Kenny Guinn*1 announced today (11/01/06) that a ceremony recognizing the recipients of the Governor’s Award for Achievement of Excellence in State Service for 2006 will be held on Friday, November 3, 2006, at The Station Grille in Carson City. The recipients will be honored for submitting recommendations to improve government efficiency, reduce demands on state staff, or to lower program or operational costs. The awards will be presented by Linda Law, Chair of Nevada’s Merit Award Board. Guinn said.*2 State employees to be honored on November 3rd include Robert Drake, who works for the Nevada Department of Corrections, and Mark Theriault and Michon Dimit, both of whom are employed by the Department of Employment, Training, and Rehabilitation’s Employment Security Division. Mr. Drake was awarded $500 for a maintenance suggestion at Nevada State Prison that avoided a shortage of beds during construction and saved the state more than $15 million in project costs. Mr. Theriault was awarded $400 for the development of a database that resulted in labor savings and more than $40,000 in collection cost savings for his division. Ms. Dimit received $200 for a recommendation to streamline the interactive voice response system related to weekly claims filing, which will reduce printing, photocopying, and computer use costs on an on-going basis. S. Secretary of Labor Elaine Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University. At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". As Governor, Mike O'Callaghan left a legacy as one of the most popular figures in our state history of Nevada, U. S. A. --- A true American patriot and hero who fought for the poor and the disenfranchised By Tiffany Chang Lined with political and judicial dignitaries on the Thursday's funeral services for Mike O'Callaghan at March 11, 2004, but there's no doubt the former Governor of Nevada O'Callaghan would have been elated to know that a hard-luck veteran like Norm had taken time to bid him farewell. Before the start of the service, Norm came into the crowded Shrine of the Most Holy Redeemer Catholic Church on crutches and took a seat. "Norm was homeless when he first met O'Callaghan in the late 1980s. Now 79 years old, the World War II veteran never forgot his encounter on the street with the generous and caring former Nevada governor. Although O'Callaghan had been a war hero and hugely popular politician, he was known to the needy in Southern Nevada as one of a handful of nearly anonymous volunteers who, rain or shine, poured coffee and handed out doughnuts," wrote John Smith at his column.*1 "While U.S. Sen. Harry Reid led a heart-felt lineup of eulogists who included each of O'Callaghan's grown children, the church also held hundreds of others who'd also been touched by the bear-sized Irishman with the big grin and seemingly boundless capacity for caring. Homeless advocate linda Lera-Randle El sat beside Norm and couldn't help smiling at the thought the funeral had drawn such a broad spectrum of humanity to say goodbye to the people's governor." *2 Tom Daschle, Senae Democratic Leader, remembers O'Callaghan at the Senate in Washington, D. "Week in Review" Senate Approves Budget Resolution - After a long day Thursday, the Senate early Friday morning approved a $2.4 trillion budget resolution for FY 2005 that would increase homeland security and military spending. The Republican majority defeated a series of Democratic amendments that would have added funding for veterans health care, law enforcement and education, by rolling back a portion of the tax cuts for people who make over $1 million a year and closing corporate tax loopholes. Democrats did succeed in adding a “pay as you go?amendment to the budget, requiring that any future tax cuts be offset by reduced spending or other sources of revenue. Exceptions could be made only with a 60-vote majority. House Republican leaders have threatened to kill the “pay as you go?measure, however. Tax Bill Tackles Outsourcing- A corporate tax bill Support Builds for Drug Reimportation - A move to allow reimportation of prescription drugs from Canada gained support last week. Senator Trent Lott (R-MS) said he can no longer justify voting against reimportation when prescriptions in Canada cost roughly half their price in the United States. And Mark McClellan, whom President Bush has nominated to head the Medicare program, promised to work with Senate leaders on the issue. Senator Reid has voted to allow the safe reimportation of drugs. "First elected to the Nevada State Assembly in 1990, Chris served in eight regular and five special sessions. During the times the legislature was not in session, Chris continued as a special education teacher in the school district's middle schools until Spring of 2003. Photos by Isaac Brekken/Review-Journal]]] [[[Chinese tour guides and travel agents tour the Nevada Atomic Museum in Las Vegas during a trip sponsored by Korean Air.]]] Less than a month after Korean Air launched nonstop flights from Seoul to Las Vegas, Nevada tourism officials were enlisting the service to boost local visitation from the world's most populous country.*1 From Oct. 17-21, 10 Chinese tourism professionals, including travel agents, tour operators and travel writers, were in Southern Nevada, taking in sights both man-made and natural. Advertisement The Nevada Commission on Tourism organized the familiarization trip to show off Korean Air's thrice-weekly flights into McCarran International Airport. Korean Air also offers service to Seoul from 21 cities in China, placing hundreds of millions of Chinese within one connection of Las Vegas. "We want to let people know it's more convenient than ever to get from China to Las Vegas through Seoul," said Karen Chen, chief representative of the commission's China office. Among the stops on the group's agenda: the Grand Canyon, the Aladdin's Spice Market Buffet, the Excalibur's Tournament of Kings dinner show, the Las Vegas Premium Outlets, the Rio Secco Golf Club in Seven Hills, Madame Tussauds wax museum at The Venetian and the Atomic Testing Museum on East Flamingo Road. The guests also took in The Venetian's Blue Man Group and went on a Pink Jeep tour of Eldorado Canyon, about 50 miles southeast of Las Vegas. Tour participant Wang Suqi had been to Las Vegas 10 times before last week's trip, but he hadn't seen most of the attractions the commission showed the group. The tour gave Wang, general manager of one of China's biggest travel agencies, several new sightseeing prospects to recommend to his customers. He singled out Madame Tussauds, the Atomic Testing Museum and the Papillon helicopter tour of the Grand Canyon as highlights of his journey, and said he would include the features in future travel bookings. Wang isn't planning to change just the content of the trips he schedules to Las Vegas; he said he'd also like to increase the number of visitors he sends to the city. With Korean Air's service, he said he will make Las Vegas his agency's gateway into the United States. He books a little more than 4,000 travelers a year to Las Vegas, but he'd like to double that number in the next few years. "The United States is in the top three places Chinese most want to travel to," said Wang, through a translator. "Most Chinese have an American dream -- they want to come here to visit. The Chinese love Las Vegas. They know it's famous for gaming, and most Chinese love gaming. Las Vegas is the most exciting gaming city in the world." More exciting than China's Macau? "Macau is closer, but most Chinese think Las Vegas is larger, and they think the service is much better than in Macau," Wang said. He said the little things -- name tags that included casino employees' hometowns and dealers who spoke Mandarin rather than the Cantonese that prevails in Macau -- made tour operators and journalists on the familiarization trip "feel very comfortable, like they were at home talking with their people." "Las Vegas has been very successful in tourism and gaming because it's been very good about the details," he said. It was the city's vibrancy that struck first-time Las Vegas visitor Zhao Rui. "Las Vegas is a very exciting city. It's so American," said Zhao, who works for the general manager of Beijing Huayuan International Travel Co. Ltd., also one of China's biggest travel agencies. "European countries are more quiet, and their cities are not so colorful. America is full of energy. Las Vegas is a crazy world, but people like it." Zhao said her local experiences will help her sell longer stays in Las Vegas to her countrymen. Many Chinese view Las Vegas mostly as a one-dimensional gaming destination, and they might spend only a single night in town as part of a longer visit to the United States. "They don't know there's more than one side to Las Vegas," Zhao said. "I can tell them every hotel has its own special things, and the nature is beautiful. Las Vegas has its own American culture. It's not just gaming. We can tell more people to come here and stay longer." Like Wang, Zhao would like to build on the number of visitors she directs to the United States. But expanding her services into the country is difficult because visa restrictions following the terrorist attacks of Sept. 11, 2001, have made it difficult for Chinese nationals to receive permission to travel here. Zhao said her agency books stateside trips for as many as 80 Chinese a month, well below the 2,000 people a month she sends to Europe and even the 200 travelers a month she sends to Africa. Yin Xuewu, general manager of Beijing Ming Cheng Ji Ye Aviation Service Co. Ltd., agreed that streamlining the visa process for Chinese tourists would open travel from the country into the United States. Yin said flights from Beijing to the United States account for about one in 10 ticket reservations his company sells. In the next year, with Korean Air service into McCarran, that number could rise to one in eight, he said. And though his company specializes in airline tickets, Yin said he also suggests sightseeing itineraries and books tour packages. The familiarization trip has given him an appreciation for Las Vegas that he said he will pass on to his customers. "We have learned the history of Las Vegas and this part of the country," said Yin, who was on his fourth trip to Las Vegas. "It's very special and fresh for every one of us. It has helped us understand American culture and the special history and character of Las Vegas. We can tell our clients we have been introduced to the contributions of Las Vegas." Chris Chrystal, a spokeswoman for the Nevada Commission on Tourism, said the four-day tour was "arguably the best one we've had" since the agency began offering familiarization trips to Chinese travel professionals in January 2003. Chen said the commission has averaged two such trips a year since 2003. "The group seemed to be totally in sync with what we had planned for them," said Chrystal, adding that the city's buffets, the Las Vegas Premium Outlets and Madame Tussauds all received rave reviews. "We paced it so they would be able to soak in the excitement and stimulation of Las Vegas. There's no place like Las Vegas on Earth. They've found that out for themselves, and they have a huge array of things to promote when they get back to China." Commission officials estimate that 350 million of China's 1.3 billion citizens could afford to travel to the United States, though just 530,000 visited the country in 2005. Mining Key Industry for Nevada By Dr. Kenny C. Guinn*1As the ‘ol saying goes, “If it isn’t grown, it must be mined.” October 24-31 is Mining Week in Nevada: a time for all of us to reflect on the tremendous growth of this industry in our state and the financial benefits mining provides our citizens. As a direct result of Nevada’s public policy climate and other favorable conditions, the Silver State continues to earn its moniker, with the state being ranked number one as the best place in the world for mineral investment by the Frasier Institute, an independent public policy “think tank” based in Canada. When I first entered office in 1999, the state’s mining industry faced a foreboding future. The forces of globalization and punitive government policies were leading to concern that the mining industry might be in its twilight years. To safeguard Nevada’s second leading industry, I knew we needed to take swift and direct action to reverse this course. I quickly joined with our congressional delegation and other national groups in opposing the United Kingdom’s proposal to sell the gold held by the International Monetary Fund, which had driven gold prices to 22-year lows, resulting in mining industry layoffs across Nevada. Our efforts and the work of many other partners led to the adoption of the “Washington Agreement on Gold” by the world’s central banks, which stemmed then reversed the decline in the price of gold. Gold prices have been on the rise ever since, with today’s prices being the highest in two decades. Higher prices have resulted in new investment in mining all across rural Nevada and the creation of good paying jobs that bolster local economies. Nevada produces about 85 percent of the nation’s gold, and some 14,000 people are directly employed in the mining industry in Nevada. The average salary of a miner is more than $60,000, plus benefits. It’s estimated that another 50,000 jobs in Nevada are dependent on mining. While working to repeal burdensome regulations that limited access to mineral rich federal lands, we have also enacted thoughtful and progressive legislation aimed at the environmental protection of lands affected by mining. Our “Good Samaritan” legislation encouraged cleanup of abandoned 19th century mining sites, and Nevada’s Mercury Reduction Initiative (MRI) has resulted in dramatic and rapid reductions in mercury emissions from mines located in our state. In fact, the MRI has been recognized by the U.S. Environmental Protection Agency for its innovative approach to a complex regulatory matter and is now being applied at mine sites all over the world. Further, Nevada is recognized as a worldwide leader in developing new mining technologies and for formulating and implementing workplace safety training programs. Nevada owes much to the mining industry, which provides more than $100 million in local and state tax dollars, directly and indirectly employs thousands of our citizens, has undertaken numerous philanthropic activities benefiting the people of Nevada, and offers a bright future for many who live in our rural communities. Justice Michael Douglas, the first African American justice in Nevada’s history, was appointed to the Court in March 2004 to fill the vacancy that resulted from the death of Justice Myron E. Leavitt. Justice Douglas’s appointment to the Supreme Court is the culmination of a 22-year legal career in Nevada that began by chance when he accepted what he thought was going to be a temporary job with Nevada Legal Services.*2 Michael was elected in November 2, 2004 as Justice of the Nevada Supreme Court. Justice Douglas, a native of Los Angeles, came to Las Vegas in 1982 from Philadelphia, Pa., where he had been working in private practice. The justice said he chose Las Vegas because he wanted to move back west and had a cousin living in the city. After two years at Nevada Legal Services, Justice Douglas was hired by the Clark County District Attorney’s Office and served in the Civil Division until 1996. In January 1996, he was appointed to the Eighth Judicial District Court bench and was retained in the election later that year, serving until his appointment to the Supreme Court. At the District Court, he served as Business Court judge along with handling a variety of civil and criminal cases. He was elected Chief District Judge in October 2003. A graduate of California State College, Long Beach, in 1971 and the University of California Hastings College of Law in 1974, Justice Douglas has been a member of the Judicial Council of the State of Nevada and Vice President of the Nevada District Judges Association. He is president*3 of the Nevada American Inns of Court, an organization of judges, lawyers and law students that promotes*4 excellence and civility in the legal profession. He has been active in groups fighting domestic violence and also has served on a variety of law-related groups, including two years on the Nevada Law Foundation Board and seven years on the State Bar of Nevada, Southern Disciplinary Board. Digging Up Our Past: Chinese Communities in Lumbering and Mining in late 19th Century California and Nevada By Sue Fawn Chung, University of Nevada, Las Vegas*1 Have you ever thought about what it would be like if the community was predominantly Chinese? A 3-year project (1999-2001) with the U.S. Forest Service, UNR, UNLV, Wing Luke Museum in Seattle, and the Passport in Time volunteers provided me with the opportunity to explore life in the late 19th century Chinese mining community called Island Mountain in northeastern Nevada, about twenty-five miles from the Idaho border. Using oral histories, government documents, local records, court documents, photographs, newspapers, and archaeological finds, it has been possible to gain some insight into the character of this transitional Chinatown from 1873 until 1916.*2 In 1873 Emanuel Penrod left his ranch in Genoa in search of gold. He had been one of the original founders of the rich Comstock Lode in Virginia City, but sold out to Henry Comstock before the Lode became a bonanza. He eventually settled down with his wife and children in Genoa and worked in nearby Carson City, the capital of Nevada. When one of his sons died from a tragic accidental death in Carson City, he felt restless and hopped on the Central Pacific Railroad heading east. The transcontinental, completed in May 1869, opened new areas for mining and among them was the new mining town of Tuscarora, Elko County, which boasted a Chinese population of 2,000, thus rivaling Virginia City and Gold Hill (the Comstock Lode). The Beard brothers had founded the site and brought Chinese workers to help develop the irrigation system needed first for placer mining and then hydraulic mining. The Chinese stayed and mined. There were two Chinatowns and several wealthy merchants, most notably Ah Lee Lake (b. 1855, immigrated 1869, still active 1910), who in the winter wore an ermine lined Chinese silk jacket and who traveled to San Francisco and China regularly to buy supplies for the miners in the area. Ah Lee Lake was the wealthiest Chinese in Elko County and had good relations with both the Chinese and non-Chinese communities. In Tuscarora, Chinese miners worked alone, in groups, or with miners of other ethnic origins. It was a multi-ethnic, multi-cultural community. Penrod decided to search for a new placer mining site and headed in a northeastern direction after disembarking at the major Central Pacific roundhouse town of Carlin. Instead of heading toward Tuscarora, he went further to the northeast, about 75 miles, near the mining town of Bruno City that quickly became a ghost town. He came upon a 8,000 feet loaf-shaped mountain surrounded by clouds and called it ¡§Island Mountain.¡¨ There, along with two friends, he discovered a rich new source of gold. He realized he needed water for more placer mining so he turned to Chinese workers, noted for their irrigation systems in China and in the Carson Valley, especially in Genoa, as well as Tuscarora. Eventually they brought in hydraulic mining equipment. A monitor had a force of 5,000 pounds under water pressure. A ¡§Little Giant¡¨ monitor could blast 16,000 gallons of water a minute and wash away 4,000 cubic yards of earth in a 24-hour period. Penrod and his two associates struck it rich. With his newfound wealth, he ran for State Assembly and won a seat for one year in 1874-5. But his real success was at Island Mountain, where he, his wife, and children had settled and where he lived until 1897. Penrod estimated that during his 24 years at Island Mountain, he took out a quarter of a million dollars. He also set the precedent of allowing law abiding Chinese to remain relatively unmolested. According to the 1875 state census, 50% of the population of Island Mountain was Euro-American and 50% was Chinese, a total of 50 people. Some of the ditch diggers and miners had come from nearby Tuscarora, Mountain City, and Placerville, Elko County. By 1880 there were 71 inhabitants of Island Mountain: 54 (76%) Chinese, of whom 45 (83%) were miners and the remainder: 4 cooks, 2 woodchoppers, 2 merchants, 1 laundryman, 1 loafer, and 1 prostitute; 6 Native Americans (2 women, 1 child, 1 medicine man, 2 hunters); and 11 Euro-Americans (2 women, 1 farmer, 2 teamsters, 6 miners), including William Allen Penrod and his wife, Rebecca. Nevada attracted the Chinese because its constitution allowed resident aliens to buy, own, and sell land. By 1897 the character of Island Mountain changed because Penrod had sold his interests to the Gold Creek Mining Company, and the company decided to develop a new town named Gold Creek about 3-5 miles away on flat land instead of hillside. There the Euro-Americans resided in their new buildings, but the local hotel had a Chinese cook (Ah Bing, b. 1854, immigrated 1880, single, replaced in 1920 by Charlie King, b. 1874, married). By 1900 there were only five Chinese officially living in Island Mountain. The Gold Creek Mining Company recognized the need to have a larger water supply and built the 137 acre Sunflower Reservoir (821/310 million gallons of water), employing approximately 200 Chinese workers and 89 other workers. Some of these Chinese workers probably remained in the area and a few moved into the recently abandoned houses in Island Mountain, now called Gold Creek¡¦s Chinatown between 1897 and 1900. The Reservoir controlled the water from the canal system that the Chinese had built earlier and improved it to the point that it was maintained by a little boat that sailed along the canal system. Mining was possible only from approximately March to September/October, so most of the Chinese miners had other jobs or spent the winter elsewhere. According to the local newspaper, the average income from a season was $9,000 during peak years, so it was possible for miners to rest upon their laurels on a good year. In 1903 Doctor and Mrs. Mathey visited Island Mountain and Gold Creek. A professional photographer, Hilda Mathey provided a visual of the town filled primarily with Chinese miners. Two notable residents stood out: Hong Lee and Hong Lem, two brothers who ran the local store on Peking Street for a total of 40 years. When one brother died, the other moved from Tuscarora to take over the business. When the U.S. government required a registration of Chinese businesses, the Hong Lee Store was duly recorded. They sold goods to the local population: Chinese, Native American, Euro-American. They carried American products such as sugar, maple syrup, bullets, and clothing as well as Chinese products, such as silks, rice wine, and preserved vegetables. The Hong Lee Store advertised in the newspaper. They welcomed visitors to the community and this was publicized in the newspaper, in particular, when a reporter traveled through the area and stopped at Hong Lee¡¦s for the traditional shot of whiskey to fend off the freezing cold. Hong Lee¡¦s was on the main route between Carlin/Elko (major Central Pacific/Southern Pacific stations) and Boise until the 1920s. The Chinese also shared their Chinese New Year¡¦s celebration with everyone and ladies were often rewarded with silk handkerchiefs. Lem, as the merchant was called, purchased toads from the children, pickled them, and sent them to China. He probably collected pine nuts from the Native Americans and sent these back to China too. Hong Lem¡¦s store was well-constructed and branches of willow trees were used for the panes of the air-tight windows. There were at least two rooms in the store and in another building or room was three cooking areas ¡V probably for the different temperatures needed to boil hot water for tea, high heat for wok cooking, and lower heat for slow cooking, such as making soups. Shortly after 1903 Lem had made enough money to enter into the middle-class and put a middle-class wooden front on his store. His shop was a gathering place for many of the community members, most of whom had turned from mining to ranching as the years passed. Nearby there was gambling in one of the buildings and the Chinese welcomed Native Americans and Euro-Americans to the gaming tables. Although there was one prostitute counted in 1880, it was more probable that women came to the town on a wagon from Tuscarora as the population decreased. Most of the Chinese miners were unmarried and many spent most of the lives away from women. A few probably married or lived with Native American women from the nearby Shoshone tribe. Franklin Jesse Baker, a teamster, was among Lem¡¦s close friends and they helped each other in time of need. For example, when Mrs. Baker¡¦s sister was snowed-in and out of food, it was Lem who came to the rescue with provisions for the stranded family. One day Baker testified in court when two men tried to swindle Lem by selling him over $100 worth of goods for his store with the intent of never producing the products. By custom, Chinese testimony in court against whites, especially in criminal cases, were not regarded with any validity so Baker¡¦s testimony was crucial in recovering the money for Lem. The Bakers, like the Martin family, invited Lem and his room mate to dinner and, according to Della Baker Johns, the daughter, ¡§Mother served what she would normally serve to the family with the exception of always including rice when they came for dinner.¡¨ When Lem was ill, the Bakers and Martins often took him to the doctor in the neighboring town, either Tuscarora or Elko. As isolated as it might seem to be, the Chinese of Island Mountain were concerned about larger issues. When the 1906 earthquake and fire wrecked San Francisco¡¦s Chinatown, the Chinese in Elko raised money to help their brethen and Lem was among them. From a fragment of a book in Chinese found at the store, it was evident that someone read Chinese and was concerned with the newly established republic (post 1912). Undoubtedly it was Lem since he could sign his name in Chinese. Lem¡¦s roommate was known as China Joe. In 1910 he sent $1,000 back to his family in China -- $700 more than the average $300 sent to families in China. On the morning of August 2, 1910, he went duck hunting with Bob McKenzie and accidentally drowned in Sunflower Reservoir. Attempts to rescue him had been unsuccessful until the next day when they found him, a duck clutched in his hand. He was buried next to his brother in the local Chinese cemetery and from his headstone, it was revealed that the brothers came from western Guangdong. Thus differences that probably had existed in their homeland were obviously forgotten in their new homeland. Lem observed important Chinese traditions including the Qingming festival every year for the two brothers until his own death. By 1916 the Hong Lee store disappears from the county tax rolls and one can presume that Lem either died or moved away to spend the last years of his life. With his departure, Island Mountain gradually became a ghost town and then disappeared. Gold Creek burned down in the 1920s and also became a ghost town with a sidewalk that leads nowhere. The Chinese community of Island Mountain thrived during a period of anti-Chinese movement elsewhere in the American west. The residents could establish positive relations with the larger community because of mutual economic benefits, the positive attitude of the community leaders toward other races and ethnic groups, and a frontier spirit that allowed positive interracial interactions.*3 ---------------- About the Author Dr. Chung received her bachelor's degree from the University of California, Los Angeles, master's from Harvard University, and doctorate from the University of California, Berkeley.
