your water heater to 120 degrees.

Keep your freezer as full as possible. Use plastic bottles with water to fill in the empty spaces.

Make sure food is cool and covered before it goes into the refrigerator.

Run full loads in your washer and dryer.

Vacuum your refrigerator coils and keep lights and lighting fixtures clean.

Unplug your televisions/DVD player/VCR when you抮e on vacation.

As Dr. Tony Lei inspires us that the four precious and valuable properties owned by the United States of America are Freedom, Democracy, judicial ruling, and Entrepreneurship, our Graduate School of Business and Public Administration (GSBPA) is promoting the cooperation and development of international tourism, business, education, and culture. To contribute to the Asian countries with the spirit of innovation and entrpreneurship, we need to emphasize our programs with our global e-business technology managemnt. We are surrounded by lots of e-business entreprises in this 21th Century era of businees world. An e-busineess entreprise is a business that uses the Internet, intranets, extranets, and other computer networks to support electronic business process, decision making, and team and workgroup collaboration within the enterprise and among its customers, suppliers, and other business partners.

One of our purposes is to strengthen our business prgrams with the emphasis of e-business technology management. We will encourage the management of information technology in our international e-business entreprises by three functions. We expect our e-business entriprises will make their managing information technologies effective by : (1)the joint development and implementation of e-business and Information Technology ( IT ) strategies by business and IT executives, (2)managing the research and implementation of new information technologies and the development of e-business applications, and (3)managing IT processes, professionals, and subunits within company's IT organization and Information System (IS) function.*2

Computer and technology are as natural as the air for the people in today's workplace which is teeming wih individuals who have terrific idea and a great deal to contribute. "In 'WinningWays,' Dick Lyles gives us four very powerful strategies that all of us can use to improve our relatioships with others and increase our own level of success. Governor Kenny Guinn of Nevada reminds us that tourism is the bedrock of Nevada's economy. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*4

Governor Kenny Guinn and Lt. Govenor Lorraine Hunt said that Nevada's tourism industry must continue to expand its offerings and reach out to diverse markets that range from outdoor enthusiasts to residents of the world's most populous nation. Speaking at the general session of the Governor's Conference on Tourism at Caesars Palace, he and she each praised Nevada's continuing efforts to supplement its gaming-based core with non-gaming amenities such as shopping, dinning, and outdoor recreation.*5

Governor Guinn expresses that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*6

Meet Mayor Michael Montandon, Newest Director of the ICBC of WBTI

International Cities Business Council (ICBC) strives to build a bridge among important cities nationally and internationally. ICBC has set the following goals: (1) Mutual cooperation and development of business, trade, and tourism; (2) Public relations among businesses and professionals; and (3) Social and dinner events within the community with a friendly atmosphere.

Justice of the Supreme Court Michael Douglas, District Judge Jessie Walsh, Clark County Commissioner Lynette McDonald, Nevada Assemblywoman Valerie Weber, Clark County Sherriff Bill Young, business executives and owners, multimedia publishers and Editors-in-Chief, organizational and community leaders, and other VIPs co-sponsored the initial establishment of the Intercity Business Council of Nevada (also known as the "International Cities Business Council") of Washington Business and Technology Institute (WBTI) . The historical event took place on December 16, 2004 in Las Vegas, Nevada, U. S. A.*1

Lt. Governor of Nevada Lorraine Hunt was invited to be the Honorary Chairperson of the International Cities Business Council (ICBC). President Dr. Carol C. Harter of UNLV and Nevada Assemblywoman Valerie Weber were selected as Advisors. Miss Charlyne Chen was promoted to Chairperson of ICBC by President Dr. Tony Lei of WBTI on August 15, 2005.

A formal dinner party was held by Charlyne Chen, Chairperson of the International Cities Business Council, celebrating the establishment of ICBC at the skyroom restaurant of Stratosphere Casino and Hotel on September 5, 2005 in Las Vegas, Nevada.

Honorable Michael L. Montandon, Mayor of North Las Vegas, Nevada was introduced by Miss Charlyne Chen and announced as the newest ICBC Director.

The following information about the Mayor are posted through the courtesy of the City of North Las Vegas, Nevada:

Michael L. Montandon has been a resident of Southern Nevada since 1992. He served as President of the Hidden Canyon Homeowners Association from August 1995 until June 1997. He was first elected Mayor of North Las Vegas in July 1997 and began his second four-year term as Mayor on July 1, 2001.*3

Mayor Montandon is also presently employed in the construction management industry. Prior to coming to Southern Nevada, Mayor Montandon worked in commercial appraisal and land planning in Phoenix, Arizona. He served as the Treasurer of the Las Vegas Chapter of the Appraisal Institute in 1995 and 1996.

In North Las Vegas, prior to becoming mayor, Michael served on the Mayor's Task Force for Wages, Benefits, and Finance. The task force studied fiscal responsibility in City Management and the work force.

Some of the many boards and committees Mayor Montandon served in included: Clark County Debt Management, Civilian Military Council, Deferred Compensation Advisory Board, Board Member of North Vista Hospital - ex-officio, North Las Vegas Housing Authority, North Las Vegas Library District Board of Trustees, Southern Nevada Strategic Planning Authority, Southern Nevada Enterprise Community Program, and the Southern Nevada Regional Planning Coalition Federal Lands Subcommittee.

Mayor Montandon graduated from Arizona State University with a Bachelor of Science degree in Finance and in July 2000, he completed the Harvard University Program for Senior Executives at the John F. Kennedy School of Government.

Mayor Montandon is married to Antoinette and has five children. Besides spending time with his family, he includes dirt bike riding and racquetball as his hobbies.*4

The 28th Annual Convention of Taiwan Benevolent Association of America was held in Las Vegas, Nevada

"It gives me great pleasure to welcome you to Las Vegas for the 28th Annual Convention of the Taiwan Benevolent Association of America. I hope that, during your time here, you will be able to experience some of the many attractions that our beautiful city has to offer. .....," wrote U. S. Senator John Ensign to Taiwan Benevolent Association of America.*3

The grand opening of the 28th Annual Convention of Taiwan Benevolent Association of America (TBAA) was held by its Chairperson Wendy Yu-ping Wu*4 at the Paris Hotel on July 30, 2005 in Las Vegas, Nevada. The Concode C Room was full with participants from all around the world. Dr. Fu-Mei Chang, Overseas Chinese Affair Commission of the Republic of China; Ssu-yin Ho, Kuomintang Oversea Director; Mark W. P. Liao, Director General of the Taipei Economic and Cultural Office in San Francisco; Lagislators of ROC S. C. Ting, Y. Y. Wu, S. H. Chou, W. C. Shieh, J. L Lin, among others presented at the Conference. Justice of the Supreme Court of Nevada Michael Douglas and Nevada Asemblywoman Valerie Weber each dilivered a nice and significant welcome speech. Greeting Letters and Cetificates were presented by Mr. Matthew McBride (for U. S. Senator John Ensign), Ms. Judith Ray (for U. S. Congressman James Gibbons), Ms. Gerri Schroder (for U. S. Congresswoman Shelley Berkley), Councilwoman Lois Tarkanian (for Las Vegas City Mayor and Council), Councilwoman Stephanie S. Smith (for the North Las Vegas City Mayor and Council).

A Welcome Party and Preliminary 28th Board Directors and Advisors Meeting were held on July 29, 2005 at the Paris Hotel in Las Vegas, Nevada. To pay a special tribute to his great contribution to the 28th Convention and TBAA, Dr. Tony Tung-tien Lei was nominated by Chairperson Wendy Wu of TBAA as an Advisor of Taiwan Benevolent Association of America. The nomination was seconded and unanimously voted by all the presented Directors and Advisors. The Declaration of the 28th Conference of TBAA was written by five members. The five members, including Kent Wang, De-yu Lang, Dr. Tony Tung-tien Lei, Dr. Wayne J. Horng, and Leo Huang, were all elected by the Board Directors and Advisors. The theme of the Declaration was how to strengthen the unity and harmony of Chinese in America. During the meeting, Miss Sue Phelps was elected as the Vice Chairperson of TBAA.

"It is a pleasure and privilege to welcome the Taiwan Benevolent Association of America and its international convention to Las Vegas and the Paris Hotel. .....Please let us know if there is anything we can do to help make your visit a more pleasant and productive experience. .....," wrote U. S. Congressman James Gibbons to TBAA.*5

The "Fomosa Night" was held at a grand ballroom in Paris Hotel on July 30, 2005 in Las Vegas, Nevada. Lt. Governor delivered a welcome speech to the crowded attendents in the Hall. She wishes Navada be the great door opened for the international business and trade between the silver state and Asian countries. A Letter of Greeting was granted by her to TBAA.

President Dr. Tony Tung-tien Lei presented the Certificates of Recognition from Nevada Governor Kenny Guinn and U. S. Congressman Jon Porter and Greeting Letters of U. S. Senator John Ensign and U. S. Congressman James Gibbons to the Chairperson of TBAA Wendy Yu-ping Wu.

"The State of Nevada congratulates you on your extensive assistance to the Taiwan Benevolent Association of America, and commends you for your dedicated service to the citizens of our Silver State," Nevada Governor Kenny Guinn granted a Certificate of Recognition to Wendy Wu dated May 23, 2005.*6

United States Congressman Jon C. Porter granted a Certificate of Recognition to
recognize and honor Wendy Wu, "FOR YOUR DEDICATED SERVICE AND PROFOUND COMMITMENT TO THE COMMUNITY AND TO THE TAIWAN BENEVOLENT ASSOCIATION OF AMERICA."*7

Dr. Lei presented also a Certificate of Recognition from U. S. Congressman Jon Porter to the President of Taiwan Benevolent Association of Las Vegas Sue Phelps. Sixteen original hard copeis of the RC 25 Resolution by Nevada Assembly and Senate were presented by Dr. Tony Lei to each president of the 16 Chapters of TBAA through their Chaiperson Wendy Wu.

Proclamations from the Board Commissioners of Clark County of Nevada and the State of Nevada (through Assemblywoman Valerie Weber) were presented to Washington Business and Technology Institute (WBTI) and Dr. Tony Tung-tien Lei by both of the parties on July 30, 2005 in Las Vegas, Nevada.*8

Ms. Wendy Yu-ping Wu completed successfully her term as the Chairperson of TBAA in the evening of July 30, 2005. The Chairmanship was transfered by her to Mr. I-Ta Liang at the "Fomosa Night" in Las Vegas, Nevda. Mr. Liang is now the 28th Chairman of TBAA. The 揊ormosa Night?featured a delegation of 28 people from Taiwan and a chorus from New York City. It was a great performance with dance troupe of Taiwan Culture Delegation.

One of the earliest attendants of the convention this year was the Representative of Taipei Economic and Cultural Representative Office in the United States David Tawei Lee on July 28, 2005.

I'm watching from my window today--from an office situated in a fouth-floor corner of Thornton Administrative Center--and see the future arriving, car by car. This is indeed a strategic vantage point, for from it I witness a pride-filled pilgrimage as parents bring their children to campus, their dreams packed in overstuffed duffels; a few telltale signs of trepidation on their faces. Image with me that in four years, these students will join YOUR ranks...as Pepperdine alumni.*1

This is a favorite season for me, and I write you to share a slice of the excitement we feel on the eve of a new academic year. It's my sith as president, and there is much for which I am thankful. As one of our more than 70,000 living graduates, you represent a distinguished "point of pride" that sets us apart and in many cases lifts Pepperdine into the upper echelon of America's best independent universities.*2

Dr. Andrew K. Benton has served in higher education for nearly 30 years. He planned for a career as an attorney or probate judge in his hometown, and focused his education toward those interests. The desire to work with young people in their own pursuit of higher education was strong and he, instead, followed a career path that led to his current role as the seventh president of Pepperdine University. He assumed that position on June 16, 2000.

Benton received his bachelor of science in American Studies from Oklahoma Christian University and went on to earn the juris doctor degree from Oklahoma City University School of Law. He was admitted to the Oklahoma State Bar in 1979 and later to practice before Federal Courts. For ten years, Benton served in various administrative roles at his undergraduate alma mater. From 1979 until 1983 he also maintained a private law practice in the State of Oklahoma.*3

The letter is in full of the recent accomplishments of Pepperdine and Andrew's close concern to the alumni of Pepperdine. President Benton concluded the letter that "Meanwhile, will I see you at the Hollywood Bowl on September 23 for our Alumni Picnic and Concert? Please let me greet you and your family. The SPRIT OF PLACE that abides at Pepperdine remains a beacon from this campus to our alumni around the world. The stream of arriving students continues outside my window. China chooses Reno as backup cargo airport

Representatives of Air China Cargo have informed Nevada leaders the carrier will use Reno-Tahoe International Airport as a diversion airport when bad weather prevents its scheduled cargo flights from landing in San Francisco, Lt. Gov. Lorraine Hunt said Thursday.

A letter from the airline also hinted that additional flights between Asia and Northern Nevada could be in store.
In recent years, Hunt has led three missions to China to encourage additional trade and tourism between China and Nevada.*3

James Gibson was elected Mayor of the City of Henderson in May 1997 and re-elected to his third term in 2005. As the second largest city in Nevada and one of the fastest growing cities in America, Henderson has experienced a staggering 335% growth rate over the past fifteen years. By 2010, Henderson's population is projected to exceed 306,000.*2

Mayor Gibson is a native Nevadan, born in Las Vegas and a resident of Henderson for nearly 48 years. He was educated in the Clark County School District, earned his Bachelor of Arts Degree from Brigham Young University in 1972 and his law degree from the California Western School of Law in 1975. He formerly served as General Counsel for the operating subsidiaries of American Pacific Corporation. He has been a practicing attorney for 29 years. He is currently employed as the Chairman & CEO of Transit Systems Management, the management company for the Las Vegas Monorail.

Mayor Gibson is active in civic affairs and currently serves on the Southern Nevada Regional Planning Commission's Air Quality Committee. He is a member and current secretary-treasurer of the Las Vegas Convention and Visitors Authority Board of Directors, member of the Nevada Development Authority Board of Directors, member of Board of Directors of the Las Vegas Events, member of the City of Henderson Redevelopment Agency, and has served as Chairman of the Henderson Chamber of Commerce Legislative Committee for eleven legislative sessions, and as a member of the Regional Transportation Commission. In addition, he represents the City on the Federal Lands Sub-Committee and has been active on various committee assignments for the Clark County Bar Association.

The Boy Scouts of America Boulder Dam Area Council awarded Mayor Gibson the Silver Beaver Award in 2004 and the Good Scout Award in 2002. He also received the 2002 Humanitarian Award from the National Jewish Medical and Research Center. He was named the 1994 Henderson Chamber of Commerce Outstanding Member.*3

Carson City Gov. Kenny Guinn announced today the appointment of Steve George to serve as the Director of Communications and Press Secretary for the Office of the Governor. His appointment is effective September 19, 2005. The beautiful Penghu of Taiwan
The magnificence of the ocean has no limit, because of the island

Penghu archipelago is a window facing the sea. Penghu is beautiful!

The Penghu archipelago is a strand of one hundred resplendent pearls hanging from the tropic of cancer. Created by silent and hidden turmoil, the inky black, brown, and crimson basalt retain the wrinkles of volcanic lava rising up from the seabed thousands of millions of years ago.*1

Solidified ino basalt, the islands are covered with lofty and steep ridges. The long forgotten basalt has many expressions: some tower with pride; some radiate freely; some lay down restfully. Huge waves disappear at the feetof giant rocks, reflecting the dignity of the islands. Lively with harbors lined up one after another, shorelines wriggle like ribbons dancing against the wind while guiding migratory birds to southern habitats.

Assisted by the colorful ocean, fine beaches collect dazzlingly white shells and ancient corals. The lack of rain does not prevent the low smooth grassland from being luxuriant. Indian Blanket and the other cactuses bloom extravagantly, ignoring the barrenness of the land.

At night, the village lamps and fishing lights outline the islands like stars on a star chart.
