Programs initiated by the cooperation of GSBM and GSBPA will help bring prosperity of business and trade in Nevada By Tiffany Chang***** "Management is nothing more than motivating other people." --- Lee Iacocca On June 29, 2004, U.S. Commerce Secretary Donald L. Evans wrapped up his eleven-day trip to China and Ireland with a visit to Mexico where he continued to stress the Bush Administration's commitment to grow American jobs through free and fair trade. "In China, Evans stressed the importance of Chinas compliance with WTO obligations and called on senior Chinese government officials to eliminate trade barriers hindering U.S.-China trade relations. He was joined by Secretary of Labor Elaine L. Chao to participate in several of these events," the Press Release on its website by the Department of Commerce pointed out on June 28, 2004.*1 "Secretary Evans cited the many positive strides that were made during his visit in advancing China's economic engagement with the United States which included the announcement of a United States Patent and Trademark Office lawyer that will be stationed in the American embassy who speaks fluent Chinese and will focus full-time on advancing the U.S. intellectual property agenda in China. Evans also witnessed the signing of three U.S.-China business agreements in Beijing that will help grow American jobs."*2 "Throughout his visit to China, Evans called for China to significantly reduce government micromanagement of the economy and introduce a far higher level of transparency before it can achieve a full transition to a market-driven economy," the report continued.*3 Global competition is mounting. Because the huge increase in import penetration plus the massive amounts of overseas investment, firms of all sizes now face competitors from everywhere in this world. The trend of the increasing internationalization of business and enterprise is requiring managers and executives to have a global business perspective gained through experience, education, or both. In the recent years, it is apparently that American managements want their top executives at company headquarters to have years of foreign experience, and they are sending young executives abroad to acquire that experience. "There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*4 Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project. Many business are becoming global companies and moving toward transnational e-business strategies in which they integrate the global business activities of their subsidiaries and headquarters. The international dimemsions of managing global e-business technologies include dealing with cultural, political, and geoeconomic challenges posed by various countries for global marketplace. The e-business technologies are changing the distribution, relatonships, resources, and responsibilities of managers. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.*5 The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) is promoting the cooperation and development of international trade, investment, and business. To contribute the Asian countries with the spirit of innovation and entrpreneurship, we need to emphasize our programs with our global e-business technology managemnt. We are surrounded by lots of e-business entreprises in this 21th Century era of businees world. An e-busineess entreprise is a business that uses the Internet, intranets, extranets, and other computer networks to support electronic business process, decision making, and team and workgroup collaboration within the enterprise and among its customers, suppliers, and other business partners. Dr. Terry Young, a professor of economics, was appointed by Pepperdine University as interim Associate Dean of Academic Programs for its Graziadio School of Business and Management (GSBM). "We are fortunate to leaverage Dr. Young's international expertise to enhance and strengthen our MBA curriculum for a glabal economy," said Dr. Linda Livingstone, Dean of the Graziadio School.*6 Dr. Young served as director of the school's professional MBA and BSM programs for seven years prior to overseeing its global programs. She has an extensive background in finance, with consulting expertise in global soucing and business start-ups. "Globalization and innovations in technology are changing the way we teach today's business leaders," said Dr. Terry Young.*7 "Just as economists must be equipped to forecast and regulate impending changes, so, too, must educators." Here in the Graduate School of Business and Public Administration (GSBPA) of WBTI, one of our purposes for the future development is to strenghten our business prgrams with the emphasis of e-business technology management. We will encourage the management of information technology in our international e-business entreprises by three functions. We expect our e-business entriprises will make their managing information technologies effective by : (1)the joint development and implementation of e-business and Information Technology ( IT ) strategies by business and IT executives, (2)managing the research and implementation of new information technologies and the development of e-business applications, and (3)managing IT processes, professionals, and subunits within company's IT organization and Information System (IS) function.*8 Computer and technology are as natural as the air for the people in today's workplace which is teeming wih individuals who have terrific idea and a great deal to contribute. Las Vegas is a famous international city. Las Vegas has good international environment. The international environment is the internatctions between the domestic environmental forces and the foreign environmental forces. It is also the interactions between the foreign environmental forces of two countires when an affiliate in one country does business with customes in another. The recent delegation of trade and investment to China led by Lt. Governor of Nevada Lorraine Hunt has launched a milestone for our cooperation and development of internatonal business ---business that involvesthe crossing of natinal boarders. People are interested in having programs cooperated by Pepperdine University's Graziadio School of Business and Mangement and WBTI that will enhance the multual cooperation in investment, trade, and global business among China, Malaysia, Singapore, Taiwan, and Nevada. ---------------------------------------------- References *1. The only way to have a friend is to be a friend By Jennifer Kung and PAI of WBTIA friend is one who knows you as you are, understands where you have been, accepts you have become, and still gently invites you to grow. Joseph Newton said that, "People are lonely because they build walls instead of bridges." We need friends, but friendship needs care. Friendship is not only a union of spirits, but also a pleasing game of interchanging praise. Life is to be fortifid by many friendships. To like someone, and to be liked by someone, is a great pleasure of daily life We are pleased to quote the following five short but meaningful ones: ***** A friend is one who walks in when others walk out. ---Walter Winchell ***** The only way to have a friend is to be a friend. ---Ralph Waldo Emerson ***** I am wealthy in my friends. ---William Shakespeare ***** A friend in need is a friend indeed. ---Annoymous ***** If you want to win a man to your cause, you must first convince him you are his friend. ---Abraham Lincoln It's our pleasure to post a short story and quotation from "Speaker's Source Book" by Glenn Van Ekeren: A. How to make friends Dale Carnegie said, "You can make more friends in two months by becoming interested in other people than you can in two years by trying to get other people interest in you." To drive home his point. Carnegie tells how dogs have learned the fine art of making friends. When you get within ten feet of a friendly dog, he will begin to wag his tail, a visible sign he enjoys your presence. If you take time to pet him, he will become excited and lick and jump all over you to show how much he appreciates you. the dog became man's best friend by being genuinely interested in people. Friendship is the result of our efforts to be interested in what's going on in people's lives.*2 B. What is a friend? A friend is someone who concerned with everything you do. A friend is someone to call upon during good and bad times. A friend is someone who understands whatever you do. A friend is someone who knows what you are going through at all times. A friend is someone who does not compete with you. A friend is someone who is genuinely happy for you when things go well. A friend is someone who tries to cheer you up when things don't go well. a friend is an extension of yourself without which you are not complete. Thank you for being my friend.*3 ---Susan Polis Achultz ------------------------------------- References *1. Wishing you a season of joy By Dina Titus Dear Friend, I hope this note finds you enjoying a happy, healthy holiday season with family and friends. As I reflect on this past year, I want to let you know how much Tom and I appreciate your support. Your kindness is truly overwhelming. It not only reminds me of all weve accomplished together, but also energizes me for the upcoming legislative session, where there is a great deal of important work ahead. As I write this, I am already thoroughly immersed in plans for the session. The Democratic Caucus of both the Senate and Assembly is ready to press forward with an agenda to benefit all Nevadans. This session my work will include making improvements to Nevadas sex offender registry, cracking down on the methamphetamine epidemic plaguing our state, creating incentives for businesses to provide real benefits like day care to employees, enhancing economic opportunity in rural Nevada through the e-linkage high speed internet program and improving ethics in government through tougher contribution disclosure rules. I would like to thank Governor Guinn for his years of dedicated service, and look forward in the coming year to working with my colleagues on both sides of the aisle to get things accomplished for our state. We have a great opportunity before us to make some serious headway this session but your involvement is crucial during this important year. As you celebrate this holiday season, I hope you will join me and my family in taking personal steps to improve our community and make a difference for others. Volunteering your time for one of the many worthy causes in our state, attending holiday benefit events for charity or giving of your own resources to help those in need are great ways to start. I hope that in the coming year you will stay engaged in the issues facing our state. Stay in contact with your elected officials and support - or even suggest - a piece of legislation. Follow issues in the news and write letters to the editor when you feel strongly about a topic. Get involved in an important cause or join a community organization. Above all, make sure that your voice is heard. Tom and I wish you all the best for a wonderful holiday season and look forward to an exciting new year together. Warm regards, Dina Titus Nevada Senate Minority Leader 55555555555555 88888888888888888888888 11111111111111111111111111111111111111111111 **************************************************** | |

Hallelujah! ***** Knowing how to live one's life with Jesus is a great art; and knowing how to hold him fast is the peak of wisdom. ---Thomas A. Kempis (1380-1471) [[[Believe in what you do]]]: Sometimes we may find that the grass looks greener on the other side of the fence, it may be that they take better care of it there. People need to work. People will never know how long it takes you to do something, but they only know how well it is done. There are three things to make an individual happy in their work: They must be fit for it, they must be sometime praised, and they must have a sense of success in it. Jonn W. Gardner pointed out that, "The best-kept secret in America today is that people would rather work hard for something they believe in than enjoy a pampered idleness." God gives us the nuts, but he does not crack them. As we like our work, we do not feel that we are working during the long hours. It fascinates us, and we can sit and look at it for hours. We are pleased to quote the following five short but meaningful ones: ***** Opportunities are usually disguised as hard work, so most people don't recognize it. ---Ann Landers ***** Hard work without talent is a shame, but talent without hard work is a tragedy. ---Robert Half ***** Hard work means prosperity; only a fool idles away his time. ---Proverbs 12:11 ***** I am a great believer in luck, and I find the harder I work, the more I have of it. ---Stephen Leacock ***** Ask God's blessing on your work, but do not also ask Him to do it. ---Waggerl It's our pleasure to post a short story and quotation from "Speaker's Source Book" by Glenn Van Ekeren: A carpenter whose brother was a famous musician was visiting with the foreman of the construction company where he worked. "You must feel honored to have a brother who is known around the world for his musical abilities," the foreman commented. And then, failing to recgnize that he might have hurt his worker's feeling, he continued, "Of course, not everyone in the same family can enjoy an equal amount of talent." "You're right," the carpenter replied. "My brother donsn't know the first thing about building a home. It's fortunate he can afford to hire others to build a house for him." B. C. Forbes suggested that "whether we find pleasure in our work or whether we find it a bore depends entirely upon our mental attitude towards it, not upon the task itself." The same can be said of finding importance in what we do. It all depends on how we choose to see it. Maybe that is why Booker T. Washington, in 'Up From Slavery', advised his readers that "there is as much dignity in tilling a field as in writing a poem." *19 This Sunday November 19, 2006, the Sermon was delivered by Rev. Tong Liu, Senior Pastor of River of Life Christian Church. The subject was "Vessels of Honor." Through the serving, your life can be grown. Jesus said, "I come not to be served, but to serve," The 2006 theme is "Arise & Shine - Prepare the Way of the Lord." Our next year's theme will be "In Lighting the City." The Worship was directed by Henry Hu. MC was Rev. David Whitney. "Our Englsh Service is now advanced with the development of Cell groups. We've two groups now. As I've more than 20 individuals in my group, we'll develop it into two groups. Therefore, we'll soon have three groups," said Pastor Doris Lin. Highly blessed by God, the English Service of River of Life Christian Church was growing. The specific charater of the event has been highlighted by the Coffee/Tea Fellowship. During the past several Sundays in 2006, we had Rev. Tong Liu, Rev. Hing-Chai Cheng, Rev. Victor Quon, Mr. Kevin Gordon (Kevin Gordon, Esq.), Pastor Doris Lin (Miss Doris Lin), Mr. Henry Hu, Mr. John Lei, Mrs. Jessica Wong, Mr. Walter Wong, Mr. Patrick Nolan, Ms. Lynn Ling Yang, Miss Vivian Chao, Miss Frances Chang, Miss Mariany Lee, Mr. and Mrs. Anothny Tsai, Ms. Cathy Tsai, Miss Christina (Ping) Tsai, Mr. Victor Luo, Miss Tine Lo, Mr. Gino Ko, Miss Angel Ku, Miss Prudy Yu, Miss Orchid Soh, Mr. Meung Kim, Miss Esther Huang, Miss Vera Suherman, Miss Nicole Ying, Miss Emily Ho, Miss Heidi Hsu, Mr. Arthur Quach, Mr. Yee Tuck Yong, Miss Merry Xiao, Ms. Tao Long, Mr. and Mrs. John Perrott, Mr. Roland On, Mrs. Jennie Quon, Ms. Cindy Chien, Mr. and Mrs. Bruce Barnes, Mr. and Mrs. Jesse Wu, Mr. and Mrs. Andrew Komashko, Ms. Anna Wen, Ms. Abby Komashko, Miss Christine Tsai, Mr. and Mrs. David Whitney, Ms. Merreyl Whitney, Ms. Jenny Long, Ms. Cindy Barnes, Ms. Elaine Tran, Miss Sandy Pei, Ms. Jocelyn Huang, Ms. Miao Chun, Miss Susan Dai, Miss Julie Tai, Mr. John Lee, Ms. Linda Miao, Miss Shirley Zhang, Dr. and Mrs. Tony Tung-tien Lei, and among others (names in random). The atmosphere of the Fellowship was pleasent and friendly. Hallelujah! To agree with Mr. Gino Ko, "I also look forward to reading the articles of WBTT's website," said Miss Angel Ku. The food of the Coffee/Tea Fellowship was prepared by Miss Mariany Lee in the previous week. The Salad and fruits were prepared by Miss Prudy Yu. The food and fruits were prepared by Kevin Gordon, Esq., and Miss Emily Ho this week. "We're going to innovate. We'll have something new early in the coming year. Potentially, we'll recruit some more Caucasian ministers for our Sermon. Certaily, the development of our cell groups is very important," chatted Miss Meriany Lee in the Coffee/Tea Fellowship. It is our pleasure to post the address of River of Life Christian Church's website: rolcc.net "Fist of all, we must have a humble heart. Humility opens our hearts to receive God's grace for our daily accomplishments. A song says, 'If we count God's blessings, then we will rejoice,'" wroted Rev. Tong Liu on November 19, 2006. "Next, we need to be sensitive. We always try to come up with something big to thank God for during Thanksgiving. However, the fact is if we can't thank God for the small things, it's really difficult for us to give Him the glory for the big things. We must ask god to give us a sensitive heart and learn to appreciate for the small things. Let us give thanks to the Lord from today on." *20 Jesus said, "Everyone who bears these words of mine and puts them into practice is like a wise man who built his house on the rock. The rain came down, the streams rose, and the winds blew and beat against that house; yet it did not fall, because it had its foundation on the rock." --- Matthew 7:24-25 of the "Bible" "Our knowledge, wisdom, and professionalism are all achieved by our sincere love to God!" pointed out President Dr. Tony T. Lei of Washington Business and Technology Institute (WBTI). Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. This community was here to help build trascontinental railroad, to serve in the Civil War, and to develop the latest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. I'll put my effort to reach out and address issues of importance to the Asian American community, including the economy, education, safety, racial profiling, and hate crime, and immigration, among others. I'd like also to show my appreciation of all your accomplishments and contributions to the American way of life and your oustanding participation in the political, business , and educational processes. It's my pleasure to accept the honor as Professor of Administrative Strategies of the Graduate School of Business and Public Administration of Washington Business and Technology Institute," said Harry Reid, U. S. Senator and Assistant Democratic Leader (now Democratic Leader) of the Senate at Asian American Leaders Tea with United States Senator Harry Reid on May 31, 2003 at Korean Garden B. B. Q. House in Las Vegas.*21 On the first page of the book entitled "Pray for the Spiritual Characters of Our Children" that sent by her to them, Mrs. Belinda M. Liu wrote to President Dr. Tony Lei of WBTI and his wife Judy, "Though your prayers, you make your children transfer with excellent characters. This has then becmome the good fortune of your whole family." "It's funny how God has His timing, but thank God for that, because that's how we all learn our personal lessons in life. Like everyone eles, I'm only human -- I make mistake, and I go through the good times and the bad. But if it's one thing that I have learned, life is so much easier and far better WHEN GOD IS IN THE PICTURE," wrote Miss Frances Liu, Belinda's Daughter, at a preface of the above book.*22 -------------------------------------------- References *1. After the pleasent and rich dinner, all the party group were treated to enjoy the famous show "Naked Angeles" by Dr. and Mrs. Lei.*1 On the 7th of July, a Welcome Tea Party was held by Dr. Tony T. Lei, Chairman of Chinese American Academic Association of Nevada (CAAAN) and Mrs. Judy K. Lei. It was held for the celebrating of the incorperation of TEFA USA and the Global Tunghai Reunion in Las Vegas. In the conference, Dr. Tony T. Lei expressed sincere welcome in his short speech to both the Corperation and Reunion. He then introduced Theresa Malone, Member of the Nevada Board of Education, and Denise Brodsky, Las Vegas School Board of Trustees to deliver welcome speeches. Malone spoke for U. S. Senator Harry Reid's welcome to the Conference and announced Reid's certificates of commendation to TEFA and CAAAN. "Yet, with our differences we have a goal that is the same: to provide many opportunities for our citizens to learn and develop their knowledge, skill, mind, and character by formal schoolling," Malone said. "With support of organizations as the Tunghai Endowment Fund for Academic Advancement, and the Washington Business and Technology Institute, but most importantly You, we will fulfill our goal to promote opportunities for education. On behalf of the Nevada education community, thanks you for sharing your time and goals with us," she added.*2 Brodsky announced in her welcome speech that Congresswoman Berkley was giving TEFA and CAAAN each a certificate of commendation. She recognized that Mayor, WBTI, among others are sharing their same legacy to include building Las Vegas a community where future generations will have even more opportunities and advantages to live a prosperous life. The highlight of the tea party at Bellagio was the Congressional Recognition by Congresswoman Shelley Berkley presented through Malone and Brodsky to TEFA and CAAAN . On behalf of the TEFA, Chairman Wu and Dr. Wang President of Tunghai University received the Certificate. Dr. Lei also received the Award for CAAAN from Berkley. Thunders of applause from all the guests and participants brought a climax of this event in the Conference Room of Renoir 2 during the presentation of the awards. He was acknowledged the invitation by Reid to meet the Senator through Dr. Lei. President Dr. Tony T. Lei of WBTI, Chairman of CAN-DO Dr. Prabhu, among others were going to hold a significant theme party and dinner in August for Reid in congratulating his being the Majoity Whip of U.S. Senate. He said that Tunghai University is a developed university with many departments, graduate schools, and colleges. The diligent attitude of teaching by professors and the concrete research accomplishment of the graduate schools have launching this University to one of the famous educatonal institutions in the world. He also welcomed all Nevadans come to visit Taiwan and Tunghai University. U. S. Senior Senator of Nevada Harry Reid, the second greatest and powerful character of the Senate in Washington D. C. , gave a Certificate of Commendation of the U.S. Senate to Chinese American Academic Association of Nevada (CAAAN). It credits CAAAN for "In Recognition of Your Outstanding Support and Contribution to the TEFA and Global Tunghai Reunion in Las Vegas, Nevada." Dr. Tony T. TEFA also received a certificate because of "In Recognition of Your Outstanding Accomplishment to the Academic Advancement and International Cooperation in Education" from the Senator. The Office of Senator Reid in Washington D. C. faxed Dr. Tony Lei, President of Washington Business and Technology Institute(WBTI) its "WHIP ROUND-UP". It tells Tony that famous for Harry's ability to lead important negotiations while avoiding the media spotlight, Majority Whip Reid's day of keeping a low profile may be over. "The Washington Post" and "Time Magazine" touted Senator Reid's influence last week. The latter quoted GOP Senator John Ensign as saying: "If Republicans want something, they go to Harry. He represents things fairly. He won't over-promise and underdeliver." Senator Reid graduated from Utah State University in 1961. He received his Juris Doctoral Degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislator in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute. In December of 1998, after returning for his third term in the U.S. Senate, he was unaimously elected by his Democratic colleagues to serve as the Assistant Minority Leader. He is now the Assistant Democratic Leader and Majority Whip of the U.S. Senate in Washington D. C. (sooner be the Majority Leader of U. S. Senate).*3 Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The Nevada's Senior Senator was raised in a small cabin without indoor pluming and attended a two-room elementary school. His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream. "Senator Reid loves heartily this country and our people. His leadership is accentuated with practical knowledge and deligent effort through his intelligence. He has achieved many years accomplishment to improve the quality of life of all Nevadans and help people realize the American Dream," Said Dr. Lei in my feature article entitled "Senator Harry Reid Awarded 'Outstanding Democrat of the Decade' " on October 26, 2000.*4 "On behalf of Washington and Business and Technology Institute, I'm glad to be one of the Chairmen of this Event and Dinner Party for a Special Tribute to U. Wang, Chairman and President of Wang Foundation from Peeble Beach, California (www.wangfoundation.net; www.sce.tsinghua.edu.cn). Established in 2004, the Wang Foundation is a non-profit organization that advances international exchange and service learning as key elements in shaping our global future. The Foundation's current focus is to represent Tsinghua University's School of Continuing Education in the development of a consortium of US colleges and universities that will nominate student and faculty participants to Tsinghua's Poverty Alleviation Project through Service Learning Program.*2 The Foundation's first step towards meeting this goal was the July 2006 launching of the Service Learning Program (SLP) in China with over 450 participants. Built on the premise that a more just and peace-filled world is attainable through college students engaging cross culturally in service learning projects, the SLP helps future Chinese and U.S. leaders become more effective global citizens. The Foundation envisions supporting up to 2,000 participants for the 2007 SLP. We are pleased to receive the e-mail from Dr. Peter C. C. Wang in the morning on Sptember 14, 2006. He wrote that, "Dear friends of Wang Foundation, I would like to share with you our brand new web site just finished as of yesterday.*3 www.wangfoundation.net Sending my best wishes to you in a new school year." Service Learning Scholarships provided by Wang Foundation and Tsinghua University enable hundreds of American and Tsinghua University students to learn about each other's cultures, practice global citizenship and mitigate chronic poverty at the grass roots level. First launched in 2006, the program has already become a successful model for expansion and duplication throughout China.*6 In his article entitled "An Invitation to Build A Better World," Ron Moffatt, President-Elect of NAFSA: Association of International Educators, stated that: "As an international educator who spends each day helping students cross borders to learn about the world beyond their comfort zones, I am always seeking better ways to guide them through transformative journeys that will eventually shape our global future." *7 He pointed out that, "I recently rediscovered the power of such hope. The gift came in the form of a lesson taught by a kind and scholarly couple who befriended me and showed me what true heart space is capable of achieving. I am forever grateful to Peter and Grace Wang for providing so many wise answers to my core questions and for helping me see where I must invest my energies. The stone dissolved when I took the first step. Their vision of poverty alleviation through education has been a profound source of inspiration for me personally, and their boundless commitment to improving the lives of hundreds of thousands of people has driven much of my professional focus for the past year." "Preserving the planet for our children and grandchildren speaks to our deepest aspirations, no matter what culture, religion, or ideology we embrace or espouse. We citizens of the Earth community have a tremendous responsibility and a unique power to act together. As the daunting social, political, and environmental costs of globalization continue to escalate and imperil our global future, we must foster global awareness and compassion whenever and wherever we have an opportunity. How we respond to the challenges before us in the next five-to-ten years could change the future of our planet more profoundly than any other period in history. We must act now to create a new generation of global citizens who will shape a more just, more peaceful and more sustainable world for all." The author concluded: The Wang Foundation offers a way forward and we're just getting started. Why not join the journey and build a better world?*8 It is a pleasure of Washington Business and Technology Institute (WBTI) to recognize those outstanding individuals, groups, or programs which enrich the lives of many in our community all around the world.*9 ------------------------------------------- References *1. NEVADA BENEFIT: Sales tax deduction approved House, Senate OK coveted law affecting federal income tax returns By TINA REED WASHINGTON -- A prized tax benefit that could save Nevadans hundreds of dollars on their taxes was renewed by Congress as lawmakers wrapped their work for the year.*1 The House approved the measure 367-45 Friday, while Senate lawmakers sent the bill to President Bush by a 79-9 vote early today. Lawmakers passed a bill that renews 22 tax laws that had expired or are expiring this year, including the ability to deduct state and local sales taxes from federal income for 2006 and 2007. Carole Vilardo, president of the Nevada Taxpayers Association, applauded the passage but said the deduction should be extended permanently to give people certainty in financial planning. "We'll take anything we can get," Vilardo said. "It does make a difference for taxpayers." The bill would allow taxpayers to continue choosing between deducting their state income tax or their state sales taxes from their federal returns. Nevada, along with Alaska, Florida, Washington, South Dakota, Texas and Wyoming, does not have a state income tax, so the sales tax deduction became a coveted alternative. New Hampshire and Tennessee also benefit from the bill because they limit their state income taxes to dividends and interest income. In 2004, Nevadans claimed almost $506 million of state and local sales tax write-offs on their federal returns, according to the Internal Revenue Service. Nevadans were eligible to deduct between $304 and $1,970 calculated by the IRS depending on family size and income. Taxpayers who save their receipts could deduct their documented amount. "That can be very substantial," Vilardo said. The House Ways and Means Committee estimated the two-year renewal would put $5.5 billion into taxpayer pockets. "On behalf of those states that don't have an income tax, being able to deduct their sales tax helps families have real tax savings," Rep. Kevin Brady, R-Texas, said Friday. The bill also contains a variety of health care, trade and energy provisions totaling more than $38 billion. Sen. Harry Reid, D-Nev., said Friday that he expected the bill to pass by a narrow margin. "Everything in there is a problem for somebody, but I think we can work it out," Reid said before the vote. Sen. John Ensign, R-Nev., said before today's early morning vote: "I'm hoping that it does pass because (the sales tax deduction) is a very, very important thing to Nevadans." Other tax breaks extended in the bill include deductions for college tuition, credits for business research and development, and credits for businesses that hire underprivileged workers. The tax provisions were bundled in legislation that also postponed a 5 percent cut in Medicare reimbursements to doctors and additional trade and energy measures. Rep. Shelley Berkley, D-Nev., voted for the bill even though she opposed more drilling in the Gulf of Mexico. "This is a done deal in my opinion," Berkley said. Rep. Jon Porter, R-Nev., also voted for the bill and said he will work next year to have the sales tax deduction extended permanently. "I believe the passage of the state sales tax deductibility is a matter of simple fairness," he said.*2 --------------------------------------- References *1. Reed, Tina. Some good personal traits for an individual to be successful in business and some golden words of wisdom for positive thinking By Tiffany Chang***** "Luck is a matter of preparation meeting opportunity." --- Oprah Winfrey "Most business professionals will now have to rely on computer-generated information to perform effectively in their jobs. However, in order to make informed and responsible decisions they must also understand the processes used by computer in generating the information," wrote James O. Hicks Jr.*11 "Business people are interested in how to put the computers to work, and how to build and use information systems." "After an investigative research on a person's character, scholars found that personal traits play a very important role in helping business executives and leaders to be successful. They found out that persons who are leaders should have wisdon and talent. These people have a broader interest and aptitude. They are good in self expression and public communication. Possibly, the most vivid fact to be felt by everyone is that, these persons all have a strong inner desire to pursue business accomplishment and have their good performance recognized," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). "Among various business organizations, a research was conducted on the work performance of the American college graduates. It revealed that the following personal traits are important for the success of their business: (1) Ability to get along with people. (2) Ability to get things done. (3) Intelligence. (4) Desire for advancement. (5) Human relations skills. (6) Leading and administrative abilities. (7) Communication skills. (8) Ability to take important task. (9) Judgment. (10) Responsibility. (11) Decisions. (12) Adaptability. (13) Dependability. (14) Loyalty. (15) Vision. (16) Imagination."*1 As a supervisor or manager inbusiness, there are certain techniques that you can use to improve your effectiveness to have telephone conversational skills: "(1) Answer your phone promptly. (2) Identify yourself and your company immediately. (3) Be friendly. (4) Have all your necessary resources available. (5) Indicate your regret or appreciation when applicable. (6) Use caller's name if it's offered. (7) Express your willingness to help. (8) Don't interrupt your customer. (9) Get as much information as you can. (10) Be understandable in your communication. (11) Be accurate and complete when giving information. (12) Be easy to deal with."*2 We would also like to list 12 effective and 13 ineffective telephone techniques in business. A. 12 effective talent : (1) Smile. (2) Speak clearly and concisely. (3) Be enthusiatic. (4) Lower your voice pitch (5) Talk positive. (6) Be prepared for objections. (7) Talk directly into the mouthpiece. (8) Consider your customer's personality. (9) Speak in terms of benefits. (10) Discuss rather than tell. (11) Always thank the listener for his time. (12) Follow up if necessary."*3 B. 13 ineffective telephone skills are: (1) Frowning. (2) Muttering. (3) Sounding tired.(4) Speaking in monotone. (5) Being negative. (6) Being over confident. (7) Holding the telephone under your chin. (8) Rambling. (9) Making accusatory remarks. (10) Arguing. (11) Hanging up abruptly. (12) Forgetting to thank the listener. (13) Try to talk and do something else at the same time."*4 To be successful in business, we need to have positive thinking traits. There are 12 personal traits that characterize a positive thinker: Optimism, Enthusiam, Belief, Intelligence, Courage, Integrity, confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel.*5 Develop a clear vision of our prefered future, then get focused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful practice. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of our lives in business. The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) has put effort in spreading the golden words of wisdom for positive thinking in the business and public administration world.*6 "People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*7 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways." "Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*8 There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*9 To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. U. S. Senator Harry Reid and Interesting facts about Nevada, U. S. A. By CI of WBTI*1***** I am wealthy in my friends. ---William Shakespeare "Harry Reid's campaign for a fourth U.S. Senate term is stretching far beyond Nevada. Money flows in from Alaska to Maine and out of the pockets of casino operators, trial lawyers, union leaders and members of Hollywood's glitterati. Focused on a $10 million goal, Reid has raised money from every state, Puerto Rico and the District of Columbia," reported ALLECIA VERMILLION of STEPHENS WASHINGTON BUREAU.*2 "Reid's reach further illustrates his journey from tiny Searchlight to a standing as a national politician, one of the most powerful members of the U.S. Senate as the No. 2 Democratic leader. According to Federal Election Commission reports, Reid has raised $7.8 million through June 30, already a record for a Nevada political campaign," the Reporter continued.*3 "According to Guy Rocha, assistant administrator for archives and records for Nevada, $10 million would be the most anyone in the state has ever amassed for a U.S. Senate campaign. The largest amount up to now, Rocha said, was John Ensign's $5.5 million war chest for his successful 2002 U.S. Senate bid. Even if he does not make his goal, Reid has already broken this record," concluded Allecia Vermillion.*4 The following is a collection by the Office of U. S. Senator Harry Reid in the Senate at Washington D. C.:*5 * Eighty-seven percent of Nevada land is managed by the federal government. * Area 51, a top secret area of Nellis Air Force Range and Nuclear Test Site, is rumored to have housed the development of the first Stealth bomber and alien and UFO research facilities. * Nevada is the seventh largest state in size. * The nation's largest silver deposit, the Comstock Lode, was found in Nevada in 1859. * Nevada is the driest state in the nation with an average annual rainfall of seven inches. * Nevada has the only complete skeleton of an Ichthyosaur, an extinct marine reptile measuring 55 feet. * Nevada is the largest gold-producing state in the U.S. and third in the world behind South Africa and Australia. * Gambling was reinstated in the State in 1931. * Hoover Dam is the largest public works project ever undertaken in the U.S. and has a greater structural volume than the largest Egyptian pyramid. * Virginia City, founded when the Comstock Lode was discovered, was home to 20,000 people at its peak in 1870. Now only about 800 people live in this modern ghost town. * Nevada is the gambling and entertainment capital of the U.S. * Las Vegas has more hotel rooms than any other place on earth. * Nevada means "snowcapped" in Spanish. * On average, 150 couples are married each day in Las Vegas. * In 1899, Charles Fey invented a slot machine called the Liberty Bell, which became the model for all slots. * Nevada has 205,726 slot machines, one for every 10 residents. * In Death Valley, the kangaroo rat can live its entire life without drinking a drop of liquid. * Nevada has more mountain ranges than any other state. * Nevada's Humboldt River has no outlet to the ocean; the river sinks into the ground, feeding a massive underground aquifer.*6 Governor Kenny Guinn of Nevada expressed that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*7 U.S. Senator John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to inspire and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.*8 On October 22, 2000, U.S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Keynote Speaker was Senator Harry Reid. The heightlight of the Event was the presentation of the Outstanding Democrat of the Year Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello.*9 Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislation in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI). In December of 1998, after returning for his third term in the U.S. Senate, he was unanimously elected by his Democratic colleagues to serve as the Assistant Minority Leader (sooner be the Majority Leader of U. S. Senate). "Senator Reid loves heartily this country and our people. His leadership is accentuated with practical knowledge and deligent effort through his intelligence. He has achieved many years accomplishments to improve the quality of life of all Nevadans and help people realize the American Dream, " said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI), who was invited with his wife as guests to the Event by Congresswomen Shelley Berkley, County Commissioner Yvonne Atkinson Gates, and former Las Vegas City Mayor Jan Laverty Jones. Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. "Harry is now not just our senior Senator of Nevada in the Senate, he's one of the influential and important U. S. Senator for all our country in Washington, D. C.!" the Honorable U.S. Senator Richard Bryan pointed out during his short speech to the great awarding Event of the Club. "Senator Reid deserves special recognition for his continued leadership to the Democratic Party here in Nevada. His commitment to public service and distinguished record of fighting for the values we hold so dear has touched the lives of many in Nevada and across the country," wrote U.S. President Candidate and Vice President Al Gore. The distinguished accomplishments of Senator Reid has given he himself for us a successful model for people who wish to realize their American Dream. The maturity of citizens society is the fundamental guarantee for the normal processing of a democratic community. In a citizens society, it depends highly on the team of public intellectuals to integrate people's opinions, to analyze rationally, and to point out wise persperctives and notice. A public intellectual plays an important and significant responsibility of mission to evaluate public activities, to reflect people's opinion, to lead citizens, and to predict crisis. Public opinion is therefore made through the effort of the public intellectuals by their wise investigation to the people's mind and willingness, and by their right understancing and analysis toward the facts. U.S. Americans W. Lippmann and J. Raston, German E. Noalle-Neumann are ideal representatives of such kind of persons as of the public intellectual. Community service is important to our people and society, moreover we wish individuals as our public intellectual may also encourage more volunteers, events, and projects to better the quality of life of all our residents and visitors of Nevadan through community participation.*10 "Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. This community was here to help build trascontinental railroad, to serve in the Civil War, and to develop the lastest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. I'll put my effort to reach out and address issues of importance to the Asian American community, including the economy, education, safety, racial profiling and hate crime, and immigration, among others. I'd like also to show my appreciation of all your accomplishments and contributions to the American way of life and your outstanding participation in the political, business, and educational processes. It's my pleasure to accept the honor as Professor of Administrative Strategies of the Graduate School of Business and Public Administration of Washington Business and Technology Institute," said Harry Reid, U. S. Senator and Assistant Democratic Leader (Incoming Majority Leader) of U. S. Senate at the Asian American Leaders Tea with United States Senator Harry Reid on May 31, 2003 at Korean Garden B. B. Q. Yahoo Inc. is adding new search engine tools By GSBPA of WBTI*1***** "Nothing great was ever achieved without enthusiasm." --- Ralph Waldo Emerson "Following a recent industry trend, Internet giant Yahoo Inc. is adding new search engine tools that will enable users to create personal folders and share their favorite links with others," delivered the Associated Press today.*2 "UNLESS YOU'VE BEEN LIVING IN A CAVE, you've seen enormous changes in communications technology over the past two decades. From orbiting satellites routing long distance phone calls to email to undreamed-of growth of the Internet, the age of communicating online, using computers and networks, is upon us all," stated at the first paragraphy of the 'Introduction' of the book, "How to say it online: everything you need to know to master the new language of cyberspac," written by Kim Baker and Sunny Baker.*3 "And what could be better news? To keep in touch, there's nothing faster or cheaper than email. To gain access to information and people, the power of online communication expands your reach from the local to the global. To meet new friends and even romance a potential life partner, online venues provide rich opportunities (if you know the right things to say and the best way to say them). At school, the Internet places volumes of knowledge on ever subject at your fingertips, and at work, computer networks make business communication more efficient than ever." *4 Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. Software companies, online magazines, and email order businesses can do quite well from the Web --- if the owners know how to say the right things on their sites. The Secrets of a Successful Web Site: Just having a site on the Web will do almost nothing to sell your products or services. To promote your Web site, there are three things you must do: (1). You must register your Web site with the best search engines. (2). You should consider using the many free and not free advertising opportunities on the Web. (3) You should search the Web regularly for competitive and related sites, where you can attach a link to your site."*5 To be more successful for your Web site, you need to be favored by the famous search engine services like Yahoo! (www.yahoo.com), Aol! (www.aol.com), Google! (www.google.com), Infoseek! (www.infoseek.com), among others. "Sunnyvale-based Yahoo expects to begin testing the new features Tuesday at http://next.yahoo.com. With the new tools, Yahoo's search engine users will be able to sort and save their search results into distinct categories. Visitors also will be able to record personal notes about the saved sites. Yahoo's upgrade is similar to features recently introduced by two other Internet search engines, Ask Jeeves Inc. and A9.com, which is owned by online retailing giant Amazon.com Inc.," the Associated Press continued.*6 "There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*7 Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge. Innovation is the key to success, managers are looking everywhere in the global organization for new ideas. Modern companies would view Information technology (IT) as a major competitive differentiator. Strategic businesses emphazise the ueses of information technology for management. International companies develop their global IT platforms by integrating worldwide hardware, software, and Internet-based network architecture. Commuunication technology, for example the teleconferencing and computer networks, is making it possible for people from subsidiaries around the world to work together on project.*8 In order to keep the online universe a productive, safe, communicative environment, it is interesting and worth to post the ten commandments for computer ethics. They were created by the Computer Ethics Institute: (1). Thou shalt not use a computer to harm other people. (2). Thou shalt not interfere with other people's computer work. (3). Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect. A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *9 --------------------------- References *1. No symphony without harmony By Jennifer Kung and PAI of WBTIChallenging your work force can add to productivity, but productivity needs also cooperation. In a team work, harmony is very importnat. Sometime, a good leader is the one who leads us to a goal with a group performance in harmony. We are pleased to quote the following five short but meaningful ones: ***** It is amazing how much people can get done if they do not worry aout who gets the credit. ---Sandra Swinney ***** No man can be rich withot himself enriching others. ---Andrew Carnegie ***** I rate enthusiasm even above professional skill. ---Sir Edward Appleton ***** Competition brings the best in products and the worst in people. ---David Sarnoff ***** Enthusiam moves the world. ---J. Balfour It's our pleasure to post a short story and quotation from "Speaker's Source Book" by Glenn Van Ekeren: During a rehearsal at th Metropolitan Opera House in New York City, the great Italian conductor Arturo Toscanini offered a few words of constructive criticism to featureed soloist. The Soloist, too proud to accept help, expressed her anger by exploding, "I am the star of this peroformance!" Toscanini responded calmly but with firm conviction. "Madam," he said, "in this performance there are no stars!" All, from the greast to humblest, must work together in harmony and devotion. We can make no advances with only solo work. Unless the solooists and the members of the chorus are ready to work together in harmony, there can be no symphony. ---Jackson Wilcox *2 Getting along in this world depends a lot on getting along with others. WBTI's website is important to bridge the cooperation and development among our individuals, officials, and community By Jennifer Kung"Nevada has many challenges ahead, and we need people who understand our state, our beliefs and our way of life. Throughout this campaign I have talked about what we have accomplished and how to meet the challenges we face. I look forward to building on these accomplishments and working together with you and elected officials across our state to keep Nevada strong," wrote U. S. Senator John Ensign.*1 "Thank you for your continued support and for all of your time and hard work throughout this campaign." Buckley's rise to power speaks for itself By MOLLY BALL Assemblywoman Barbara Buckley is pictured at her office in downtown Las Vegas. Buckley is set to become the first female speaker of the Nevada Assembly. Photo by Craig L. Moran.*1 From the way people describe Barbara Buckley, you might expect to meet a linebacker-size she-beast with snakes for hair and laser beams for eyes. Ruthless. Cunning. Tough. Brilliant. These are some of the words political players from both sides of the aisle commonly use to describe the Las Vegas Democrat who is set to become the first female speaker of the Nevada Assembly. Genuine respect, tinged with genuine fear, is what most political players -- other politicians, lobbyists, and those who've observed her ascent -- express when asked about Buckley. The real Buckley is a slim, diminutive woman with jade-green eyes behind rimless glasses, a youthful-looking 46-year-old with an easy smile and a disarmingly frank and thoughtful manner. "Hey, man," is her friendly greeting. A Philadelphia native with working-class roots who once worked as a Las Vegas hotel maid, Buckley is a paradox of ambition. Those who know her say they doubt her meteoric rise in politics is finished, and she doesn't rule out someday running for higher office, including governor. To hear her tell it, however, it's almost serendipitous that she got where she is. It usually was others who recognized Buckley's potential and urged her to go to the next level -- a better job, law school, the Legislature, leadership roles. Perhaps most telling about Buckley's nature, whenever someone told her she could achieve more, she went for it. And she almost always got it. ROOTS Buckley was the youngest of four children born to parents who met working in the shipyards of World War II. She lived in a Philadelphia row house and attended Catholic schools while her father worked as a payroll clerk, her mother as a secretary. As working people who went through the Depression, her parents encouraged hard work, frugality and compassion for others. In 1980, Buckley, a clerical worker with a high school education, came to Las Vegas to visit a friend and "fell in love," she said. "The blue sky, the beautiful mountains, it was just so different," she said of her first impression of the place. "Parts of Philadelphia looked like a war zone." She decided to extend her two-week vacation into a permanent stay. But the only work she could find was as a maid at the MGM. Frustrated but not deterred, she moved back to Philadelphia, did secretarial work and bided her time. When she'd saved $800, she went back to Las Vegas and found legal secretary work. A couple of years later, she moved to a new law firm, where one of the partners, Rich Myers, saw potential in her. "He really encouraged me to go to law school," she said. "But first I had to go to college." While Buckley took night classes at the University of Nevada, Las Vegas, the firm helped her financially and accommodated her schedule, and Myers let her sit at the counsel table during civil trials. She knew then that she wanted to be a lawyer, although she was "scared to death" to attend law school. Once enrolled in law school at the University of Arizona in Tucson, she found her fears had been groundless. "It was a breeze" compared to working and going to college full time simultaneously, she said. Buckley graduated fifth in her law school class in 1989. From there, Buckley took a job with Nevada Legal Services, a private nonprofit that helps those who can't afford lawyers with civil matters. Since 1996, Buckley has been executive director of Clark County Legal Services, a separate legal-aid organization. FALLING INTO POLITICS Much of the initial work Buckley did there was helping poor people fight eviction, and those fights took her to the Legislature. "A lot of the problem" behind evictions, she said, "is that people need affordable housing." Buckley discovered Nevada was the only state not taking advantage of federal laws that allowed redevelopment funds to be put into affordable housing. Buckley approached then-Las Vegas Mayor Jan Jones, who agreed the situation should change. They formed a committee and went to the 1991 Legislature, and their bill passed. Two years later, Buckley fought a bill being proposed that would have shortened the time from notice to eviction from five days to two. To Buckley, the proposal was unduly cruel. "At five days, Nevada already had the fastest notice in the country," she said. The bill passed by one vote. "I was devastated," she said. But her boss suggested that maybe Gov. Bob Miller could be convinced to veto the legislation. Buckley started working the phones, calling charities, politicians, lawyers, church groups. "They all called Governor Miller, and he vetoed the bill," she said. "I said, 'This process can work.' I learned a lesson that day that anything can be done." A Democratic state senator, Larry Spitler, had seen Buckley in action and encouraged her to run. The Democratic assemblyman who represented her West Las Vegas district happened to be retiring. The district as it is now drawn stretches from Sahara Avenue south to Warm Springs Road, and from Rainbow Boulevard east to Valley View Boulevard. With help and advice from Spitler, Buckley won. She entered the Assembly as a freshman legislator in 1995. At the time of her election, "nobody knew her," said outgoing Speaker Richard Perkins, D-Henderson. FRESHMAN YEAR Buckley didn't stay unknown for long. The nationwide Republican electoral sweep had turned the Nevada Assembly, traditionally controlled by Democrats, into a 21-21 tie between the parties. But the election of two Democrats had been challenged and couldn't be certified until the contests were evaluated. The Assembly Republicans used the pending challenges to declare themselves the majority and give themselves the Assembly leadership. The Democrats' leader at the time, Assembly Speaker Joe Dini, called Buckley. "He said, 'You're a lawyer, right? Welcome to the caucus. We need your help.' " Buckley drafted a legal brief that said her caucus had been denied due process and the voters' will frustrated by the Republicans' maneuver. Secretary of State Dean Heller agreed and said the parties had to share leadership. It would be the first of many decisive victories for Buckley. A memorable battle during Buckley's first session came at the end. Again because of her legal expertise, she was sent to negotiate a bill on hotels' responsibility for punitive damages. The bill contained a provision that would have made it retroactive to a certain date that happened to be just before the Tailhook scandal, in which accusations of sexual misconduct stemmed from a 1991 military gathering at the Las Vegas Hilton. That meant a court-ordered award to a victim of the scandal would be erased. Buckley thought that was wrong, although she saw merit in other aspects of the bill. Buckley's negotiations with gaming and resort lobbyists pitted her against the state's most powerful interests, and they were impressed by what they saw. "She very quickly gave us our parameters and said, 'This is what our sandbox is going to be,' " said Billy Vassiliadis, a Democratic political operator and gaming lobbyist. "When we walked out the door after the first negotiating session, Harvey (Whittemore), one of the top lobbyists in the state, said, 'Man, she is going to be tough.' " Whittemore told almost exactly the same story. "What I said to everybody is, 'I've been doing this for a long time, and this is a person who is going to be an extraordinary legislator,' " he said. RISING IN THE RANKS Buckley was named freshman legislator of the year for her first session. In 1997, her second term, she was named assistant majority leader. In 2001, when Dini stepped down, she became majority leader. This year, Speaker Perkins announced he wouldn't run for re-election, and Buckley was unanimously elected speaker by her caucus after the election. Perkins, the chief of the Henderson Police Department, said he takes great pride in Buckley's rise. "We don't always agree. I'm probably one of the more conservative Democrats in the state, coming from a law enforcement background, while she works for legal services," he said. "But as early as 1997, she became my right hand, and we've been a team ever since." Over the years, legislative watchers say, Buckley's natural intelligence and strategic skill have been steadily honed. Her last major fight, which began at the end of the 2005 session and continued into this year, was over a bill to allow Nevadans to purchase cheap prescription drugs sold in Canadian pharmacies. Although the idea was popular with voters, it was opposed by business interests, as well as the federal government. She did it for the right reasons, Perkins said of the bill. "For Barbara, political capital is to be spent on others, not for fame or personal gain or earnings potential," he said. The bill passed the Assembly and was set to pass the Senate when unexpected Republican opposition flared up. Buckley dug in her heels. "She found the right pressure points," Perkins said. "It was one of the last bills to pass." The battle didn't end there. Newly appointed Attorney General George Chanos issued an opinion saying he didn't think the legislation would hold up. The battle between the canny legislator and the fresh appointee intensified. Chanos accused Buckley of bad lawyering and disingenuous tactics, while Buckley called Chanos an enemy of senior citizens and the poor. By all accounts, Buckley won that battle. The clearest demonstration came in a January hearing before the state Pharmacy Board. Dozens of witnesses, including Republican and Democratic legislators in both Northern and Southern Nevada, testified in favor of implementing the bill. Chanos was the lone voice against it. Asked about Buckley last week, Chanos didn't want to talk about her. "My mother told me, if you don't have anything nice to say about someone, don't say anything at all," he said. "It'll come off as sour grapes. I could care less. I'm over it." WHAT LIES AHEAD Tussles like the one with Chanos are why people call Buckley ruthless. Whether because they will have to work with her or because they are afraid of her, or both, lawmakers on both sides of the aisle wouldn't criticize her for this article. Outgoing Gov. Kenny Guinn called her "a very good legislator, tough but fair, who looks out for the state of Nevada." One who disagreed was ousted Republican Sen. Sandra Tiffany, who lost her re-election bid last month. "She was very partisan, and she was never open to new ideas," Tiffany said. "She'll say she's working with you when she has no intention of changing her mind. She's always against business. If she hasn't changed her heavy-handed, partisan ways, she's going to be ineffective" as speaker. But Republican political guru Sig Rogich said Buckley is respected by those who disagree with her because she fights fair. "She's respected by Democrats and Republicans alike because she's an honest broker," he said. "You know where you stand with her on an issue. There's no skullduggery, and she's a willing listener." Buckley is seen as having very liberal core values but being willing to move toward the center to be effective, said University of Nevada, Reno political scientist Eric Herzik. "She is a much tougher player at the political and personal level than either of her predecessors," Dini and Perkins, Herzik said. That might be because, unlike them, she comes from outside the Nevada good-old-boy network and has made her own way while basically ignoring it, he said. Buckley said she's been caricatured as a far-left liberal. "I don't believe the role of government is to give people handouts, and nothing in my legislative record supports that," she said. "My philosophy is to give everyone a chance to have a good education, a good job and a good life, while making government work effectively." Many in Republican circles believe Buckley will run for statewide office, probably attorney general, and use that as a launching pad for an eventual gubernatorial bid. Some even hope she does so as soon as possible just so she'll be out of their hair in the Legislature, Herzik said. "I'd be amazed if she retired as Assembly speaker. I'd put the house against that. She'd be a strong candidate for governor and, depending on the circumstances, she could win." *2 --------------------------------------- References *1. Ball, Molly. Some good idea for leading skills By Jennifer KungWith more good personal traits, we shall be more easy to be a leader. In a Nutshell, Be a Leader, Dale Carnegie put the following suggestions in his book entitled "How to Win Friends & Influence People": "A leader's job often includes changing your people's attitudes and behavior.*1 Some suggestions to accomplish this: Principle 1 Begin with praise and honest appreciation. Principle 2 Call attention to people's mistakes indirctly. Principle 3 Talk about your own mistakes before criticizing the other person. Principle 4 Ask questions instead of giving direct orders. Principle 5 Let the other person save face. Principle 6 Praise the slightest improvement and praise every improvement. Be 'hearty in your approbation and lavish in your praise.' Principle 7 Give the other person a fine reputation to live up tp. Principle 8 Use encouragement. Make the fault seem easy to correct. Principle 9 Make the other person happy about doing the thing you suggest." *2 In our real world, people are led by leaders. A successful leader is consistently follwed by others. People follow because they have a belief in the direction, intergrity, and competence of the one leading. We are pleased to quote the following three short but meaningful ones: ***** The ultimate responsibility of a leader is to facilitate other people's development as well as his own. ---Fred Pryor ***** To be a leader means willingness to risk--and willingness to love. Has the leader given you something from the heart? ---Hubert H. Humphrey ***** The first responsibility of a leader is to define reality. The last is to say thank you. In between the leader is a servant. ---Max Dupree; "Leadership Is an Art" It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren: I went on a search to become a leader. I searched high and low. I spoke with authority. People listened. But alas, there was one who was wiser than I, and they follow that individual. I sought to inspire confidence, but the crowd responded, "Why should I trust you?" I postured, and I assumed the look of leadership with a countenance that flowed with confidence and pride. But many passed me by and never noticed my air of elegance. I ran ahead of the others, pointed the way to new heights. I demonstrated that I knew the road to greatness. And then I looked back, and I was alone. "What shall I do?" I queried. "I've tried hard and used all that I know." And I sat down and pondered long. And then, I listened to the voices around me. And I heard what the group was trying to accomplish. I rolled up my sleeves and joined in the work. As we worked, I asked, "Are we all together in what we want to do and how to get the job done?" And we thought together, and we fought together, and we struggled towards our goal. I found myself encouraging the fainthearted. I sought the ideas of those too shy to speak out. I taught those who had little skill. I praised those who worked hard. When our task was completed, one of the group turned to me and said, "This would not have been done but for your leadership." At first, I said, "I didn't lead. I just worked with the rest." And then I understood, leadership is not a goal. It's a way to reaching a goal. I lead best when I help others to go where we've decide to go. I lead best when I help others to use themselves creatively. I lead best when I forget about myself as leader and focus on my group...their needs and their goals. To lead is to serve...to give...to achieve together. ---By Anonymous*3 -------------------------------------------- References *1. . Carnegie, Dale. APPLIED ANALYSIS REPORT: Casino stock index reaches high Speeches, speculation spark move, observers say*1 By HOWARD STUTZ Outside forces, rather than performance, drove the average daily stock prices of three of the gaming industry's largest operators to double-digit increases during November. A stock index compiled by Las Vegas-based financial consultant Applied Analysis that tracks the monthly performance of six casino operators and three slot machine manufacturers jumped to its highest level ever since it began in January 2002, climbing almost 11 percent in value to 422.92. Gaming revenues and quarterly earnings reports weren't the reason for the rise. "There were some softer-than-expected third-quarter earnings reports," Applied Analysis partner Brian Gordon said. "However, there were some external factors and speculation that drove investors' interest in the gaming sector." Shares of Las Vegas Sands Corp. in November had an average daily price of $85.62, an increase of 15.4 percent over October. Comments by company President Bill Weidner spurred the rise. He said Las Vegas Sands has the potential of raising between $6 billion and $12 billion from the sale of retail space at its projects under construction in Las Vegas and Macau, China. He also said the company could realize another $1 billion to $4 billion from the sales of condominiums at those sites. Meanwhile, Wynn Resorts Ltd. decided to share the proceeds of a $900 million subconcession sale in Macau with its stockholders in the form of $6 per share dividend. That news drove the average daily stock price of Wynn to $84.79 in November, up almost 18 percent from October. Not to be outdone, MGM Mirage majority shareholder Kirk Kerkorian announced the day before Thanksgiving he would spend $825 million to increase his ownership in the company to more than 60 percent. The Los Angeles billionaire gave his fellow MGM Mirage stockholders an early holiday treat as the average daily share price in the company was $47.87 in November, an increase of almost 13 percent compared with October. Majestic Research gaming analyst Matthew Jacob suggested the stock prices of Wynn and Las Vegas Sands also benefited from comments made by Wynn Resorts Chairman Steve Wynn. On Nov. 7, during his company's third-quarter-earnings conference call, Wynn told analysts that results at Wynn Macau during October, the first month of the fourth quarter, were stronger than expected. "The prospects for Macau have vacillated from bullish to bearish," Jacob said. "Steve gave out some data that helped investors in their analysis of the company. The information helped both Wynn and Sands in their stock prices." Kerkorian's move to buy additional shares of MGM Mirage was viewed as a vote of confidence by the 88-year-old investor in the long-term prospects of the company's $7 billion Project CityCenter development, Jacob said. "Kirk announcing he was buying a chunk of the company's stock expressed a bullish view of MGM Mirage's potential from CityCenter," Jacob said. In October, shares of Harrah's Entertainment jumped more than 16 percent in their average daily price from September on news the company was considering a $15.5 billion buyout by two private equity firms. In November, shares in Harrah's averaged $75.68, relatively unchanged in price compared with $75 in October. The company has still not reached a decision on the purchase offer. Gordon said shares in Harrah's have been trading based on a discounted rate because of the buyout possibility. Meanwhile, outside events and speculation didn't affect the shares of two other Las Vegas-based casino operators, Boyd Gaming Corp. and Station Casinos. However, the two companies reported less-than stellar third quarter earnings which affected their shares in different ways. Boyd Gaming's average daily stock price was $41.03 in November, down less than 1 percent from October. Shares of Station Casinos averaged $66.18 in the month, up almost 9 percent from the prior month. "The locals market is still adjusting to the new capacity that opened in the past year (South Point and Red Rock Resort), so that is impacting both companies," Jacob said. All three slot machine makers in the index showed month-over-month positive changes in their average daily stock prices, reflecting investors' confidence in expansion into international markets, gaming analysts said.*2 --------------------------------------- References *1.
