Fulfilling one of the recommendations of the California-Nevada Tahoe Basin Fire Commission, Governor Jim Gibbons today announced the appointment of three Nevadans to oversee implementation of the commission~{!/~}s work.*167

Appointed are former Tahoe Regional Planning Agency member Coe Swobe, Nevada State Forester Pete Anderson and Glenbrook Homeowners Association president A.J. ~{!0~}Bud~{!1~} Hicks, who also served on the fire commission.

~{!0~}These three individuals have a diverse array of expertise on issues affecting the Tahoe Basin,~{!1~} Gibbons said. ~{!0~}I know that each is committed to protecting the basin from catastrophic wildfire, supports the recommendations of the fire commission and will be diligent in ensuring the commission~{!/~}s recommendations are implemented.~{!1~}

Gibbons and California Governor Arnold Schwarzenegger appointed the bi-state commission in the summer of 2007 following the Angora Fire, which burned more than 3,100 acres and destroyed 254 homes.

The commission presented its final report to the Nevada and California governors in May 2008. The report makes 90 recommendations in six categories: environmental protection, issues of governance, community and homeowner fire prevention, forest and fuels management, fire suppression and funding.

Gibbons has already implemented some recommendations, including the signing of an emergency declaration for the Nevada counties in the Tahoe Basin, which helps state agencies supplement the work of local governments. The Governor has also directed his agency heads to implement all recommendations they have individual control over.

Nevada Governor Jim Gibbons~~{!/~~} tax amnesty program that lawmakers used to help fill the state~~{!/~~}s budget shortfall has exceeded expectations, meeting the lawmakers~~{!/~~} appropriation with the program just half over, the Governor announced today.*1

Since beginning July 1, the amnesty program has generated collections of about $6.6 million, almost $4.6 million of which will be directed to the state~~{!/~~}s General Fund. Legislators allocated $4 million from the tax amnesty program to help meet the state~~{!/~~}s revenue shortfall during June~~{!/~~}s special legislative session.

The remaining balance of revenues collected will be allocated to local governments based on existing tax formulas.

~~{!0~~}During this incredibly difficult economic time, I~~{!/~~}m glad we were able to utilize a creative solution to help generate additional revenue without raising taxes,~~{!1~~} Gibbons said. ~~{!0~~}While it obviously doesn~~{!/~~}t solve all our problems, the program has already generated $4 million we didn~~{!/~~}t have to take out of education, human services or any of our other important programs.~~{!1~~}

The Governor proposed the amnesty program in May and the emergency regulations were approved by the Nevada Tax Commission in June. The program will run through Sept. 30.

The program allows individuals and businesses to pay the state certain delinquent taxes they owe without having to pay the penalties and interest. Sales and use taxes, modified business taxes and business license fees are included in the program.

Dino DiCianno, head of the Nevada Department of Taxation, said he~~{!/~~}s pleased with the results of the program so far and expects more revenue to come in.

~~{!0~~}In previous amnesty programs the majority of revenue collections are made during the last weeks of the program because delinquent taxpayers will hold on to their money as long as they can,~~{!1~~} DiCianno said. ~~{!0~~}I don~~{!/~~}t see why that pattern wouldn~~{!/~~}t hold true with this program, so I still expect to see more revenue come in to the state and the local governments through the program.~~{!1~~}

Through the first half of the program the state has collected 3,165 delinquent payments. Of those payments, nearly $3.5 million was paid in modified business tax while more than $2.6 million was paid in sales and use tax.

The Governor said the success of the program will help shore up state finances for the remainder of the fiscal year.

~~{!0~~}We~~{!/~~}re already seen some revenues come in lower than the Economic Forum projected at the end of June, so any additional revenue we collect through the amnesty program will help balance our budget for the remainder of the fiscal year,~~{!1~~} Gibbons said.

"To gain trust, you have to give trust. As sappy as that sounds --- and it sounds like a gurgling vat of maple syrup --- it's the basis of all successful professional relationships," wrote Rosanne Badowski.*1

The Titus 2:7-8 of Bible tells us that, "In everything set ...an example by doing what is good. In your teaching show integrity, seriousness and soundness of speech that cannot be condemmed."*2

In meeting with the large and growing population of public employees in the states of Asia and Nevada, Washington Business and Technology Institute (WBTI) will open its training programs for the increasing graduate study and research needs of professional public administrators. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to research and teach at an honorary or adjunct capacity.*3

"Through the recommendations by our several faculty members including District Judge Valorie Vega, Ms. Jackie Glass has been appointed Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) on March 9, 2004," announced Dr. John Wang, Spokesman of WBTI, on March 10, 2004 in Las Vegas, Nevada.

Following the spirit of entrepreneurship, Jackie Glass has always been willing to take a challenge head on. Now she is on her challenge!

While still in high school, Jackie worked as a waitress to help buy her school supplies and school clothes. When she decided to attend the University of Georgia, she continued as a waitress and worked her way through college. She took on extracurricular assignments, and earned a degree in journalism.

Her journalism career brought Jackie to Las Vegas in 1978 where she began as a radio news reporter. She moved quickly to television and served as both a morning anchor and crime beat reporter. As she followed the course of the trials she covered, she watched attorneys in action, and knew she could do as well. A new challenge lay before her.

Once again, she worked her way through college, graduating from the University of San Diego School of Law. In 1984, Jackie passed the Nevada Bar exam before graduation, received her Juris Doctor Degree,*4 was admitted to the Nevada Bar, and married her husband, Steve Wolfson.

With her husband, Jackie worked to build their successful law practice while helping at her daughters' school, chaperoning field trips to Washington, DC, supporting the Girl Scouts and projects such as Nevada Reading Week.

On the professional side, Jackie has lectured at the UNLV Boyd School of Law, spoke on law topics at local high schools, and appeared on the KLVX show, "Law for the Layman". She has devoted years as a hearing master to juvenile, domestic and paternity issues as well as criminal law.

She credits her seventeen years of legal experience and her work as a journalist on the crime beat for giving her an insight for the law, the role of the judiciary, the needs of victims, and for ways to make our system work better.

She served as a member of the Las Vegas Housing Authority Board and spent six years as a Board Member of the Senior Citizens Law Project.

As a District Court Judge of Department 5, Nevada, Jackie Glass is part of a new generation involved with her family, her profession and her community to make a difference for all of us here in our Silver State.

People with integrity live with clear consciences. "To do what is right and just is more acceptable to the LORD than sacrifice," stated in the Proverbs 21:3 of Bible.*5

"I agree with Judge Valorie Vega's idea to be honored as a Fellow of the Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI). She wrote: 'It will undoubtedly provide me with avenuess for exploring improvements in public services to which I am most dedicated.' I'm glad also to share the similar position as its faculty member--- Obligatory Legal Counselor of Pan Pacific and Asian American Forum (PPAAF).

"It's significant. Dr. Tony T. Lei told me that for community service --- that based on 'love in action is service above self' --- the abundanct reward from one's humune love, spiritual excellence, and professionalism of expertise are far more greater than solely his or her title," said Jackie Glass, Esq. on April 18, 2002. Jackie is now a famous District Judge of Nevada.*6

On March 9, 2004 at the Event and Dinner Party held by the Asian American Community for Ms. Ellen Knowlton, Special Agent in Charge, FBI, as the Speaker; Jackie was very pleased to learn from Dr. Tony T. Lei, President of WBTI, that she was challenged with a research and teaching professionalism in the Graduate School of Business and Public Administration of WBTI for our community at an adjucnt capacity.*7

Nevada Takes the Stage

Nevada's Delegates to the Democratic National Convention are doing us all proud - they are part of an historic moment and their presence in Denver is the culmination of years of hard work by your state Democratic Party's staff and volunteers, along with the participation of thousands of Nevada Democrats at the Presidential Caucus, county conventions and our Nevada State Democratic Convention.

Tonight, Nevada's own Senate Majority Leader Harry Reid takes the stage at the Democratic National Convention. Senator Reid speaks live at 5:00 PM PST (6:00 PM in Colorado). Visit the Democratic Convention website to watch live or check your local TV listings!

Following Senator Reid's speech, stick around, because the next speaker will be Xiomara Rodriguez - a proud Nevada Delegate from Reno. Xiomara is a veteran of the United States Coast Guard veteran, a mother, grandmother and president of Northern Nevada Women for Obama. Xiomara is scheduled to speak between 5:30 PM and 6:30 PM PST.
