Nevada Governor to Re-appoint Pete Bernhard Chair of Nevada Gaming Commission By Office of the GovernorCarson City, NV--- Governor Jim Gibbons*1 announced today that he will re-appoint Pete Bernhard to another term as Chairman of the Nevada Gaming Commission. Bernhard has served as Chairman of the five member board since October, 2001 when he replaced Brian Sandoval. “Pete has done an excellent job in this position and he brings a level of confidence and continuity to one of the state’s most important positions. I think it sends the right message to the members of the gaming industry, the investment community and law enforcement that Nevada will continue to maintain its reputation as a leader in gaming regulation across the country and around the world,” said Governor Gibbons. The Nevada Gaming Commission works in conjunction with the State Gaming Control Board to regulate the gaming industry in the State of Nevada and is the ultimate authority on licensing matters. “I strongly believe that the regulatory boards need the element of continuity that Pete and his counterpart Dennis Neilander provide, and with Randy Sayre’s appointment, the element of law enforcement to maintain the reputation that Nevada has built in terms of gaming regulation. Dennis’ and now Pete’s reappointment, reaffirms my desire that the boards reflect experience, knowledge and law enforcement background,” Governor Gibbons added. People follow because they have a belief in the direction, intergrity, and competence of the one leading. In between the leader is a servant. ---Max Dupree; "Leadership Is an Art" It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren: I went on a search to become a leader. I searched high and low. I spoke with authority. People listened. But alas, there was one who was wiser than I, and they follow that individual. I sought to inspire confidence, but the crowd responded, "Why should I trust you?" I postured, and I assumed the look of leadership with a countenance that flowed with confidence and pride. But many passed me by and never noticed my air of elegance. I ran ahead of the others, pointed the way to new heights. I demonstrated that I knew the road to greatness. And then I looked back, and I was alone. "What shall I do?" I queried. "I've tried hard and used all that I know." And I sat down and pondered long. And then, I listened to the voices around me. And I heard what the group was trying to accomplish. I rolled up my sleeves and joined in the work. As we worked, I asked, "Are we all together in what we want to do and how to get the job done?" And we thought together, and we fought together, and we struggled towards our goal. I found myself encouraging the fainthearted. I sought the ideas of those too shy to speak out. I taught those who had little skill. I praised those who worked hard. When our task was completed, one of the group turned to me and said, "This would not have been done but for your leadership." At first, I said, "I didn't lead. I just worked with the rest." And then I understood, leadership is not a goal. It's a way to reaching a goal. I lead best when I help others to go where we've decide to go. I lead best when I help others to use themselves creatively. I lead best when I forget about myself as leader and focus on my group...their needs and their goals. The Internet search engine and the desert destination were America's top two brand names in 2006 and should repeat in 2007, according to a national survey. The survey is a snapshot of Americans' perceptions of more than 300 names, places and brands researchers plucked from 2006 news reports. Las Vegas was the only location in the top 10. The next closest place in the 2006 ranking was Rio de Janeiro, Brazil, at 32. "What I think this list is measuring is: Is there a level of sexiness, a level of exciting possibility," said Bradley Honan, vice president of Penn, Schoen and Berland Associates, one of the firms that conducted the survey. "There is something about optimism we pick up here." Other top 2006 performers after Google and Las Vegas were iPod, YouTube and eBay. Rounding out the top five for the 2007 projections were the NFL, Sony and Amazon. Ironically, the worst performing names on the list also carry an association with lewd behavior. Respondents picked partying heiress Paris Hilton, her skinny sidekick Nicole Richie and panty-less pop star Britney Spears as their top projected losers for this year. "People don't particularly like them, they are not excited about them," Honan said of the low-performing identities. The marketing firm and Landor, a brand consulting company based in New York City, based their lists on responses from 2,017 people. The margin of error was 2.2 percent. Respondents gave their perspective on how the subjects performed in 2006 then predicted how they would be received by the public in 2007. In a similar survey conducted in 2005 Las Vegas was fifth in the winners ranking and was projected to rise to fourth in 2006. But the Las Vegas name performed above those high expectations. Kathy Latour, an assistant professor of hospitality and marketing at University of Nevada, Las Vegas, credited marketing that encourages people to project whatever image they like onto the Las Vegas name. "When people think of Las Vegas, they have all these associations of what that means," Latour said. She specifically cited the success of the "What Happens Here, Stays Here" marketing campaign by the Las Vegas Convention and Visitors Association. "It really taps into the whole escapism aspect of Las Vegas, Sin City, the decadence, the fantasy," Latour said. Terry Jicinsky, vice president of marketing for the convention and visitors authority, said tourism promoters hope to broaden the brand's appeal. Jicinsky said Las Vegas elicits a positive emotional response from consumers in the United States, Canada, United Kingdom and Mexico. "After those countries, I think it falls off rather quickly," he said. The goal for the authority is to maintain the goodwill in North America and the United Kingdom and build more recognition in emerging markets like China and India. Building recognition in those countries will require a marketing strategy that educates consumers about Las Vegas before moving onto the emotional appeals used with domestic travelers. Power of positive praise By Tiffany Chang and PAI of WBTI*1It is safe to say that the deepest craving of human nature is the need to feel appreciated. Most of the things we do are prompted by a desire to feel important. Usually, people have a way of becoming what you encourage them to be---not what you nag them to be. A person may not be as good as you tell him he is, but he'll try harder thereafter. Management is nothing more than to motivate others. We are pleased to quote the following three short but meaningful ones: ***** You never know when a moment and a few sincere words can have an impact on a life. ---Zig Ziglar ***** When someone does something good, applaud! You will make two people happy. ---Samuel Goldwyn ***** People love others not for who they are but for how they make us feel! ---Irwin Federman*2 It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren: Compliments are like potato chips. Once you've had one you look for more. Offering compliments based on a person's character or actions inspires them to perform in such a manner that invites additional praise. People tend to live up to the compliments they receive. William James said, "All of us, in the glowof feeling we have pleased, want to do more to please." Combine the truth with the psycholinguistic research that indicates a person's mind takes 48 percent longer to understand a negative statement than a positive one and compliments become a dynamic force in motivating others. The story is told of a newspaper cartoonist who amused himself one summer day by sending telegrams to twenty acquaintances selected at random. Each message contained only one word, "Congratulations." As far as he knew, not one of them had done anything in particular to be congratulated on. However, each took the message as a matter of fact and wrote him a letter of thanks. Everyone who received the message had done something that they regarded as clever and worthy of congratulations. The power of praise is limited only by its lack of use. How many people do you know who could benefit from a sincere "congratulations" or "great job" or possibly even "you're the best'? Silent appreciation dosn't mean much. Saitta was elected to the Supreme Court in November 2006. Of those who sided with the majority in the 2003 Guinn v. Legislature ruling, Becker was the first to run for re-election. As of 11:30 p.m., she was losing to Clark County District Judge Nancy Saitta in the Seat G race.*1 "I think that it was a very tough race," political consultant Dan Hart said. "I think Justice Becker got hurt by the Guinn decision, and I think Nancy Saitta ran a very effective campaign." With 1,655 out of 1,913 precincts reporting, Saitta had captured 47 percent of the vote, while Becker received 38 percent. Another 15 percent voted for "none of these candidates." Nancy was born in Detroit, Michigan the daughter of Alfred V. and Virginia M. Meyer. Married to Joseph J. Saitta, she has four children and three grandchidren. Nancy has been a Southern Nevada resident since 1990.*4 Ms. Nancy Saitta was elected to the Eighth Judicial District Court in November 1998. She was appointed to Las Vegas Municipal Court in October, 1996. Prior to her appoinment, Nancy was a senior deputy attorney general where she serve as the Children's Advocate for the State of Nevada. Formerly, she was with Pearson and Patton and later because an associate at the law firm of Gentile and Porter. Ms. Saitta began her legal career in 1984 as a law clerk for Walter D. Meyers in Detriot, Michagan. She joined their firm as a criminal defense lawyer following graduation from law school. Nancy was an associate professor at Wayne State University, Department of Criminal Justice. She taught Litigation I and II at the American Institute for Paralegal Studies. She teaches in the criminal justice department of the Univeristy of Phoenix. Nancy has been a keynote speaker and faculty member at several national conferences. Judge Saitta was also an arbitrator for the New York Stock Exchange Arbitration Panel during 1985. Her memberships include: CASA Foundation Board, Clark County Public Education Foundation, and Clark County Bar Association Executive Committee. She retains membership in several local national children's advocacy organizations. Nancy was appointed by the Governor to the Nevada State Juvenile Justice Commission. She created the Clark County Missing and Exploited Children Comprehensive Action Program ("M/CAP"), a program coordinated with the U. S. Department of Justice. Nancy developed the Southern Nevada Fatality Review Team and the specialized court project for case management of Construction Defect cases. WELCOME HOME Jan. 18 marks day when Arizona's loss became Nevada's gain By Henry Brean[[[A sign in Primm would have welcomed northbound travelers to Arizona, not Nevada, if Congress had not ceded the area that now includes Clark County to the state in 1866. Nevada accepted the land on Jan. 18, 1867. Photo illustration by John Locher.]]] On a map of Nevada from 1865, "Vegas" appears as little more than a speck in the Arizona Territory. Congress ceded the area that now includes Clark County in 1866, and Nevada accepted the land on Jan. 18, 1867, giving the state an all-important border on the Colorado River. The river's water continues to fuel growth in the Las Vegas Valley, where about 90 percent of the drinking water comes from the Colorado.*1 It is an anniversary every bit as historic as Nevada Day or the city's centennial, but no one will get the day off. There will be no parade downtown, no birthday cake the size of a basketball court. Jan. 18 will pass just like any other day in Las Vegas, even if it isn't. On that date in 1867 -- 140 years ago this month -- the newly minted Silver State launched its third year of statehood by taking possession of a mostly empty, triangle-shaped slice of the Arizona Territory, just west of the Colorado River. The acquisition took in all of present-day Nevada south of 37 degrees latitude, including all of Clark County, which today is home to more than 70 percent of Nevada's population and roughly an equal share of its economic output. "No one could have foreseen the outcome that we have now," said State Archivist Guy Rocha. "This state has tilted to the south and not the north." The story doesn't end there. Due to an oversight by officials in Carson City at the time of the acquisition, Nevada's constitution was never amended to reflect the addition of the state's southern tip. The discrepancy would remain on the books for the next 115 years. "The action that needed to be taken was taken by the Legislature and the governor (in 1867). What they failed to do was the follow-up," said Rocha, who researched the boundary intrigue and wrote an essay about it last year as part of his "Historical Myth a Month" series. To some, it was a mere bookkeeping error. To others, including two men locked up for murder, it provided legal weight to an argument as old as Nevada itself: that Clark County -- and Las Vegas in particular -- really belongs to some other state. Prison inmate Jerome Peter Kuk was the first to raise the issue in court. In 1968, he challenged his murder conviction on the grounds that Clark County wasn't actually in Nevada so prosecutors lacked the jurisdiction to try him under state law. Convicted murderer Antonio Surianello tried a similar tack in 1976. The Nevada Supreme Court ultimately rejected both arguments. "It certainly consumed a lot of people's time, let's put it that way," Rocha said. "A tremendous amount of time and energy and money was spent because some people in 1867 didn't do their jobs. What they left us with was a history of unfinished business." Former Nevada Legislative Counsel Frank Daykin recalls the effort he led 25 years ago to clear up the mess once and for all, a feat finally accomplished through legislative decree and a statewide ballot measure. Though some rural representatives were still stinging from a reapportionment that delivered more seats to Clark County, the constitutional amendment met no serious opposition from lawmakers. "It was pretty much treated as a housekeeping measure," Daykin said. "There were a few legislators who, in moments of frustration, might have wanted things to stay the way they were," the 85-year-old said with a chuckle. "Jim Slattery, the senator from Storey County, God rest his soul, kind of wished they would have cut (Southern Nevada) off." Ultimately, the amendment passed the Legislature in 1981, and Nevada voters approved it by an almost 2-to-1 margin in November 1982. The measure passed in every county, though the margin was wider in some places than others. Mineral County came within 116 votes of rejecting the idea of adding Southern Nevada to the state's constitutional boundaries. Norma Scott, who has called Hawthorne home since 1939, remembers the ballot measure well. She voted against it, and she encouraged everyone she knew to do the same. Scott said the rural county had just lost an Assembly seat to reapportionment, and many people were worried about the growing political clout of Las Vegas. "They were trying to run the whole state," Scott said of Clark County residents. "My thought was, 'Let Arizona have them. We'll be better off without them.' " Apparently, the feeling was mutual. Of the 76,514 ballots cast against including Southern Nevada in the constitutional description of the state, almost 60 percent came from Clark County voters. Scott said she has made peace with the boundary change in the 25 years since the vote, but she still thinks "those of us in rural Nevada struggle to get our fair share." "It's done with, so we just accept it and go on," she said, only half-kidding. But like it or not, Rocha said, Jan. 18 is an anniversary that deserves to be observed by residents on both sides of 37th parallel. After all, the addition of Southern Nevada forever changed the state's destiny. "It was quite a coup for Nevada to have access to the Colorado River. We came to know how important that was in the early 20th century," Rocha said. It started with construction of Hoover Dam, which brought workers and industry to the area. Then came the casinos. "By 1967, with the growth of the Strip, Las Vegas had eclipsed Reno as a gambling tourist destination," Rocha said. Ready access to the river made all of that possible. It continues to fuel growth in the Las Vegas Valley, where about 90 percent of the drinking water comes from the Colorado. "That's what rounded out Nevada," Rocha said of the land acquisition, 140 years old next week. The young man struggled frantically to free himself, but Socrates held him tight and kept his head submerged. Finally, after the young man scratched, clawed, and fought with every ounce of his being, he was able to break loose and emerge from the water. Socrates then asked him, "When you thought you were drowning, what one thing did you want most of all?" Still grasping for breath, the young man exclaimed, "I wanted air!" William Maupin administered the oath of office in the living room of Gibbons’ home in Reno, with a small gathering of Gibbons’ friends, advisors and supporters looking on," released a press by the Office of Nevada Governor on January 1, 2007.*1 By the time Justice A. William Maupin was appointed to the District Court bench in Clark County in 1993, his legal career had already spanned 22 years in both the public and private sectors. While he handled murder cases as a public defender, he eventually focused on major civil litigation as a partner in the law firm of Thorndal, Backus, Maupin and Armstrong. Justice Maupin was retained as a district judge by popular election in 1994 and elected to the Supreme Court in 1996 and 2002. His term ends in January 2009.*2 Bill Maupin was one term as Chief Justice of the Nevada Supreme Court. A graduate of the University of Nevada, Reno and University of Arizona Law School, Justice Maupin dedicated much of his professional life to improving the justice system. He was chairman of the Nevada Supreme Court committee on Alternate Dispute Resolution from 1992 to 1996, and is considered to have been a driving force behind the judicial system's successful arbitration program. He served four years on the board of governors of the State Bar of Nevada and was chairman of a Supreme Court study committee to review judicial elections. In1986-1987, he served as president of the Defense Trial Lawyer's of Nevada and on the boards of directors of Nevada Legal Services and Clark County Legal Services.*3 In 1997, Justice Maupin was honored with the Roger D. Foley Professionalism Award and was named in Who's Who in America. Governor Jim Gibbons’ Inaugural Address January 2, 2007 By James A. Gibbons*1Mr. Chief Justice, Lieutenant Governor Krolicki, members of the State Senate and Assembly, honorable Justices of the Supreme Court, constitutional officers, distinguished guests, members of my family –my fellow Nevadans: First, on behalf of our State, I would like us to take a moment now to express our gratitude to the men and women who are serving in uniform, not only in this state but also around the world, making sacrifices every day to preserve and protect freedom an democracy. Also, please join me in saluting President Gerald Ford. His lifetime was dedicated in service to God, Country, and freedom. America was blessed to have his leadership and wisdom at a very difficult time in our nation’s history. Next, I wish to thank my predecessor, Governor Guinn, for his many years of service to Nevada. Today, we celebrate the democratic transfer of power from one administration to another. It is a transfer that was born in the fall and celebrated in the winter, here today; and which by its very nature, heralds the hope of coming Spring and the Summer that follows. We now have a unique opportunity and challenge--to take the nearly 143 years of growth and progress that has created the Nevada of today, and set a course for the future. A future that brings together the diverse communities and citizens of this great state into a common cause- One Nevada. Together we can create a new ideal of what it is to live the American Dream. One Nevada is a place where all of our communities set aside what separates us, and embrace what unites us from our citizens who mine the earth, drive trucks along our highways, or serve our tourists in our hotels, to those that teach in our schools and those who enforce our laws, we come together ONE Nevada. We are striving to create a better state that will continue to be the envy of all those who seek hope and the opportunity for themselves and their families. In order to achieve real results for all Nevadans, I know I must reach across the aisle, and understand that the shared patriotism I have with each person here today does not create barriers but builds bridges. In order to reclaim the American Dream for all Nevadans, to truly have One Nevada- we must not only build these bridges- we must cross them together. We must not allow the interest of one part of the State to override the concerns of another. Some would call that politics. I would call it turning our backs on the lessons of history, for any great society that pits one group against another is bound to fail. The test of leadership is to find common ground and then to lead the way. That challenge, to find One Nevada is one that we shall not shrink from. When Nevada’s first Governor, James Nye, placed his hand upon the Bible, he affirmed that the supreme executive power of this state shall be vested in a Chief Magistrate, and he solemnly swore to see that all laws are faithfully executed. It is this same oath that I have taken, and I am equal to the challenge. On that day in 1864, Governor Nye initiated a long-lasting tradition for governors who, in addition to their constitutional duties, assumed the enormous task of leading the people of Nevada – a tradition of striking the right balance and course for our fledgling population, and determining this rugged western state’s destiny. In the past fifty years, our governors have strived to improve upon what Governor Nye and others had begun. They made the tough decisions; together they oversaw the greatest expansion in Nevada’s history and they contributed mightily to the protection of the Nevada way of life. “Letting Nevadans decide what is best for Nevada” is a hallmark of our state that has guided each governor that has served before me, and it shall guide my administration just the same. Let us strive to strike a balance between listening to the people and governing them. In Ronald Reagan’s second inaugural address as Governor of California, he said that “when those who are governed do too little, those who govern can – and often will – do too much.” Fortunately, for the past 143 years, this state has been blessed with leaders who knew just how much to govern – and with citizens who set the path for them to be led. That is the balance that we must strive for every day. All of us must share a common vision of one Nevada – which can only become a reality if we agree upon what promises that vision entails. It is a promise to make all decisions with fiscal discipline and strive to renew our faith in the American Dream - a dream of home ownership, safe streets and bountiful opportunity. ------------------------------------------- Reference *1. GOVERNOR GIBBONS TAKES OFFICE maKES TWO IMMEDIATE APPOINTMENTS By Office of the GovernorFor Immediate Release: January 1, 2007 Jim Gibbons*1 took the oath of office at midnight, becoming Nevada’s 29th governor. He immediately appointed Phillip A. Galeoto director of the Department of Public Safety and announced that Lawrence J. Martines would become director of Homeland Security. Nevada Chief Justice A. William Maupin administered the oath of office in the living room of Gibbons’ home in Reno, with a small gathering of Gibbons’ friends, advisors and supporters looking on. "Nevadans should be assured that their leaders are in place, ready for any emergency." stated Gibbons. "These highly experienced and qualified individuals are now on duty to provide that assurance." *2 Although state agencies know of no credible threat, recent world events and New Year’s celebrations raise the potential for problems during Nevada’s first government transition since the terror attacks of 9-11. Governor-elect Gibbons chose to assume office as soon as possible to fill these key positions in state government. Previous Department of Public Safety Director George Togliatti resigned last month, with his resignation taking effect at midnight. Homeland Security Director Giles Vanderhoof’s appointment also expired at midnight, although he will stay on the job for another three days to assist in the transition. “Phil Galeoto has the experience and the management skills to build on the accomplishments of the Department of Public Safety and make it a world-class agency that even better serves Nevadans,” said Governor Gibbons. Phil Galeoto returned from the Middle East on December 24th to be appointed as Director by Governor Gibbons. In the Middle East in 2005-2006 on a United States Department of Justice/ICITAP contract, Galeoto was assigned as the Director of the Baghdad Police College, located in Baghdad, Iraq, where he was responsible for Iraqi Police Training, academy construction, and physical safety of the largest training academy in Iraq. Galeoto served 24 years on the Reno Police Department, where he retired as Lieutenant. Since his retirement, he has also served as a police chief and a public safety director in two small departments in the Midwest and California, in addition to providing Community Policing training to a number of law enforcement agencies throughout the United States under the USDOJ community policing initiative. Galeoto is a graduate of the FBI National Academy. “The citizens of Nevada expect and deserve the finest, highest level of law enforcement services possible, and I am committed to working with the Governor and the Nevada Legislature to make certain this mission is accomplished,” said Galeoto. “I look forward to the challenge of this new assignment, and would like to thank Governor Gibbons for placing his faith in me when selecting me for this important and challenging position.” Incoming Homeland Security Director Lawrence Martines is a worldwide consultant in counterterrorism, practicing as well as teaching. He founded and directed the Citizen’s Homeland Security Council through the Washoe County Sheriff’s office. He enjoyed a 21-year career in the Los Angeles County Sheriff’s Department and has taught security, law enforcement and counterterrorism for more than 20 years. He has also consulted in crisis management and counterterrorism for two decades. Martines is vice president of the United States Section of the International Police Association. He received his Master of Science degree in law enforcement administration from Northern Arizona University. "Larry Martines has the distinguished professional background required to be aware of potential terrorism threats," continued the governor. "He also has the necessary skills to work with federal, state and local law enforcement agencies to make our homeland security efforts more effective." “Terrorism and homeland security are not regional concerns, but rather statewide concerns,” said Martines, “and we must adopt a statewide approach. President's 2007 New Year Message"From now on, any definition of a successful life must include serving others," said U. S. President George Bush. We certainly believe Alan Loy McGinnis that there is no more noble occupation in the world than to assit another human being---to help someone succeed. Management is nothing more than to motivating other individuals. We have put more emphasis on the power of positive praise. To lead is to serve, to give, and to achieve together with a sincere heart and love. One of the functions of WBTI has a long times been to honor and celebrate the people and programs which may promote the quality of living for our residents and visitors of Nevada, California, and among others. The interstate perspectives of WBTI have brought with potentiality for the prosperity of more organiztions and people. We have recruited multi-media in English and Chinese to publish ou articles for many achieved and important individualas and projets. Our mutual cooperation and development between the officials and people will bring us a peaceful, happy, and healthy community. The main mission of our organization is to encourage and promote academic research, community service, humane spirit, and educational programs. During the past many years, our efforts have been extended to launch and participate events and projects for the development and cooperation of tourism, education, business, and culture. The parallel practice of both the positive thinking and love in action through the skills with good personal traits such as enthusiam, belief, intellegence, creativity, judgment, liveliness, vision, courage, desire to excel, and persistence, will help people pursue rich, happier, and successful life. One of my philosophy of management for many years teaching in the Graduate School of Business Administration of National Chengchi University and National Chunghsing University was to enphasize "the reaching of peak management achievement through successful work performance both on good production and human relations." Ford gave a life-time of public service to our nation through his service as an officer of the United States Navy during World War II, as a Congressman serving in the United States House of Representatives for 24 years, as Vice President of the United States and as President of the United States of America; and WHEREAS, President Gerald R. Ford was a man of optimism, character and values who restored the faith o WHEREAS, in the years after his presidency, President Gerald R. Ford continued to urge American Leaders to forge ahead with bi-partisan efforts to make our nation stronger; and WHEREAS, Gerald Ford was not only a dedicated National Leader, he was also a proud member of the two-time national champion University of Michigan football team; and WHEREAS, it seems fitting for the nation and Nevada to set aside a public day of mourning on January 2, 2007, so that the citizens of Nevada can reflect on the life and contributions of our 38th President of the United States of America, Gerald R. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, former United States Congressman Jim Gibbons was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Jim Gibbons is Governor of Nevada starting from January 1, 2007.
