Businesswoman gets board's backing to join MGM Mirage in Macau casino venture

Nevada gaming regulators said Tuesday that MGM Mirage's 50-50 partnership with Chinese businesswoman Pansy Ho in an under-construction hotel-casino in Macau was suitable under the state's regulations covering investments outside the Silver State.*1

After a hearing that lasted more than five hours, the Gaming Control Board unanimously approved the arrangement in which MGM Mirage will own 50 percent of a company that is building the $1.1 billion MGM Grand Macau. The resort is expected to open by the end of the year with 600 hotel rooms and a casino with 345 table games and 1,035 slot machines. A Chinese company controlled by Pansy Ho owns the other half of the operation.

The Nevada Gaming Commission will act on the control board's recommendation at a meeting in late March.

Two weeks ago, MGM Mirage announced plans to build a second hotel-casino in Macau under the same joint venture agreement with Ho, who holds a subconcession granted by the Macau government to develop and operate casinos in the Chinese enclave.

The three-member panel questioned both Pansy Ho and her business associate and sister, Daisy Ho, about their business and financial relationships with their father, controversial Chinese billionaire Stanley Ho. He owns several gambling halls in Macau, including the Lisboa Casino near the site of the MGM Grand Macau.

The sisters told gaming regulators that significant portions of their initial $80 million investment in the MGM Grand Macau came from their father in the form of a trust fund.

Both Pansy and Daisy Ho said they had received several financial gifts from their 84-year-old father, who for years has fought allegations that his Macau casinos have been involved with organized crime triads engaged in money laundering, loan sharking, drug trafficking and prostitution. Stanley Ho's sister, Winnie, has alleged the triads are involved in the casino.

When Gaming Control Board Chairman Dennis Neilander asked the sisters if they would continue to accept any financial gifts from their father, both said they would not decline overtures.

"That kind of gets to the heart of the matter as to why we're here," Neilander said. "The underlying question is whether or not (Pansy Ho) can be influenced by her father."

The control board became convinced of the sisters' independence on several fronts. All three panelists cited the complicated legal language in the shareholder agreement that covers MGM Grand Paradise, the company that is building and will operate the Macau casino.

Also, the language covering the subconcession helps alleviate any concerns of outside influence.

But during testimony before the panel, Pansy Ho expressed to gaming regulators that she has proven her independence from her famous father. In 1999, she decided to reduce her work force following a merger with a rival company, a move Stanley Ho disagreed with. In the end, Pansy Ho's decision held up.

"This is a tremendous opportunity to work with a company such as MGM Mirage," Pansy Ho said. "It has been a great relationship."

Gaming Control Board member Mark Clayton said after the hours of testimony that it was clear there was nothing in the background of both Pansy and Daisy Ho that would make them unsuitable in the eyes of regulators. Clayton said he was comfortable that Stanley Ho wouldn't be able to influence the operations of the MGM Grand Macau.

"I'm confident that she has proven her independence from her father and I feel very comfortable in approving this application," Clayton said.

Control Board member Randy Sayre said any questions he had about Pansy Ho's independence were answered during the hearing.

"I'm confident that Pansy Ho and Daisy Ho are exercising their stewardship for these corporate entities on their own merits," Sayre said. "I believe the appropriate safeguards are in place."

MGM Mirage Chairman Terry Lanni said after the hearing that he was never concerned that either of the Ho sisters would be found unsuitable as joint-venture partners.

"I've been in this business for 30 years and I felt very comfortable since day one," Lanni said. "The control board asked appropriate questions, and that's the responsibility of the regulators."

Longtime Nevada gaming attorney Bob Faiss, representing MGM Mirage, called the hearing historic. It was the first time state regulators considered an application under Nevada's foreign gaming statutes in connection with a gaming operation outside the United States.

MGM Mirage took all morning to present its evidence that its Macau joint venture was independent.

Former Nevada Gaming Commission Chairman John O'Reilly, the Nevada attorney for the Ho sisters, gave the control board a brief outline of the career paths and successes of the two women.

Pansy Ho, 44, is a graduate of the University of Santa Clara in Northern California and turned her South China transportation operation from a small ferryboat operation into a multifaceted business publicly traded on the Hong Kong Stock Exchange. O'Reilly said Ho's company has a market capitalization of $3.35 billion.

Daisy Ho, 42, who graduated from the University of Southern California, serves as her sister's co-director and chief financial officer. .

MGM Mirage contributed $180 million to the joint venture and another $100 million in financing. Pansy Ho put up $80 million. Several bank institutions financed the rest of the development's costs.

The Mississippi Gaming Commission approved the alliance between MGM and Pansy Ho in February 2005. New Jersey must also OK the plan, but the attorney general's office is still looking into the arrangement.*2

"Most business professionals will now have to rely on computer-generated information to perform effectively in their jobs. However, in order to make informed and responsible decisions they must also understand the processes used by computer in generating the information," wrote James O. Hicks Jr.*11 "Business people are interested in how to put the computers to work, and how to build and use information systems."

"After an investigative research on a person's character, scholars found that personal traits play a very important role in helping business executives and leaders to be successful. They found out that persons who are leaders should have wisdon and talent. These people have a broader interest and aptitude. They are good in self expression and public communication. Possibly, the most vivid fact to be felt by everyone is that, these persons all have a strong inner desire to pursue business accomplishment and have their good performance recognized," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI).

"Among various business organizations, a research was conducted on the work performance of the American college graduates. It revealed that the following personal traits are important for the success of their business: (1) Ability to get along with people. (2) Ability to get things done. (3) Intelligence. (4) Desire for advancement. (5) Human relations skills. (6) Leading and administrative abilities. (7) Communication skills. (8) Ability to take important task. (9) Judgment. (10) Responsibility. As a supervisor or manager inbusiness, there are certain techniques that you can use to improve your effectiveness to have telephone conversational skills: "(1) Answer your phone promptly. (2) Identify yourself and your company immediately. (3) Be friendly. (4) Have all your necessary resources available. (5) Indicate your regret or appreciation when applicable. (6) Use caller's name if it's offered. (7) Express your willingness to help. (8) Don't interrupt your customer. (9) Get as much information as you can. (10) Be understandable in your communication. (11) Be accurate and complete when giving information. (12) Be easy to deal with."*2

We would also like to list 12 effective and 13 ineffective telephone techniques in business. A. 12 effective talent : (1) Smile. (2) Speak clearly and concisely. (3) Be enthusiatic. (4) Lower your voice pitch (5) Talk positive. (6) Be prepared for objections. (7) Talk directly into the mouthpiece. (8) Consider your customer's personality. (9) Speak in terms of benefits. (10) Discuss rather than tell. (11) Always thank the listener for his time. (12) Follow up if necessary."*3

B. 13 ineffective telephone skills are: (1) Frowning. (2) Muttering. (3) Sounding tired.(4) Speaking in monotone. (5) Being negative. (6) Being over confident. (7) Holding the telephone under your chin. (8) Rambling. (9) Making accusatory remarks. (10) Arguing. (11) Hanging up abruptly. (12) Forgetting to thank the listener. (13) Try to talk and do something else at the same time."*4

To be successful in business, we need to have positive thinking traits. There are 12 personal traits that characterize a positive thinker: Optimism, Enthusiam, Belief, Intelligence, Courage, Integrity, confidence, Judgement, Persistence, Liveliness, Vision, and Desire to excel.*5

Develop a clear vision of our prefered future, then get focused on key activities and efforts that take us in that direction. We shall see performance gains, achieve our goals, and have a happier and more successful practice. By persuing our own personal strategic plans with love and service, we will increase our energies, motivations, satisfactions, happiness, and the worthy value of our lives in business.

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) has put effort in spreading the golden words of wisdom for positive thinking in the business and public administration world.*6

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*7 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*8

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*9

To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. Starting from July 4th, Independence Day, to 8th were a long holiday season for casinos and tourist industries in Las Vegas. Numerious visitors were crowding to here, yet Tunghai University had brought good conference and reunion news for Chinese American academic community of Nevada.

On July 6, 2001, gathering to Las Vegas had been the directors and membes of Tunghai Endowment Fund for Academic Advancement (TEFA) and 12 - 13th classes of Tunghai Reunion. VIPs of ten individuals including Dr. Kang-pei Wang, President of Tunghai University, Mr. Bridge I-yu Teng, Executive Director of TEFA, were invited by Dr. Tony T. Lei, President of Washington Business and Technology Institute (WBTI) to have champagne and delicious foods dinner at Gee Joon Chinese Restaurant of Horseshoe Casino and Hotel. Dr. and Mrs. Tony T. Lei were the hosts. Representative Gerri Schroder of U. S. Congresswoman Shelley Berkley brought the achievement certificates to TEFA and CAAAN by Congresswoman Shelley Berkley to the dinner party. TEFA returned with the best Taiwanese box of tea to Shelley. After the pleasent and rich dinner, all the party group were treated to enjoy the famous show "Naked Angeles" by Dr. and Mrs. Lei.*2

On the 7th of July, a Welcome Tea Party was held by Dr. Tony T. Lei, President of Washington Business and Technology Institute (WBTI) and Chairman of Chinese American Academic Association of Nevada (CAAAN) and and his wife Mrs. Judy K. Lei. It was held for the celebrating of the incorperation of TEFA USA and the Global Tunghai Reunion in Las Vegas.

In the conference, Dr. Tony T. Lei expressed sincerely and heartily welcome in his short speech to both the Corperation and Reunion. He then introduced Theresa Malone, Member of the Nevada Board of Education, and Denise Brodsky, Las Vegas School Board of Trustees to deliver welcome speeches.

Malone spoke for U. S. Senator Harry Reid's welcome to the Conference and announced Reid's certificates of commendation to TEFA and CAAAN. "Yet, with our differences we have a goal that is the same: to provide many opportunities for our citizens to learn and develop their knowledge, skill, mind, and character by formal schoolling," Malone said. "With support of organizations as the Tunghai Endowment Fund for Academic Advancement, and the Washington Business and Technology Institute, but most importantly You, we will fulfill our goal to promote opportunities for education. On behalf of the Nevada education community, thanks you for sharing your time and goals with us," she added.*3

Brodsky announced in her welcome speech that Congresswoman Berkley was giving TEFA and CAAAN each a certificate of commendation. She recognized that Mayor, WBTI, among others are sharing their same legacy to include building Las Vegas a community where future generations will have even more opportunities and advantages to live a prosperous life.

The highlight of the tea party at Bellagio was the Congressional Recognition by Congresswoman Shelley Berkley presented through Malone and Brodsky to TEFA and CAAAN . On behalf of the TEFA, Chairman Wu and Dr. Wang President of Tunghai University received the Certificate. Dr. Lei also received the Award for CAAAN from Berkley. Thunders of applause from all the guests and participants brought a climax of this event in the Conference Room of Renoir 2 during the presentation of the awards. Chairman Wu gave a thanks speech to appreciate Senator Reid, Congresswoman Berkley, and Chairman Dr. Lei. for their hospitable welcome and supports. He was acknowledged the invitation by Reid to meet the Senator through Dr. Lei. President Dr. Tony T. Lei of WBTI, Chairman of CAN-DO Dr. Prabhu, among others were going to hold a significant theme party and dinner in August for Reid in congratulating his being the Majoity Whip of U. S. Senate.

Dr. Kang-pei Wang, President of Tunghai University, was also invited to give a speech. He thanked the nice welcome and supports by the Washington, D.C. Scene, Nevada State, Las Vegas City, and Clark County. Acknowledgement was that this has been one inspired revelation that Dr. Tony Lei's long years of honest and excellent efforts to coummunity service in Nevada have been significant and fruitful. He said that Tunghai University is a developed university with many departments, graduate schools, and colleges. The diligent attitude of teaching by professors and the concrete research accomplishment of the graduate schools have launching this University to one of the famous educatonal institutions in the world. He also welcomed all Nevadans come to visit Taiwan and Tunghai University.

U. S. Senior Senator of Nevada Harry Reid, the second greatest and powerful character (now Majority Leader) of the Senate in Washington D. C., gave a Certificate of Commendation of the U. S. Senate to Chinese American Academic Association of Nevada (CAAAN). It gave credit to CAAAN for "In Recognition of Your Outstanding Support and Contribution to the TEFA and Global Tunghai Reunion in Las Vegas, Nevada." Dr. Tony T. Lei, Chairman of CAAAN and his wife Judy received the award in the Senator Reid's Office on July 16, 2001. TEFA also received a certificate because of "In Recognition of Your Outstanding Accomplishment to the Academic Advancement and International Cooperation in Education" from the Senator.

The Office of Senator Reid in Washington D. C. faxed Dr. Tony Lei, President of Washington Business and Technology Institute(WBTI) its "WHIP ROUND-UP". It told Tony that famous for Harry's ability to lead important negotiations while avoiding the media spotlight, Majority Whip Reid's day of keeping a low profile may be over. "The Washington Post" and "Time Magazine" touted Senator Reid's influence last week. The latter quoted GOP Senator John Ensign as saying: "If Republicans want something, they go to Harry. He represents things fairly. He won't over-promise and underdeliver."

Senator Reid graduated from Utah State University in 1961. He received his Juris Doctoral Degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislator in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute. In December of 1998, after returning for his third term in the U.S. Senate, he was unaimously elected by his Democratic colleagues to serve as the Assistant Minority Leader. He was the Assistant Democratic Leader and Majority Whip of the U.S. Senate in Washington D. C. (now the Majority Leader of U. S. Senate).*4

Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The Nevada's Senior Senator was raised in a small cabin without indoor pluming and attended a two-room elementary school. His father was a hardrock miner with an 8th grade education, and his mother never finished high school, but the youngest of Harry and Inez Reid's four sons would go on to achieve the American dream. "Senator Reid loves heartily this country and our people. His leadership is accentuated with practical knowledge and deligent effort through his intelligence. Nevada Governor Jim Gibbons' current effort on state’s transportation infrastructure

Washington, D.C. – Today, Nevada Governor Jim Gibbons met with U.S. Secretary of Transportation Mary Peters to discuss the unprecedented growth of Nevada and the need for consistency in federal support.*2

The vitality of Nevada ’s tourism-based economy relies upon the state’s transportation infrastructure and its ability to accommodate the millions of tourists and residents who frequent the highways and roads each day.

“If we fail to explore innovative and proven transportation funding alternatives, then we will have failed the people of Nevada . We can continue existing with congested highways and streets, or we can explore different ways to alleviate much of the overcrowding,” said Governor Gibbons. “I discussed some of the innovative funding options with Secretary Peters and I look forward to bringing those ideas home to Nevada . We must take action, and that includes a partnership with the U.S Department of Transportation and the policy makers on Capitol Hill.”

In an effort to address the need for expansion and improvements, Governor Gibbons met with Secretary Peters to discuss viable funding options, such as public/private partnerships. Many other states experiencing overwhelming growth are also looking into the opportunities and flexibility provided through public/private partnerships. This innovative approach to addressing funding shortfalls could relieve much of the congestion that Nevada sees today.

The following is some introduction about Governor James A. Gibbons: Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevada’s university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Jim Gibbons served three terms in the Nevada State Legislature and was named “Outstanding Freshman Legislator” his first year in 1988. By 1993, Gibbons rose through the ranks to become Republican Whip of the State Assembly. Jim Gibbons is Governor of Nevada starting from January 1, 2007. Some good idea for leading skills

With more good personal traits, we shall be more easy to be a leader. In a Nutshell, Be a Leader, Dale Carnegie put the following suggestions in his book entitled "How to Win Friends & Influence People":

"A leader's job often includes changing your people's attitudes and behavior.*1 Some suggestions to accomplish this:

Principle 1
Begin with praise and honest appreciation.
Principle 2
Call attention to people's mistakes indirctly.
Principle 3
Talk about your own mistakes before criticizing the other person.
Principle 4
Ask questions instead of giving direct orders.
Principle 5
Let the other person save face.
Principle 6
Praise the slightest improvement and praise every improvement. Be 'hearty in your approbation and lavish in your praise.'
Principle 7
Give the other person a fine reputation to live up tp.
Principle 8
Use encouragement. Make the fault seem easy to correct.
Principle 9
Make the other person happy about doing the thing you suggest." *2

In our real world, people are led by leaders. A successful leader is consistently follwed by others. People follow because they have a belief in the direction, intergrity, and competence of the one leading.

It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

I went on a search to become a leader.
I searched high and low. I spoke with authority. People listened. But alas, there was one who was wiser than I, and they follow that individual.
I sought to inspire confidence, but the crowd responded, "Why should I trust you?"
I postured, and I assumed the look of leadership with a countenance that flowed with confidence and pride. But many passed me by and never noticed my air of elegance.
I ran ahead of the others, pointed the way to new heights. I demonstrated that I knew the road to greatness. And then I looked back, and I was alone.
"What shall I do?" I queried. "I've tried hard and used all that I know." And I sat down and pondered long.
And then, I listened to the voices around me. And I heard what the group was trying to accomplish. I rolled up my sleeves and joined in the work.
As we worked, I asked, "Are we all together in what we want to do and how to get the job done?"
And we thought together, and we fought together, and we struggled towards our goal.
I found myself encouraging the fainthearted. I sought the ideas of those too shy to speak out. I taught those who had little skill. I praised those who worked hard. When our task was completed, one of the group turned to me and said, "This would not have been done but for your leadership."
At first, I said, "I didn't lead. I just worked with the rest." And then I understood, leadership is not a goal. It's a way to reaching a goal.
I lead best when I help others to go where we've decide to go. I lead best when I help others to use themselves creatively. I lead best when I forget about myself as leader and focus on my group...their needs and their goals.
To lead is to serve...to give...to achieve together.

Weber, Nevada Assemblywoman of the Clark County District 5.*1

"Through the recommendations of Nevada Supreme Court Justice, Michael Douglas, Nevada District Court Judge, Jessie Walsh, Clark County Sheriff, Bill Young, and Nevada District Court Judge, Cheryl Moss, WBTI President, Dr. Tony Lei, recently appointed Assemblywoman Valerie Weber Vice President of the Clark County District Attorney and Police Civil Commission of the Washington Business and Technology Institute (WBTI) on July 17, 2006. Ms. Weber was selected to fill this position which was previously held by Nevada State Controller, Kathy Augustine, following Kathy's untimely passing away on July 11, 2006." Originally from California, Valerie moved to Nevada in 1990 after transferring with her former company, United Blood Services (UBS). She served there as the Technical Director for 10 years. Her undergraduate degree in biological science and specialty in the field of transfusion medicine earned her several medical journal authorships.*3

She is a 1998 graduate of the Chamber of Commerce's Leadership Las Vegas program, participated in the Leadership Las Vegas Youth Program, served as a Board member of Habitat for Humanity and just completed a four-year term as a member of the Board of Displaced Homemakers, appointed by Governor Guinn in 2000.

Valerie is the owner of Collaborating Solutions, an organizational development (OD) company in Las Vegas, Nevada, creating solid solutions for business improvement. Her greatest strengths are tackling complex problems, determining "root causes" and "blind spots" by offering solutions to improve people and the bottom line. She is accredited in Dr Goleman’s 360-competency assessment instrument in Emotional Intelligence (ECI).

An avid student of both Peter Senge of MIT and Daniel Goleman of Harvard University she can provide guidance in the following areas of business:

Carson City – In an effort to address Nevada’s growing teacher shortage, Governor Jim Gibbons*1 today unveiled the details of his Teachers’ First Home Loan Program. Additionally, it gives a high priority to a significant amount of first time homebuyer mortgage funds to help with the needs of qualified teachers.*2

Specifically, this pilot program targets new teachers and existing qualified teachers who specialize in science, math, and special education. The program provides down payment assistance and first mortgage money generated by tax exempt mortgage revenue bonds. Neither the funding of the first mortgages nor the funding for down payments will require the use of tax payer dollars. Teachers selected by the school districts may apply for this funding. Eligibility will be based on their income. Once approved, the borrowers will receive home buyer education, down payment assistance, and below market interest rates on the first mortgage funds to help reduce homeownership qualification obstacles.

“This program will provide a critical incentive for teachers who graduated from one of Nevada’s higher education institutions to stay here and teach in our state. This program will also attract new teachers from out of state. Additionally, it will help the school district retain those teachers in the critical need areas. Research also shows that those teachers who maintain employment in a school district for over 3 years are more likely to stay in that community and continue to teach there. Retaining teachers has been a an ongoing challenge for our state and it is my hope that this program will give teachers much needed financial support that allows them to achieve the dream of homeownership,” said Governor Jim Gibbons.

Recycled loan proceeds from a special 1992 loan program will create a special down payment assistance fund. The Governor will aggressively work with private sector lenders to provide future funding and to ensure that teachers will be able to utilize this program for years to come. Funding will be distributed based on current population estimates.

“We are delighted that Governor Gibbons is continuing the mortgage assistance program under the Nevada Housing Division. We are working closely with the Division to provide the required counseling for first-time home buyers and to identify properties that are within the $225,000 qualifying limit. These types of programs are absolutely necessary in our ongoing efforts to recruit and retain highly qualified teachers,” said Dr. George Ann Rice, Associate Superintendent, Human Resources Division, Clark County School District.*3

Seniors United Means Senior Power! --- A tribute to Lillian Wallace as the Editor of its "The Highlights Magazine"

If there were no Lillian Wallace, there would have no Seniors United, and especially there would have no "The Highlights Maganize" since 1966. The lady has vanished, but her spirit remains with us. This is the seventh anniversary of its publication for the Volume III, Issue X on March 2000. In order to have our response to the creed of Seniors United --- for the people, it is a good thing to post some of the contends published by the Issue X as in the following: *1

I am not going into any lengthy details about Dr. Tony's ability to reign as our Executive Vice President. The "Nevada Examiner" has done a fantastic job of telling us all about him and therefore I do not want to be repetitious. You can read all about the good doctor in the pages ahead.

Dr. Lei points out : Knowledge, calls ultimately, for a life of service. We should continue to work for the prosperity of our society more diligently.

Dr. Tony and his charming and lovely wife, Judy, have been friends of Seniors United for quite a few years. We love them both dearly because they are so very sincere and extremely devoted to the priniciples of Seniors United's creed.

We side-tracked our guest speakers for a few moments to introduce our newly elected Executive Vice President, Dr. Tony Lei, who really does not need any introduction at all. Tony and his delightful wife, Judy, have been members of S.U. for a few years. Both of them are on our executive board as advisory members.

But today was a bit different. Tony was being installed as our Executive Vice President by Judge Mark Denton, a very dear friend to all of us. Judge Mark always tries to make our forums even though it may only be to say "Hello" and off he has to go.

Dr. Tony Lei will be of the greatest force in getting the most important people to our doors. He knows about everyone of importance in Nevada and I am sure he will share all of them with us, particularly his Thai affiliations. Dr. Tony has had quite a few of his friends become our members and we thank them all.

We are very grateful to the "Nevada Examiner," an American Asian newspaper that prints all the news about Seniors United. This is a great benefit to us because we become very well-known in the American Asian and Thai communities. We have Dr. Tony to thank for this coverage that reaches over 20,000 people.

Dr. Lei sends his best regards to everyone and is looking forward to seeing all of you again as we all are.

On page 25, it was a letter written by Sheri Cane Vogel, Project Administrator of Senior Citizens Law Project, on February 7, 2000. Sheri wrote Dr. Tony Lei that, "I have just received your fax of the article wherein WBTI appointed me as PAI Associate Fellow. Please let me convey my extreme gratitude for such an honor. Serving the needs of our senior citizen population has been a passionate goal of mine and I look forward to working with the Public Administration Institution (PAI) in improving the lives of the senior citizens in our community.*3

"On March 23, 2006, through the recommendations of our faculty members, including District Court Judge Cheryl Moss and Nevada Assemblywoman Valerie Weber, Mr. Pengju Li was appointed as an Adjunct Instructor of the Culture Institution(CI) and Chairman of the Nevada Asian Art Research Committee of Washington Business and Technology Institute (WBTI)." The announcement was made by Dr. John Wang, Spokesman for WBTI, on March 28, 2006, in Las Vegas, Nevada.*3

Upon learning of his distinguished appointment, Mr. Pengju Li expressed, "It is truly an honor to be appointed as an Instructor of the Culture Institution of Washington Business and Technology Institute. As Chairman of the Nevada Asian Art Research Committee of WBTI, I intend to utilize my best efforts and wisdom to promote professionalism, enhance community relations, and to continue WBTI's mission in engaging in projects and doing great things for the Asian community."

Dr. Sue Fawn Chung currently heads the leadership of the Culture Institution of Washington Business and Technology Institute. Dr. Chung is now an Associate Professor of the Department of History, University of Nevada Las Vegas UNLV. She was formerly the Department of History's Chairperson. Dr. Chung has been an Fellow and Director of the Culture Institution of WBTI since September 17, 2001.

Pengju Li is a talented and gifted artist. He has the soul of a true Asian. Mr. Li graduated from the Peking Fine Arts University, and later he became an Instructor within the same school.

According to the website www.AsianSoulArt.com, Mr. Li's life and works is described as follows, "During his school years, Pengju had an opportunity to study art from all over the world. He studied all the Western artistic masters, and he was greatly influenced by famous artists such as Rembrandt and Jean-Aguste Ingres. At the same time, he
also studied 19th century Impressionism and 20th century Modern Art. Pengju was fascinated by the Impressionists' use of color and brushstroke, as well as the modern artists' use of point, line, and surface. His study of the past masters shaped and nourished his creativity."

"Over the last decade, he has refined his artistic style. His paintings exhibit a time of splendor and elegance with a contemporary twist. His unique style consists of dramatic figures full of bright colors, strong brushstrokes, and two-dimensional spaces. It is a beautiful combination of Western techniques with ancient oriental subjects."*4

In May 1994, Pengju Li's painting "Home" won the first prize in 1994 China Oil Paintings Exhibition.

"Mr. Li, Peng Ju is a young oil painting artist with great influence in China. His paintings has been exhibited extentensively in the world, such as in Hong Kong, Singapore, Macao and Canada and has won many awards and prizes. Many of his paintings has been collected by artist organization and collectors in the world. In 1996 and 1997, Mr Li's paintings were selected to attend China Art Exposition, the biggest and the most influential art exhibition in China. And in 1996 China Art Exposition, his oil painting won "New Talent and New Piece Prize". And in 1997 China Art Exposition, his oil paintings were selected into a VCD and the VCD was released and distributed extensively via radio, television and newspaper," stated China Art Exposition Organization Committee in a letter of recommendation.

Pengju always says: "I like to use everyone's drawing strong points, and I never stop improving myself".

Pengju's biographical information in www.AsianSoulArt.com also states that his primary focus is oil painting. His paintings reflect an influence from both the East and the West due to the fact that he studied styles from Western Europe and the Asian Pacific Rim. His early works include a group of paintings that were based on subjects found in ancient Beijing China. These paintings were comprised of Quadrangle Gardens built in the Ming and Qing Dynasties, old temples, old doors, old alleys, as well as, Beijing's people. Under his brushstrokes, those paintings came to life. They were exhibited in Hong Kong and China. After this exhibition, Pengju became well known and well a respected artist in China.

In may 1, 1996, Pengju Li was appointed as a Consultant of Art Center, China Artists Association. He was invited to be a judge of China International Famous Artists' Pieces Exhibition at the same time.

Pengju believes that to truly create a masterful painting, one must paint what one knows and feels. To truly create fine works of art, the approach must be a pure representation of the artist's ideas and emotions.*5

Justice Douglas' comments were announced at a Dinner Party at the Emperor's Garden Restaurant on February 4, 2005, in Las Vegas. The dinner event was held by the Committee to implement the ART EXHIBIT of Mr. QIN QUAN XIONG.*6

Artist Mr. Pengju Li (on the left side of the picture) received the Certificate of Employment as an Instructor of Cultural Institution of Washington Business and Technology Institute (WBTI) from its President Dr. Tony Lei.*7

How to acquire knowledge?

The desire to persuit knowledge is for everybody. A wise man is always open to and looks for new ideas. One of the most precious human resource is the desire to improve. People can learn much by doing.

It's our pleasure to post a short story and quotation from "Speaker's Source Book" by Glenn Van Ekeren. *2

A young, devoted follower of Socrates pleaded with him to share the secret of acquired knowledge. Socrates willingly consented and led the young man to a river. "This is how," Socrates stated as he pushed the young man into the river, and then jumping in himself, he held the young man's head underwater. The young man struggled frantically to free himself, but Socrates held him tight and kept his head submerged.
Finally, after the young man scratched, clawed, and fought with every ounce of his being, he was able to break loose and emerge from the water. Socrates then asked him, "When you thought you were drowning, what one thing did you want most of all?"
Still grasping for breath, the young man exclaimed, "I wanted air!" Socrates smiled and then wisely commented, "When you want knowledge as much as you wanted air, then you will get it!" *3

Usually, change and growth will come at the time when we take a conscious step forward out of the anxiety and into activity. We are not a being to stand still. We are a being in the process of becoming. The more we enable us to become, the more we fulfill our true missions.

Power of positive praise

It is safe to say that the deepest craving of human nature is the need to feel appreciated. Most of the things we do are prompted by a desire to feel important. Usually, people have a way of becoming what you encourage them to be---not what you nag them to be. A person may not be as good as you tell him he is, but he'll try harder thereafter. Management is nothing more than to motivate others.

We are pleased to quote the following three short but meaningful ones:

It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

Compliments are like potato chips. Once you've had one you look for more.
Offering compliments based on a person's character or actions inspires them to perform in such a manner that invites additional praise. People tend to live up to the compliments they receive.
William James said, "All of us, in the glowof feeling we have pleased, want to do more to please."
Combine the truth with the psycholinguistic research that indicates a person's mind takes 48 percent longer to understand a negative statement than a positive one and compliments become a dynamic force in motivating others.
The story is told of a newspaper cartoonist who amused himself one summer day by sending telegrams to twenty acquaintances selected at random. Each message contained only one word, "Congratulations." As far as he knew, not one of them had done anything in particular to be congratulated on. However, each took the message as a matter of fact and wrote him a letter of thanks. Everyone who received the message had done something that they regarded as clever and worthy of congratulations.
The power of praise is limited only by its lack of use. How many people do you know who could benefit from a sincere "congratulations" or "great job" or possibly even "you're the best'? Silent appreciation dosn't mean much. Let others know your positive regards toward them. They'll live up to your compliment.*3

It is with great pleasure to recognize that Nevada District Judges Mark Denton and Valorie Vega were appointed Vice-Presidents of the Washington Business Technology Institute. Both judges have long-standing careers in the field of law and jurisprudence, and they have distinguished themselves within the Nevada community through their dedication, hard work, integrity, and professionalism as Judges of the Eighth Judicial District Court, Clark County, State of Nevada.

"On December 3, 2003, Drs. Mark R. Denton and Valorie J. Vega were appointed Vice Presidents of Washington Business and Technology Institute (WBTI) by our President Dr. Tony Lei," announced Dr. John Wang, Spokesman for WBTI, on December 5, 2007 in Las Vegas, Nevada.

Judge Mark R. Denton received his law degree from Georgetown University Law Center in Washington, D.C. in 1976. He was raised in Boulder City and graduated from Boulder High School in 1969. In 1973, Mark graduated with distinction from the University of Nevada, Reno. He completed ROTC and received a commission in the U.S. Army as reserve officer. While in college, Mark spent his junior year in Paris, France through an affiliate of UNR at the Universite de Paris.

Prior to his appointment to the bench on August 19, 1998, Mark had extensive judicial experience. He served as municipal court judge in Boulder City, Nevada for seven years. He was an arbitrator under the Court Annexed Arbitration Program of the Eighth Judicial District Court since its inception in 1992. He was an alternate Juvenile Court Referee and a Nevada Supreme Court settlement Judge. Currently, Mark sits as a judge on the Eighth Judicial District Court, handling civil cases. Mark was re-elected in November 2002.*1

Judge Denton and his wife of 30 years, Alice, have four children: Leslie Marie, 27, Marianne Yvette, 23, Jacqueline, 19, and Patrick, 14.*2

Judge Valorie J. Vega holds a Juris Doctorate (J.D.) degree from the University of Southern California's Law Center. She received a Bechelor of Arts degree from CSU Northridge. She received her graduate studies certificate in Interpretation/Translation from UC Santa Barbara.

Judge Vega was appointed to District Court’s Department 2 on February 21, 1999 by Governor Kenny Guinn. She was appointed to Municipal Court in 1989 and was retained and re-elected by the voters until her resignation in 1999 to accept the District Court appointment. She is a former Clark County Deputy District Attorney from 1984 through 1989, prosecuting felony cases, and was instrumental in implementing the office’s first Sexual Assault and Child Abuse team. She was an associate attorney with the law firm of Sully and Lenhard from 1983 to 1984 and clerked for District Court Judge Carl Christensen from 1982 to 1983 and also clerked for the law firm of Brandenberg, Torribio and Brazelton in Los Angeles in 1982. Before attending law school, Judge Vega, fluent in Spanish, supervised interpreters for the Eighth Judicial District Court in Las Vegas from 1978 to 1979, where she set up testing and certification for court interpreters and did Spanish-English interpretation and translation.

Judge Vega is involved in her profession and community. She is a Board Member of the Consumer Credit Counseling Services of Southern Nevada as well as the Latin Chamber of Commerce. She is also a volunteer speaker for D.A.R.E. and the Clark County School District’s PAYBACK Program. Judge Vega is a member of the American Judges Association, the Nevada District Court Judges Association, the National Association of Women Judges, the Southern Nevada Association of Women Attorneys, the Clark County Bar Association, the Latino Bar Association, Hispanics in Politics, and the National Association of Latino Elected Officials. Judge Vega is a member of the Nevada Supreme Court’s Committees on Public Trust and Confidence, Certification of Court Interpreters, and Judicial Ethics. She was honored with the 1992 "Women of Achievement Award" from the Las Vegas Chamber of Commerce and recognized by the Latin Chamber of Commerce as the "Hispanic of the Year" in 1995 and recipient of the 2001 Community Pride Portraits of Success Award from KLAS-TV and its Community Partners. Judge Vega is married, has one child and has been a resident of Southern Nevada since 1978.*4

A celebration Dinner Party was held by President Dr. Tony T. Lei of WBTI to welcome Judges Mark Denton and Valorie Vega as Vice Presidents of the Institute on December 8, 2003 at the Steak House, Binion's Horseshoe Club in Las Vegas. "Washington Business and Technology Institute has contributed substantially and significantly to help improve the quality of life for the residents and visitors of Nevada since its establishment on January 8, 1996. As one of the Vice President of this Institute, I intend to promote and enhance the development and prosperity of Nevada. I greatly appreciate the opportunity to serve in this position through the appointment by Dr. Tony Lei. This will undoubtedly provide me with avenues for exploring improvements in community services provided to the public at large. The steadily increasing number of faculty and advisory members serving in WBTI demonstrates WBTI's efforts and goals to promote what is best for the community," said Judge Valorie Vega at the celebration Party which was taking place on the 26th floor of the Club with a vivid bird's-eye view of the beautiful City of Las Vegas at night.

Most of the above list of leaders and political officials who are involved with the Washington Business and Technology Institute (WBTI) were announced and installed by Judge Mark Denton at the Dinner Party held by WBTI in the Binion's Horseshoe Club on December 8, 2003 in Las Vegas, Nevada.

The Graduate School of Business and Public Administration (GSBPA) is now one of the main institutions of Washington Business and Technology Institute (WBTI). "The mission of this School emphasizes the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we expect the School's endeavors to be achieved based on the human spirit, led by Chairperson Elaine Chao of WBTI," said Senator Dina Titus, Adjunct Professor of Administrative Strategies in GSBPA.*17

Dina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B. She received her M. A. and Ph. D. degrees from University of Georgia and Florida State University, respectively. She is a Senator and Minority Floor Leader of the Nevada Senate. Dina is also a professor of Political Science at UNLV.*6

"Asian Pacific American have made profound contributions to American life, including the arts, economy, education, science, technology, politics, and sport. This community was here to help build trascontinental railroad, to serve in the Civil War, and to develop the latest Internet technology. I'm pleased to assure all you leaders of the community here today that I'll continue working to preserve and advance the heritage and value of Asian Americans. Two new health bills to improve health care in Nevada

Dear Friends,

Providing quality heath care for all Nevadans is a critical issue. I am committed to helping Nevadans receive the best health care possible. That is why this week I introduced two bills to improve health care in our state. One bill addresses Nevada ’s physician shortage and the other focuses on advancing breast cancer research.

Nevada faces a serious shortage of doctors, largely because of the state’s fast-growing population. The Resident Physician Shortage Reduction Act of 2007 addresses that shortage by increasing the number of Medicare-supported physician residency training positions in teaching hospitals.

The thought behind the legislation is pretty simple: Doctors who are trained in Nevada stay in Nevada . Increasing the number of doctors who are trained in our state should lead to an increase in the number of doctors who stay here permanently. Nevada currently has 199 physicians in training, and would be eligible for an additional 93 positions under the bill. It is my priority to make sure that our medical infrastructure grows in conjunction with the population so that all Nevadans have access to a doctor when they need one.

Another important bill I introduced is the Breast Cancer and Environmental Research Act of 2007. This bill provides funding for researchers to analyze the possible links between the environment and breast cancer, and will also establish a national research strategy on this issue so that promising research opportunities are not missed.

I have been working since 2000 to pass bipartisan legislation to ensure scientists have the resources they need to investigate environmental factors that may be related to breast cancer. Reintroducing this bill will bring us one step closer to more thoroughly examining environmental factors connected to breast cancer, and will be a source of hope for women and families throughout Nevada who are currently struggling with this illness.

I remain committed to expanding and improving health care across our great state. I will continue my efforts to ensure that there are enough physicians to serve Nevada’s growing population, that scientists have the resources they need to conduct revolutionary research, and that every Nevadan has access to quality and affordable health care.

I'm watching from my window today--from an office situated in a fouth-floor corner of Thornton Administrative Center--and see the future arriving, car by car. This is indeed a strategic vantage point, for from it I witness a pride-filled pilgrimage as parents bring their children to campus, their dreams packed in overstuffed duffels; a few telltale signs of trepidation on their faces. [[[Andrew K. Benton became the seventh president of Pepperdine University on July 1, 2000. Benton, who served as executive vice president of the University since 1991, was selected after a nationwide search that included 40 nominees and interviews of several candidates by faculty, staff, students, alumni and administrators.

A 1974 graduate of Oklahoma Christian University, Benton earned his bachelor of science degree in American Studies, and served as assistant to the president of that institution from 1975 to 1984. He earned his law degree from Oklahoma City University School of Law in 1979 and practiced law in the state of Oklahoma. He came to Pepperdine in 1984 and worked in several key leadership roles during his tenure, including vice president for administration and vice president for university affairs. In addition, he has taught both undergraduate and graduate classes at the university.

Benton is presently on the Board of Directors for The Employers Group of California, the Executive Committee for the West Coast Conference, and is a member of the American Bar Association and the Oklahoma Bar Association.]]]*3
