Due to exceptionally dry conditions and a lack of available forage, Nevada lost nearly one million acres this past fire season. If we fail to adequately rehabilitate this land, cheat grass and other invasive species will replace native plants, creating an even greater risk for future fires,?said Governor Jim Gibbons.*3 The threat of future catastrophic wildfires caused by cheat grass and drought is not limited to the State of Nevada. In fact, many western states face similar challenges during and after fire season, which is why the partnership between Nevada, Idaho, Utah, and Wyoming is critically important to our collective restoration and prevention efforts. I thank Governors Otter, Huntsman, and Freudenthal for their cooperation and efforts to address these important issues.? Each year, western states lose millions of acres of native vegetation to catastrophic wildfires. Much of this land previously provided vital habitat for wildlife, grazing for livestock, watershed protection, and recreational values. For many states, rehabilitation will be limited by invasive species such as cheat grass, red brome, and other annual grasses and exotic vegetation. The presence of these plants can slow recovery efforts if not halt them entirely. More than 2 million acres of private, county, state and federal land burned in Idaho during this years fire season. Thousands of people were temporarily forced out of their homes, and lives were put at risk. We owe it to the people we serve to act in concert with our neighboring states to reduce this annual threat and restore the lands on which our lifestyle and economy depend,?Governor Otter said. I appreciate the efforts of Governors Gibbons, Huntsman and Freudenthal to work together in our common interest.? Nevada, Idaho, Utah, and Wyoming recognize that by working cooperatively, they can pool resources to counter the adverse affects of fire, invasive species, and other ecologically disruptive changes in vegetation conditions. In Clark, Washoe, Douglas, Elko, and Nye counties foreclosure rates have increased between 100 and 300 percent in the last two years. This is an issue that not only affects those Nevadans who are being forced out of their homes, but also our communities, home values, and the state's overall economy.*3 Since there is no one-size-fits-all solution to this crisis, I am pulling together federal, state, and local agencies to identify ways to reduce the number of Nevadans being forced out of their homes. The first step will be going to the five Nevada counties that are being hit the hardest. To address the issue, I recently brought together several key agencies in our state to help launch a group of Mobile Resource Centers. These Mobile Resource Centers will be set up in the five Nevada counties that are being hardest hit in order to provide a place where people in danger of losing their homes can get help. These centers will put Nevadans who are at risk of foreclosure in contact with representatives from several key agencies, nonprofit organizations, lending institutions, and members of my staff to provide them with the information needed to prevent foreclosure. A significant milestone has been met with formal acceptance of a governance model for the operation of a collaborative, cross-jurisdictional information technology infrastructure. This collaborative will leverage existing infrastructure and future funding to continue to make governmental services available to Nevadans in the most efficient, most secure manner possible,?Governor Gibbons said.*4 The collaborative is composed of representatives from Clark County, the City of Las Vegas, the Las Vegas Metropolitan Police Department and the State of Nevada. The intent of the NSITS collaborative is to share information resources between governmental entities to support disaster recovery, public safety and continuity of operations initiatives as well as to provide opportunities of economies, efficiencies and scalability for all participating entities. Governor Gibbons said, This initiative is consistent with my efforts to consolidate information technology within the State of Nevada as well as to build cooperative Fusion Centers. Security and continuity of operations of this state are of utmost importance in the wake of disasters such the recent fires in California or Hurricane Katrina. Collaboration allows us to protect the critical infrastructure and information of state and local governments that otherwise would not be feasible for individual entities.? Director of the Department of Information and Technology Daniel Stockwell said, The governance model is the foundation necessary to move forward with collaborative projects.? The governance model provides guidance for the submission of projects for potential collaboration as well as a structure to execute those projects. This project is one of the first of its kind, promising real value to the citizens of Nevada through cooperation between information technology and records management entities throughout the state. Additionally, the collaborative approach should allow local governments with strained information technology resources to leverage assets and infrastructure already deployed by larger entities within the state. The shared-use approach has the potential of providing economies in systems procurement, efficiencies in operations and scalability (easy expandability) for all participants,?said Joe Marcella, CIO for the City of Las Vegas. From another viewpoint, this will maximize the information resource investment and reduce overlapping technology assets.?
