CARSON CITY - Gov. Kenny Guinn today forwarded a letter to Senate Majority Leader William J. Raggio of the Governor・s intention to appoint Kim Huys as Acting State Controller. Huys, currently serving as Chief Deputy Controller, would head the State Controller・s office while impeachment proceedings against Controller Kathy Augustine continue.

Members of the State Assembly voted on Nov. 11 to issue articles of impeachment against Augustine, who has stipulated to three willful violations of the state・s ethics statutes and was fined $15,000.

Today・s intention appointment of Huys is made pursuant to the laws and Constitution of the State of Nevada, including NRS 283.270, authorizing the Governor・s appointee to replace Augustine. Due to Thursday・s vote, Augustine is suspended from her office as State Controller while the State Senate conducts Augustine・s impeachment trial.

Huys, 48, holds an MBA degree from Pacific Lutheran University in Tacoma, Wash., and a BA degree in accounting from Evergreen State College in Olympia, Wash.

Dr. Tony Lei is the President of Washington Business and Technology Institute (WBTI) and Chairman of Chinese American Academic Association of Nevada (CAAAN). He received an M.B.A. in 1969 and a Doctorate of Education in Institutional Management in 1990 from Pepperdine University. His dessertation was entitled "A study of the impact of enrollment in a computer science class on mahematics scores and attendance in a secondary school." It was published in 1990 by University Microfilms International, Ann Arbor, Michigan. He had been an Associate Professor of Information Management of the Graduate School of Business Administration of National Chunghsing University and a Fallow of Management of Pepperdine University from 1985 to 1991 and 1991 to 1996, respectively. He has completed numerious scientific papers, text books, best selling books, and research projects during past 30 years in universities and academic institutes. Dr. Tony Lei's dedication and performance in academic research are indicated by the acceptance of his papers continuously for presentation and publication by the International Conference on Technology and Education (ICTE), International Information Management Congress (IIMC), and Science Engineering Technology Seminars (SETS). His famous publications of "Modern Business Management," "Information Management," "Management Behavior," "The Art of Leading," among others have been adopted by many universities and colleges as textbooks. During his three year term from 1997 to 2000 as a Director of the Las Vegas Senior Citizens Advisory Board, he had enhanced its social and educational value of the activities and programs of the Board. As the Exective Vice President of Seniors United in 2000, he modernized its management with non-partisan and educational advancement for our Nevadan seniors. As Director of the Board of South Shores Community Association (SSCA) since 1993, Dr. Tony Lei's knowledge, wisdom, and talent have contributed to the SSCA's being one of the best community in the United States of America for many years. He serves the community through a variety of venues as the Senior Advisor of U. S. Congresswoman Shelley Berkley; Office of Clark County Assistant District Attorney; Raleigh, Hunt, McGarry & Drizin, P.C.; and Constable's Office of Las Vegas Township.

Dr. Tony Lei has published 82 books on business management, marketing, and information magement. He has also published more than 276 papers on business administration, information management, and computer education. Many of them were presented by him to famous international conferences in business, information, and educational management. A paper entitled "The Impact of Appropriate Use of Computer Learning on Mathematics Scores," was published by the 11th International Conference on Technology and Education (ICET) in 1993 at London, England. He presented a paper entitled "Enhancing Mathematics Learning with Computers," at the 12th ICTE in Orlando, Florida.*2 At the same time, he was the first presider of the conference on educational multimedia and computing in the 15th Florida Educational Technology Conference (FETC) in Orlando, Florida. In 1996, he presented and published "A Study of the Implementation of Computer Education in Public Schools" at the 13th ICTE in New Orleans, Louisiana.

In January 2000, Dr. Tony Lei and Dr. William Thompson established the Public Administration Institution (PAI) for WBTI. It has Dr. Thompson as its Fellow and Director; and Nevada State Senator and Professor of UNLV Dina Titus, Justice of the Supreme Court Nancy Becker, Former Attorney General Frankie Sue Del Papa, District Judges Mark Denton, Valorie Vega, Michelle Leavitt, Jennifer Togliatti, Jessie Walsh, and Dr. Achie Chang as its Fellows. Dr. Tony Lei is also the Honorary President of Great Wall College and Xaimen Straits Foreign Language College. STATE SELECTED TO PARTICIPATE
IN EMERGENCY RESPONSE COMMUNICATIONS ACADEMY

Nevada has been chosen as one of five states, selected nationwide, to participate in the Public Safety Wireless Communication Interoperability Policy Academy. The Academy is sponsored by the National Governors Association, Center for Best Practices. In addition to Nevada, an advisory committee made up of experts from public safety, local government, and information technology, selected Idaho, Wisconsin, Louisiana, and Georgia to participate in the Academy. The selection award includes a grant of up to $35,000 to cover costs.

The goal of the Academy is to help these states develop a plan to improve their emergency response communications. During an intensive 12-month process, including local policy workshops, academy workshops in Washington, D.C., and specialized technical assistance, the Nevada team will work with expert faculty and other state teams to devise customized state plans, working within current fiscal constraints.

The following individuals have been appointed as the Nevada Team:

EDITORIAL: Big plans at MGM Mirage

Capitalists propose 12,000 new free-market jobs at 'Project CityCenter'

Once again, Las Vegas is poised to demonstrate that free-market entrepreneurship is the key to a vibrant, booming economy -- and even to some measure of increased economic diversity.

Of course, in this case, "Las Vegas" means Clark County and the Las Vegas Valley. It's worth noting that the visionary $3 billion to $4 bilion "CityCenter" project announced by MGM Mirage Tuesday -- envisioned to create 7,000 construction jobs starting in 2006, and 12,000 permanent new jobs by 2010 -- is planned for 66 acres between Bellagio and the Monte Carlo on the Strip, not in downtown Las Vegas, proper.

Downtown, within the Las Vegas city limits, a different approach reigns. There, the rule is "protection from competition" for a set of increasingly dilapidated hotel-casino properties. Downtown, enterprises in adjacent Neonopolis or plans for a district of "blues bars" on East Fremont founder over a lack of willingness to allow even a few video poker machines that might divert gaming dollars from existing properties on tax-subsidized life support. Allow competing gaming enterprises on the city-owned 61 acres of old railroad property? Ha!

Coincidentally, MGM Mirage revealed Tuesday what 60-odd acres can be worth in this valley. Years in the making, Project CityCenter will accelerate the evolution of Las Vegas into a sophisticated, multidimensional city, promised Jim Murren, president and chief financial officer of MGM Mirage.

The 18 million-square-foot first phase of the project calls for a 4,000-room hotel and casino; three 400-room boutique hotels to be operated by internationally recognized companies not currently in Las Vegas; 1,650 luxury condominium-hotel units; and 550,000 square feet of retail, dining and entertainment space.

Bill Eadington, professor of economics at the University of Nevada, Reno and director of the school's Institute for the Study of Gaming and Commercial Gaming, says the project continues an encouraging trend toward nongaming diversification on the Strip. "The point is, especially in light of continued expansion of generic gaming elsewhere, Las Vegas has a great challenge to redefine itself," Professor Eadington said.

Project CityCenter would be the most significant privately funded project in the United States, Mr. Murren said -- and the largest single new employment opportunity in the history of Las Vegas.

And it's the darndest thing. No one has said a word about waiting for the taxpayers to pony up a subsidy before they start.

Nevada STATE WEB SITE UNDERGOES REFINEMENT

If there has been one constant of the information age, it is that electronic communication and its presentation must always change. This is especially important for a growing state such as Nevada, where our population increases on a daily basis. Given the dynamic nature of information dissemination, I am pleased to announce that the State of Nevadas Web site has undergone several refinements?in an effort to make it more user-friendly for the general public.

Youll notice that the State of Nevada Web site has a new typeface, with a new welcome banner across the top of the page. In addition, the page is more balanced?with three equally long columns created through a re-arrangement of the various features offered. Several features, such as the states proclamations, have been edited and shortened to a simple link. This eliminates less-useful information that can still be easily accessed with one simple click, creates new prominence for other features, and gives the states Webmaster far more flexibility for future changes.

Interactivity for any Web site is a must, and the State of Nevada Web site continues to evolve in this area. Youll note that this week there is a link for ?a href="http://nv.gov/new_SpecialEvents_Downloads.htm">Halloween at the Governors Mansion,?which includes downloadable Halloween and Nevada Day photos. Thanks to the effort of State Photographer Rich Johnston, more than 1,700 photos from last weekend are now available for downloading. There is also a helpful link for the States Elections Division for the Nov. 2 vote, which features Nevadas results for all of the races on the 2004 ballot. Nevadas taxpayers literally get a chance to see their money at work through an interesting link (?a href="http://nv.gov/NDOT_ConstructionProg.htm">Construction projects from NDOT? featuring video, photography and other graphic elements from the Nevada Department of Transportations construction projects in both southern and northern Nevada. Of course, many of the Web sites most-used features remain essentially the same: Quick Links, Governors Messages, Agency Newsletters, DMV Online, Nevada Tourism, just to name a few. The site also has an enterprise edition of the navigation that all state Web sites can use.

In the months to come, Nevadas Web site will continue to evolve, and its features will continue to be refined, thanks in large part to a steady stream of between 300 to 600 guestbook requests and comments that the site receives each month. The site will continue to create further collaboration with state agencies in the ongoing effort to improve content and presentation. I would like to thank the Department of Information Technology and State Webmaster Linda DeSantis for their efforts on this exciting and worthwhile piece of state communication.

GAMBLING AND THE LAW: Bettor's rights violated, jury finds

Advantage gambler will receive nearly $400,000 for ordeal

CORRECTION -- 11/06/04 -- A story in Friday's Business section about a judgment against the Imperial Palace needs clarification. The final paragraph quoting Las Vegas attorney Bob Nersesian did not refer to the James Grosjean case heard by District Court Judge Lee Gates, but came from an earlier story in which Nersesian was discussing advantage gambling lawsuits in general.

Advantage gambler James Grosjean beat the odds by winning a $400,000 judgment against a Strip casino that a jury agreed violated his rights four years ago.

The case's conclusion is unusual for advantage gambling cases, which are normally dismissed or settled out of court and for much less, usually between $15,000 to $20,000, according to several local attorneys.

In Grosjean's case, a Clark County District Court jury recently found Grosjean's rights were violated by the Imperial Palace when security guards at the Strip hotel-casino detained him and roughed him up.

The jury on Monday issued its verdict, which was unsealed by Judge Lee Gates on Thursday, awarding Grosjean $500,000 in punitive damages. A statutory limit, however, capped that award at $300,000.

Coupled with $99,999 in actual damages Grosjean was awarded late last month, he's set to receive nearly $400,000 for the ordeal, plus $18,000 in interest as well as undetermined reimbursements for legal fees and related costs.

"It's heartening to see that the citizens of Nevada get it," said Bob Nersesian, a Las Vegas attorney who represented Grosjean, a doctoral candidate in economics at the University of Chicago and author of "Beyond Counting," a "how-to" gambling manual on beating the odds in casinos. "They understand that people can't be rousted for no reason, and that casinos and the Gaming Control Board enforcement agents should be held to the same standards as the rest of us."

The American Civil Liberties Union of Nevada also applauded the outcome.

"The decision reiterates the fact that people cannot be treated as criminals when they do not break the law," Allen Lichtenstein, the local ACLU's general counsel, said Thursday after the jury awards were unsealed. "The so-called `advantage gambler' does nothing other than use his own brain and skills in ways that are totally legal.

"The illegality comes in when the casinos think that it is against the law for their customers to play the games well. By doing things such as detaining or throwing out advantage gamblers, the casinos become the lawbreakers. This award clearly verifies that fact."

Imperial Palace spokeswoman Jackie Brett declined comment on the case.

Officials said last year state regulations were being reviewed to make sure gamblers' civil rights are protected. Control Board members were unavailable for comment late Thursday.

The Grosjean case started on April 21, 2000, when he was handcuffed and detained by security guards at Caesars Palace for allegedly cheating. Grosjean was winning a card game thanks to a "sloppy" dealer and his own "hole carding," where a player tries to gain an advantage by catching glimpses of a blackjack dealer's unturned cards.

A spokesman for Park Place Entertainment Corp., as Caesars Entertainment was then known and which owns Caesars Palace, said casino records suggested he was suspected of marking cards, although Metro police said there was no record Grosjean was arrested or charged with any crime.

A police spokesman said at the time it is not unusual for a player to be detained while an investigation is in progress and then released if there is no probable cause.

Grosjean and a friend were detained at Caesars Palace for five hours and then taken to the Clark County Detention Center. Grosjean' friend was released the next day, but Grosjean was held in custody for 4 1/2 days.

Grosjean said last year that his problems escalated several weeks later when he visited the Imperial Palace.

"I wasn't even playing. I noticed a guard watching me, so I left, but he followed and he did get physical. He put his hands on my chest and he blocked me from leaving," Grosjean said.

Grosjean was handcuffed and led to a security cell by six guards who emptied his pockets, interrogated him and threatened "to smack his head against the wall."

The Imperial Palace incident "is absolute proof that (security officers) who affirmatively acknowledge they have no reason to detain someone, still feel at liberty to detain an individual, and the system and judges back each other up," Nersesian said.

John Ensign honored as Vice Chairman of the Advisory Board of WBTI

North Las Vegas Justice Court Judge-elect Natalie Tyrell once wrote a letter of appreciation to Dr. Tony Lei from her Office, "....I want to share with you my favorite quote. It is by the great Winston Churchill. It exemplifies the driving force by which I start out each day. He said, 'We all make a living by what we get, but we make a life by what we give.' ...." By the act of love itself, we are enriched. Love in action is service above self. We encourage people to make service a part of our characters and experience the abundant reward that comes from serving others.

U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible.

People believed with John that he said, "I have the passion for the fight and the unshakable belief that together we can build a better Nevada." In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei, also a born-again Chrisitan, that WBTI would honor him as Advisor and Vice Chairman of its Advisory Board. In the first paragraph of this column on September 15, it is stated that on September 7, U. S. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. The importance of sharing culture through art and festivities that bring people together serves to enhance all of us more by enriching our lives with the diversity of people and their customs. I especially would like to extend my appreciation to Dr. Tony T. Lei for his commitment and enthusiastic support of the Thai Performing Arts." John received Doctor of Veterinary Medicine degree form the Colorado State University in 1985. He accepted Dr. Tony Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. He believes that America must honor its words to seniors. His scholastic and gentle appearance has won a lot of applause and respect.

In community service, Dr. Tony Lei's hero is the great servant who has given all for the betterment of others' lives. Let our candles fuel a fire that will fan out an ever-lasting circles. With these circles together we can close our eyes and envision a community that is safe, peaceful, and healthy. The Bible teaches: "...let us not love with words or tongue but with actions and in truth (1 John 3:18)." District (Family) Court Judge-elect Cheryl Moss wrote Dr. Tony Lei, "I am delighted and honored to be appointed as an Associate Fellow of the Public Administration Institution of Washington Business and Technology Institute. Thank you for this opportunity to serve, and I hope to gain more knowledge, insight and awareness about public service and community issues through your prestigious institution. I remain dedicated to helping the community, and I am inspired by your leadership, wisdom and guidance. I am also fortunate to have met you and your wife, Judy, because you are both active and dynamic individuals in the community. Your accomplishments and achievements have demonstrated that taking part in the community does make a difference. Best wishes and thank you again for your unselfish kindness, support and encouragement." Power in politics should have a direction that the power based on knowledge is the power of righteousness. John Ensign: a born-again Christian

It is not very possible for anybody all the way with good luck from the beginning to the end of his or her whole life. One will enevitably face somekind of frustration. The attitude that one holds in facing one's frustration will, nevertheless, decide what would be his or her fate to be followed. If anybody gives up soon after he or she gets a frusration or difficulty, then the following days for his or her life will most probably be in dead end.

John Ensign has been impressived as a handsome, strong, and rich man. He has been long time identified as son of big casino leading figure of Mandalay Bay. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. John's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and teach his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to here even not being able for all of them to realize their American dream but eventurely they could teach and help their children accomplish their contributions for our country.

John's wife, Darlene, encouraged him into his first political race for Congress. Earned a Doctor of Veterinary Medicine degree from Colorado State University in 1995, his scholarstic and gentle appearance has won lots of applause and respect from knowledgeable ladies in social activities. It was when he was attending veterinarian school that John became a born-again Christian. He was urging by Darlene to become involved in a men's Christian group.

"Getting people back to work is what this Department does. Giving people hope in their future is our job," said Secretary Elaine L. Chao of the U. S. Department of Labor.*1

"Incentives brings us with encouragement. Encouragement brings us with good work performance. In the 5:19 on Ecclesiastes of the Bible, it stated that 'When God gives any man (or woman) wealth and possessions, and enable him (or her) to enjoy them, to accept his (or her) lot and be happy in his (or her) work---this is a gift of God,'*2" said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI).*3

At the age of 19, Elaine Chao was elected as a Scholar of the U. S. White House. U. S. Labor Secretary Chao was Chairperson of Federal Air Transportation and Vice President of Bank of American Main Office. In addition, she has contributed many years of community service and charity endeavor notably, as President of United Way, President of Peace Corps, and Senior Fellow of Heritage Foundation.*4

Secretary Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*5

Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world.

Secretary Chao is married to the Majority Whip of the United States Senate, Senator Mitch McConnell of Kentucky.

"Elaine L. Chao is the nation's 24th Secretary of Labor, representing a new generation of American leadership. Since her confirmation by the United States Senate on January 29, 2001, she has been dedicated to carrying out the Department of Labor's mission of inspiring and protecting the hardworking people of America. She is respected as an effective and articulate champion of the nation's contemporary workforce, acting quickly to focus the Labor Department on the modern realities of workers' lives."*6

"When President George W. Bush nominated Elaine L. Chao, the first Asian-American woman appointed to a President's cabinet in U.S. history, he described her as an individual with strong executive talent, compassion, and commitment to helping people build better lives."

According to the U. S. Department of Labor, Secretary Elaine Chao's compassionate nature stems from her own background as an immigrant to this country at the age of eight. Her family's experience transitioning to a new country, supported by one another and the kindness of friends and neighbors, taught her that encouragement is the key to fostering independence, and that Americans are naturally compassionate people. This inspired her to dedicate most of her professional life to ensuring that people have the opportunity to pursue lives of dignity and financial independence.

As Director of the Peace Corps, Ms. Elaine Chao was one of the first Americans to personally embrace the people of the former communist bloc into the family of democratic nations, establishing Peace Corps programs in the Baltic nations of Latvia, Lithuania, Estonia and the newly independent states of the former Soviet Union. Later, as President and Chief Executive Officer of United Way of America, she restored public trust and confidence after the organization was tarnished by mismanagement and financial abuse, thus preserving the nation's largest institution of private charitable giving.

The experience Ms. Elaine Chao gained at the United Way helping communities address their local needs prepared her to mobilize the Department of Labor to promote pathways to economic freedom for individuals and families working to achieve the American Dream. She describes her vision for America's workforce as one in which everyone can participate where jobs and opportunities are available for those leaving welfare, job training is accessible for those left behind, disability never bars a qualified person from the workplace, and where parents have an easier time balancing the responsibilities of work and home.

"Secretary Chao's previous government career includes serving as the Deputy Secretary at the U.S. Department of Transportation, Chairman of the Federal Maritime Commission, and Deputy Maritime Administrator in the U.S. Department of Transportation. She brings a wealth of business experience to the post, having worked as Vice President of Syndications at BankAmerica Capital Markets Group and a banker with Citicorp. Prior to her nomination as Secretary, she expanded her study of policy as a Distinguished Fellow at The Heritage Foundation, a Washington-based public policy research and educational institute. Nevada Governor Kenny Guinn Announces $11 million in Federal Funding for Substance Abuse Prevention

CARSON CITY - Gov. Kenny Guinn announced today that the State of Nevada will receive more than $11 million - $2.3 million per year for five years - to reduce youth substance abuse-related problems in communities, including underage drinking.

The funding is from the federal Center for Substance Abuse Prevention (CSAP), Substance Abuse and Mental Health Services Administration (SAMHSA).

^This grant supports the previous $9 million received in 2002 to continue to address the problems of substance abuse among our youth in Nevada, at the community level, especially targeting underage drinking, ̄ Gov. Guinn said. ^I am especially proud of the Nevada State Health Division¨s Bureau of Alcohol and Drug Abuse efforts in obtaining this grant. Nevada is one of only 19 states receiving this funding. ̄

About 85 percent of funds awarded through the incentive grant program are directed to support the work of community-based programs; 15 percent will support oversight, evaluation and epidemiological expenses.

The grant will continue through 2009.

Washington, D.C. C Service groups in Nevada will provide more volunteers through AmeriCorps thanks to several grants announced today by Senator Harry Reid.

Four centers in Nevada will receive separate grants totaling $555,909 that will provide monthly stipends to volunteers who are members of AmeriCorp, a nationwide service network that engages more than 50,000 Americans each year in education, public safety, health, and the environment.

The organizations that received funding are:

Family Resource Center of Northeastern Nevada, Elko, NV -- $84,710
Parasol Community Foundation, Incline Village, NV -- $124,000
Boys and Girls Club of Las Vegas, Las Vegas, NV -- $124,000
ComputerCorps, Carson City, NV -- $223,199

Assistant Democratic Leader of the U. S. Senate and Senator Harry Reid has made a difference for Nevada. From humble beginnings in the tiny town of Searchlight, Nevada to the second highest ranking Democrat in the United States Senate, he has distinguished himself as a fighter for Nevadans and all American families in the corridors of power in Washington, D. C..

"Recognizing his trajectory in public service, the Las Vegas Sun said Reid 'has gone from underdog to Senate's top dog.' Parade Magazine, the nation's largest weekly identified Senator Reid as one of a handful of leaders in Washington who possess 'integrity and guts.'*3

"Since Nevadans elected him to the Senate in 1986, Harry Reid has developed a reputation as a consensus builder and an accomplished legislator. Even his Republican colleagues praise his reasoned, balanced approach. After Nevadans sent Harry Reid to the Senate for a third term in 1998, he was elected by his colleagues to serve as the Assistant Democratic Leader, also known as the Democratic 'Whip.' Reid provides valuable leadership to the U.S. Senate by guiding legislation through the Senate and securing the votes to pass key measures. The respected Washington publication National Journal observed that 'Senator Reid has quietly elevated a long dormant post.'

Since entering the Senate in 1986, Senator Reid has assembled an impressive legislative and leadership record for the people of Nevada. Senator Reid has consistently fought for the rights and interests of children, families, and workers. In education, he has worked to reverse Nevada's school dropout rate by sponsoring legislation to establish a national program for dropout prevention. He has fought to bring much-needed funding for construction of schools and for hiring more qualified teachers in Nevada. In health care, Harry Reid has fought for the Patient's Bill of Rights as well as increased funding for cancer research, suicide prevention, and mental health initiatives. Harry has also fought for issues concerning senior citizens, including prescription drug coverage, long term care, and Social Security.

"Working hard to protect Nevada's environment, Senator Reid has established programs to preserve clean air and water, especially in Nevada's treasured Lake Tahoe. On October 22, 2000, U. S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Event was chaired by the President of PDCLV, John Ponticello. He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO.

The heightlight of the Event and Party was the presentation of the Outstanding Democrat of the Decade Award to U.S. Senator Harry Reid by the President of Paradise Democratic Club of Las Vegas, John Ponticello. U. S. Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute.*6

"Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. This community was here to help build trascontinental railroad, to serve in the Civil War, and to develop the latest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. I'll put my effort to reach out and address issues of importance to the Asian American community, including the economy, education, safety, racial profiling, and hate crime, and immigration, among others. JOHN L. SMITH: From wide open spaces to neon places, Nevada celebrates 140th birthday

Bust out of the neon-juiced hyperbole of Las Vegas, and Nevada stretches beyond a blazing horizon and into a scarlet sunset. Snakes and coyotes flash in the mind's eye as you head north with only the headlamps to light the road ahead.

Suddenly, your senses get that tequila tingle. As the roaring desert silence and sage-scented air wash over, you wonder which is the real Nevada: the audacious excess of Las Vegas or the equally surreal big empty of the open road?

The answer is both.

On Nevada's 140th birthday, it's time to celebrate each reality.

This is an oddly urban place, with most of the state's 2.2 million residents crowded into the Las Vegas Valley, and most of the rest residing in Reno. The state's 110,000 square miles are essentially wide open.

Outside the gambling gold mines of Las Vegas and Reno, Nevada's economic history is riddled with boom and bust. Ghost towns with names such as Aurora and Manhattan give silent testimony to prosperity that played out with the claims. In Eureka, Ely and Elko, the economic pulse still rises and falls with the price of gold.

Even at 140, the Silver State fights for respect. It remains known for its handsome 19th-century stone courthouses and its lawless, pariah reputation. Nevada won statehood in 1864 because of the Union's need for Comstock silver, and I'd swear we've been trying to prove ourselves ever since.

When it legalized gambling in 1931, newspapers called for the revocation of our statehood. It was scorned for its quickie divorces and legalized brothels, but today Las Vegas epitomizes the American Carnivale, and 48 states have embraced forms of legalized gambling. America doesn't blush as it imitates Nevada.

We haven't lost our defiant streak. With 86 percent of the state under federal supervision, there's a deep well of anti-government sentiment, especially in the northern Cow Counties, where ranchers and miners battle to keep open their arid range and wilderness roads.

The state's low-tax landscape and libertarian political ethic have created a stage for dreamers and grifters, entrepreneurs and immigrants. This is where America's gambling racket bosses sought sanctuary from the government only to have corporate titans move in and make them look like rubes.

After 140 years, the fortune-seekers and immigrants still come. In the past decade, the state saw the greatest percentage increase in small business startups and Hispanic population in the nation.

Imagine a land that gave rise to the Paiute mystic Wovoka and the early creative writing of Mark Twain, was the scene of comebacks by Elvis and Sinatra, and gave great meaning to Wayne Newton, and you're beginning to get the picture. Nevada has rhinestone cowboys in Las Vegas and genuine buckaroos in Lamoille.

State Archivist Guy Rocha, raised in Las Vegas, found his calling in Carson City near his beloved Lake Tahoe. "We've got highly dense areas where people live, and we've got areas where they tell you you can't find gas for 100 miles," he observes. "If you're a city dweller, you need to get on the road. You need to see all these places around you."

This long, strange Nevada trip will take you down the world's gaudiest street and all the way to U.S. Highway 50, "the Loneliest Road in America."

And where else will you find more than 200 mountain ranges, two of the planet's harshest deserts, the largest man-made lake in the West, and one of the deepest lakes in the world? Only here.

It's a haven for Earth's oldest trees, the country's largest concentration of wild horses, and possibly the future home of the nation's nuclear waste repository at Yucca Mountain. Opposition to the project has been a unifying hill to die for in this politically divided state.

In the end, most roads lead back to Las Vegas, the world's watering hole. Nevada poet Kirk Robertson writes, "You wonder what you'll do when you reach the edge of the map out there on the horizon, all that neon beckoning you in from the dark."

There's only one sure way to find out.

(Washington, DC -- September 22, 2004) U.S. Representative Shelley Berkley*2 (D-NV) joined other House Democrats and Americans from across the country today in unveiling the New Partnership for America's Future. The new agenda was developed by House Democrats to address the needs of today's middle class families, including safe communities, good jobs and affordable health care.

"The Partnership for America's Future is based on six core values: prosperity, national security, fairness, community, opportunity and accountability. House Democrats have crafted proposals to improve homeland security, reduce health care costs, support our veterans, create jobs and address the challenges families face each day. Democrats are united and we are committed to taking the bold steps necessary to strengthen the middle class," Berkley said.

"Security in our hometowns means first responders who are well trained and well equipped, and Democrats will provide the funding to ensure our police and firefighters can get the job done," Berkley said. "And we will expand cargo screening for our airlines and at American seaports and continue to strengthen our border security."

"These policies will mean help for families in Las Vegas and across our nation struggling with the rising cost of health care, for seniors who cannot afford high-priced prescription medicines and for individuals who lack access to insurance. And it will mean fairness for our veterans still waiting for an end to the disabled veterans tax and waiting in line to access the VA benefits they were promised in return for their service to the nation," said Berkley.

Berkley joined with fellow House Democrats in a rally on the steps of the U.S. Capitol this morning to introduce the New Partnership for American's Future, which includes a strong emphasis on homeland security.

As a valued friend of the Graziadio School, I'm pleased to invite you to a series of special receptions to be hosted this November throughout our Southern California campuses. These receptions are designed to bring together the Graziadio School community to celebrate our past and look forward to an exciting future.

This year, in fact, marks the 35th anniversary of the business school. And as we commemorate this wonderful benchmark, we are undertaking a number of changes to ensure that we continue the good work that began more than three decades ago.

One significant change is the creation of a new Alumni & Career Resources department. This department reflects a merger between Advancement & Alumni Relations and Career Resources. The decision to merge was based on the opportunity to enhance services and communications to two of our largest constituencies - students and alumni.

I have assumed leadership of the newly formed Alumni & Career Resources department and look forward to the opportunity to introduce myself and members of my team to you at each reception. NEVADA CELEBRATES ITS 140TH BIRTHDAY THIS WEEKEND

[(NEVADA CELEBRATES ITS 140TH BIRTHDAY THIS WEEKEND
CORRECTION) Due to an editor¨s error, a previous Governor¨s e-mail incorrectly stated that federal offices would be closed on Nevada Day. Federal offices will be open and state offices will be closed on Friday, October 29, 2004.]

The State of Nevada will mark its admittance into the union and commemorate 140 years of statehood this weekend, October 29 through October 31, with a number of family-oriented and fun events in Carson City.

Some of the events included in this weekend¨s celebration are:

On Friday, October 29, Nevada¨s schools and federal and state offices will be closed in observance of Nevada Day.

On Saturday, October 30, Carson City¨s annual Nevada Day Parade will start at 10 a.m. and continue until about 1 p.m. The parade route will begin at the intersections of William and Carson Streets and will end at the intersections of Stewart and Carson Streets. The Annual Chili Feed, a longtime Carson tradition that is free to the public and is hosted by State Treasurer Brian Krolicki and I, will be held from noon to 2 p.m. in the Carson Nugget¨s Banquet Center, 507 North Carson Street. Later, First Lady Dema Guinn and I will welcome the public to the Governor¨s Mansion from 2 p.m. until 4 p.m. The Governor¨s Mansion is really the people¨s mansion, and Dema and I thoroughly enjoy this annual public visit that showcases the history and significance of this beautiful, storied structure.

On Sunday evening, October 31, Dema and I will begin handing out Halloween goodies to our state¨s younger ghouls and goblins at the Governor¨s Mansion. We will start handing out goodies at about 5 p.m.

As a special treat this weekend, I would also like to encourage all of you to pay a visit to the exhibit gallery in the Nevada State Library and Archives to view the Sarah Winnemucca sculpture between the hours of 8 a.m. and 5 p.m. Nationally recognized sculptor Benjamin Victor is putting the final touches on the Sarah Winnemucca sculpture before its installation in the National Statuary Hall Collection in our nation¨s Capitol. This remarkable statue is the result of the combined efforts of Nevada¨s Department of Cultural Affairs and the Nevada Women¨s History Project.

Nevada is proud to be one of the few states in the country where its citizens take the time to observe and celebrate its statehood. May all of you enjoy a safe and happy Nevada Day Weekend.

Kenny Guinn, 67, earned undergraduate and graduate degrees in Physical Education from Fresno State University and later obtained a doctorate in Education from Utah State University in Logan. He was named Superintendent of Schools in Clark County and served with distinction in that position until 1978.

In his work for the Clark County School District, Guinn was recognized as an effective administrator committed to educational excellence at a time when the county was experiencing exponential student growth. His service to Clark County students was honored when Kenny C. Guinn Junior High School was named for him.

In 1978, Guinn began applying his management skills in business as Administrative Vice President for Nevada Savings and Loan in Las Vegas, which later became PriMerit Bank. At PriMerit, he was appointed as Chairman of the Board of Directors of the Las Vegas-based bank. Soon thereafter, Guinn was recruited to the energy business as the President of Southwest Gas Corporation and eventually became Chairman of the Board of Directors of that utility in 1993.

In 1994, Guinn was recruited by the University of Nevada Board of Regents to serve as interim president of the University of Nevada-Las Vegas.

In addition to his one-year term at UNLV, Guinn served the state in leadership roles on a variety of committees and commissions, including the Clark County Community College Advisory Committee, the UNLV Foundation Board of Trustees, the White House Conference on Children and Youth, among others.

Guinn has also worked in his community in a variety of volunteer roles, ranging from involvement in the Boy Scouts and Pop Warner Football to the United Way of Southern Nevada and the Southern Nevada Independent Youth Athletic Association.

Kenny spent his boyhood in the small, Central Valley town of Exeter, California where he met Dema, his wife of 47 years. Kenny Guinn believes in families.

Dr. Kenny Guinn is now the Governor of Nevada, U. S. A. at his second term.
