Mandalay Resort Group executives was apparently committed to an effort to persuade Chinese and U. S. government leaders to loan a pair of giant panda to Mandalay Bay for at least ten years. Las Vegas Review-Journal reported the story early in 2002.

"I write today to bring to your attention an exciting project in my home state of Nevada that will greatly enhance the city of Las Vegas, the relationship between our two countries, and the zoological research community," U. S. Senator Harry Reid wrote the Chinese Ambassador to the United States Li Zhao Xing in December, 2001. "If granted this privilege and opportunity, Mandalay Resort group will build a multimillion-dollar facility in Las Vegas designed specifically for the pandas with state-of-the-art conservation and research capabilities."

Four consulors of the Office of the Consulor General in San Francisco of the People's Republic of China came to visit Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) on July 20, 2002. A Dinner Party was held on the Saturday by the Office at the Harbor Palace Seafood Chinese Restaurant for the Chinese Community from Taiwan in Las Vegas leading by Dr. Tony Lei. They agreed with him to have the Consulor General holding a friendly dinner party with WBTI in meeting our four representatives form the State of Nevada in the Washington Scene. The faculty of Public Administration Institution (PAI) of WBTI is advancing the pioneering idea of this objective of business and research with a spirit of American entrepreneuship.

Representative Officials from the State of Nevada invited by Washington Business and Technology Institute (WBTI) to welcome Governor Zhao Leji and the delegation from China at the Event and Party on June 26, 2002 are:

Lieutenant Governor Lorraine T. Hunt, Governor Kenny C. Guinn (by a faculty of CCSN Dr. Wright), Elected Member of the Board of Education of Nevada and Chairperson Theresa Malone, Las Vegas Metropolitan Police Department & Deputy Chief Bill Young (by Dr. Tony T. Lei), Las Vegas Constable Robert Gronauer (by Executive Assistant Marian Replogle), and Special Consultant of Nevada Department of Education Dr. Aldo Aguirre.

The delegation led by Zhao came to Las vegas on June 25, 2002 for the signiature of the agreement of the Sister States between Nevada and Quinghai. It had eleven memberes including Mayor of Xining City Zhanng Yi Jiong, Director General of Foreign Affairs and Overseas Chinese Affairs Office of Qinghai Province Xie Xiaoping, Academic Administrators, Provincial Lagislators, high-ranking officials, and business leaders. The Agreement was signed by Hunt and Zhao on June 27, 2001 at CCSN in Las Vegas.

The estalishment of the relationship of between Nevada and Quinghai as sister states is contributing significantly to the promotion of the quility of life of all our resident and visitors of Nevada. We are exciting to join the effort of this endeavor for our people!

"My public service life has been enriched by joining the Public Administration Institution (PAI) of WBTI since my election, in 2001, as a Member of the Nevada Board of Education and the Nevada State Board of Occupational Education. Nevada's trade delegation had a productive meeting with Chinese aviation officials in Beijing in a bid to begin direct passenger service with Las Vegas and air cargo routes to Reno, Lt. Governor Lorraine Hunt said October 11,2003.

"I and other members of the tourism and trade delegation met in Beijing with Yang Gouqing, Vice Minister of the General Administration of Civil Aviation of China. We were able to point out the excellent opportunities for both tourism and trade between our state and the People's Republic of China. This was a productive first day for us in China," Hunt said by telephone in a statement released by the Nevada Commission on Tourism on October 12, 2003.

As Chairwoman of both the Nevada Commission on Tourism and the Nevada Commission on Economic Development, Lt. Governor Lorraine Hunt of Nevada led a delegation of toursm and trade for the 10-day mission through October 13, 2003. The delegation met the Chinese officials in Beijing, Shanghai, Hong, Kong, and Macau. It is the Golden Delegation of our Silver State for the promotion of the cooperation and development on tourism and trade between Nevada and China.

Senator John Ensign has served the people of Nevada from his days as a veterinarian, small business owner, and U.S. Congressman to his present role as the 24th U.S. Senator for Nevada.

Senator Ensign was raised in northern Nevada and moved to southern Nevada where he graduated from Clark High School. He attended UNLV and earned a Bachelor’s degree from Oregon State University. He received his Doctor of Veterinary Medicine degree from Colorado State University in 1985.

Senator Ensign immediately began practicing veterinary medicine and opened the first 24-hour animal hospital in Las Vegas.

Throughout his career Ensign has fought for smaller, more effective government, lower taxes, a strong national defense and aggressive approach to combating terrorists, increased parental control in education choices, and quality health care for Nevada's seniors and veterans.

On the environmental front, enactment of the Ensign/Reid Clark County Lands Bill will protect environmentally sensitive areas in southern Nevada, allow recreational opportunities to continue, and improve the quality of life.

Ensign has taken the lead on technology issues as well. His "Dot Kids" legislation creates a subdomain on the Internet where children can explore the Internet without the fear of being exposed to material parents may deem inappropriate. His bill to delay the 700 MHz spectrum auction from moving forward was a critical step toward improving our nation's wireless network. Both were signed into law by President Bush.

Ensign spends his workweek in Washington and his weekends in Las Vegas with his wife, Darlene, and their three children-Trevor, Siena, and Michael.

Dr. Charles H.C. Kao and Mrs. Anne Kao have made a leader- ship pledge of $50,000 over the next five years to be used toward the accomplishment of the University's "Reach for the Future" major gifts campaign.
In announcing their gift, Dr. Kao indicated it was their wish to support three important areas of the University: faculty development, Academic Excellence Higher Education Education Scholarships, and exchange programs with Greater China.
Dr. and Mrs. Kao have been generous supporters of international programs for many years. Most recently, they were instrumental in the establishment of the Center for Pacific Rim Studies. The Center is responsible for providing opportunities for visiting professors and artists from Asia to visit the UW-River Falls campus and promoting educational exchanges between the two cultures. A portion of their gift will be used to underwrite faculty development opportunities and scholarships in the College of Arts &Sciences.
Elected as the Distinguished Professor of the Year in 1974, Dr. Kao was the chair of the department of economics from 1971-80. Since then he has devoted part of his time in Greater China (China, Taiwan, Hong Kong) involved in research, lecturing, writing and publishing. Known as a "leading thinker" in Greater China, Dr. Kao has written more than 15 books in Chinese in his field of economic policy and social thought. Two of his books were given the national prize in Taiwan. In addition to his academic activity, he has also been serving as an economic advisor to the central government there.
Mrs. Kao had a successful 25-year career with 3M Company and is currently working for IBM in Beijing as a computer systems consultant. She is very interested in international programs and cultural exchange in the arts.*3

Dr. Tony Lei transferred the education of BBA and MBA in the United States of America to Taiwan. The intellectuals who joined him were many professors, scholars, administrators, publishers, among others. All of them together, for many years, helped bring the Miracle of Economy of Taiwan realized. "Together with the successful experience of economic deveopment in Taiwan, now is the time for China to advance it even better!" said Eric Chen.

Governor Kenny Guinn of Nevada expressed that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. The Governor emphasizes that for our state's economy to thrive, all of the Silver State's tourism opportunities must be effectively marketed to both domestic and international visitors.*4

U.S. Senator John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.*5

On October 22, 2000, U.S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Keynote Speaker was Senator Harry Reid. The heightlight of the Event was the presentation of the Outstanding Democrat of the Year Award to U.S. Senator Harry Reid by the President of PDCLV, John Ponticello.*6

Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislation in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI). In December of 1998, after returning for his third term in the U.S. Senate, he was unanimously elected by his Democratic colleagues to serve as the Assistant Minority Leader.

"Senator Reid loves heartily this country and our people. His leadership is accentuated with practical knowledge and deligent effort through his intelligence. Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The Nevada's senior Senator was raised in a small cabin without indoor pluming and attended a two-room elementary school. His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream. "Harry is now not just our senior Senator of Nevada in the Senate, he's one of the influential and important U. S. Senator for all our country in Washington, D. C.!" the Honorable U.S. Senator Richard Bryan pointed out during his short speech to the great awarding Event of the Club. "Senator Reid deserves special recognition for his continued leadership to the Democratic Party here in Nevada. His commitment to public service and distinguished record of fighting for the values we hold so dear has touched the lives of many in Nevada and across the country," wrote U.S. President Candidate and Vice President Al Gore. The distinguished accomplishments of Senator Reid has given he himself for us a successful model for people who wish to realize their American Dream.

The maturity of citizens society is the fundamental guarantee for the normal processing of a democratic community. In a citizens society, it depends highly on the team of public intellectuals to integrate people's opinions, to analyze rationally, and to point out wise persperctives and notice. A public intellectual plays an important and significant responsibility of mission to evaluate public activities, to reflect people's opinion, to lead citizens, and to predict crisis. Public opinion is therefore made through the effort of the public intellectuals by their wise investigation to the people's mind and willingness, and by their right understancing and analysis toward the facts. U.S. Americans W. Lippmann and J. Raston, German E. Noalle-Neumann are ideal representatives of such kind of persons as of the public intellectual. Have you ever noticed how easy it is to philosophize about life? Take the tow ladies who met every morning for coffee at a local fast-food restaurant. They would habitually find way to the same window booth everyday and watch the traffic go by. Their two-hour ritual was filled with silence except for periodic moments of short conversation.
While watching the traffic one lady said to her partner,"Life is like a highway."
Several minutes and cars passed before her partner answered, "I don't get it. How is lifelike a highway?"
An hour went by before the first lady responseded. "You know, maybe life isn't like a highway after all."
Here's a profound reality: It is a lot easier to create analogies about life than it is to explain life. Add value to life; take up one of Benjamin Franklin's habits. Every day of his adult life, he set aside time to examine two questions. In the morning he asked himself: "What good shall I do today?" As the day drew to a close, his question was: "What good have I done today?" This process is sure to produce more than philosophizing about what life is like.*3

"Through the recommendations by our faculty members including District Judges Mark Denton and Valorie Vega, Dr. Rory Reid has been promoted from Adjunct Assistant Professor to Adjunct Associate Professor of Business Law, Graduate School of Business and Public Administration (GSBPA), by Washington Business and Technology Institute (WBTI) on December 3, 2004," announced Dr. John Wang, Spokesman of WBTI, on Monday, December 6, 2004 in Las Vegas, Nevada, U. S. A.*1

Clark County Commissioner Rory Reid was raised in the Las Vegas Valley. After growing up in Las Vegas, he attended Brigham Young University, where he earned his B.A. in International Relations and Spanish in 1985. Rory continued at BYU, attending the J. Reuben Clark Law School earning a J.D. in 1988. Rory returned to Nevada and began the practice of law. At the age of thirty, he became the Senior Vice President and General Counsel of a local company. After his tenure as corporate counsel, he went on to become a partner at Lionel Sawyer & Collins (lasvegas@lionelsawyer.com), a famous Nevada law firm.*2

Additionally, Las Vegas Life Magazine recently named Rory “Best Up and Coming Politician” in Southern Nevada. On the basis at an adjunct level, his teaching subject in business law will be good for a graduate school in business.

"As a graduate school in business, I'll put more emphasis both on values of theoreticality and practicality. I'd like to suggest eight courses for our China Certificate Program in Management: Financial Analysis, Managerial Accounting, Quality Management, Just-in-Time & Lean Operations, Supply Chain Management, Information Technology, Applied Economic Analysis, and Strategy Formulation and Implementation," said Dean Dr. Keong Leong of GSBPA, who is professor and Chairman of the Department of Business of UNLV, for a Symposium.*3

The Summer 2003 Symposium of WBTI was held at Zax Restaurant of Golden Nugget Casino and Hotel on May 19, 2003 in Las Vegas. The theme of this mini symposium is: The Entrepreneurship of MPA/SME and MBA/PKE Certificates Program for the people of English and Chinese Speaking.*4

Commissioner Reid was sworn into office as County Commissioner on January 6, 2003, to Commission District "G". That term expires the first Monday in January 2007.

Rory Reid is one of the sons of U. S. Senator Harry Reid, D-Nev. As his father has become the most powerful Democratic senator in Washington D.C., Clark County Commissioner Rory Reid is moving up in the local political ranks and is expected to be named board chairman in the coming January.

Rory said on Monday, November 15 that he had enough support from fellow commissioners to be voted chairman, a largely ceremonial position.

"I'm honored my colleagues have confidence in my abilities, and I look forward to our continued collegial relationship," Reid, 42, said.*5

Commissioner Reid was chosen by his fellow commissioners in the current term to serve in the following capacities: Nevada Development Authority; Metropolitan Police Committee on Fiscal Affairs; Regional Jail Commission; Clark County District Board of Health; and Southern Nevada Water Authority.

As a Clark County Commissioner, Rory also serves on the following boards/committees: Boards of Trustees – Clark County Water Reclamation District; Board of Trustees – Big Bend Water District; Board of Trustees – Kyle Canyon Water District; Board of Directors – Las Vegas Valley Water District; Liquor and Gaming Licensing Board; and Vice Chair – Local Law Enforcement Advisory Committee.*6

Rory has served as the Chairman of the Nevada Democratic Party. After his election to that post, he instituted significant and meaningful changes in the party structure that resulted in a more stable, cohesive and effective organization.

Rory and his wife Cindy are the proud parents of three children.

Rory has long been active in his community. He has donated his time to numerous local, state and national political campaigns. He co-founded Nevadans for Public Awareness. He also has donated his time as a Cub Scout Leader.

North Las Vegas Justice Court Judge-elect Natalie Tyrell once wrote a letter of appreciation to Dr. Tony Lei from her Office, "....I want to share with you my favorite quote. It is by the great Winston Churchill. It exemplifies the driving force by which I start out each day. He said, 'We all make a living by what we get, but we make a life by what we give.' ...." By the act of love itself, we are enriched. Love in action is service above self. We encourage people to make service a part of our characters and experience the abundant reward that comes from serving others.

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible.

People believed with John that he said, "I have the passion for the fight and the unshakable belief that together we can build a better Nevada." In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei, also a born-again Chrisitan, that WBTI would honor him as Advisor and Vice Chairman of its Advisory Board. In the first paragraph of this column on September 15, it is stated that on September 7, U. S. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. John Ensign: a born-again Christian

It is not very possible for anybody all the way with good luck from the beginning to the end of his or her whole life. One will enevitably face somekind of frustration. The attitude that one holds in facing one's frustration will, nevertheless, decide what would be his or her fate to be followed. If anybody gives up soon after he or she gets a frusration or difficulty, then the following days for his or her life will most probably be in dead end.

John Ensign has been impressived as a handsome, strong, and rich man. He has been long time identified as son of big casino leading figure of Mandalay Bay. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. John's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and teach his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to here even not being able for all of them to realize their American dream but eventurely they could teach and help their children accomplish their contributions for our country.

John's wife, Darlene, encouraged him into his first political race for Congress. Earned a Doctor of Veterinary Medicine degree from Colorado State University in 1995, his scholarstic and gentle appearance has won lots of applause and respect from knowledgeable ladies in social activities. It was when he was attending veterinarian school that John became a born-again Christian. He was urging by Darlene to become involved in a men's Christian group.

In the first paragraph of this column on September 15, it stated that on September 7, U. S. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was so frustrated of his first time to taste political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. He believes God. He has surrenderring his fate to God. As a born-again Christian, people has inspired of his sincererity, humbleness, and credibility much more than just of his appearance now. In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei that WBTI would honor him as Advisor (effective on 10/17) and Vice Chairman (effective on 11/08 when elected as Senator) of its Advisory Board. If a window was closed, God might re-open the window or even open a door for the people who is eager to utilize his or her knowledge and expertise to serve. The matter is that we should believe God. Congretulations! Republican U.S. Senator-elect Honorable John Ensign.

By the act of love itself, we are enriched. Love in action is service above self. Make service a part of our character and experience the abundant reward that comes from serving others. Dr. Fu-Mei Chang, Overseas Chinese Affair Commission of the Republic of China; Ssu-yin Ho, Kuomintang Oversea Director; Mark W. P. Liao, Director General of the Taipei Economic and Cultural Office in San Francisco; Lagislators of ROC S. C. Ting, Y. Y. Wu, S. H. Chou, W. C. Shieh, J. L Lin, among others presented at the Conference. Justice of the Supreme Court of Nevada Michael Douglas and Nevada Asemblywoman Valerie Weber each dilivered a nice and significant welcome speech. Developer plans business park in Summerlin
Office, retail, medical center slated

Mark Fine Plans to build office, retail and medical center in Summerlin.*2

Las Vegas developer Mark Fine has closed escrow on a 7-acre parcel in the master-planned Summerlin community and plans to build a 70,000-square-foot office, retail and medical center.

The land at Interstate 215 and Town Center Drive was acquired from The Howard Hughes Corp. for $5.8 million.

Plans for the business park call for a retail component, a bank, veterinarian's office and 60,000 square feet of office pads for sale, Fine said Thursday.

"We found a little niche here," he said. "That area is way underserved at present for retail and office. We think having the ability to be in development as early as we are is a good opportunity."

Fine also developed Hills Center Business Park in Summerlin, which is completely sold out, and has five lots remaining out of 24 at Hills Center North Business Park.

He said the success of those projects underscores the demand by small and midsize professional office users to own their buildings.

The Town Center Drive development gives business owners the opportunity to purchase pads for buildings ranging from 3,000 to 20,000 square feet with convenient access to the beltway.

"We think the 215 is going to be the most important new freeway," Fine said. "There's a lot of action along the 215. Being in Summerlin on Town Center Drive gives us a premium location."

The center is ideally suited for financial, legal, insurance, real estate, dental and medical office users, he said. The Nevada Cancer Institute is under construction nearby.

Plans and approval for the $25 million project will probably take about six months, with construction expected to begin in the spring.

James Wilmot, project manager for Mark L. Fine & Associates, said Summerlin's residential growth provides a foundation for office and retail development in the area.

"From July 2003 through March 2004, nearly 200 jobs a month were created in Summerlin," he said. "The business community in Summerlin is as thriving and active as the residential community."

Fine also owns 4 1/2 acres at Bonneville Avenue and Grand Central Parkway and is evaluating several development concepts, including office, residential and furniture uses to augment the downtown World Furniture Mart.*3

We ask no quarter in our competition with the finest, shinning institutions of learning in America, and we offer the brilliance and the unique dimension of values in our classes. We invite the presence of God in the midst of all that we do: that, more than anything else, lights our way.

As much as I feel urgency about other things, I feel urgency about fidelity and constancy and stewarship in our heritage of faith. there is power in imagery, and there is power in words. Here are some of the most powerful works I've seen --- our mission statement:

I look forward to expanding my public service by working with you and the Institute to continue to better our community. Community participation is an asset for enhancing public service. True leadership comes from knowing when one needs to depend on other's knowledge. Leaders are individuals who help people understand their motivations for doing things. They set the direction and understand why the direction is important. Dr. Tony Lei believes that in education leadership is a call to help others. He has the quality that inspires people to do what needs to be done and to feel good about doing it. Balanced with his outstanding academic expertise, he is a servant of God for community service, sincere and humble but not weak.*3

By loving, we are enriched. Love in action is service above self. Make service a part of character and experience the abundant reward that comes from serving others. Let us fan the flame of service in ever-increasing circles. With this, we can envision a community that is safe, peaceful, and healthy. District Judge of the Family Court Cheryl Moss said that, "I've remained dedicated to serving the community, and I've been inspired by the leadership, wisdom, and guidance of WBTI's Prsident Dr. Tony Lei. I recognized that Dr. Tony Lei's accomplishments have demonstrated that taking part in the community with ones kindness and selfless service can contribute excellence as well as make a difference in the society."

One of the important accomplishment of Dr. Tony Lei as a famous Professor of Management is the research and findings on computer education, institutional management, and the art of leading of his three notable books entitled "Information Management", "Business Management", and " Management Behavior". "A good leader should acquire the ability of and execute the following seven management functions: 1. Planning: to plan important task project of this unit; 2. Organizing; to master the organoizational system of this unit; 3. Staffing: to recruit the appropriate staff members; 4. Directing: to direct the people on the staff of this unit; 5. Coodinating: to coordinate the benefits and conflicts of this unit in order to attain sound cooperation; 6. Representing: to reprent this unit in order to coordinate outside concerns and relationships; 7. Budgeting: to establish and control the budget of this unit; 8. Systematizing: to use management information system throuh computers and multimedia for our modern business," says Dr. Tony Lei.

"There are three models of leadership that a good leader, especially the leader of an association, may emphasize: A. Creative Leadership: The leader takes the most importance of holding the great principles to develop the future endeavor of this unit. (1) Sense of Mission -- to make the members not work as a job but high degree of the "concept of value"; (2) Foresightness -- to develop the future blueprint for this unit; (3) Teamwork Spirit -- to motivate the cooperation and success of the whole group; (4) Orientation by Objectives -- to encourage all the members unit put full effort on its clear and definite objectives," continues Dr. Tony Lei.

"B. Humanity Leadership: the leader emphasizes the importance of his or her relationship with the abordinates. He or she motivates their work morality and spirit. Therefore, he or she should understand, emphasize, and hold of humanity in order to promote everyone's potentiality to endeavor for this unit. The key points are: 1. Trust; 2. Delegation of authority; 3. The Second Chance Theory (to pardon your subordinate);
4. Encouragement; 5. Help and Care; 6. Support and Assistance; 7. Training and Education.

"C. Democratic Leadership: The leader respects humanity and allows individual development to make his or her group members cooperate and work by division of labor with self-motion and self-revelation. Its specialties are:

1. The leader endeavors to win followers by himself or herself with good personality and emphasizes knowledge and experience as the foundation of leading. 2. Subordinates have a full opportunity to participate decisionmaking and to suggest good idea. 3. The leader puts attention to the benefit of the subordinates, understand their needs, focuses the importance of the people. 4. The leader gives only some direction on the work planning, and leave the details of the work processing to the subordinates. 5. The leader has full opportunity to participate in employees activities, and they get along with each other very well. 6. The communication between the leader and subordinates is fully in good condition, and they enjoy fruitful accomplishment with good understanding. 7. The division of labor is decided by the group and the subordinates have the right selecting their work accompanists with the direction and coordination of their leader by their side. 8. The leader evaluates the performance of his or her subordinates objectively and renders fair judgement in giving prize or punishment."

"In practically, the effectiveness of the above leadership can be attained by its flexible application in accordance with the right time, place, matter, people, and objective situation, " Dr. Tony Lei points out.*4

In righteousness, the poeple who cares about community service by the time of her or his professionalsim will alway winning the support by the citizens here in Nevada. Most of the faculty members in the Public Administration Institution (PAI) have been the revelators of this special trait during their elections. Many of them won the highest votes at their judicial and general elections. In joining the Institute as a faculty member, she or he enjoys the rebounded and fruitful experience of academic research and community service. "This position (Fellow of the PAI of WBTI) will undoublely porvide me with avenues for exploring improvements in public services to which I am most dedicated," said District Judge Valorie Vega after the winning of election in 2000.*6

MISS AMERICA: Famed pageant coming to Strip
Aladdin lands one-year contract for Jan. 21 event

After 84 years of crowning beauties on the Boardwalk, the Miss America pageant is moving to Las Vegas, organizers announced Wednesday.

It will be the first time the contest has been staged outside Atlantic City.

The Aladdin hotel-casino will play host to the pageant, scheduled to air Jan. 21 on cable channel Country Music Television, organizers told The Associated Press.

"What we wanted to do is find a new host city that has all glitz and glamour Miss America is known for," said Art McMaster, chief executive of the Miss America Organization, the nonprofit charitable group that runs the annual event. "Obviously, Las Vegas is right at the top of this list."

The pageant has been dogged by financial troubles and slipping viewership in recent years. It was dropped by ABC last year, leaving Miss America without a network TV contract for the first time since 1954.

Paul Villadoli, vice president of programming for Nashville, Tenn.-based Country Music Television, said Las Vegas was chosen because of its energy and its record of putting on first-class productions.

"There's a lot of excitement in the city, and we hope to infuse that into the pageant," he said. "Las Vegas echoes our vision to attract a broader and younger audience."

McMaster pulled the event from Atlantic City's Boardwalk Hall in August, citing high production costs, and said it would be held in January instead of on its traditional post-Labor Day date. Then pageant officials went looking for a host city that would pay for the right to hold the annual competition.

McMaster said more than two dozen cities had courted the pageant, with Nashville among those considered.

In the end, the Aladdin's 7,000-seat theater offered the "elegance" he was looking for, McMaster said.

Organizers would not discuss terms of the deal, which was completed this week, but said it was a one-year contract only.

McMaster said it was too soon to tell whether Miss America would settle down in Las Vegas.

"We're not ruling anything out, but ... Miss America belongs to all of America," he said.

Organizers noted that the move to Sin City will necessitate some changes.

Fans probably have seen the last of the Miss America parade, in which all 52 contestants rode down the Boardwalk in convertibles with more than 100,000 spectators looking on.

And Miss America's victory dip in the ocean, in which the winner frolics in the surf for photographers, will be impossible in landlocked Las Vegas.

"We're not going to have the same traditions as we had in Atlantic City," Villadolid said. "We're anxious to come up with some new, exciting events."

Lee Meriwether, Miss America 1955, called it a "heart tug" to see the pageant leave New Jersey. But she said she's optimistic that a new venue will draw new fans and sponsors for the scholarship fund.

She said she never liked the dip in the ocean much, anyway. "It was such a tease, I thought. That's really the only time Miss America appears in a swim suit during her reign. You go out in the suit for the frolic, and that's the last time you wear it, honey," she said.

The City of Las Vegas and Thai Cultural Arts Association of Las Vegas(TCAA-LV) presented Thai Performing Arts Appreciation Day 2002 at Charleston Heights Arts Center on September 17, 2002.*1 It was co-sponsored by Mr. Jheri Psmyth - Kids for a Better Society; Dr. Tony Lei - President, Washington Business and Technology Institute (WBTI); Mr. Tim Wong - CEO, Arcata Associates; Mr . Raymond Lam - Vice President, Chinese American Citizen Alliance of Las Vegas; among others. Thai Cultural Arts Association of Las Vegas (TCAA-LV) on the occassion of the 9th anniversary saluted three awardees with Awards from U. S. Senator Harry Reid and U. S. Congresswoman Shelley Berkley: Dr. and Mrs. Tony Lei, Mr. Tim Wong, and Mr. Raymond Lam.

The Association saluted also four awards from TCAA-LV: Ms Joanne Lentino, Ms. Jeanne H. Johnson, Mr Tim Wong, and Ms. Jennifer Schember.

During the Performing Arts Appreciation Day 2002, Dr. Tony Lei was very pleased to welcome so many government officials, community leaders, business owners, among others. High-ranking government officials who participated the Event and Dinner Party included: Lorraine Hunt, Kathy Augustine, Erin Kenny, Bill Maupin, Stewart Bell, Mark Denton, Valorie Vega, Jennifer Elliotts, Valorie Adair, Dianne Steel, Lisa Brown, Anthony Del Vecchio, Cheryl Moss, Natalie Tyrrell, David Roger, Mike Davison, David Wall, Bobby Gronauer, Herb Brown, Bill Young, among others. In his welcome speech, Dr. Tony Lei believes that all of us share a sense of cooperation for the supporting of cultural richness. He pointed out that "this is a significant milestone of the contribution for the mutual cooperation of cultural and social service between American and Asian communities." *2

Lt. Governor Hunt was introduced by Dr. Tony Lei to the public to deliver her greeting speech to all the audiences and participants. The enthusianstic participants were overwhelming including important officers, leaders, and media executives: Brian Sandoval, John Hunt, Nancy Wong, Tim Wong, Nancy Diaz, Kathie Ambrosio, Judy Ray, Gerry Schroder, Francis Allen, Mike Malone, Geny Del Rosario, Teresa Woo, Richard Dennison, Mike Vaswani, Patty Blakeman, Aldo Aguirre, Auroea Maskall, Raymond Lam, Jessica Hwang, among others.*3

Full with enthusianstic attendants in the Hall of the Arts Center, all of them enjoyed a big night out with many elected officials, appointed officers, business executives, and communiry leaders through the atmosphere of elegant and classic dance and music from Thailand.

TCAA-LV's Outstanding Performers Awards were Pannee Connolly, Robert Ashton, Nina Singchai, Kemika Sriprom, and Shirley Kaeratana.

WBTI has supported Thai Cultural Arts Association of Las Vegas (TCAALV) already more than ten years for its annual Thai Performaning Arts - Appreciation Day.*4 It is a vivid example for its proclamation and creed which are for the encouragement and promotion of academic research, community service, and humane spirit. "He who loves his brother abides in the light, and there is no cause for stumbling him. My little children, let us not love in word or in tongue, but in deed and in truth. Beloved, let us love one another, for love is of God, and everyone who loves is born of God and knows God. Beloved, if God so loved us, we also ought to love one another," said the Bible.*5

The following is another example of what we would like to do for related and concerned associations in performance and publicity:

Dr. Tony Lei has innovated and encouraged good idea for program and event to improve the quality of life of all our residents and visitors of Nevada. United we stand, not just for our Asian Community only but for all our people and nation as a whole. Asian Community has won recognition for contribution to Nevada by American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that the Asian communities have continuously participated and offered to the mainstream society.
