---Bell, Earl, Herndon, Wall lead pack in biennial survey" was written by JOAN WHITELY. It was published by LAS VEGAS REVIEW-JOURNAL on April 30, 2006:

"Overlooking the foyer of the new Regional Justice Center are District Court Judges Stewart Bell, from left, David Wall, Allan Earl and Douglas Herndon. Each earned retention ratings of 90 percent or better.

On a 2006 report card for judges in District Court's criminal and civil divisions, a quartet of judges emerged with top scores. Judges Stewart Bell, Allan Earl, Douglas Herndon and David Wall each earned retention ratings of 90 percent or better. ....." *1

On September 23, 2002, District Attorney Stewart Bell wrote President Dr. Tony Tung-tien Lei that "Dear Dr. Lei, I am honor and prviledged to accept your appointment as Honorary Chairman and Senior Advisor of the Clark County Distrct Attorney and Police Civil Commission (CCDAPCC) of the Washington Business and Technology Institute. I look forward to meeting on October 7th." *2 [The two original letters one for Honorary Chairman and the other for Senior Advisor that signed by Stewart from his Office were shown on the Section of "Photos & Pictures" at May 1, 2006.]

Judge Stewart Bell was elected to the Department 7 bench in November 2002 and was sworn in as a District Court Judge in January 2003. Prior to becoming a judge, he served as Clark County District Attorney from 1995 to 2002. As District Attorney, Judge Bell was responsible for managing a staff of nearly 700 people and supervised the prosecution of nearly 700,000 felonies, misdemeanors and juvenile matters. He also administered his own law firm in Las Vegas from 1973 to 1994, specializing in criminal, business and domestic law. From 1971 to 1972 he served as a Clark County Public Defender. He also served as a legal assistant to District Court Judge Howard W. Babcock from 1970 to 1971.*3

Judge Bell earned a bachelors of science degree in accounting and economics from University of Nevada – Las Vegas in 1967. He earned his juris doctorate in 1970, graduating in the top 15 percent of his class, from the University of California – Los Angeles Law School. Known for his acute analytical skills, Judge Bell was the Nevada State High School Mathematics Champion in 1963 and was named to the Phi Kappa Phi National Collegiate Academic Honor Society when he attended UNLV.

Judge Bell served as president of the Clark County Bar Association in 1980 and as president of the State Bar of Nevada from 1991 to 1992. He has been a member of the State Bar since 1971. He was named as an Outstanding Member of the Clark County Bar Association in 1993. Judge Bell has received the highest possible rating, "AV," by Martindale-Hubbell. His prior judicial experience includes serving as an Alternate Municipal Judge, a Coroner’s Inquest Hearing Officer and as a Clark County Juvenile Court Referee.

A graduate of Leadership Las Vegas, Judge Bell has served as a volunteer and leader for many local charities and programs. He was named to Who’s Who in America, Men of Achievement, in 1980. He is married to Jeanne D. Bell and the couple has four children, Linda, Kristin, Stephen and Greg, and one grandchild, Kyle. Judge Bell has served as a manager and coach for the Spring Valley Little League and in 1993 he managed the Little League Championship Team. He has been a resident of Nevada since 1954.*4

September is National Preparedness Month

As we remembered the victims of September 11, 2001 with the fifth anniversary of the horrific attacks on our nation, all Americans were reminded about how suddenly and unexpectedly a tragedy can unfold.

September has been designated as National Preparedness Month, with the focus on family emergency preparedness. The goal is to increase public awareness about the importance of preparing for emergencies, including natural disasters and potential terrorist attacks, and to encourage individuals to take action to prepare themselves and their families.

The following is good advice to follow as you work to prepare your family:

Put together an emergency kit that will allow you and your family to survive at least three days in the event an emergency happens. The kit should include basic items like water, food, medicine, battery-powered radio, flashlight, and a first aid kit.

Develop a communications, evacuation, and shelter plan in the event of an emergency. The plan should include a relative or friend that lives in another area that could be used as a point of contact for messages in the event family members are separated and unable to communicate with each other in the emergency area.

Get training in first aid and emergency response.
For more detailed and comprehensive information, please visit www.ready.gov, www.citizencorps.gov, or www.redcross.org. These websites will provide you more detailed information that will help you and your loved ones survive a serious natural or man-made emergency.

This Sunday September 17, 2006, the Sermon was delivered by Rev. Hing Chai Cheng, Pastor of River of Life Christian Church. The subject was "Right Priority Right Living". Right Priority leads to Right Living. Apart from God you can do nothing. The 2006 theme is "Arise & Shine - Prepare the Way of the Lord." The Worship was directed by Pastor Doris Lin.

Mr. David Whitney prayed, announced news, and introduced Mr. John Lei to present the Togo Mission through video. John spoke that, "Enthusiastic responses were shown by the people of the several villages that we visited. In one of them, we had more than thirty of them baptized. During the trip, we hsd more than 40 of them surrendered to believe God. The whole mission was very blessed. They were so joyful. Praise God! God worked with us during the mission through our glorification in His name." The video and presentation were very nice.

"We need and thank sincerely your presence and effort to join River of Life Christian Church's world missions in order to glorify our God," pointed out John.

The 2006 9/10-11/12 Sunday School was held by Mrs. Belinda M. Liu the second week on September 17, 2006. The subject is on the advanced part in the chapter of "Numbers" of the Bible. Many individuals attended the Class enthusiastically.*1

Moreover, because of the popular building of radio communication networks, wireless techniques may access important information from the web and condense it to be appeared on the small web connecting machines such as a hand-held screen. The open free software LINUX operating system can even connect various stations very easilly. All these advancement in science and technology, should be used to inspire the promotion of the quality of our daily life. In this new era of information and web works, we should add humanity concern into our thinking structures. God created the world. Everything can be decided by Him. As the value of the fellowship of Public Administration Institution of WBTI growing, we the people with intelligence and knowledge in administration, technology, science should enjoy a valuable and joyful life to serve our community and society with our efforts and wisdom.*7

Asking about how to open the file sent us by Pastor Hing-Chai Cheng, Ms. Jenny Long (Ms. Tao Long) wrote on August 23, 2006 that, "I can read all the articles and messages on your website. Maybe you will show me the file when we meet at the church." "I did click through the links on the site that you sent to me. I can open and read all the files there," wrote Jenny on August 22, 2006. In Proverbs 15 : 23 of the Bible, it stated that, "A man finds joy in giving an apt reply --- and how good is a timely word!" Jenny's enthusiastic concern and effort to WBTI have been highly appreciated.

Now I know why John becomes such an outstanding young man. :) It's also wonderful to know that your organization has been serving the community and our country. The Coffee/Tea Fellowship of the four Sundays in August, 2006 were highlightened by the "to serve and to give heartily" of Lei's family: John helped promote the Sevice and Fellowship. Judy coocked the whole things of the "Chau Mien" (chau noddles) and prepared the salad. Tony has inspired the the spirit and value of the English Service and Fellowship of River of Life Christian Church through publications locally, natioally, and internationally.

Miss Vivian Chao joined Judy in preparing for the food of the Coffee/Tea Fellowship. She prepared the fruits and cakes.

Ms. Elaine Tran served the food for English Service Fellowship on September 2006.

As a sincere believer of God, we found that we can even live as in the heaven in this World at the present. Whether people is living in the Heaven or in the Hell is up to his or her selection. With sincere love, you are likely to live in the Heaven. With cruel hate, you are likely live in the Hell. To fight and destroy each others for property and fame is where the place called Hell. To cooperate with each others to promote our quality of life will be the place where we people may make it as a Heaven.*9

Therfore, the Heaven is where the place full of love while the Hell is where the place full of hate. It is all depending on your heart to see whether you are in the Heaven or in the Hell. By using this standard, you may measure the quality or depth of yours in the Heaven or your in the Hell.

Accordng to the oriental (not Asian) ways of life, people would suspect the one who always find out and praise the good characters and accomplishment of others. In the many thousand years of the past, it was one of the factor that hurt the encouragement for innovation and science development for the Asian people and countries.

After a full applause by the audience at his speech, a professor automatically spoke his mind: "The people who enthusiastically give a hand to others, will certainly one day get a lot of more applauses!"

Everytime when he was encouraged and praised by an individual, Dr. Tony Lei used to remind: "The one who knows how to praise other people, is the one herself or himself having certainly lots of more goodness which are worth for us to praise for!" *10

U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to inspire and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.*13

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all

For many years, we taught people successfully to make money through the modern knowledge of organization and management in business. For the years to go, we will continue to encourage our friends to love the God, and to love our people, professionalism, community, and country.*14

Joint Chinese University Alumni Association of Southern California (JCUAASC) [ÄϼÓÖÝÖЇø´óŒ£ÔºÐ£Â“ºÏУÓÑ•þ (www.jcuaa.org)] is a largest and well organized Chinese American organization in North America.

The Joint Chinese University Alumni Association of Southern California (JCUAA) originated in 1978 when several alumni associations from Chinese Taiwan organized a large Chinese New Year celebration banquet. Initially the alumni association was conceived with the purpose of providing a community for graduates from Chinese universities. As the organization developed, members envisioned a greater purposes and objectives. Since 1978, JCUAA has utilized its resources and influence to form a vibrant, connected Chinese community that is both seen and heard by mainstream community.*6

A friend is one who knows you as you are, understands where you have been, accepts you have become, and still gently invites you to grow. Joseph Newton said that, "People are lonely because they build walls instead of bridges." We need friends, but friendship needs care. Friendship is not only a union of spirits, but also a pleasing game of interchanging praise. Life is to be fortifid by many friendships. To like someone, and to be liked by someone, is a great pleasure of daily life

Carnegie tells how dogs have learned the fine art of making friends. When you get within ten feet of a friendly dog, he will begin to wag his tail, a visible sign he enjoys your presence. If you take time to pet him, he will become excited and lick and jump all over you to show how much he appreciates you. the dog became man's best friend by being genuinely interested in people.

Wang Foundation is advancing international exchange and service learning

Established in 2004, the Wang Foundation is a non-profit organization that advances international exchange and service learning as key elements in shaping our global future. The Foundation's current focus is to represent Tsinghua University's School of Continuing Education in the development of a consortium of US colleges and universities that will nominate student and faculty participants to Tsinghua's Poverty Alleviation Project through Service Learning Program.*1

The Foundation's first step towards meeting this goal was the July 2006 launching of the Service Learning Program (SLP) in China with over 450 participants. Built on the premise that a more just and peace-filled world is attainable through college students engaging cross culturally in service learning projects, the SLP helps future Chinese and U.S. leaders become more effective global citizens.

The Foundation envisions supporting up to 2,000 participants for the 2007 SLP.

the Service Learning Program In China:

The "Service Learning Program in China" brings together American and Tsinghua University students who live and work side-by-side while providing critical educational resources to the poorest regions of China. Service Learning Scholarships provided by Wang Foundation and Tsinghua University enable hundreds of American and Tsinghua University students to learn about each other's cultures, practice global citizenship and mitigate chronic poverty at the grass roots level. Funding Designed to Impact School and Student Performance

As the 2006-07 school year begins, we will have the first opportunity to observe and review the impact of an additional $100 million I included in my fiscal year 05-06 budget to help address the increasingly difficult challenges educators face today from parents as well as local, state, and federal government agencies.

A grant program was established during the 2005 Legislature that enabled individual schools and school districts to submit School Improvement Plan applications seeking funding for projects designed to improve student achievement. To oversee the grant process, the Commission on Educational Excellence was created.

Approximately 625 school and 17 district plans, requesting more than $151 million, were submitted to the Commission for consideration. About 465 of the grants submitted, including the 17 district grants, received funding approval of just over $86 million in January 2006.

In January 2007, an examination of every program will be completed to evaluate the initial success of each grant recipient. And, the results of students’ annual testing at those schools in the spring of 2007 will produce more definitive answers as to which new projects should be considered for possible replication statewide.

The budget building process for the next biennium has already begun. I am including funding for these flexible education programs once again in the budget I will submit to our next governor. He or she will have a choice: replicate the successful programs found through this grant process, or continue with the longstanding method of only providing funding on a statewide, per pupil basis. It is my hope that educators will continue to be given the flexibility they need to identify and implement programs to improve Nevada’s schools, and that the accountability aspects of this program will provide the next governor and the Legislature the evidence they need to fund it.

With more good personal traits, we shall be more easy to be a leader. In a Nutshell, Be a Leader, Dale Carnegie put the following suggestions in his book entitled "How to Win Friends & Influence People":

"A leader's job often includes changing your people's attitudes and behavior.*1 Some suggestions to accomplish this:

Principle 1
Begin with praise and honest appreciation.
Principle 2
Call attention to people's mistakes indirctly.
Principle 3
Talk about your own mistakes before criticizing the other person.
Principle 4
Ask questions instead of giving direct orders.
Principle 5
Let the other person save face.
Principle 6
Praise the slightest improvement and praise every improvement. Be 'hearty in your approbation and lavish in your praise.'
Principle 7
Give the other person a fine reputation to live up tp.
Principle 8
Use encouragement. Make the fault seem easy to correct.
Principle 9
Make the other person happy about doing the thing you suggest." *2

In our real world, people are led by leaders. A successful leader is consistently follwed by others. People follow because they have a belief in the direction, intergrity, and competence of the one leading.

It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

I went on a search to become a leader.
I searched high and low. I spoke with authority. People listened. But alas, there was one who was wiser than I, and they follow that individual.
I sought to inspire confidence, but the crowd responded, "Why should I trust you?"
I postured, and I assumed the look of leadership with a countenance that flowed with confidence and pride. But many passed me by and never noticed my air of elegance.
I ran ahead of the others, pointed the way to new heights. I demonstrated that I knew the road to greatness. And then I looked back, and I was alone.
"What shall I do?" I queried. "I've tried hard and used all that I know." And I sat down and pondered long.
And then, I listened to the voices around me. And I heard what the group was trying to accomplish. I rolled up my sleeves and joined in the work.
As we worked, I asked, "Are we all together in what we want to do and how to get the job done?"
And we thought together, and we fought together, and we struggled towards our goal.
I found myself encouraging the fainthearted. I sought the ideas of those too shy to speak out. I taught those who had little skill. I praised those who worked hard. When our task was completed, one of the group turned to me and said, "This would not have been done but for your leadership."
At first, I said, "I didn't lead. I just worked with the rest." And then I understood, leadership is not a goal. It's a way to reaching a goal.
I lead best when I help others to go where we've decide to go. I lead best when I help others to use themselves creatively. I lead best when I forget about myself as leader and focus on my group...their needs and their goals.
To lead is to serve...to give...to achieve together.

"Through the recommendations by our faculty members including Nevada District Judges Mark Denton and Valorie Vega, Dr. Michael Douglas has been appointed as an Associate Professor of the Graduate School of Business and Public Administration by Washington Business and Technology Institute (WBTI) on February 3, 2005," announced Dr. John Wang, Spokesman of WBTI, on Monday, February 7, 2005 in Las Vegas, Nevada, U. S. A.*1

"It's really my pleasure and honor to be named as an Associate Professor of the Graduate School of Business and Public Administration of WBTI. WBTI has a good reputation with its Advisory Board and faculty members. The Board has Governor Kenny Guinn as its Chairman; U. S. Justice Michael Douglas, the first African American justice in Nevada’s history, was appointed to the Court in March 2004 to fill the vacancy that resulted from the death of Justice Myron E. Leavitt. Justice Douglas’s appointment to the Supreme Court is the culmination of a 22-year legal career in Nevada that began by chance when he accepted what he thought was going to be a temporary job with Nevada Legal Services.*2 Michael was elected in November 2, 2004 as Justice of the Nevada Supreme Court.

Justice Douglas, a native of Los Angeles, came to Las Vegas in 1982 from Philadelphia, Pa., where he had been working in private practice. The justice said he chose Las Vegas because he wanted to move back west and had a cousin living in the city. After two years at Nevada Legal Services, Justice Douglas was hired by the Clark County District Attorney’s Office and served in the Civil Division until 1996. In January 1996, he was appointed to the Eighth Judicial District Court bench and was retained in the election later that year, serving until his appointment to the Supreme Court. At the District Court, he served as Business Court judge along with handling a variety of civil and criminal cases. He was elected Chief District Judge in October 2003.

A graduate of California State College, Long Beach, in 1971 and the University of California Hastings College of Law in 1974, Justice Douglas has been a member of the Judicial Council of the State of Nevada and Vice President of the Nevada District Judges Association. He is president*3 of the Nevada American Inns of Court, an organization of judges, lawyers and law students that promotes*4 excellence and civility in the legal profession.

He has been active in groups fighting domestic violence and also has served on a variety of law-related groups, including two years on the Nevada Law Foundation Board and seven years on the State Bar of Nevada, Southern Disciplinary Board.

Justice Douglas, who is married and has a daughter and two grandchildren, has been a longtime supporter of the youth in California and Las Vegas. He was a sports volunteer and coach and has been a frequent speaker at Las Vegas area schools. From 1996 to 2003, he was the judicial sponsor of the annual Spirit of the Arts Contest, a competition for student artwork emphasizing Nevada themes and spirit. Many of the winning pieces still hang in the Clark County Courthouse.*5

A sound corporate philosophy and mission

We are impressed by what Dr. Peter Drucker said that, "Only a clear definition of the mission and purpose of the business makes possible clear and realistic business objectives. It is the foundation for priorities, strategies, plans, and work assignments. It is the starting point for the design of managerial jobs, above all, for the design of managerial structures." A business is a reflection of the leader. As a manager, the important thing is not happens when you are not there. It is important of what happens when you are not there.

To forge an effective relationship with those above you and Modern Stratagem

Leadership does not necessarily exit only in the top ladder. We could feel it from many places. People may extend his or her leadeship in a mutual existance. Anyone who can bring us with a positive and effective idea and plan and give others a breakthrough with inspiration for their difficult circumstances may be treated as a leader.

To find a potential and good leader and to inspire and build up him or her is a valuable and important thing.

"MANAGING UP shows what you can learn when you keep your eyes and ears open and happen to work for/with a terrif boss. Great lessons for leaders here, managing up, down, and sideways," said Warren Bennis, Distinguished Professor of Business at the University of South Carolina about the book written by Rosanne Badowski in 2003. The book is entitled "How to Forge an Effective Relationship with Those Above You."

The Chairman of Chinese American Academic Association of Nevada, Dr. Tony Lei, received by air mail on February 22, 1997 a book named "Modern Stratagem" The book was written and sent by Professor Tu Lin.

In the preface, Dr. Ko-wang Mei pointed out that: It is the person who uses stratagem to face problem and chellenge and to integrate a project or principle for processing of problem solving. Most of famous stratagems in the human history were used on politics and military. From its broad significance, in order for a person to successful both in production and human relations, he or she needs stratagem to attain his or her objectives. The Chinese idiom of "Action after taking stratagem" may show the good understanding of the above meaning.

The book entitled "Modern Stratagem" was written by a Chinese, while the book entitled "How to Forge an Effective Relationship with Those Above You" is written by an American. The latter talks about "Managing Up" in a business. The following are some of its principles:

"* Managing is not the exclusive property of MBA grads.
* At times we are all managers, and we are all support staff; managers have to roll up their sleeves and get in the trenches.
* Those who manage up have to think--and act-- like managers.
* A good managers is a student of cause and effect.
* It's not good enough to be aware of what's happening around you; you have to know why it's happening.
* If you're not helping, you're hindering.
* Ask yourself: Did the work I performed today help achieve a goal?

The first of the above two books was prefaced by Dr. Ko-wang Mei, the former President of Tunghai University and now the President of Taiwan Regional Development Institute.

Dr. Mei believed that: The successful degree of a stratagem can not be depended only on individual's wisdom, knowledge,and experience. It has its team works, integrity, scientific background, and philosophic thought. Therefore, there never appears a stratagem in an emptiness. It needs deliberate planning and logic thinking. The large the area of stratagem and the deeper of the degree of a stratagem, the large and deeper the need for information collection and analysis. In the recent half of the century, it is one of the most important subject in 'The study of Administration'. In a practical and general speaking, 'stratagem' is 'decision making' in a promotional sense. In order to have a stratagem effective, efficient, and perfect, the conclusion of a stratagem should be attained through scientific collection, analysis, judgment, study of information. It is why the 'Stratagem' is an important and useful study.

Its good to have some inspiration on the findings of some of the chapters of the second book:

* By seeing thing from someone else's perspective, you'll be better able anticipate what will be needed in the future.
* Share what you know. This was the centerpiece of Jack Welch's GE. We shared ideas, best practices, and information.

People who hoard knowledge hunt the company.

*Communication is more than a management tool--it is a catalyst for change.
*Don't be afraid to ask. And then ask again.

*Be a loudmouth--one whose ideas and messages get spread through every level of your business.
*Nagging doesn't mean you have to be a pain in the neck--but timed correctly, it's very effective.

Teamwork Takeaways

*Take a central role as team member and team builder.

The author of the first book, late Tu Lin, one of the famous scholar on stratagem, had been many years Professor and Chairman of Safety Department of the Central Police Official University in Taiwan. The author of the second, Rosanne Badowski, was an executive assistant of Jack Welch who retired from GE in September 2001 as its CEO.

"It is 'political strategy' when a stratagem is used in political affairs.It is 'war strategy' when a stratagem is used in military action. It is 'individual strategy' when a stratagem is used by personal affairs. It is 'business strategy' when a stratagem is used by business management. After the second half of 20 century, business management played a very important role around the world. The study of management emphasizes very much the importance of stratagem. Therefore, the world business is now full of the actions of 'Business Stratagem'," said Dr. Mei.*3

As a conclusion on her book, Rosanne summerized it in the following:

The Fun of Managing Up
"Over the years, people have approached me wanting to know what it was like to work for Jack Welch. Did he have some secret to success? And that's why I've tried hard to keep the "bow" of this book pointed into the wind of real life.
Was it a smooth fourteen years? No way.
Was it interesting, exhilarating, and rewarding? For sure."*4

The first book was foreworded by Jack Welch, while in the second book, Dr. Mei recommended that : The "Modern Stratagem" written by Professor Tu Lin is one of the best in the field. It can be a good reference text for persons in political affairs. It is a fine dictionary for military experts. And it can be also effectively used in business management. Finally, it is a very valuable book for an individual to use it as an electric power to brighten his or her career both in production and human relations.

Rosanne continued on her conclusion that "Under the circumstances, managing up was, for me, a survival skill mastered on the job and on the run. But it was not one based on secrets, luck, or genius. For me, managing up came right off the rack, right off the shelf, and right off a list of basic ingredients that are as commonplace as they are priceless:

Chemistry. It's what got us off to a good start and kept us going.

Trust. Trust was what our partnership was built on--and what made our partnership last.

Confidence. The key term to describe Jack--something that propelled his every action.

Impatience. It appears to be a negative, but it gave us the speed to accomplish as much as we did in limitd time.

Energy. It kept us buoyant and helped us persevere.

Resilience. The ability to keep going when a roadblock got in the way.

Humor. It made every day fun, no matter what the circumstances.

Common sense. A lifesaver when it came to tough decisions.

Preparedness. This gave us the edge to rise above the pack.

Adaptability. The ability to embrace change.

Simplicity. In other words, keeping things uncomplicated and easy to understand.

Fairness. Treating people in a way we like to be treated.

Communications. The determination to tell the world and each other what was going on.

Teamwork. It let us bring our friends along--they helped us bail out the boat when the water was rising, and they were there in the end for the party.

Passion and purpose. They are what life, and business, are all about."5

She concluded finally that "Together, these fifteen managing-up ingredients produced an extraordinarily effective working partnership-- and a whole lot of sheer fun. Yes, there I go again--fun. If work isn't fun, there's some-thing wrong. Well-paid drudgery is still drudgery. It's painful and demeaning. By managing up you make an investment that pays a handsome dividend in satifaction and self-respect."6

The late Tu Lin, one of the famous scholar on stratagem, had been many years Professor and Chairman of Safety Department of the Central Police Official University in Taiwan. Dr. Ko-wang Mei, Professor Tu Lin, and Dr. Tony Lei were good friends for many years. Professor Tu was the Founder and Chairman of Taipei Marketing Research Association on a national basis. He was also Chairman of Board of China File and Micrographic Information Management Institute. In order to promote the collaboration of academy between both sides of China on the pacific ocean, Professor Tu was the Chairman and held the 1966 Seminar on File and Micrographic Academy of both sides of the Straits of Taiwan on November 4-11, 1996.*8

Leadership is love --- a way to reaching a goal

In our real world, people are led by leaders. A successful leader is consistently follwed by others. People follow because they have a belief in the direction, intergrity, and competence of the one leading.

We are pleased to quote the following three short but meaningful ones:

***** The ultimate responsibility of a leader is to facilitate other people's development as well as his own. ---Fred Pryor

It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

I went on a search to become a leader.
I searched high and low. I spoke with authority. People listened. But alas, there was one who was wiser than I, and they follow that individual.
I sought to inspire confidence, but the crowd responded, "Why should I trust you?"
I postured, and I assumed the look of leadership with a countenance that flowed with confidence and pride. But many passed me by and never noticed my air of elegance.
I ran ahead of the others, pointed the way to new heights. I demonstrated that I knew the road to greatness. And then I looked back, and I was alone.
"What shall I do?" I queried. "I've tried hard and used all that I know." And I sat down and pondered long.
And then, I listened to the voices around me. And I heard what the group was trying to accomplish. I rolled up my sleeves and joined in the work.
As we worked, I asked, "Are we all together in what we want to do and how to get the job done?"
And we thought together, and we fought together, and we struggled towards our goal.
I found myself encouraging the fainthearted. I sought the ideas of those too shy to speak out. I taught those who had little skill. I praised those who worked hard. When our task was completed, one of the group turned to me and said, "This would not have been done but for your leadership."
At first, I said, "I didn't lead. I just worked with the rest." And then I understood, leadership is not a goal. It's a way to reaching a goal.
I lead best when I help others to go where we've decide to go. I lead best when I help others to use themselves creatively. I lead best when I forget about myself as leader and focus on my group...their needs and their goals.
To lead is to serve...to give...to achieve together.
