PRESIDENTIAL EMERGENCY DECLARATION APPROVED Decision Clears Way for FEMA Funding of Nevada Hurricane Assistance By Office of the GovernorFOR IMMEDIATE RELEASE: September 14, 2005 Contact: Lisa Foster 775-684-5670 or 775-230-4177 CARSON CITY - Governor Kenny Guinn has received notification that Nevadas request for a federal emergency declaration to assist hurricane evacuees has been approved. This declaration clears the way for the state and local governments to obtain reimbursement of costs to assist evacuees from hurricane Katrina from the Federal Emergency Management Agency (FEMA). Nevadans can be proud of their efforts to help people impacted by the hurricane, Guinn said. With the assistance of non-profit groups such as Catholic Charities, United Way, Red Cross, Salvation Army, and the many others that have worked hard to assist the evacuees, Nevada has demonstrated our support for the victims of Katrina. Local governments and businesses have also generously dedicated their resources to further support Nevadas efforts. A hurricane evacuee registration center is operating now in Las Vegas at 1501 North Las Vegas Blvd. This center is a central point where evacuees can register for assistance, receive information about jobs and housing, and inquire about other social services. To date, Nevada has deployed over 225 Air and Army National Guard forces to the Gulf States, including police and security forces and 60 medics. Other Guard personnel have been deployed for light security duties, and a C-130 and two helicopters are assisting in recovery operations. Dozens of pallets of food, water and medical supplies have also been airlifted into the stricken region. Nevada dispatched two 50-bed disaster medical facilities obtained by the Nevada State Health Division's Public Health Preparedness Program, in partnership with the Nevada Hospital Association. In addition, 103 state and local law enforcement officers are serving in the affected area to help with various security and recovery efforts. To expand and diversify our domestic and international markets are absolutely essential to our long-term economic growth and stability.*1 Governor Kenny Guinn and Lt. "I found modern cities rife with elements of Western culture such as Starbucks Coffee, MTV, the Rat Pack-era music of Frank Sinatra, etc. Up to 10 percent of the country's approximately 1.4 billion residents can now afford to travel overseas, which has positioned China as Nevada's "newest and most-modern market" for tourism." On May 18, 2000 Lt. Governor Lorriane Hunt of Nevada led a delegation from Nevada to Taipei of the Republic of China. "This is important to Nevada in areas beyond just our tourism industry. Taiwan enjoys a growing economy with considerable technological advancement and as such, they are one of the world's top 15 trading nations. And with Nevada's total exports exceeding one billion dollars in 1999 alone, our local businesses stand to benefit as the Taiwanese market continues to prosper and expand," Lt. Governor of Nevada Hunt pointed out in Taipei.*3 "The Nevada Commission on Tourism believes it is vital to establish a presence in Taiwan in order to represent our tourism destinations to this emerging world travel market. Taiwan's capital, Taipei, has a working population of four million, with a youthful, technologically oriented work force. There is tremendous potential for building tourism among this sector," said Hunt.*4 "Similar to the new direction of the government in Taiwan, we are seeking new horizons for the economy of Nevada. Sheriff says putting more police officers on the street is key to fighting crime.]]] If Bill Young gets his way, there won't be a new sheriff in town. The county's top cop said Wednesday he will run for re-election next year to keep the job he has had since 2003. "I've got unfinished business," he said. The decision to run again was not an easy one, he said. After his mother and uncle were killed in a late July car crash in Northern Nevada, Young thought hard about the importance of his family and the demands of the job, he said. But after talking with his wife and children, the 49-year-old decided to seek at least one more four-year term. "They think I'm crazy, but they're supporting me," Young said of his family. Young, a 27-year veteran of the Metropolitan Police Department, beat Capt. Randy Oaks in the 2002 election to become Clark County sheriff. During that campaign, Young raised more than $1 million, about 10 times more than his opponent. As the sheriff, Young heads the largest law enforcement agency in the state, which is responsible for policing Las Vegas and unincorporated areas of the county. Oaks was a frequent critic of then-Sheriff Jerry Keller during the 2002 campaign. Oaks believed the department was out of touch with its rank-and-file officers and community, and he thought Young would continue that trend. But Oaks, who retired in July, said Young proved him wrong. "I was wrong in my judgment ... that he was going to be business as usual," Oaks said. "He was anything but business as usual." Oaks said he wouldn't run for the office again. When Young took office, his priority was stopping the rising tide of crime, but because of several factors, including rapid population growth, crime keeps climbing, he said. But Young said he is determined to turn that trend around before he leaves office. "I'm a hard-headed, stubborn individual, and I'm going to see it through," he said. Young said putting more officers on the street is key to fighting crime in Las Vegas. He championed last year's More Cops initiative, which proposed raising the county sales tax to pay for more police across Southern Nevada. The initiative passed by a narrow margin and has since been approved by state and county officials. The sales tax will climb a quarter-cent next month and possibly another quarter-cent in four years. But the first officers to be funded by the sales tax increase probably won't be on the street until late next year, he said. Besides getting more officers, Young wants to upgrade the Police Department's infrastructure, including a new central headquarters and radio system. He has also proposed a tent-like jail to house nonviolent inmates and free space in the overcrowded Clark County Detention Center. Candidates in the nonpartisan sheriff's race would face off in the primary election in September 2006. The top two vote-getters would go head-to-head in the general election. Young said he hopes county voters will allow him to continue his career with the Las Vegas police. "It's what I do," Young said. "We can always do better, and we will, by making sure government respects the wishes of those who fund it -- the hardworking taxpayers," Gibbons said while flanked by elected Republican leaders at the East Las Vegas Community Center. "We must protect the freedoms we enjoy today: to raise a family, start and grow a business, and keep government at arm's length from the door of our homes and the door of our businesses." Since Gibbons decided not to take on U.S. Sen. Harry Reid last year, speculation mounted that Gibbons would be the top candidate to run for governor. Specifically, Nevada has sent a Clark County Urban Search And Rescue Team (USAR) to Camp Shelby, MS, to assist in the efforts to excavate storm ravaged metropolitan areas. Additionally, a Nevada National Guard (NNG) medical team has been mobilized to Baton Rouge, LA to offer support to the regions overburdened medical personnel. Nevada has also deployed a five- member Preliminary Damage Assessment Team, also to Baton Rouge, to assist with the recovery efforts. Nevadas Division of Emergency Management remains in constant communication with emergency responders on the ground and continues to prepare for additional requests for assistance. The citizens of Nevada have already begun volunteering to assist in the relief efforts. But his recent stops in Reno, Amargosa and Sparks will only be topped this week when he officially declares his bid for governor. On Wednesday, the Republican war veteran will formally launch his campaign with a morning event in Las Vegas with GOP stalwart Jack Kemp at his side. After the 10 a.m. announcement, Gibbons heads to his native Sparks for an afternoon event. He'll complete the state wrap with stops in Elko on Thursday, Winnemucca on Friday and Fallon on Labor Day. All of those stops are in his 2nd Congressional District, but with fewer than 13,000 registered voters in the Las Vegas snippet of his district, Gibbons would be wise to rent a home down south for the campaign. "He cannot afford to ignore his base, but he is going to have to campaign here," said Clark County GOP Chairman John Hambrick. "The same is true for any candidate, Democrat or Republican." Hambrick said he was staying neutral in the race, thanks to the two Las Vegas Republicans also running, state Sen. Bob Beers and Lt. Gov. Lorraine Hunt. Dane targets Becker Nevada Supreme Court Chief Justice Nancy Becker is still bearing some of the brunt from voting with the majority in the 2003 Guinn vs. the Legislature case. Conservative autodialer Tony Dane is apparently targeting Becker, who is up for re-election next year. Dane is registered as the person who purchased roughly 20 Web domain names with combinations of Nancy Becker and Justice Becker. So far, the sites don't have any content, but wacky campaign stuff is never too far away from Dane, the man who fronted a David Parks to run against Assemblyman David Parks, among other shenanigans. Dane said he's waiting to decide what to do with the sites. Although he was angered to the core about the Supreme Court case, Dane also said he had a positive experience in Becker's local courtroom years ago when he was the plaintiff in a civil case. "I don't know which one weighs over the other," Dane said. "I was really mad about that decision, and I wanted to target the other justices last year." Becker is the first of the justices expected to seek re-election after the 2003 decision. Miriam Shearing retired, Deborah Agosti chose not to seek another term, and Myron Leavitt died. In 2003, Becker ruled with the majority to set aside a state law requiring two-thirds of the Legislature to approve tax increases in order to allow the funding of public schools . Ultimately, that ruling did not impact the final plan. The $833 million tax hike was approved by a two-thirds majority anyway. Costly primary avoided State Democrats have settled on a Marshall Plan for next year's constitutional offices. At first, Reno attorney Kate Marshall and Ross Miller, son of former Gov. Bob Miller, were both planning to run for secretary of state. For once, the party decided to avoid a costly primary. Marshall will now run for treasurer against declared Republican candidate Mark DeStefano, leaving Miller to stump for secretary of state against the winner of a crowded field of Republican candidates. Now if only Democrats could settle on backing one candidate for governor. In addition to Senate Minority Leader Dina Titus, Assembly Speaker Richard Perkins and Henderson Mayor Jim Gibson, casino executive Stephen Cloobeck is still considering a bid. SMITH: Governor plans to leave successor with three-part study of state's needs Gov. Kenny Guinn celebrated his 69th birthday this week with his underrated sense of humor, but not many presents. "I didn't wish for anything," Guinn said Thursday. "My wife (Dema) said, `What do you want?' When I told her there was nothing I wanted, she said, `Well, if you don't want anything, could you think of something to get me?' " The Guinns have been married more than 49 years. Or, as the governor put it, "It's 49 years, one month, and 10 days. I'm looking forward to our 50th, because my wife and I made a deal that if we hit 50, I get to be the boss and don't have to vacuum anymore, and I get to hold the checkbook." And I thought I was the only one who'd made that deal. If the governor sounds like he's in a particularly good mood these days, it may be because his popularity continues to rise with Nevadans, despite the ups and downs of two terms in office. That popularity one day soon may pay dividends for whomever he decides to endorse as his replacement. Rumors to the contrary, Guinn assured me he will endorse the Republican Party nominee in the general election. Yes, even if it's Jim Gibbons or Bob Beers. In the coming months, Guinn will keep busy by preparing a three-part study that he hopes will set a new standard for planning in state government. The first component is a long-term study of the state's transportation infrastructure needs. The second focuses on the need for affordable hospitalization and medical care programs for public employees. With a long-term liability already set at more than $3 billion, Guinn says a plan must be in place for the state to avoid calamity. A committee will also study the complex issue of the impact of mental and medical health costs on the state. "It's something for the future," Guinn said. Nevada Receives Financial Credit Rating Upgrade from Moodys - Good News for Economy, Taxpayers By Dr. Kenny C. Guinn*1I was both pleased and gratified to learn from state Treasurer Brian Krolicki that Moodys, the national credit rating organization, has recently upgraded Nevadas General Obligation bond rating. I am proud to report that the first improvement in our credit rating since 1977 is the result of our sound fiscal policy. The Moodys announcement points to the 2004-2005 biennium as a major turning point in Nevadas economic outlook. It was during this time that we concentrated our efforts on strengthening and broadening our tax base and continuing to look for ways to streamline and better manage government. Moodys praises Nevada for displaying what it calls, the hallmarks of conservative budget management, and for our ability to respond quickly to downturns and to react prudently during flush times. The report points out that fiscally conservative elements of the enacted biennial budget (FY 06-07) have balanced our efforts to broaden and enrich the states tax base. It highlights the work weve done to replenish the states Rainy Day Fund, restoring its balance to more than $200 million, as a sign of proactive long-range planning and is supportive of Nevadas decision to forgo permanent tax reductions in the face of a large budget surplus. Indeed, Moodys praises our decision to return a portion of this surplus to our taxpayers in the form of a one-time $300 million tax rebate, while leaving the current tax structure in place and using conservative revenue assumptions for future planning. The upgraded rating is truly exciting news for Nevada and means that future funding for large public works projects can be secured at a much lower interest rate. The lower interest rate allows the state to make the most of its precious tax dollars. The increased rating attracts more potential buyers and allows us to issue bonds at an attractive price; both of which serve to lesson the fiscal impact on taxpayers. Through careful long-range planning, diligent fiscal oversight and a willingness to be flexible in our decision-making, we have made tremendous improvements to Nevadas current and future economic outlook. When she decided to attend the University of Georgia, she continued as a waitress and worked her way through college. She took on extracurricular assignments, and earned a degree in journalism. Harry Reid, D-Nev., on Wednesday plans to make his first public appearance since suffering a "ministroke" last week, according to a spokeswoman. Reid, 65, will take part in an event for religious leaders and social service advocates at Nevada Partners in North Las Vegas. The "faith-based services symposium" was organized to draw attention to community needs. Doctors have placed no physical limits on Reid, who plans to resume a full schedule when Congress reconvenes on Sept. 6, spokeswoman Tessa Hafen said. Political observers said Monday the Senate's Democratic leader will be under tight scrutiny when he returns to Washington as colleagues and critics watch for any aftereffects. "His medical condition is out there, and people will be thinking about it," said Stuart Rothenberg, a Washington political analyst. Reid has been recovering from a transient ischemic attack, a possible precursor to a stroke. Reid's office announced his medical condition on Friday afternoon, saying he began experiencing lightheadedness Tuesday evening at his home in Searchlight. Two physicians at Sunrise Hospital & Medical Center said Monday he was treated there. Rothenberg said it was not a good idea for Reid, 65, to wait three days before disclosing the condition. Although the Friday announcement may have been timed to minimize immediate media attention, Rothenberg said it may also have caused more suspicion. "This is not one of those Third World regimes where they hide what the leader is doing," Rothenberg said. "I think he was trying to protect himself, and when you do that, it makes people wonder if something bigger is going on than a mild stroke." Hafen said there was a delay in disclosing Reid's diagnosis because no one could say conclusively what happened until several tests were evaluated. Reid, who is staying with family in Las Vegas, was not available to be interviewed Monday, Hafen said. His staff continued to decline to disclose the names of doctors who treated him. Norm Ornstein, a resident scholar at the American Enterprise Institute, said he does not think Reid's medical condition will diminish his role as Democratic leader. "Reid has a very firm hold on his leadership and caucus," Ornstein said. "No one in his caucus is likely to be looking for excuses to get rid of him." Even if another Democrat wanted to oust Reid, this would not be the time to do it, Rothenberg said. "This is a period in which everyone has to be deferential and solicitous toward Reid," Rothenberg said. "No one can be seen as taking advantage of this medical condition." There might even be a political upside to Reid's condition because senators from both parties may want to be more cooperative, said Eric Herzik, a political science professor at the University of Nevada, Reno. "Events like this make politicians realize that no matter whether you agree or disagree with someone on policy issues, there is a personal element of respect and friendship that goes beyond bitter partisanship," Herzik said. Hafen said last week's event will not have any impact on Reid's decision whether to seek re-election in 2010 when he will be 70. Dr. Nina J. Solenski, a stroke neurologist at the University of Virginia Health Sciences Center in Charlottesville, declined to discuss Reid's case specifically because she does not know the details. But Solenski said a high percentage of patients who have had a transient ischemic attack eventually have a stroke. "This is a general warning sign that a stroke is impending," Solenski said. "If this is a first event, and the patient is associated with other risk factors like hypertension, there is a higher incidence of stroke over time." A stroke can be avoided if treatment is administered in a timely fashion, Solenski said. "It's a case-by-case situation," she said. Harry Reid, D-Nev., experienced lightheadedness Tuesday evening and was diagnosed by doctors as having experienced a transient ischemic attack, often a sign that a serious stroke could occur later, according to a statement issued Friday by his staff. Reid spokeswoman Tessa Hafen said the 65-year-old senator feels fine. "There are no complications or any restrictions on his activities," she said in a statement. She added that Reid's physicians have advised him to take advantage of the summer congressional recess and take "some downtime." Reid, a senator since 1987, is Senate minority leader and often is the national spokesman for the Democratic Party. In a phone interview, Hafen said Reid, on the advice of his doctors, has canceled all public appearances until further notice. She said the attack occurred in his home in Searchlight and that his wife, Landra, urged him immediately to see physicians in Las Vegas. Reid decided against announcing the medical problem until Friday, when his physicians completed tests and evaluations of his condition, according to Hafen. There is no reason for Reid to reduce his Senate activities, she added, because doctors have determined "he is fine." Hafen declined to identify Reid's physicians or where he was treated. But she noted the senator does not engage in the type of activities -- such as drinking and smoking -- usually associated with the attacks, sometimes characterized as ministrokes. Reid could not be reached for comment. Hafen said he is staying with family in Las Vegas. Sen. John Ensign, R-Nev., learned of Reid's stroke in a message conveyed through their aides shortly before the news was announced to the public, according to Ensign spokesman Jack Finn. "My family and I have been praying for Harry since hearing the news of his stroke, which came as a shock to me, as I'm sure it did to all Nevadans and Americans," Ensign said in a statement. "My hope and prayers are for a full and fast recovery for Harry, and my thoughts are with his family." Senate Majority Leader Bill Frist, R-Tenn., said he had spoken with Reid. "He's feeling fine -- showing the same strength of spirit that's driven him throughout his career," Frist said in a statement Friday night. "Harry is a seemingly tireless worker, and I hope he takes advantage of the remaining recess to rest and relax before rejoining me on the floor in a few weeks." Congress has been in recess since the beginning of August. Fellow Democrats also expect Reid to continue his leadership role when the Senate returns to session on Sept. 6. Sen. Richard Durbin of Illinois, the Democratic whip and No. 2 party leader, "has been assured this is a relatively nonserious medical event," said Joe Shoemaker, a Durbin spokesman. "We just want Harry to get back on his feet and continue doing the job he does so well of leading Senate Democrats," Shoemaker added. Reid was scheduled to make an appearance today at the Reynolds School of Journalism at the University of Nevada, Reno, and to speak Sunday morning at the Lake Tahoe Environmental Summit in Tahoe City, Calif. He usually has attended the annual summit, where he and other political leaders hear reports on the progress made in preserving the lake's clarity. According to the American Family Physicians Web site, a transient ischemic attack is considered a "critical harbinger of impending stroke." "Failure to quickly recognize and evaluate this warning sign could mean missing an opportunity to prevent permanent disability or death," the Web site states. "The 90-day risk of stroke after a transient ischemic attack has been estimated to be approximately 10 percent, with one half of strokes occurring within the first two days of the attack." The National Institute for Neurological Disorders and Stroke states on its Web site that such attacks last only a few minutes and generally occur when the blood supply to the brain is interrupted. This can happen when cholesterol containing fatty deposits, or a blood clot moving from another part of the body, temporarily blocks a blood vessel. Most symptoms disappear within an hour, although they may persist for up to 24 hours. They can include numbness in the face, arm or leg, and difficulty in talking or understanding speech. In cases of transient ischemic attack, some people can be treated with Tissue Plasminogen Activator, a clot-busting drug known as tPA, the American Family Physicians Web site states. The Food and Drug Administration approved the use of tPA to treat ischemic stroke in the first three hours after the start of symptoms.
