"We all need to smile every once in a while"
Sent from Miss Meiyang Chang through Ms. Lillian Tsai

Ever Wonder!
***Why is "abbreviated" such a long word?
***Why are they called apartment when they are all stuck together?
***Why don't sheep shrink when it rains?
***Why is lemon juice made with artificial flavor, and dishwashing liquid is made with real lemons?
***Why is the man who invests all your money called a broker?
***If flying is so safe, why do they call the airport the terminal?
***Why is the time of day with the slowest traffic called rush hour?
***If con is the opposite of pro, is Congress the opposite of progress?
***Why is it that to stop Windows 98, you have to click on "Start"?

Quatations for everybody to take a break on holiday
By Meiyang Chang and Lillian Tsai

In case you need futher proof that the human race is doomed through stupidity, here are some actual label instructions on consumer goods.
***On a Sears hairdryer: Do not use while sleeping. (and that's the only time I have to work on my hair.)
***On a bag of Fritos: ...You could be a winner! No purchase necessary.
***On packing for a Rowenta iron: "Do not iron clothes on body." (but wouldn't this save me more time?)
***On Nytol Sleep Aid: "Warning: May cause drownsiness." (and... I'm taking this because???)
***On most brands of Christmas lights: "For indoor or outdoor use only." (as opposed to ...what?)
***On a Japense food processor: "Not to be used for the other use." (now, somebody out there, help me on this. I'm a bit curious.)
***On an American Airlines packet of nuts: "Instructions: Open packet, eat nuts." (Step 3: maybe, uh...fly Delta?)
Now that you've smiled at least once, its your turn to spread the stupidity and send this to someone you want to bring a smile to (may even a chuckle)...in other words send it to everyone. We all need to smile every once in a while.

Some golden words of wisdom for positive thinking
By Tiffany Chang

***** "Anything you're good at contribute to happiness." --- Bertrand Russell

"People worry about the huge amount of creativity that is wasted---lost forever---because talented people are prevented from giving their best by their lack of ability to influence others effectively," wrote Dr. Ken Blanchard in the 'Foreword' of the book entitled "Winning Ways," written by Dick Lyles.*1 "The business world has changed; organizations are getting flatter and more networked. Today, the key to success is one's ability to exercise peer leadership. The most successful individuals shine because of their ability to influence, empower, and energize others. In essence, they embody the principles and practices of Winning Ways."*2

"Rapid changes in technology and global competition have combined to reshape the corporate landscape. Corporate management has responnded to these changes by iniatating sweeping changes. The introduction of new technology may be touted as a productivity booster and turn out instead to be a total bust. Whatever the problem may be, you're the one who has to deal with it on a daily basis. Even when new ideas are well thought out, there are still problems in putting them into practice within your group," George Fuller wrote in the 'Introduction' of his book, "Win/win management: leading people in the new workplace."*3

There are lots of common headaches most of supervisors and leaders have to confront. "It's easy to understand how the broad scope these problems can easily lead to a less than steller attitude toward your job. However, adoping a sense of futility only serve to make matters worse. On the other hand, maintain a positive attitude helps you place things in perspective and can make coping eith problems a lot easier to do."*4

To initiate our programs more effectively for the people and communities who are interested to participate the programs, we need to emphasize the spirit of positive attitude and positive thinking. The following are our golden words of wisdom which are worth reading collected by the Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI):

***"Few things help an individual more than to place responsibility upon him and to let him know that you trust him." --- Booker T. Washington
***"The reward for work well done is the opportunity to do more." --- Jonas Salk, MD
***"Those who trust us, educate us." --- George Eliot
***"Watch your thought, for they become words. Choose your words, for they become actions. Understand your actions, for they become habits. Study your habits, for they will become your character. Develop your character, for it becomes your destiny."*5
***"Art is the signature of civilizations," --- Beverly Sills
***Jesus said, "Everyone who bears these words of mine and puts them into practice is like a wise man who built his house on the rock. The rain came down, the streams rose, and the winds blew and beat against that house; yet it did not fall, because it had its foundation on the rock." --- Matthew 7:24-25 "Bible"
***"A book is a sucess when people who haven't read it pretend they have."
--- Los Angeles Times Syndicate
***"Anything you're good at contribute to happiness." --- Bertrand Russell
***"He who never made a mistake never made a discovery." --- Samuel Smiles

@*****
***If you call out for insight
and cry aloud for understanding,
and if you look for it as for silver
and search for it as for bidden treasure,
then you will understand the fear of the LORD
and find the knowledge of God.
For the LORD gives wisdom,
and from his mouth come
knowledge and understanding.
--- Job 28:28 of the "Bible"

***"Luck is a matter of preparation meeting opportunity." --- Oprah Winfrey

Leadership is love --- a way to reaching a goal
By Tiffany Chang and PAI of WBTI*1

In our real world, people are led by leaders. A successful leader is consistently follwed by others. People follow because they have a belief in the direction, intergrity, and competence of the one leading.

We are pleased to quote the following three short but meaningful ones:

***** The ultimate responsibility of a leader is to facilitate other people's development as well as his own. ---Fred Pryor
***** To be a leader means willingness to risk--and willingness to love. Has the leader given you something from the heart? ---Hubert H. Humphrey
***** The first responsibility of a leader is to define reality. The last is to say thank you. In between the leader is a servant. ---Max Dupree; "Leadership Is an Art"

It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

I went on a search to become a leader.
I searched high and low. I spoke with authority. People listened. But alas, there was one who was wiser than I, and they follow that individual.
I sought to inspire confidence, but the crowd responded, "Why should I trust you?"
I postured, and I assumed the look of leadership with a countenance that flowed with confidence and pride. But many passed me by and never noticed my air of elegance.
I ran ahead of the others, pointed the way to new heights. I demonstrated that I knew the road to greatness. And then I looked back, and I was alone.
"What shall I do?" I queried. "I've tried hard and used all that I know." And I sat down and pondered long.
And then, I listened to the voices around me. And I heard what the group was trying to accomplish. I rolled up my sleeves and joined in the work.
As we worked, I asked, "Are we all together in what we want to do and how to get the job done?"
And we thought together, and we fought together, and we struggled towards our goal.
I found myself encouraging the fainthearted. I sought the ideas of those too shy to speak out. I taught those who had little skill. I praised those who worked hard. When our task was completed, one of the group turned to me and said, "This would not have been done but for your leadership."
At first, I said, "I didn't lead. I just worked with the rest." And then I understood, leadership is not a goal. It's a way to reaching a goal.
I lead best when I help others to go where we've decide to go. I lead best when I help others to use themselves creatively. I lead best when I forget about myself as leader and focus on my group...their needs and their goals.
To lead is to serve...to give...to achieve together.

Innovative Programs Can Earn $100,000 Grant
By Dr. Kenny C. Guinn

During my time as Governor, I have had the opportunity to hear about and observe firsthand many programs that have helped save taxpayer dollars, made better use of available funds, and increased workplace productivity. With that in mind, I would like to take a few moments of your time to inform you about a national program that recognizes and awards government programs that serve as examples of creative and effective government at its best.

The Innovations in American Government Awards Program, administered by the Ash Institute for Democratic Governance and Innovation at the John F. Kennedy School of Government at Harvard University in partnership with the Council for Excellence in Government, will award seven $100,000 grants in 2007 for the purpose of replicating and disseminating successful government programs.

All units of government—federal, state, local, tribal, and territorial—are eligible to apply. Entries must be administered under the authority of one or more government entities and have been implemented prior to September 12, 2005. Innovative programs can encompass a multitude of policy areas: training employees, debt management, public health, and e-governance, to name a few.

For information on the Innovations in American Government Awards Program, including guidelines, eligibility, examples of past winners, and an application, go to www.innovationsaward.harvard.edu. Entry deadline for 2007 is September 12, 2006.

I would encourage those of you who are proud of a particular program you have initiated in your agency to review the Innovations in American Government Awards Program guidelines and take the time to enter this very esteemed competition.

By Valorie Vega, Michael Douglas, Jessie Walsh, Valerie Weber, and Tiffany Chang

***** A thing of beauty is a joy forever. ---John Keats
***** There is no more noble occupation in the world than to assist another human being--to help someone succeed. ---Alan Loy McGinnis

At the dawn of this new era, the emphasis has shifted from the physical and mechanical labor required by the Industrial Revolution to the mental labor needed to sustain the new Information Revoluation. In an organization, the people and minds have become the most precious assets for its development, innovation, and prosperity.

The Graduate School of Business and Public Administration (GSBPA) is now one of the main institutions of Washington Business and Technology Institute (WBTI). "The mission of this School emphasizes the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we expect the School's endeavors to be achieved based on the human spirit, led by Chairperson Elaine Chao of WBTI," said Senator Dina Titus, Adjunct Professor of Administrative Strategies in GSBPA.

"I want to thank you for my recent appointment as an Associate Fellow of the Public Administration Institution by Washington Business and Technology Institute. It is certainly an honor to be acknowledged by you for my commitment to serving this community. I look forward to expanding my public service by working with you and the Institute to continue to better our community. Your dedication is a wonderful example of what others should strive to accomplish," wrote LVSCP Attorney Natalie Tyrrell to Dr. Tony Lei from her Office. "I want to share with you my favoriate quote. It is by the great Winston Churchill. It exemplifies the driving force by which I start out each day. He said: 'We all make a living by what we get, but we make a life by what we give.' Thank you for this honor and the wonderful dinner celebration." Natalie is now a Justice of the Peace of the Clark County Justice Court.

Community participation is an asset for enhancing public service. True leadership comes from knowing when one needs to depend on other's knowledge. Leaders are individuals who help people understand their motivations for doing things. They set the direction and understand why the direction is important. Dr. Tony Lei believes that in education leadership is a call to help others. He has the quality that inspires people to do what needs to be done and to feel good about doing it. Balanced with his outstanding academic expertise, he is a servant of God for community service, sincere and humble but not weak.*3

By loving, we are enriched. Love in action is service above self. Make service a part of character and experience the abundant reward that comes from serving others. Let us fan the flame of service in ever-increasing circles. With this, we can envision a community that is safe, peaceful, and healthy. District Judge of the Family Court Cheryl Moss said that, "I've remained dedicated to serving the community, and I've been inspired by the leadership, wisdom, and guidance of WBTI's Prsident Dr. Tony Lei. I recognized that Dr. Tony Lei's accomplishments have demonstrated that taking part in the community with ones kindness and selfless service can contribute excellence as well as make a difference in the society."

One of the important accomplishment of Dr. Tony Lei as a famous Professor of Management is the research and findings on computer education, institutional management, and the art of leading of his three notable books entitled "Information Management", "Business Management", and " Management Behavior". "A good leader should acquire the ability of and execute the following seven management functions: 1. Planning: to plan important task project of this unit; 2. Organizing; to master the organoizational system of this unit; 3. Staffing: to recruit the appropriate staff members; 4. Directing: to direct the people on the staff of this unit; 5. Coodinating: to coordinate the benefits and conflicts of this unit in order to attain sound cooperation; 6. Representing: to reprent this unit in order to coordinate outside concerns and relationships; 7. Budgeting: to establish and control the budget of this unit; 8. Systematizing: to use management information system throuh computers and multimedia for our modern business," says Dr. Tony Lei.

"There are three models of leadership that a good leader, especially the leader of an association, may emphasize: A. Creative Leadership: The leader takes the most importance of holding the great principles to develop the future endeavor of this unit. (1) Sense of Mission -- to make the members not work as a job but high degree of the "concept of value"; (2) Foresightness -- to develop the future blueprint for this unit; (3) Teamwork Spirit -- to motivate the cooperation and success of the whole group; (4) Orientation by Objectives -- to encourage all the members unit put full effort on its clear and definite objectives," continues Dr. Tony Lei.

"B. Humanity Leadership: the leader emphasizes the importance of his or her relationship with the abordinates. He or she motivates their work morality and spirit. Therefore, he or she should understand, emphasize, and hold of humanity in order to promote everyone's potentiality to endeavor for this unit. The key points are: 1. Trust; 2. Delegation of authority; 3. The Second Chance Theory (to pardon your subordinate);
4. Encouragement; 5. Help and Care; 6. Support and Assistance; 7. Training and Education.

"C. Democratic Leadership: The leader respects humanity and allows individual development to make his or her group members cooperate and work by division of labor with self-motion and self-revelation. Its specialties are:

1. The leader endeavors to win followers by himself or herself with good personality and emphasizes knowledge and experience as the foundation of leading. 2. Subordinates have a full opportunity to participate decisionmaking and to suggest good idea. 3. The leader puts attention to the benefit of the subordinates, understand their needs, focuses the importance of the people. 4. The leader gives only some direction on the work planning, and leave the details of the work processing to the subordinates. 5. The leader has full opportunity to participate in employees activities, and they get along with each other very well. 6. The communication between the leader and subordinates is fully in good condition, and they enjoy fruitful accomplishment with good understanding. 7. The division of labor is decided by the group and the subordinates have the right selecting their work accompanists with the direction and coordination of their leader by their side. 8. The leader evaluates the performance of his or her subordinates objectively and renders fair judgement in giving prize or punishment."

"In practically, the effectiveness of the above leadership can be attained by its flexible application in accordance with the right time, place, matter, people, and objective situation, " Dr. Tony Lei points out.*4

"In righteousness you will be established."*5 "In this 21th Century new era and society, we need economic growth, but we also need to establish and promote creativity, fairness and justice, serve and love, educational knowledge, and spirit engineering. We wish that a pure spring may prosper and enrich our splendid and golden country through: the power of public service that based on 'knowledge is the power of righteouness,'; the advancement of technology, entreneurship, and innovation; and the spirit that 'knowledge calls, ultimately, for a life of service'," says Dr. Tony Lei.

"Thank you for my recent appointment as an Associate Fellow of Public Administration and Chairperson of the Community Relations Study Committee of the Washington Business and Technology Institute. It is truly an honor to be a part of this organization, as it plays an important role in identifying, researching, and addressing the issues facing our community. Your leadership and dedication to the community are to be commended, and I look forward to working with you and the Institute in this new capacity. Thank you again for affording me this opportunity," wrote Councilwoman Lynette McDonald from her Office of the Las Vegas City Council to Dr. Tony Lei.

A sound corporate philosophy and mission
By Tiffany Chang and PAI of WBTI*1

We are impressed by what Dr. Peter Drucker said that, "Only a clear definition of the mission and purpose of the business makes possible clear and realistic business objectives. It is the foundation for priorities, strategies, plans, and work assignments. It is the starting point for the design of managerial jobs, above all, for the design of managerial structures." A business is a reflection of the leader. As a manager, the important thing is not happens when you are not there. It is important of what happens when you are not there.

We are pleased to quote the following three short but meaningful ones:

***** The ultimate responsibility of a leader is to facilitate other people's development as well as his own. ---Fred Pryor
***** American business needs a lifting purpose greater than the struggle of materialism. ---Herbert Hoover
***** The ultimate responsibility of a leader is to faciliate other people's development as well as his own. ---Fred Pryor
***** If you don't invest very much, then defeat dosen't hurt very much and winning is not exciting. ---Dick Vermeil

It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

The ServiceMaster Corporration serves as a beautiful example of a company that thoroughly integrates its corporate philosophy and mission into day-to-day affairs. Founded by Marion E. Wade, the story of its conception, genesis and growth is told in Wade's book, God is Counsel. Kenneth T. Wessner, Chairman of the Board of ServiceMaster, states:

"The philosopgy of a company determines the character and nature of business it conducts. The climate of a company is created by the concepts of managing and life that govern its policies and practices. The philosophy of ServiceMaster and the words we used to express that philosophy have been carefully conceived, nurtured, and refined through years of thought, work, and commitment. Our company philosophy is expressed in four objectives. These four staterment are the foundation upon which everything we do is built.

To honor God in all we do.
To help people develop.
To pursue excellence.
Yo grow profitably.

For the people of ServiceMaster, their work is not merely the making of a living; it is a way of life."

That solid philosophy has helped ServiceMaster become one of the largest cleaning service conglomerates in the world.

Unemployment Rates At An All-time Low
By Dr. Kenny C. Guinn*1

Since becoming governor in 1998, a high priority of mine has been to ensure that all Nevadans have a real chance at attaining part of the American dream: access to jobs that provide a livable wage. I am pleased to report that the state of our economy remains strong. By courting industries worldwide and introducing them to the many benefits of doing business in Nevada, we have been able to create 347,300 new jobs—a 36.9 percent increase—since I took office. Of those new jobs, 269,200 were created after the post-Sept. 11 low-point in January 2002.

Our state economy continues to thrive. Nevada’s current unemployment rate of 4.2 percent remains below the national average, a distinction our state has sustained for nearly four years. Recently released figures show that 3,400 new jobs were created in June alone, bringing employment growth so far in 2006 to 24,300.

While the rest of the nation faces numerous economic challenges, Nevada is flourishing, offering a superior quality of life for our residents. We all know that economic factors can change very quickly, but if we continue to work together to make Nevada a promising place for new businesses and people to relocate, the Silver State can anticipate a healthy economy in the foreseeable future.

13 Reasons for Living
By Gabriel Garcia Marquez*1

1. I love you not for who you are, but who I am when I'm by your side.*2

2. No person deserves your tears, and who deserves them won't make you cry.

3. Just because someone doesn't love you as you wish, it doesn't mean you are not loved with all his/her being.

4. A true friend is the one who holds your hand and touches your heart.

5. The worst way to miss someone is to be seated by his/her side and know you will never have him/her.

6. Never stop smiling, not even when you¡¦re sad, someone might fall in love with your smile.

7. You may only be a person in this world, but for someone, you are the world.

8. Don't spend time with someone who doesn't care spending it with you.

9. Maybe God wants you to meet many wrong people before you meet the right one, so when this happens, your will be thankful.

10. Don't cry because it came to an end. Smile because it happened.

11. There will always be people who'll hurt you, so you need to continue trusting, just be careful.

12. Become a better person and be sure to know who you are before meeting someone new and hoping that person knows who you are.

13. Don't struggle so much, best things happen when not expected.*3

Penghu is beautiful!
The magnificence of the ocean has no limit, because of the island
By Jennifer Kung

Penghu archipelago is a window facing the sea. Penghu is a county of Taiwan. It is beautiful!

The Penghu archipelago is a strand of one hundred resplendent pearls hanging from the tropic of cancer. Created by silent and hidden turmoil, the inky black, brown, and crimson basalt retain the wrinkles of volcanic lava rising up from the seabed thousands of millions of years ago.*1

Solidified ino basalt, the islands are covered with lofty and steep ridges. The long forgotten basalt has many expressions: some tower with pride; some radiate freely; some lay down restfully. Huge waves disappear at the feetof giant rocks, reflecting the dignity of the islands. Lively with harbors lined up one after another, shorelines wriggle like ribbons dancing against the wind while guiding migratory birds to southern habitats.

Assisted by the colorful ocean, fine beaches collect dazzlingly white shells and ancient corals. The lack of rain does not prevent the low smooth grassland from being luxuriant. Indian Blanket and the other cactuses bloom extravagantly, ignoring the barrenness of the land.

At night, the village lamps and fishing lights outline the islands like stars on a star chart.

Penghu is very sunny.*2

US Labor Secretary Elaine Chao praises Asian American workforce
By Tiffany Chang

U.S. Labor Secretary Elaine Chao, a Taiwanese-born immigrant, encouraged Asian-Americans to speak up, and to work on their communication skills during a summit hosted by the Asian Pacific Americans Federal Career Advancement.*1

While speaking at the career advancement summit dedicated to Asian-American federal workers, the U.S. Labor Secretary Elaine Chao said that it is vital for Asian Americans to acquire the skills of marketing, human relations and report briefing in order to advance in their career with the federal government. Chao also praised the Asian-American work force for its contribution to the development of the U.S. economy.

At the same time, Chao emphasized that it is important for Asian-Americans to improve both their verbal and written communications skills. Chao says that Asian-Americans must learn about the American ideology of team-spirit in the work environment, while also participating in meaningful community work.

The latest statistics show that Asian-Americans currently make up 4.8% of all federal employees. Chao is hoping that the career advancement summit will help Asian-Americans improve upon their career skills, while also furthering their understanding of the different methods for advancing into high positions within the government.

Ever since Chao took office with the advent of the Bush administration, she has dedicated herself to raising public awareness of the minority Asian workforce struggling to advance in the American society.*2

Secretary Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

"With the excellency of knowledge, humanity, and patriotism inspired by Elaine Chao, Washington Business and Technology Institute (WBTI) has continued its many years effort to community service and spiritual belief. Nevada is honor to have WBTI under her spiritual Chairpersonship and I am especially honor to be a M.I.S. Manager of the Graduate School of Business and Public Administration of WBTI," humble as he is, River Sun chatted excitedly during the celebration dinner party at the Gee Joon Chinese Restaurant of Horseshoe Club. The Moon Festival of Midautumn has been many thousand years celebrated as a day for patriotism by the Chinese people in the Far East and Southeastern Asia. The party was held by WBTI in Las Vegas on September 11, 2003.

Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's spirit for education here in America. If a coolie and hard woker like him could dedicate to eduction by offering all his income and life to build a school for children in his village, what should not for us to offer our efforts for our community? *3

"The mission of this School [Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI)] will emphasize the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we may expect the endeavor of this School for the community service based on humane spirit, led by Chairperson Elaine Chao*4 of WBTI," said Dr. Dina Titus, Adjunct Professor of Administrative Strategies in GSBPA. Dina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B.. She received her M. A. and Ph. D. degrees from University of Georgia and Florida State University, respectively. She is a Senator and Minority Floor Leader of Nevada Senate. Dina is also a professor of Political Science in UNLV.*5
