RECOVERY My number one priority in Congress is the recovery of New Orleans and Jefferson Parish. On Monday, I attended a Transportation and Infrastructure Subcommittee hearing about FEMA's response to catastrophic disasters where I asked FEMA to be part of the solution instead of continuing to throw up roadblocks to our recovery. Today, I delivered a speech highlighting the progress we have made since the storm, while noting that we still have a lot of work ahead of us. I am confident that as federal officials continue to work with state and community leaders, New Orleans and Jefferson Parish will be restored, and the many people who were displaced will one day return home. Click here to watch the speech. HEALTH CARE American families are struggling with the rising costs of insurance and prescription drugs. The closest hospital for many people of New Orleans is an hour away, and too many of our businesses are struggling to meet payroll and to cover their employees health benefits. That is why it is so important for Congress to develop a health care plan that is affordable, promotes access, and creates a system that is accountable to every American. The proposal should be simple and easy to comprehend. Most of all, it should reflect YOUR needs. I have been talking with many of you, but I want to hear more! I will continue studying the health care bill over August Recess. Remember to submit your thoughts and ideas on health care reform , and stay tuned to josephcao.house.gov for information about where to meet me in person. We will have information about upcoming teletownhalls and events throughout the district. In the meantime, here are some things I have been able to do to meet the immediate needs of our district: Last week, I facilitated the release of over $2.25 million in projects for several health care facilities throughout our area. H.R. 3293, the Labor Health and Human Services Education Appropriations Bill for fiscal year 2010, passed the House by a vote of 264-153. The passage of this bill is good news for Orleans and Jefferson Parish. While the media plays up the partisan bickering surrounding the health care debate, the release of these funds is evidence that actual work is getting done. The needs of our district are great, and as we continue to rebuild from the damage of hurricanes Katrina and Rita, I will continue to place the well-being of my constituents first by securing funds for the community. Xavier University will receive $350,000 to expand their College of Pharmacy building. $450,000 will be granted to The City of New Orleans to help replace of Methodist Hospital in New Orleans East. Tulane will receive $250,000 to support their Community Health Worker Training Institute as a component of the Tulane/RAND Center for Health and Society in Louisiana. Dillard University will obtain $300,000 for facilities and equipment including a new community health center. $500,000 will go towards the Program of All-Inclusive Care for the Elderly (PACE) in Greater New Orleans to help expand services and provide the elderly with an alternative to institutionalized care. The Mary Queen of Vietnam Community Development Corporation will receive $400,000 for facilities and equipment to help build a community owned health care center in New Orleans East. Now that the bill has passed the House, it goes to the Senate where it awaits consideration. THE ECONOMY The unemployment rate in the United States is at 9.5% and climbing, and the American people are hurting. Our economic downturn is a challenge that will require prompt, bipartisan action. As Congress moves forward with the national debate on the economy, it is imperative that we detract from illogical partisan bickering and avoid the empty political posturing that got us into this mess in the first place.
