Governor Jim Gibbons announced today that the President approved his request for a major disaster declaration for Lyon County . This declaration provides federal aid to supplement state and local recovery efforts in the area struck by severe winter storms and flooding beginning on January 5, 2008.*1

This federal funding will begin providing immediate assistance to Fernley residents whose homes sustained damage during the flood,?said Governor Jim Gibbons. I thank President Bush and FEMA for their partnership in our efforts to address the needs of Fernley residents impacted by the recent flood and for their prompt response to the states request for a major disaster declaration.?

{{{ "Through the recommendations of Nevada Supreme Court Justice, Michael Douglas, District Judge of Nevada, Jessie Walsh, Clark County Sheriff, Bill Young, and Nevada District Court Judge, Cheryl Moss, WBTI President, Dr. Tony Lei, recently appointed Assemblywoman Valerie Weber Vice President of the Clark County District Attorney and Police Civil Commission of the Washington Business and Technology Institute (WBTI) on July 17, 2006. Specifically, this action provides public assistance for damaged infrastructure (including buildings and roads), individual assistance for those who are underinsured or without any insurance, and assistance for state hazard mitigation.

Individual assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the losses incurred by the recent flooding.

I have spoken with many displaced residents who are concerned because they do not have insurance coverage to provide the funds needed to repair the damage to their homes. I am pleased to announce that those residents will receive the assistance they need to repair damage sustained during the flood,?Governor Gibbons added.

Federal funding is also available to State and local governments and certain private nonprofit organizations for repair or replacement of damaged infrastructure.

The Presidential disaster declaration will also provide funding for statewide hazard mitigation measures. This will allow the state to expand on current prevention and preparedness practices.

As we recover from the severe winter storms and devastating flood in Fernley, the State of Nevada Department of Emergency Management continues to bolster prevention and preparedness efforts to ensure that we stand ready for any future emergency incidents,?Governor Gibbons concluded.*3

The Federal Emergency Management Agency (FEMA) stated that the residents and business owners who sustained losses within Lyon County can begin applying for assistance tomorrow by registering online at http://www.fema.gov or by calling 1-800... (3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired. The toll-free telephone numbers will operate from 8:00 a.m. to 6:00 p.m. (local time).*4

About Governor James A. Gibbons:

Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevadas university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. GOVERNOR DECLARES STATE OF EMERGENCY FOR LYON COUNTY

Following an assessment of the levee breach and flooded areas, Governor Jim Gibbons declared a State of Emergency at 2:00 p.m. PST for Lyon County.*1

[[[ "Jim Gibbons took the oath of office at midnight, becoming Nevadas 29th governor. He immediately appointed Phillip A. Galeoto director of the Department of Public Safety and announced that Lawrence J. Martines would become director of Homeland Security. Nevada Chief Justice A. William Maupin administered the oath of office in the living room of Gibbons home in Reno, with a small gathering of Gibbons friends, advisors and supporters looking on," released a press by the Office of Nevada Governor on January 1, 2007. ]]] *2

Currently, state, local, and federal agencies continue to work together to ensure that residents are safely relocated and receiving any needed assistance.

The State of Nevada contacted FEMA early this morning following notification of the levee breach. FEMA immediately deployed emergency resources to Northern Nevada. Due to inclement weather, FEMA expects to arrive at Fallon Naval Air Station within the next 12 hours with food, blankets, bedding, and other emergency supplies. The Nevada National Guard will oversee the disbursement of the supplies.

Our number one priority is ensuring the safety and security of the Fernley residents effected by the levee breach. Assistance from surrounding communities, statewide first responders, businesses, residents, and the federal government has been outstanding. We continue to work diligently to ensure that local residents have the supplies and assistance they need until they can safely return to their homes, said Governor Jim Gibbons.

The state Emergency Operations Center will continue to monitor the flooding and is working closely with FEMA and local agencies to ensure that the needs of displaced residents are being met.

Again, we continue to utilize all state, local, and federal resources to provide the utmost safety to the community of Fernley, Governor Gibbons added.*3

About Governor James A. Gibbons:

Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevadas university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Jim Gibbons served three terms in the Nevada State Legislature and was named Outstanding Freshman Legislator?his first year in 1988. By 1993, Gibbons rose through the ranks to become Republican Whip of the State Assembly. Jim Gibbons is Governor of Nevada starting from January 1, 2007. Nevada Governor Jim Gibbons is now Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI).

President's Message of WBTI for New Year's Day, 2008

Creative innovation and entrepreneurial spirit have been two scientific methodology and stratagems for the prosperity and development of information technology and business in America. The late Dr. Peter F. Drucker inspired us that: Innovation is very important. No good business can survive without successful innovation during a period of time! He emphasized the innovative marketing for businesses and institutions. With our Advisory Board and Faculty Members, we initiate, develop, and implement it together with the brilliance of Google, Yahoo, and MSN. Among the YouTub, Facebook, Wikipedia, and others, we have a difference. We help promote the visiability and popularlity locally, nationally, and internationally for people, cities, and projects. Everybody may like to share a wish and practice that, preparation plus opportunity can bring us a luck.

For a special institute like ours, the integration of ingenuity, entrepreneurship, integrity, and modern management is not asking for what we may get but for what we may influence. The influence has been positive and righteous to our people and communities.

For these fifteen years, it is our honor to assist U. S. Secretary of Labor Elaine Chao, Senator and Majority Leader of the U. S. Senate Harry Reid, and among others to become the great contemporary heroes in America.

Reid wbti, Chao wbti, Shelley wbti, Gibbons wbti, Gore wbti: Why Harry, Elaine, Shelley, Jim, and Al are so famous with WBTI? Ingenuity, innovation, integrity, and diligent work can bring us a miracle! To serve and help others with a gracious heart will bring us a lifetime happiness of learning!

In righteousness we shall be established. In this 21th Century new era and society, we need economic growth, but we also need to establish and promote creativity, fairness and Justice, serve and love, educational knowledge, and spirit engineering. We wish and affirm that a pure spring may prosper and enrich our splendid and golden country through: the elegant properties of freedom, democracy, entrepreneurship, and justice; the power of public service that based on 'knowledge is the power of righteousness,'; the advancement of technology, innovation, and civilization; and the spirit that 'knowledge calls, ultimately, for a life of service.'

Judy and I thank heartily the advice, contribution, and cooperation of all our Boards and Faculty members and Asian American Community. The sky is all beautiful in Nevada, California, and Texas today! Wish everybody a joyful, lucky, healthy, and prosperous future in these coming splendid and hopeful days!
