U.S. Labor Secretary Elaine Chao, a Taiwanese-born immigrant, encouraged Asian-Americans to speak up, and to work on their communication skills during a summit hosted by the Asian Pacific Americans Federal Career Advancement.*1

While speaking at the career advancement summit dedicated to Asian-American federal workers, the U.S. Labor Secretary Elaine Chao said that it is vital for Asian Americans to acquire the skills of marketing, human relations and report briefing in order to advance in their career with the federal government. Chao also praised the Asian-American work force for its contribution to the development of the U.S. economy.

At the same time, Chao emphasized that it is important for Asian-Americans to improve both their verbal and written communications skills. Chao says that Asian-Americans must learn about the American ideology of team-spirit in the work environment, while also participating in meaningful community work.

The latest statistics show that Asian-Americans currently make up 4.8% of all federal employees. Chao is hoping that the career advancement summit will help Asian-Americans improve upon their career skills, while also furthering their understanding of the different methods for advancing into high positions within the government.

Ever since Chao took office with the advent of the Bush administration, she has dedicated herself to raising public awareness of the minority Asian workforce struggling to advance in the American society.*2

Secretary Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

"With the excellency of knowledge, humanity, and patriotism inspired by Elaine Chao, Washington Business and Technology Institute (WBTI) has continued its many years effort to community service and spiritual belief. Nevada is honor to have WBTI under her spiritual Chairpersonship and I am especially honor to be a M.I.S. Manager of the Graduate School of Business and Public Administration of WBTI," humble as he is, River Sun chatted excitedly during the celebration dinner party at the Gee Joon Chinese Restaurant of Horseshoe Club. The Moon Festival of Midautumn has been many thousand years celebrated as a day for patriotism by the Chinese people in the Far East and Southeastern Asia. The party was held by WBTI in Las Vegas on September 11, 2003.

Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's spirit for education here in America. If a coolie and hard woker like him could dedicate to eduction by offering all his income and life to build a school for children in his village, what should not for us to offer our efforts for our community? *3

"As an Assistant Fellow of the Culture Institution of Washington Business and Technology Institute, it's my precious opportunity to realize my potential of entrepreneuship to work with all these outstanding faculty members of WBTI under the encouragement and spiritual leadeship of Elaine Chao who has been honored as the Chairperson of this Institute," said Ms. Becky Ung.*4

Becky Ung is the former President and Member of the School Board for Unified School District of San Morino, California. She is a national and international famous Speaker in California, United States; Taipei, Taiwan; and Beijing, Shanghai, Amoy, China. Becky has published a numerious Vidio Tapes, feature articles, and books. Her recent famous book named "What you Wish is What you Get" was published by Songan Publishing Inc. in 2001 at Taipei, Taiwan. The next one of hers, "E. Q. Unlimited," will be published by Franklin Publications at Taipei in the fall of 2002. She is an expert of E. Q. (Emotional Intelligence).

"The mission of this School [Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI)] will emphasize the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we may expect the endeavor of this School for the community service based on humane spirit, led by Chairperson Elaine Chao*5 of WBTI," said Dr. Dina Titus, Adjunct Professor of Administrative Strategies in GSBPA. Dina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B.. She received her M. A. and Ph. The Paradise Democratic Club of Las Vegas (PDCLV) held a "MEET YOUR DEMOCRATIC CANDIDATES $5 DINNER" HONORING NEVADA DEMOCRATIC PARTY CHAIR ADRIANA MARTINEZ on August 18, 2004, 6:30 PM at its new meeting place, the Teamsters local #14 building, 1250 Burnham St., Las Vegas.*2

President of PDCLV John Ponticello welcomed all the participants whom were full of the Hall. He then introduced important elected officials Dina Titus, Michael Douglas, Mark Denton, Doug Smith, Michael Cherry, Cheryl Moss, Bob Lueck, among others, and important professionals Tom Gallagher, Dr. Tony Lei, Charlie Waterman, Nancy Diaz, among others.

As also a "Meet Your Democratic Candidates" party, the final thing was for the election candidates to introduce themselves which included: Vonne Chowning, Jim Germain, Lori Lipman Brown, Tom Kirkpatrick, Gloria Sturman, Gayle Beck-Nathan, Steven Horsford, Tammy Green, among others.

The highlight of the dinner party was the Achievment Awards to Adrianna Martinez, Nevada Democratic Party Chair, by U. S. Senator Harry Reid, U. S. Congresswoman Shelley Berkley, Las Vegas City Mayor Oscar Goodman, and PDCLV through the President of PDCLV John Ponticello.

Adrianna is a native Nevadan, born in Las VegasShe received a Bechelor of Arts degree from Brooks Institute, Santa Barbara, California. Adriana taught photography at the Community College of Southern Nevada.*3

Adrianna acquired the seat as the State Chair of the Democratic Party in May 2003. She is a true Democrat who believes in the ideals ans principal's of the Democratic Party.*4

This is an annual event in Las Vegas, but the participants may include certain people all around Nevada through RSVP. Under the leadership of John, the $5 Dinner party has been a famous activity for already many years.*5

John Ensign honored as Vice Chairman of the Advisory Board of WBTI

North Las Vegas Justice Court Judge-elect Natalie Tyrell once wrote a letter of appreciation to Dr. Tony Lei from her Office, "....I want to share with you my favorite quote. It is by the great Winston Churchill. It exemplifies the driving force by which I start out each day. He said, 'We all make a living by what we get, but we make a life by what we give.' ...." By the act of love itself, we are enriched. Love in action is service above self. We encourage people to make service a part of our characters and experience the abundant reward that comes from serving others.

U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible.

People believed with John that he said, "I have the passion for the fight and the unshakable belief that together we can build a better Nevada." In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei, also a born-again Chrisitan, that WBTI would honor him as Advisor and Vice Chairman of its Advisory Board. In the first paragraph of this column on September 15, it is stated that on September 7, U. S. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. The importance of sharing culture through art and festivities that bring people together serves to enhance all of us more by enriching our lives with the diversity of people and their customs. I especially would like to extend my appreciation to Dr. Tony T. Lei for his commitment and enthusiastic support of the Thai Performing Arts." John received Doctor of Veterinary Medicine degree form the Colorado State University in 1985. He accepted Dr. Tony Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. He believes that America must honor its words to seniors. His scholastic and gentle appearance has won a lot of applause and respect.

In community service, Dr. Tony Lei's hero is the great servant who has given all for the betterment of others' lives. Let our candles fuel a fire that will fan out an ever-lasting circles. With these circles together we can close our eyes and envision a community that is safe, peaceful, and healthy. The Bible teaches: "...let us not love with words or tongue but with actions and in truth (1 John 3:18)." District (Family) Court Judge-elect Cheryl Moss wrote Dr. Tony Lei, "I am delighted and honored to be appointed as an Associate Fellow of the Public Administration Institution of Washington Business and Technology Institute. Thank you for this opportunity to serve, and I hope to gain more knowledge, insight and awareness about public service and community issues through your prestigious institution. I remain dedicated to helping the community, and I am inspired by your leadership, wisdom and guidance. I am also fortunate to have met you and your wife, Judy, because you are both active and dynamic individuals in the community. Your accomplishments and achievements have demonstrated that taking part in the community does make a difference. Best wishes and thank you again for your unselfish kindness, support and encouragement." Power in politics should have a direction that the power based on knowledge is the power of righteousness. John Ensign: a born-again Christian

It is not very possible for anybody all the way with good luck from the beginning to the end of his or her whole life. One will enevitably face somekind of frustration. The attitude that one holds in facing one's frustration will, nevertheless, decide what would be his or her fate to be followed. If anybody gives up soon after he or she gets a frusration or difficulty, then the following days for his or her life will most probably be in dead end.

John Ensign has been impressived as a handsome, strong, and rich man. He has been long time identified as son of big casino leading figure of Mandalay Bay. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. John's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and teach his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to here even not being able for all of them to realize their American dream but eventurely they could teach and help their children accomplish their contributions for our country.

John's wife, Darlene, encouraged him into his first political race for Congress. Earned a Doctor of Veterinary Medicine degree from Colorado State University in 1995, his scholarstic and gentle appearance has won lots of applause and respect from knowledgeable ladies in social activities. It was when he was attending veterinarian school that John became a born-again Christian. He was urging by Darlene to become involved in a men's Christian group.

Over the next five years, some 2,800 classified state employees will be eligible to retire. In ten years, 5,815 state workers, forty percent of the entire workforce, will meet the necessary criteria for retirement. Many of these experienced and knowledgeable employees who will soon be leaving state service are today in middle and upper management positions.

Couple those statistics with the fact that the U.S. Census Bureau recently said Nevada leads the nation in population percentage growth for the nineteenth year in a row, and it’s easy to see there will be an ever-increasing demand for well-trained personnel in the public and private sector in the Silver State.

With all this in mind, it is imperative that the state takes important steps now to prepare for the inevitable. We must plan today to replace the institutional knowledge these veterans of state government have amassed. Fortunately, two important programs are underway that will help us meet the demands of replacing such a large segment of our state workers and management personnel.

In November 2005, the first class of state employees graduated from the new Certified Public Manager Program. The program is designed to prepare current state employees to fill management positions, armed with new and innovative approaches to today’s challenges. The Certified Public Manager Program is an investment in our employees, and a wise investment in the future of state government. It ensures that highly qualified professionals, dedicated to providing strong leadership, will lead our departments and agencies. A second investment in the future of state government will soon be available. The Department of Personnel, in conjunction with a number of other state agencies, has completed the State of Nevada Workforce Planning Manual. Two training sessions based on the manual will soon take place: January 25th in Las Vegas, and February 1st in Carson City. Workforce planning can be a powerful tool in developing our state personnel to the benefit of our agencies, as well as providing our individual employees with training that will help them succeed in their profession.

I would like to personally encourage you to find out more about these programs, and to participate in these programs if you are looking for a career in state government, especially in management.

I went on a search to become a leader.
I searched high and low. I spoke with authority. People listened. But alas, there was one who was wiser than I, and they follow that individual.
I sought to inspire confidence, but the crowd responded, "Why should I trust you?"
I postured, and I assumed the look of leadership with a countenance that flowed with confidence and pride. But many passed me by and never noticed my air of elegance.
I ran ahead of the others, pointed the way to new heights. I demonstrated that I knew the road to greatness. And then I looked back, and I was alone.
"What shall I do?" I queried. "I've tried hard and used all that I know." And I sat down and pondered long.
And then, I listened to the voices around me. And I heard what the group was trying to accomplish. I rolled up my sleeves and joined in the work.
As we worked, I asked, "Are we all together in what we want to do and how to get the job done?"
And we thought together, and we fought together, and we struggled towards our goal.
I found myself encouraging the fainthearted. I sought the ideas of those too shy to speak out. I taught those who had little skill. I praised those who worked hard. When our task was completed, one of the group turned to me and said, "This would not have been done but for your leadership."
At first, I said, "I didn't lead. I just worked with the rest." And then I understood, leadership is not a goal. It's a way to reaching a goal.
I lead best when I help others to go where we've decide to go. I lead best when I help others to use themselves creatively. I lead best when I forget about myself as leader and focus on my group...their needs and their goals.
To lead is to serve...to give...to achieve together.

CARSON CITY – Gov. Kenny Guinn today signed a Declaration of Emergency for Carson City and the counties of Douglas, Lyon, Storey and Washoe. Gov. Guinn also directed all state agencies to continue to assist local government agencies in their recovery efforts from the flooding that has affected so many Northern Nevada communities.

“I want to make sure the State is doing everything we can to help our citizens and businesses recover from the disastrous flooding that occurred over the past weekend,” Gov. Guinn said. “I toured much of the Carson City and Reno areas on Sunday to view firsthand the damage from the torrential rains. Where the State can help repair bridges, roads and other infrastructure damaged by the flooding, we certainly want to lend a hand so we can get Northern Nevada back to normal as quickly as possible.”

Under Nevada Revised Statutes 414.070, the Governor can issue a proclamation declaring a state of emergency when a natural, technological, or man-made emergency or disaster of major proportions has occurred.

Whereas, in the early morning hours of December 31, 2005, Carson City and the Counties of Douglas, Lyon, Storey, and Washoe, experienced excessive amounts of sustained rainfall, which has caused significant flooding, resulting in substantial damage and destruction to both private and public property, roadways, and drainage infrastructure through excessive water run off, debris flow, and mud slides; and

Whereas, Carson City and the above-named counties are experiencing significant economic impact and anticipate continuing economic obligations resulting in financial hardship for the long-term recovery of the affected areas;

Now, therefore, I, Kenny C. EDITORIAL: President declines to jack up consumer costs
Quotas on imported steel would harm the economy

As a New Year's present to American consumers and their booming economy, President Bush on Friday again stood tall for (relatively) free trade, rejecting a request by U.S. manufacturers and the United Steelworkers to impose quotas limiting the import of steel pipe from China, saying new trade barriers would harm the economy by raising prices for consumers.

"I have determined that providing import relief for the U.S. steel pipe industry is not in the national economic interest of the United States," Mr. Bush said in a statement released by the White House.

Ipsco Inc., Tyco International Ltd., five other U.S. companies and the steelworkers union -- representing 2,500 workers at factories in Arkansas, Pennsylvania and Ohio -- petitioned the administration in August to impose the quotas on Chinese imports of pipes used in plumbing, fencing and other construction.

The companies argued in their petition that currency manipulation, export rebate programs, subsidized expansion and the absence of worker and environmental regulations allow China to export pipe at prices below the cost of the raw materials.

No one is praising the way the communist Chinese treat their workers. But in the real world, it's unlikely any nation or industry can long export anything at less than it costs to produce -- and far more likely that "at a loss" is being cleverly defined in such cases to mean "at a lower profit than we'd like to make."

(We're not making this up -- many attempts at federal "anti-dumping" legislation have actually defined dastardly foreigners selling "below cost" to mean "at a profit of less than 3 percent," or some other arbitrary standard.)

However, should any nation really wish to engage in such economic suicide, the answer is to buy their underpriced goods so enthusiastically that they eventually go bankrupt, stockpiling any surplus for later re-sale and making ourselves a healthy nest-egg in the process.

Chinese pipe imports, primarily used in construction, are due to increase more than 60 percent from $154 million in 2004, the protectionists warn. But the total domestic market for the pipe is actually $1.8 billion, meaning the Chinese share still hovers below 10 percent, according to the U.S. International Trade Commission.

The president made sensible note of this Friday, pointing out more than 50 other countries also export the product to the United States, which means imposing limits on the Chinese pipe would be "ineffective because of the extent to which imports from third countries would likely replace curtailed Chinese imports."

And that's before we even talk about the potential costs of a trade war, should the Chinese (or anyone else) respond by adding punitive tariffs to imported U.S. goods.

The proposed curbs would have cost American consumers five times more than they would have increased the income of domestic producers by allowing them to jack up their own prices (the point of the whole exercise), Mr. Bush said.

American trade is still not as free as it ought to be. But the abandonment of past protectionism is one reason our economy is as strong as it currently is.

President Bush seems to have rediscovered this; he should be congratulated for resisting parochial special pleadings and doing the right thing.

Whether you are man or woman, each of us have the instinct to travel. We live in this world for a good purpose, not "to have and to hold", but "to give and to serve others." We help others as if we need to continue to pay rent for our time here on earth. Those who "pay rent" by serving those in need of our assistance, are the individuals who are indeed most happy and at peace.

Since being established on January 8, 1996, the distringuished officers and members of the Washington Business and Technology Institute (WBTI) have persevered with a fiery spirit to serve its purpose in helping the community. We have endured and weathered many obstacles, and miraculously we have survived and grown into a strong organization.

WBTI formulated and implemented several important projects in 2005. WBTI also assisted several associations and organizations in planning and conducting successful parties and events. This is evidenced by the more than 12 awards and proclamations received from the State of Nevada, Clark County, U. S. Senators and Congressmen and other high-ranking members of the community.

Innovation is the key to success. Managers are constantly searching the globe for new ideas. Modern companies view information and technology (IT) as a major competitive differentiator. Strategic businesses emphasize the use of information technology for effective management. International companies develop their global IT platforms by integrating hardware, software and Internet-based network architecture worldwide. Commuunication technology, such as teleconferencing and computer networks, are making it possible for people from subsidiaries around the world to work together on a single project or multiple projects.

Many business are becoming global and moving toward transnational e-business strategies in which they
integrate the worldwide business activities between their subsidiaries and headquarters. In the coming year, 2006, WBTI will continue to monitor and promote further innovative activities in the international perspective arena.

Washington Business and Technology Institute should be credited due to our remarkable leadership and our hardworking members. WBTI is neither made up of statues or fountains, nor landsacapes or waterscapes. Rather, WBTI is made up of actual hardworking and dedicated persons -- its faculty, advisory members, administrators and numerous friends and allies within the community.

Tsinghua University and the Wang Foundation hereby agree to collaborate on an annual summer program in which American students may participate in a service learning experience in cooperation with the ˇ°Poverty Alleviation through Education Projectˇ± of Tsinghua University. The China Symposium on ˇ°Globalization, Poverty and Sino-US Relationsˇ±
The ˇ°Poverty Alleviation through Education Project,ˇ± established at Tsinghua University, is designed to disseminate information and knowledge to the poorest regions of China by employing advanced information technologies. The Chinese central government has identified and designated 592 counties as the poorest regions in China where such a poverty alleviation project is urgently needed.

Since 1979, when Deng Xiaoping launched his market economy policy in China, over 400 million Chinese have been lifted from poverty. This is a result of intense negotiations between President Jimmy Carter and Deng Xiaoping, culminating in the establishment of full diplomatic relation between China and US on January 1, 1979.

The Wang Foundation desires to work with dedicated people in China and in the U. S. in launching a new initiative for a Post-Deng Era movement that will lift another 400 million Chinese out of poverty in the next 20 years.

The annual symposium is designed to enhance this initiative with discussions and the sharing of views on the following topics:

We need more globalization, not less.
We need to integrate poverty alleviation consideration as the most important component in all work related to globalization.
We need to narrow the gap between the haves and have-nots: this is singularly crucial to ChinaˇŻs future economic development.
We need to improve Sino-US relations through knowledge of each otherˇŻs culture.
We believe that a peaceful world is attainable through interaction among the young.
Student participation in the Poverty Alleviation through Education Project will enhance understanding of China at all levels. This Project is our first step towards improved Sino-US relations.

Tsinghua University has established 100 e-learning centers among 592 poor counties throughout China during the past three years. It is the UniversityˇŻs intention to accelerate such expansions to cover all 592 counties with e-learning centers within the next five years. Tsinghua University has delivered training courses through their nationwide distance-learning network system by adopting multiple technologies, such as satellite broadcasting networks and cable TV, to government officials, primary and middle school teachers and students, and administrators from town enterprises.

The Summer Service and Learning Project will add a significant new dimension: in addition to all the vocational training courses designed to spread useful applied knowledge, Chinese teachers, local county officials and students will have access to instruction of conversational English by native speakers. The project will help American students to learn and understand the real China first-hand, not as tourists, but as participants. There is no need for prior Chinese language knowledge because each American student will be teamed up with a Tsinghua student throughout the entire stay in China. Such month-long program for the American students is believed to be better than most immersion program for Chinese language and culture training in existence.

Details of the Summer Program:

Number of American students: 25-75 during first year, to be expanded in second year.

Number of Tsinghua students: Same number of Tsinghua students as American students

Host Institution: School of Continuing Education, Tsinghua University.

Basic terms and conditions: Participating American students are responsible for their own international travel plus health and accident insurance. Same terms and conditions are applicable to any university staff or faculty members accompanying their students. All domestic travel, room and board in China are paid for by Tsinghua University. Each American student will receive a certificate of completion awarded by Tsinghua University.

NEW YEAR'S EVE: Keeping an eye on the sky
High winds may squelch fireworks

Mother Nature may prove after all to be the ultimate party pooper this New Year's Eve.

If the most recent forecasts pan out, she'll send winds up to 25 mph tonight that could force officials to cancel their 8-minute fireworks show meant to cap off the city's centennial celebration. And late-night showers could dampen the heads -- and maybe spirits -- of a Strip crowd of well over 200,000.

Winds of 10 mph or more are all that's needed to put the kibosh on the fireworks. Odds of higher winds have quadrupled since Thursday's forecast.

"I'd say there's an 80 percent chance of winds higher than 10 mph," said Ken Clark, senior expert meteorologist with Accuweather.com. "They'll be 15 to 25 mph with some gusts up to 30 mph."

Clark said winds should die down overnight, but will most likely still be blowing strong around midnight.

"It's not impossible for them to die down, but I wouldn't take that bet."

Phil Grucci, designer of the New Year's Eve fireworks show and vice president of the Long Island, N.Y.-based Fireworks by Grucci, still hoped the show would go on. Reached late Friday afternoon on his cell phone at the top of the Rio, Grucci said he was "trying not to even think about" a possible cancellation.

"Those weather guys are always wrong," he said. "I won't think anything until 11:59 p.m. (New Year's Eve)."

But Grucci admits a cancellation is much more likely this year than in years past.

"It's certainly more of a reality. The only thing we can do is go one step at a time and hope the storm front subsides. We are maintaining the same production outline, and we'll be ready to go at midnight. You have to remain positive. If I start kicking the sand now, I'm in trouble."

He said if the fireworks can't go off at midnight, they won't go off at all.

The decision is ultimately up to the Clark County Fire Department, which will have inspectors stationed on 10 casino rooftops.

Clark also said to expect sporadic light to moderate rain showers beginning in the late afternoon that may last through midnight.

Rain won't prevent officials from shooting off fireworks, but could make for a lot of soggy outdoor partiers.

Many Strip resorts traditionally restrict access on New Year's Eve to just hotel guests and customers with restaurant reservations or tickets to a show.

"It really depends upon crowd control and the individual property," MGM Mirage spokesman Alan Feldman said Friday. "At that point, a guest would have to show a hotel room key. A lot of times, because of flow through the hotel and pressure on the high traffic areas, we'll have to keep the general public out."

The general public will be allowed into Caesars Palace only until 10 p.m., spokesman Ken Langdon said.

"That's the cut-off for people who aren't guests or don't have reservations."

Feldman said properties toward the center of the Strip, such as Bellagio and The Mirage, have a higher probability for access restrictions because the crowds on that part of the street tend to be larger.

Other MGM Mirage resorts, such as MGM Grand and Mandalay Bay, have larger casinos and public space, in addition to their location on the south end of the Strip.

Clark said Las Vegas can thank California for the inclement end-of-year weather.

"It's a storm coming from Northern California that will start causing the wind. There's another storm coming in right after it on Sunday night or early Monday morning that will bring more rain."

Bad weather won't be the only possible obstacle to fun on the Strip. Those who don't arrive early may be out of luck with parking and street access.

The Strip is expected to be closed to traffic from Russell Road to Sahara Avenue as early as 5 p.m. today.

Roads that cross the Strip along that stretch will also be closed to a certain distance east and west, Sgt. Chris Jones, a spokesman for Las Vegas police, said Friday. So will eastbound cross-street highway exits from Interstate 15 at Russell Road, Sahara Avenue, Flamingo Road, Tropicana Avenue and Spring Mountain Road/Sands Avenue.

Desert Inn Road and Frank Sinatra Drive will remain open.

The Strip won't reopen until 4 a.m. at the earliest, authorities said.

Parking also could be heavily restricted in the resort corridor.

"The public's best bet is to use public transportation," Jones said. "Taxis, buses, the monorail -- any way to not have to take a vehicle."

Sage Grouse Conservation Plans Implemented
Work continues in Nevada on sage grouse conservation, even though the U.S. Fish and Wildlife Service (USFWS) recommended that the sage grouse does not warrant listing under the Endangered Species Act. The USFWS is relying on governmental agencies and local working groups to continue efforts to conserve sage grouse and sagebrush habitat on a long-term basis. Learn More.

2005 – 06 Waterfowl Update
In a dry state like Nevada, what a difference some water can make! Recent timely spring and summer rains have improved the outlook for most of Nevada’s game species, waterfowl included. Habitat conditions have improved, water coverage is up from last year and bird numbers are generally good around the state. Learn More.

Nevada Board of Wildlife Commissioners
The people of Nevada own the wildlife resources of Nevada. A dedicated panel of private citizens is charged with managing the resource: the nine-member Nevada Board of Wildlife Commissioners. This board is appointed by the governor. They are involved in nearly every aspect relating to wildlife management, from setting annual and permanent regulations to reviewing budgets – on wildlife and boating matters. Perhaps the most important function they serve is to receive input from the public. Input comes from such entities as the 17 county advisory boards to manage wildlife, and also from individuals. "Through the recommendations of our faculty members, including Supreme Court Justice Michael Douglas, District Court Judge Cheryl Moss, and Nevada Assemblywoman Valerie Weber, Dr. Feng-wei Lai has been appointed as an Adjunct Assistant Professor of the Graduate School of Business and Public Administration (GSBPA) and Chairman of Penghu and Nevada Tourism Development Research Committee of the Washington Business and Technology Institute (WBTI) on September 6, 2005." The announcement was made by Dr. John Wang, Spokesman for WBTI, on September 7, 2005 in Las Vegas, Nevada.*2

Dr. Feng-wei Lai was born in September 20, 1953. His nationality is Penghu county, Taiwan.

He received his B.S. degree from Tunghai University. Dr. Feng-wei Lai earned his Engineering Management Doctoral degree (Ph. D.) from MISSOURI University here in the United States (USA).*3 He is now the Magistrate of Penghu County, Taiwan.

The following is a list of some Dr. Lai's publications:

Dr. Lai also wrote a thesis entitled, "Technology Organization Alliance-Resonance Theory Perspective".

During his many years public service, he received the following honors:

(1) 4th place in the policy satisfaction investigation done and authorized by Universal TV and the Journalist

(2) Fourth place in the policy satisfaction investigation done by ETTV and China Times

(3) First place in the policy satisfaction investigation done by National Cheng Kung University

(4) Second place in the policy satisfaction investigation done by Common Health Magazine

(5) Third place in the policy satisfaction investigation done by Common Health Magazine

(6) Second place in the policy satisfaction investigation done by CW Magazine.*4

On his Policy, Establishment, and Visions as the Magistrate of Penghu County, Dr. Lai set his goal "to develop Penghu into 'an International isle, A Pearl in the Ocean' since accession. Furthermore, Dr. Lai set two major policy guidelines for the people: 'Improve the Environment, and Inspire Energy'. By aggressively improving the life quality and industry environment, we try to pursuit stability under growth. In this pursuit, we hold the faith to help ourselves and people will help us in return."*5

Magistrate Feng-wei Lai of Penghu County led a delegation team of about 20 high-ranking officials to visit Nevada on September 4, 2005. A welcome dinner party was held for him and his wife on September 5, 2005 at the Sky Room of Stratosphere Casino and Hotel in Las Vegas, Nevada. He and his delegation team visited the Office of Nevada Governor Kenny Guinn in Las Vegas on September 6, 2005. A welcome confernce was held by the Office in its Meeting room. A gifts exchange between Governor Kenny Guinn and Magistrate Feng-wei Lai was also held.*6

"Dr. Tony Lei is one of the most respected first class alumni of Tunghai University. We have had several distingueshed alumni like him among our first four classes. It's my interest to join WBTI with my knowledge, wisdom, and talent for the promotion and cooperation of academic and tourism development between Nevada and Penghu. This is a great challenge, but a worthy and honorable effort. Of international importance, Penghu's relationship and ties with Nevada has become a valuable asset. We hope that a modern public administration strategy will be formed and based on mutual cooperation and development among the international cities. It's my honor to be named as an Assistant Professor to GSBPA of WBTI," said Dr. Feng-wei Lai in the Conference held at Nevada Governor Kenny Guinn's Office on September 6, 2005 in Las Vegas, Nevada.*7

A central figure in the rapid expansion of China’s interest in recruiting American students, Dr. Peter C.C. Wang, CEO of the Wang Foundation, gave a presentation at the 2005 NAFSA conference entitled “Strategic Initiatives to Increase Enrollment of American Students Studying in China.” Several days earlier, 35 Chinese university presidents, including senior administrators from the Chinese delegation, visited the Wang Center for International Programs at Pacific Lutheran University and met with Wang for three hours in intensive discussions about how to engage U.S. institutions and their students. The Wang Center was established through a pledge of $4 million from Wang and his wife, Dr. Grace Wang.

The meeting with the Chinese delegation followed on a series of earlier discussions Peter C.C. Wang has had with officials in the Chinese Ministry of Education over the past several years in which he has urged the Chinese government to significantly increase its funding for education, especially among the 400 million rural poor of China. Additionally, he has pressed the government to further engage with the United States through international academic exchange by increasing the volume of American students studying in China. The Chinese government has responded by pledging its support and expressing willingness to cover the cost of supporting American students in China on service-learning programs and the costs of sending Chinese teachers in large numbers to the United States to teach Chinese at the K-12 level and to promote study in China downstream.

New Legislation May Support Stronger U.S-China Ties

Potentially augmenting the commitment of the Chinese government to help the U.S. promote the study of Chinese is the Lieberman-Alexander “United States-China Cultural Engagement Act” introduced May 26, 2005. This proposed legislation “authorizes $1.3 billion in federal funds over five years to provide for Chinese language instruction in American schools, increase American consular activity supporting American commercial activity in China and provide for physical and virtual exchanges among a broad spectrum of individuals in the two nations.” If this bill is enacted, a comprehensive basis will be in place for preparing young Americans in very large numbers to study in China.

Additionally, in December of this year the Commission on the Abraham Lincoln Study Abroad Fellowship Program is expected to recommend a program that will greatly expand the opportunity for students at institutions of higher education in the United States to study abroad. Given the imminent prominence of China on the global stage, it is hoped that the Commission will place significant emphasis on sending American students to China. This would go a long way to making academic study in China a fixture, initiating a much larger flow of students.

Important Factors Must Still be Considered

The key question of how to get more American students to go to China for serious academic study remains open. Universities do not want to expend a great deal of effort launching China programs if the demand isn’t there yet. Wang’s plan is to assist the Wang Center and a coalition of 48 U.S. colleges and universities in a pilot program with Sichuan University and assist Wayne State University’s pilot program with the University of International Business and Economics, to solicit Chinese government to provide scholarships to U.S. college students to study in China, to recruit Chinese universities to participate in work-study program and annually sending American students to study in China with life-time service objectives, and to seek job opportunities for U.S. students while study in China to gain supplemental income.

It was in part Wang’s encouragement to the Ministry of Education of China which led to the major increase in Chinese efforts to recruit American students at NAFSA. Wang advocates the concept of recruiting large numbers of American students to go to China on service-learning scholarships funded largely by the Chinese government in order to learn Chinese and teach English at the same time.

Wang believes passionately that Americans must do what they can to help China educate its rural poor, or else face a future where China will become volatile and plunge the world into crisis. He has strongly urged the government of China to make education of the rural poor a top priority for this reason, and they are responding affirmatively to his recommendations. The latest indication is that the Chinese government has made the decision to increase their education budget from 2.5 percent to 4 percent of China’s GDP for year 2006.

But the question the Chinese government is asking is “Where are the American students?” In their mind, if China is so important on a global level and is making such tremendous efforts to welcome foreign students, why don’t Americans learn Chinese and study in China in much greater numbers? Certainly reciprocating China’s interest in the U.S. could go a long way to improve Sino-U.S. relations in the future.

Moving Forward

The next phase is to get pilot projects up and running in 2006. Several lead institutions planning to work with the Wang Foundation on a pilot project include Tsinghua University in Beijing, Southwest National University in Zhongqing, Sichuan University in Chengdu, and YangZhou Polytechnic College. In the near future Wang is planning to assist American universities in setting up scholarship exchanges as well.
