GOVERNOR SIGNS ORDER CREATING SAGE COMMISSION

Governor Jim Gibbons today signed an executive order creating Nevada’s Spending and Government Efficiency (SAGE) Commission.

The commission will review state government and provide the Governor recommendations for streamlining operations, improving customer service and maximizing the use of taxpayer dollars.

“The SAGE Commission is being created to change the way the State of Nevada conducts business,” the Governor said. “My plan is to tap the best business minds in the state to assess our operations, identify excess spending and make immediate and long-term recommendations I will be able to use to improve state government.”

The Governor’s first appointment to the SAGE Commission is former U.S. Public Printer Bruce James of Crystal Bay, who will serve as commission chairman. The Governor will select five additional appointments to the 12-member panel and round out the members from recommendations provided by legislators. James expects holding the first commission meeting by July 1, with monthly meetings held thereafter. Although a privately funded panel, all meetings will be open to the public.

"Nevada’s government was organized and structured to provide services when we had fewer than a million people" James said. "Today we are approximately three million and within 20 years it is likely that we will have five million. If we are smart, we will reorganize to take advantage of economies of scale to actually reduce the cost of individual services. By working cooperatively with state employees, that’s the type of guidance I hope the SAGE Commission can offer the Nevada government."

The Governor recently worked with a bipartisan panel of lawmakers to balance the state’s budget without raising taxes despite a $913 million shortfall. The Governor said he hopes the SAGE Commission will find ways to minimize future shortfalls.

“Creating a streamlined, efficient government will ensure the state is getting the most out of taxes paid by hard-working Nevadans,” Gibbons said. “While there are economic conditions we’ll never control, maximizing our revenue will help soften the blow of such economic difficulty in the future.”

STATE BUILDINGS SELECTED FOR ENERGY AUDIT

Nevada will participate in the Greening State Capitols energy audit program that is a partnership between the National Governors Association and Wal-Mart Stores, Inc., Governor Jim Gibbons announced today.

As one of 20 states to be included in the project, an energy audit will be performed on the State Capitol, the Governor’s Mansion and a Carson City state office building that will review their energy consumption to identify conservation measures.

“Energy conservation is an important part of my comprehensive energy plan and represents the demand side of the energy equation,” Gibbons said. “This project will clearly identify ways to improve energy efficiency at some of our state buildings and contribute to my mission of making Nevada energy independent. I’d like to thank the NGA and Wal-Mart for sponsoring this program.”

Nevada is a leader in developing renewable energy resources and was one of the first states in the nation to adopt a renewable portfolio standard that requires a certain percentage of its electricity to be generated by renewable resources. That standard is currently set at 20 percent by 2015. Conservation is also a 25-percent requirement of the portfolio standard.

State law also requires state agencies, departments and other entities in the executive branch of government to reduce grid-based energy purchases by 20 percent by 2015. Conservation will be the key to meeting this requirement.

“This audit will help define the baseline energy consumption for these three buildings and identify strategies to make them more efficient,” said Dr. Hatice Gecol, the Governor’s Energy and Science Advisor and Director of the State Energy Office. “Hopefully, what we find in these three buildings can serve as a model we’ll be able to use in other state buildings to conserve energy and reduce the carbon footprint of state government.”

The buildings to be audited include the State Capitol, 101 N. Carson St., the Governor’s Mansion, 606 Mountain St., and a state office building at 209 E. Musser St. The three buildings total nearly 120,000 square feet.

One of my oldest friends in the progressive movement always had a saying to describe how he took stock of people: he said it wasn't whether you were liberal or conservative, it's whether you were a "stand-up person." He meant that it mattered what you did when the chips were down, the positions you took not when it was easy, but when it was really hard.

Now, a true stand-up guy -- my colleague Senator Frank Lautenberg -- is facing a primary challenge for re-election. Let me tell you -- I'll do everything in my power to help re-elect Frank Lautenberg because he's a true progressive who has been with us when the chips were down.

Frank Lautenberg always shows up for the fight and he speaks his mind. In 2004, when a lot of people were having a hard time separating fact from fiction about the military service of politicians, Frank stood on the floor of the Senate and said, "We know who the chicken hawks are. They talk tough on national defense and military issues and cast aspersions on others. When it was their turn to serve where were they? AWOL, that's where they were."

Well, when it's been Frank's turn to show up and fight, he's always been there -- and I mean he's been there in difficult times. Back in June of 2006, it seemed like no one wanted to come within a mile of legislation Russ Feingold and I introduced to set a deadline to bring our combat troops home from Iraq. Only eleven brave Democrats stood with us and voted for an end to the Bush Iraq policy.

Frank Lautenberg was one of them.

It's not the only time. When I led that filibuster against drilling in the Arctic National Wildlife Refuge, Frank signed on -- and spoke out on the Senate floor.

When Ted Kennedy and I filibustered Judge Alito's nomination for the Supreme Court, Frank didn't take a pass just because Alito was from New Jersey -- he stood up to that pressure to stick with a home state nominee -- and he did what was right -- filibustering Alito.

Frank Lautenberg is, in short, one of the very best progressive Senators we have. And he needs our help. Please donate what you can to his campaign:

Over a week ago, the New York Times published a major investigative article, detailing a secret Pentagon program the Times said was designed to recruit and cultivate the "military analysts" you see on the major news networks in an attempt to create coverage favorable to the Bush Administration's policy in Iraq.

The Times described an extensive program, with dozens of television analysts involved, some of whom had extensive business ties to the Defense Department -- in fact they called it "an effort to transform the analysts into a kind of media Trojan horse -- an instrument intended to shape terrorism coverage from inside the major TV and radio networks."

Since that story ran, there's been a virtual news blackout, and we haven't gotten any closer to finding out the real story.

You can change that. I sent a letter to the Government Accounting Organization requesting an investigation, and I'd like you to show your support by virtually "co-signing" the letter with me. Only with an overwhelming display of grassroots energy can we put this story in the spotlight and press for answers.

This week, Teresa and I experienced an up close and personal reminder of how far the world has yet to travel to defeat HIV/AIDS. Talking with people in poverty stricken KwaNgcolosi near Hillcrest in Durban, South Africa, we saw both the most inspiring and the most heartbreaking realities of a global struggle to defeat a global scourge.

We met orphaned children left with no choice but to assume adult responsibilities, caring for their young brothers and sisters. We met single mothers scratching out subsistence in mud houses, their husbands lost to a horrific disease. I have to tell you, experiences like this have an impact on you.

I didn't want to wait until I got back to the United States to say something to you, because tomorrow is World AIDS Day - and it needs to be a day of action. Challenge Washington to stop blocking better educational efforts and stop putting ideology before science. Demand that American leadership help convince nations like South Africa not to repeat our shameful denial of HIV/AIDS in the 1980s - and to commit their countries to saving lives not saving face. There is no fixing a problem political leaders refuse to admit exists.

There's something else - and I'll have much more to say about this when I'm back. I'll be leading - with Senator Boxer - a Senate delegation to Bali in December to the global conference where work will start on a new international climate change treaty. We can't wait until we have a new president; we need to get moving now. The world simply can't solve these problems without American participation and leadership. Stay tuned.

We have lost over four thousand American lives in Iraq, brave men and women who have made the ultimate sacrifice. We are humbled by their courage and patriotism; but we cannot stand idly by while more American lives are put in harm’s way, with no plan for success and withdrawal.

Jon Porter has done that, and worse. He has continued to support Bush’s war with no accountability, no hard questions, and no end in sight. He has also turned his back on those soldiers who made it home, often with debilitating injuries, by voting repeatedly against funding for veteran’s healthcare.

This same war is costing us five thousand dollars a second, more than five billion overall; money that could be spent building and restoring our infrastructure – our roads, bridges, industrial parks, and schools. Jon, you’re not listening to the people of CD 3; you’re not helping them in their struggles during these difficult times. You’re helping the people in Iraq but not here at home in Nevada. That’s why it’s time for you to go. When that happens in November, it will be a real mission accomplished.

This is also the perfect place to kickoff our campaign. We are right in the heart of Henderson. I have deep roots and strong ties in this community. I spent my first Christmas right over there in Victory Village when Daddy was stationed at Nellis AFB. My parents returned to Henderson many years later and built a home in Calico Ridge. Daddy served as the head of Building and Safety for the City – working in that building for a decade. My sister Rho teaches at Nevada State College and has an office right across the street. For twenty years I have represented much of this area in the State Senate, fighting for the residents of Henderson and Southern Nevada. I know this district. I love the people in this district. I am at home in this district!

This is going to be an exciting, rough and tumble race because so much is at stake. But I am ready for it. Are you? I haven’t even filed yet and the Republican sleaze machine has already started attacking me, distorting my record, telling outright lies, and using their same old, tired rhetoric about taxes. Well, it’s not going to work. The country is tired of the Republicans’ destructive approach, their negativism and their divisiveness.
