Nancy Saitta appointed Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) by WBTI

In meeting with the large and growing population of public employees in the states of Asia and Nevada, Washington Business and Technology Institute (WBTI) will open its training programs for the increasing graduate study and research needs of professional public administrators. To emphasize the balance of the practicality and theoraticality of the programs, the Graduate School of Business and Public Administration (GSBPA) of WBTI has supported by many high-ranking officials of Nevada in offering their times, experiences, and knowledge to teach at an honorary or adjunct capacity.*1

"Ms. Nancy Saitta was appointed Adjunct Associate Professor of the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) on December 17, 2003. On behalf of the Faculty and Board members of WBTI, President Dr. Tony Lei will hold a celebration dinner party to welcome her as one of our excellent faculty members of the Graduate School," Dr. John Wang, Spokesman of WBTI announced on December 18, 2003 in Las Vegas, Nevada, U. S. A.

A celebration dinner party for her appointment was held by President Dr. Tony Lei of WBTI at the Lillie Langtrys Restaurant in Golden Nugget Hotel and Casino on May 11, 2004 in Las Vegas.

Ms. Nancy Saitta received her Juris Doctor in 1986 from Wayne State University. She earned her Bechelor of Science Degree, Magna Cum Laude in 1983 from Wayne State University. Nancy was born in Detroit, Michigan the daughter of Alfred V. and Virginia M. Meyer. Married to Joseph J. Saitta, she has four children and three grandchidren. Nancy has been a Southern Nevada resident since 1990.*2

Ms. Nancy Saitta was elected to the Eighth Judicial District Court in November 1998. She was appointed to Las Vegas Municipal Court in October, 1996. Prior to her appoinment, Nancy was a senior deputy attorney general where she serve as the Children's Advocate for the State of Nevada. Formerly, she was with Pearson and Patton and later because an associate at the law firm of Gentile and Porter.

Ms. Saitta began her legal career in 1984 as a law clerk for Walter D. Meyers in Detriot, Michagan. She joined their firm as a criminal defense lawyer following graduation from law school. Nancy was an associate professor at Wayne State University, Department of Criminal Justice. She taught Litigation I and II at the American Institute for Paralegal Studies. She teaches in the criminal justice department of the Univeristy of Phoenix. Nancy has been a keynote speaker and faculty member at several national conferences.*3

Judge Saitta was also an arbitrator for the New York Stock Exchange Arbitration Panel during 1985. Her memberships include: CASA Foundation Board, Clark County Public Education Foundation, and Clark County Bar Association Executive Committee. She retains membership in several local national children's advocacy organizations. Nancy was appointed by the Governor to the Nevada State Juvenile Justice Commission. She created the Clark County Missing and Exploited Children Comprehensive Action Program ("M/CAP"), a program coordinated with the U. S. Department of Justice.

Nancy developed the Southern Nevada Fatality Review Team and the specialized court project for case management of Construction Defect cases. Her awards and honors include: the "For the Children" award presented by the Office of the Attorney General in recognition of her outstanding contribution to Nevada's children and the District Attorney Outstanding Service Award, and the Child Advocate of the year (2001).

Nancy had several teaching and academic appointments. On September 2000, she had "view From the Bench" -- Cross Examination on the Clark County Bar Association Continuing Education. Her Seminars and Training included: (1) The North american Symposium of Internationa Child Abduction -- sponsored by the ABA, Washington, D. C. (2) NationalAssociation of Attorneys General consumer Protection Seminar -- "violence in the Media and its Effects on Child," Madison, Wisconsin.*4

Dr. Tony Lei received the list of District Judge Nancy Saitta's recent accomplishments from the fax by her in the afternoon on November 14, 2003 as in the following:
1. Created the Complex Litigation Division - 8th Judicial District Court. 2. Received National Association of County Government Award for Complex Case Management Model. 3. Keynote speaker at West Coast Casualty Insurance and Construction Defect Conference, Anaheim, California. 4. Featured speaker at MC2 Construction Conference, Key West, Florida. 5. Nevada Trial Lawyers Annual Conference speaker re: "Abusive Litigation Tactics". 6. District Court Legislative Liasion to the 2003 Nevada Legislative Session.*5

As an Adjunct Associate Professor of its Graduate School of Business and Public Administration (GSBPA), I'm sure with excellent faculty members and Advirory Board, WBTI will also have fund supports from individuals, businesses, and governments for its valuably educational and academic programs," said Nancy Saitta, District Judge of Nevada, at the event and dinner party held by WBTI at the Lillies Langtrys Restaurant in Golden Nugget Hotel and Casino on May 11, 2004 in Las Vegas.*6

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) was established early in 2003. Drs. E. Lee Bernick and Keong Leong were appointed as Deans of the School by WBTI on March 11, 2003. "The mission of this School will emphasize the humanitarian orientation of public administration adn social responsibility of business management . Through academic entrepreneurship, we may expect the endeavor of this school for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Professor of Administrative Strategies in GSBPA. Dina is a Senator of Nevada Senate and Adjunct Professor of Political Science of UNLV.*7

CARSON CITY - Gov. Kenny Guinn today announced that President George W. Bush has approved the Governor’s request for $10,875,000 in federal disaster relief assistance for the July 14 Waterfall Fire.

“This fire was devastating to both Carson City and the surrounding area,” Gov. Guinn said. “Families were burned out of their homes and the watershed was damaged. I would like to personally thank President Bush for getting this funding approved so quickly, which will allow relief agencies to immediately start the lengthy rebuilding process.”

The Federal Presidential Disaster Declaration will be provided through the Federal Emergency Management Agency (FEMA) that provides funding for excessive recovery efforts and costs not generally covered under federal fire suppression grant programs.

The FEMA public assistance grant will be used for seed and the aerial application of rice straw mulch on the steepest slope. More than 2,000 straw wattles will be placed on steep slopes to protect Carson City’s drinking water system and residential homes. In addition, sediment basins, stream channel treatments, and barriers will be built in Ash, Kings and Combs Canyons. Storm drain and flood control structures will also be built in the C-Hill Stream Channel. The grant will also be used to purchase and install an Early Warning System to notify Carson City Officials in the event of a high water runoff event.

The Paradise Democratic Club of Las Vegas (PDCLV) held a "MEET YOUR DEMOCRATIC CANDIDATES $5 DINNER" HONORING NEVADA DEMOCRATIC PARTY CHAIR ADRIANA MARTINEZ on August 18, 2004, 6:30 PM at its new meeting place, the Teamsters local #14 building, 1250 Burnham St., Las Vegas.*2

The program included "Pledge of Allegiance" and "Opening Remarks". It followed with "Welcome Remarks" by John Ponticello, President of the Paradise Democratic Club of Las Vegas (PDCLV).

President John Ponticello of PDCLV welcomed all the participants who were full of the Hall. He then introduced important elected officials Harry Reid and Shelley Berkley (both represented by Nancy Diaz), Dina Titus, Michael Douglas, Mark Denton, Doug Smith, Michael Cherry, Cheryl Moss, Bob Lueck, among others, and important professionals Dr. Tony Lei, Charlie Waterman, Nancy Diaz, among others.

As also a "Meet Your Democratic Candidates" party, a "Salute to the Candidates" of the program was for the election candidates to introduce themselves whom included: Tom Gallagher, Vonne Chowning, Jim Germain, Lori Lipman Brown, Tom Kirkpatrick, Gloria Sturman, Gayle Beck-Nathan, Steven Horsford, Tammy Green, among others.

A comment was delivered by Charlie Waterman, Clark County Democratic Party Chairman.

The highlight of the dinner party was the Achievment Awards presented to Adrianna Martinez, Nevada Democratic Party Chair, by U. S. Senator Harry Reid, U. S. Congresswoman Shelley Berkley, Las Vegas City Mayor Oscar Goodman, and PDCLV through Nacy Diaz, Tom Gallagher, and President of PDCLV John Ponticello.

Adrianna is a native Nevadan, born in Las Vegas. She received a Bechelor of Arts degree from Brooks Institute, Santa Barbara, California. Adriana taught photography at the Community College of Southern Nevada.*3

Adrianna acquired the seat as the State Chair of the Democratic Party in May 2003. She is a true Democrat who believes in the ideals and principal's of the Democratic Party.*4

The "Conclusion" of the Pragram was followed by the feature of "Complimentary Photo Taking with Adriana".

This is an annual event presented by Paradise Democratic Club of Las Vegas in Nevada. Participants may include all the democrats and some special guests around Las Vegas and Nevada through RSVP. Under the leadership of President John Ponticello of the Club, the $5 Dinner party has been a famous very successful activity for already many years.*5

NEVADA ECONOMY: State sales continue ascent
June shows biggest monthly jump since February '96 in Nevada, U. S. A.

CARSON CITY -- Sales by Nevada businesses soared by 15 percent in June, the seventh month in the past 12 with a double-digit increase, the Department of Taxation announced Wednesday.

Businesses sold taxable items valued at $3.579 billion during the month, a $486 million increase over June 2003. The 15 percent increase is the largest since February 1996, when sales rose 16.7 percent.

In Clark County, businesses sold items in June worth $2.605 billion, an increase of $367 million, or 16.4 percent, over last year. Twelve of the state's 17 counties posted double-digit increases, including a 135 percent increase in tiny Storey County.

Washoe County sales were up 11.1 percent and Nye County's sales rose 26 percent, while Carson City sales dropped by 2.4 percent.

Carson City sales have been hurt by the opening of shopping centers in nearby Douglas County, where business sales increased by 18 percent.

"I could not be more pleased with these figures," said Gov. Kenny Guinn in a statement. "As other states struggle, Nevada continues to thrive. For me, this is a testament to our attractive business environment and talented work force."

For the fiscal year that ended June 30, Nevada businesses sold $38.2 billion worth of taxable products, a 12.8 percent increase over the previous fiscal year.

The agency reported earlier this week that boom produced $775.3 million in sales taxes for the state in the last year, a 13.6 percent increase over the previous year.

June sales were paced by a 38 percent increase in durable goods, a 36 percent increase in building material sales and a 20 percent increase in sales at general merchandise stores.

Bars and restaurants had an 8.1 percent gain in sales statewide. In the Las Vegas area, such sales, indicators of tourism traffic, were up 8.4 percent, and in the Reno area were up 6.9 percent.

Today I announced the appointment of Adjutant General Giles Vanderhoof as the State of Nevada’s Homeland Security Administrator and the appointment of University Medical Center Emergency Medicine Director Dale M. Carrison as Chairman of the Homeland Security Commission.

Giles Vanderhoof is uniquely qualified to lead our state in the area of Homeland Security. Since January 2001 and his appointment as Adjutant General for the State of Nevada, Giles has had a remarkable record of achievement. Because of his personal integrity, his strong sense of duty, his strong military background and his ability to work collaboratively with a host of other agencies, I fully believe Giles is up to the challenge of leading our state’s Homeland Security efforts in the months and years to come.

Vanderhoof will continue in his duties as Adjutant General of Nevada. Such a dual appointment is not uncommon in the United States. There are 10 other states in the U.S. where the Adjutant General also serves as Homeland Security Administrator. Vanderhoof will also continue to work closely with George Togliatti, the Director of Public Safety, who has been the acting adviser to the Governor on Homeland Security since May 21.

Carrison’s duties will include leadership of a reconstituted Nevada Commission on Homeland Security. The 24-member board has been pared to 16 members, including Carrison. The other members of the board are: Dennis Balaam, Robert Fisher, Earl Greene, Robert Hadfield, Jerry Keller, Ellen Knowlton, Charles Lowden, Michael Mayberry, Kimberly McDonald, Maureen Peckman, Jim Spinello, Rosemary Vassiliadis, David Washington, Bill Welch and William Young.

Chowning goes on offensive
Commission candidate attacks Collins

In the hotly contested, five-candidate Democratic primary campaign for the Clark County Commission District B seat, Vonne Chowning went for a knockout punch Monday.

Chowning, a Democratic assemblywoman from North Las Vegas, became the first candidate to go on the offensive. She resurrected Tom Collins' decade-old drunken driving and battery convictions, claiming the assemblyman flies "beneath the radar of the public" by using the name "Tom" rather than his real name, Clarence W. Collins, which is on legal documents.

Chowning cites Collins' misdemeanor battery charges in 1984 and 1988.

In 1992, Collins entered an agreement in which he pleaded guilty to misdemeanor reckless driving. In exchange, drunken driving charges were dropped, but Collins was forced to attend "drunken driving school," the Chowning document said.

The charges stemmed from a 1991 traffic accident that sent three people, including Collins, to the hospital. A warrant for Collins' arrest was issued. For five months, Collins "flew under police radar and benefited from the confusion caused by his assumed name," the Chowning-produced document says.

Collins didn't deny his past. He said the convictions should not be news to anyone who has paid attention to politics. The charges were reported when they occurred, and they have been used in past campaigns.

"My life has changed dramatically. I haven't had a drink of alcohol in many years," Collins said. "This is not anything I'm proud of, but it's old news."

Chowning did not return phone messages left Monday.

Despite the accident, Collins said, he has secured law enforcement endorsements each of the five times he successfully ran for the Assembly. He said he also is supported by the passengers in the vehicle 13 years ago.

"I was in a wreck and nearly died," Collins said. "The three of us were injured and we all learned from it. You learn lessons from life."

Collins denied that he is trying to deceive anybody by going by the name "Tom." He said it was his father's nickname, which Collins assumed the day he was born.

"The day I was born, I was called Tommy Collins," he said. "I've gone by Tom or Tommy all my life."

Chowning claims Collins was the only member of the Assembly Judiciary Committee who voted against a proposal to drop Nevada's illegal blood-alcohol level from 0.10 percent to 0.08 percent.

"As a legislator, `Tom' Collins waged a persistent war against efforts to reduce Nevada's legal blood alcohol level -- and save lives on our highways," the news release says.

Collins said Chowning twisted his reasoning. He did not feel it was cost-effective to change the law because "we'd have to build twice as many jails."

The race for Clark County Commission District C also became a bit more personal Monday. Democrat Jerry Tao, who seeks Republican incumbent Chip Maxfield's seat, sent out a flier Monday questioning Maxfield's business integrity.

Tao attached a lawsuit that claimed Critical Path Marketing Inc. failed to pay unemployment taxes between 1999 and 2002. The company owed the state Department of Employment, Training and Rehabilitation, Employment Security Division $4,023.

Maxfield said Critical Path Marketing consisted of two employees, himself and Mark Jones, with whom he co-founded Southwest Engineering two decades ago. Maxfield sold his interest in the company earlier this month.

He said he thought taxes paid through the parent company, Southwest Engineering, covered subsidiary firms such as Critical Path Marketing.

"This was an honest clerical error that was brought to our attention by the Employment Security Division," said Maxfield, who faces a primary challenge from Bill Krane. "As soon as it was brought to our attention, it was immediately paid."

Embattled commissioner faces friends
Under indictment, Kincaid-Chauncey fighting to keep seat

The faces on the campaign literature that arrives at Mary Kincaid-Chauncey's North Las Vegas home could conceivably appear in family photo albums.

Kincaid-Chauncey has known Shari Buck since the North Las Vegas City councilwoman was 3 years old. The Clark County commissioner said she was once Buck's mentor. She also has been friends with Assembly members Tom Collins and Vonne Chowning for 20 years.

But this year, Buck, Chowning and Collins play a different role in Kincaid-Chauncey's life: political opponent. They pose the greatest threat to Kincaid-Chauncey's attempt to seek a third term in office.

Seven challengers descended on the District B seat after Kincaid-Chauncey was indicted in November on federal political corruption charges. Kincaid-Chauncey expected a crowded race, but not necessarily one that includes so many friends.

"It's a little weird for them to say things like, `This race is about ethics,' " Kincaid-Chauncey said. "If you look at my record for the last 25 years, I've always been ethical and moral. Even though I've been accused of not being ethical, they can't prove that."

Kincaid-Chauncey's opponents insist they are targeting the political position and not a friend. So far, mentioning ethics, a common theme in political campaigns, is as close as they've come to attacking her.

"It's kind of hard to say things about someone who has been your friend," Kincaid-Chauncey said. "I think they all know in their heart I wouldn't do anything like that. They're inferring to it by saying this campaign is about morals and ethics, which I agree it is. I think I've shown I have that."

Kincaid-Chauncey and former commissioners Lance Malone, Dario Herrera and Erin Kenny were indicted late last year. Federal prosecutors claim Malone, who was working for strip club magnate Michael Galardi, gave Kenny, Herrera and Kincaid-Chauncey thousands of dollars and gifts in exchange for political favors for his boss.

One such favor outlined in the indictment was extended to Kincaid-Chauncey's son. Federal agents claim her son received a free lap dance at Galardi's Jaguars strip club.

It's an accusation Kincaid-Chauncey has vehemently denied, yet it is one component of the indictment Chowning has addressed, calling it "disgusting."

"I have said publicly that I didn't do that," Kincaid-Chauncey said. "That is what I was more hurt about; they took it for granted that it was true, or they wanted to believe it because they wanted to run."

After 25 years of working in government, Kincaid-Chauncey said she seriously considered not running for re-election this year. But she said if she didn't run, that decision would be seen as an admission of guilt.

Her opponents say the race will not get mean, but Kincaid-Chauncey has a difficult time believing her challengers won't use such an obvious issue to their benefit. The thought of that has made her consider withdrawing from the race.

"I keep saying, next week I'll drop out; OK, maybe the next week," Kincaid-Chauncey said. "I keep changing my mind. Something seems to be driving me. I just couldn't do it."

According to Kincaid-Chauncey, most residents support her.

Chowning, D-North Las Vegas, said she considered running for the District B seat nine years ago. Her decision to run in 2004 had nothing to do with Kincaid-Chauncey's legal troubles, she said.

"It was after I decided that everything kind of blew up," Chowning said. "She has a right to go to trial, but in the meantime, credibility and confidence in District B must be restored."

Collins, D-North Las Vegas, contends he's running for a political position, not against an individual.

But his campaign team wasted no time in going after Kincaid-Chauncey for airing a television commercial that Collins' representatives believe indicates she has the endorsement of Las Vegas Mayor Oscar Goodman.

Kincaid-Chauncey had refused to remove the commercial, maintaining that Goodman said he had contributed quotes to other candidates and would do the same for her.

"Oscar told me he had given others a quote; he gave me one and I used it word for word," Kincaid-Chauncey said. "I was a little miffed about (Collins' accusations)."

Goodman has not endorsed her and said he did not intend the image of the two of them together to be used in a television ad.

Collins denied that his team was questioning Kincaid-Chauncey's ethics.

"We questioned the ethics of the race, we weren't attacking her," he said. "It was about the integrity of the race."

Buck called Kincaid-Chauncey before publicly announcing her intent to pursue the commission seat. Buck also said her decision had little to do with the indictment.

"I wouldn't say it had to do with her vulnerability as much as I think citizens deserve to have good people run for office and have a good choice," she said. "I really feel this is the time for me to run."

The other candidates in the race are Republicans Glen Easter and Grant Claycomb and Democrats John Stephens and John Bonaventura.

Although Kincaid-Chauncey is committed to serving another four years on the board, she realizes she might not make it through a tough primary race with Chowning and Collins. If she loses, she'll do what she hopes every voter in her district does: look at the candidates' qualifications and support the one most capable of serving the constituents.

"Whatever happens is what God intends to happen in my life," Kincaid-Chauncey said. "He expects you to work for what you want and pray for what you want and, sometimes, the answer is `no.' "
