GOV. Guinn to honor volunteers for work done in completion of state¡¦s sage grouse plan

CARSON CITY - Gov. Kenny Guinn will celebrate the completion of the state¡¦s sage grouse conservation plan with more than 100 volunteers in a special ceremony at the Governor¡¦s Mansion on Tuesday, Sept. 14, beginning at 3:30 p.m.

Since 1999, volunteers have invested nearly 9,300 hours of their time and have driven 112,325 miles to conduct sage grouse surveys, evaluate habitat conditions, and meet in local area conservation planning groups to identify risks to the sage grouse and ways to mitigate those risks. In July the state¡¦s ¡§Sage Grouse Plan for Eastern California and Nevada¡¨ was completed.

¡§The effort on this project has been extraordinary, and the benefits enormous,¡¨ Gov. Guinn said. ¡§Not only has the state gathered a volume of information about the distribution and status of sage grouse in one of the state¡¦s largest conservation planning efforts, we¡¦ve also proven that conservation planning on such a large scale can be successful. I want to thank these Nevadans personally for their time and commitment in such a critically important process.¡¨

What: Special event hosted by Gov. Kenny Guinn to honor more than 100 volunteers who helped the state complete the ¡§Sage Grouse Plan for Eastern California and Nevada.¡¨

Las Vegas nicer with community service through cultural arts and performance

The City of Las Vegas and Thai Cultural Arts Association of Las Vegas(TCAA-LV) presented Thai Performing Arts Appreciation Day 2002 at Charleston Heights Arts Center on September 17, 2002.*1 It was co-sponsored by Mr. Jheri Psmyth - Kids for a Better Society; Dr. Tony Lei - President, Washington Business and Technology Institute (WBTI); Mr. Tim Wong - CEO, Arcata Associates; Mr . Raymond Lam - Vice President, Chinese American Citizen Alliance of Las Vegas; among others. Thai Cultural Arts Association of Las Vegas (TCAA-LV) on the occassion of the 9th anniversary saluted three awardees with Awards from U. S. Senator Harry Reid and U. S. Congresswoman Shelley Berkley: Dr. and Mrs. Tony Lei, Mr. Tim Wong, and Mr. Raymond Lam.

The Association saluted also four awards from TCAA-LV: Ms Joanne Lentino, Ms. Jeanne H. Johnson, Mr Tim Wong, and Ms. Jennifer Schember.

During the Performing Arts Appreciation Day 2002, Dr. Tony Lei was very pleased to welcome so many government officials, community leaders, business owners, among others. High-ranking government officials who participated the Event and Dinner Party included: Lorraine Hunt, Kathy Augustine, Erin Kenny, Bill Maupin, Stewart Bell, Mark Denton, Valorie Vega, Jennifer Elliotts, Valorie Adair, Dianne Steel, Lisa Brown, Anthony Del Vecchio, Cheryl Moss, Natalie Tyrrell, Mike Davison, David Roger, David Wall, Bobby Gronauer, Herb Brown, Bill Young, among others. In his welcome speech, Dr. Lei believes that all of us share a sense of cooperation for the supporting of cultural richness. He pointed out that "this is a significant milestone of the contribution for the mutual cooperation of cultural and social service between American and Asian communities." *2

Lt. Governor Hunt was introduced by Dr. Tony Lei to the public to deliver her greeting speech to all the audiences and participants. The enthusianstic participants were overwhelming including important officers, leaders, and media executives: Brian Sandoval, John Hunt, Nancy Wong, Tim Wong, Nancy Diaz, Kathie Ambrosio, Judy Ray, Gerry Schroder, Francis Allen, Mike Malone, Geny Del Rosario, Teresa Woo, Richard Dennison, Mike Vaswani, Patty Blakeman, Aldo Aguirre, Auroea Maskall, Raymond Lam, Jessica Hwang, among others.*3

Full with enthusianstic attendants in the Hall of the Arts Center, all of them enjoyed a big night out with many elected officials, appointed officers, business executives, and communiry leaders through the atmosphere of elegant and classic dance and music from Thailand.

TCAA-LV's Outstanding Performers Awards were Pannee Connolly, Robert Ashton, Nina Singchai, Kemika Sriprom, and Shirley Kaeratana.

WBTI has supported Thai Cultural Arts Association of Las Vegas (TCAALV) already more than ten years for its annual Thai Performaning Arts - Appreciation Day.*4 It is a vivid example for its proclamation and creed which are for the encouragement and promotion of academic research, community service, and humane spirit. "He who loves his brother abides in the light, and there is no cause for stumbling him. My little children, let us not love in word or in tongue, but in deed and in truth. Beloved, let us love one another, for love is of God, and everyone who loves is born of God and knows God. Beloved, if God so loved us, we also ought to love one another," said the Bible.*5

Dr. Tony Lei has innovated and encouraged good idea for program and event to improve the quality of life of all our residents and visitors of Nevada. United we stand, not just for our Asian Community only but for all our people and nation as a whole. Asian Community has won recognition for contribution to Nevada by American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that the Asian communities have continuously participated and offered to the mainstream society.

"As the Director of Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI), I've shared a pleasant leadership with Dr. Tony Lei cooperated by all the Faculty members of this Institution since it's establishment on January 18, 2000. Innovated in integreting his expertise in institutional management and spiritual value in education, Dr. Tony Lei's effort and wisdom for the community service in Nevada in the recent eight years have been very valuable. CEREMONY TO HONOR MEMORY OF 9/11

Our nation and our state will mark the third anniversary of the 9/11 attacks on Saturday, Sept. 11. The special ceremony will begin at 11 a.m. in Carson City, on the front lawn of the Capitol. The public is invited to join me and the Department of Public Safety to remember Americans who lost their lives on that tragic day and to honor the law enforcement officers, emergency personnel, and volunteers who continue to protect and serve Nevadans. The hour-long event will feature a special video presentation, ¡§Nevada: Proud. Prepared. Protected,¡¨ which highlights some of the brave men and women who protect Nevada in times of crisis.

In the three years since the 9/11 attacks, our state has responded in remarkable fashion to the challenge of making our communities, our transportation hubs and our places of business safer. Nevada¡¦s emergency and law enforcement personnel are more prepared today for emergencies and disasters than at any other time in our state¡¦s history. The Department of Public Safety works seamlessly with law enforcement, fire departments and emergency agencies so that our citizens can travel freely and safely throughout our state.

In recent weeks, our Homeland Security efforts have taken important steps forward with the appointment of Adjutant General Giles Vanderhoof as the state¡¦s Homeland Security Administrator, and University Medical Center Emergency Medicine Director Dale Carrison as Chairman of the Homeland Security Commission. These two individuals, working in concert with George Togliatti, Director of Public Safety, are ushering in a new phase in our anti-terror efforts. All of the state¡¦s resources in combating terrorism can now be fully and collaboratively channeled to keep Las Vegas, Reno, and all of our smaller towns and rural areas beyond the reach of the hand of terror.

Saturday¡¦s event will be a time of reflection, and a day to remember the loss of thousands of brave Americans. It is important to remember, however, that from loss often comes hope. In the wake of the 9/11 attacks, our nation has grown stronger. Today Americans readily acknowledge the great sacrifice that first responders make and the skill with which they execute their dangerous and difficult jobs. We now teach our children that heroism is a word not to be used lightly, and that its purest and truest application comes when it is used to honor our men and women in uniform, whether they are firemen, peace officers, or military personnel, and the many civilian volunteers who are often the first responders during times of crisis.

Please join me on Saturday in acknowledging the noble work of all of these people. Their calling and their sacrifices ensure the safety of all of us ¡V and for that we all should be eternally grateful.

"On December 3, 2003, Drs. Mark R. Denton and Valorie J. Vega were appointed Vice Presidents of Washington Business and Technology Institute (WBTI) by our President Dr. Tony Lei. This has been arranged appropriately in meeting the need of retirement of our previous Vice Presidents Drs. Sherman Wu and Robert Ni," Dr. John Wang, Spokesman of WBTI, announced on December 5, 2003 in Las Vegas, Nevada.

Mark R. Denton received his law degree from Georgetown University Law Center in Washington, D.C. in 1976. He was raised in Boulder City and graduated from Boulder High School in 1969. In 1973, Mark graduate with disinction from the University of Nevada, Reno. He completed ROTC and received a commission in the U.S. Army as reserve officer. While in college, Mark spent his junior year in Paris, France through an affiliate of UNR at the Universite de Paris.

Prior to his appointment to the bench on August 19, 1998, Mark had extensive judicial experience. He served as municipal court judge in BoulderCity for seven years. He was an arbitrator under the Court Annexed Arbitration Program of the Eighth Judicial District Court since its inception in 1992. He was an alternate Juvenile Court Referee and a Nevada Supreme Court settlement Judge.Currently sits as a civil judge on the Eighth Judicial District Court, Mark has been re-elected in the general election of November 5,2002.*1 Vice President Mark Denton and his wife 27 years, Alice, have four children: Leslie Marie, 24, Marianne Yvette, 20, Jacqueline, 16, and Patrick, 11.

"It has been a good gratifying to invite a gentleman of Judge Denton's both expertise and integrity with international perspective to this Institute," said WBTI President Dr. Tony Lei. The President was very pleased to make the appointment because he thought that throughout Judge Mark Denton's distinguished career the Judge has been earned a reputation as a conscientious and dedicated professional.*3

Valorie J. Vega is a holder of Juris Doctorate degree from the University of Southern California's Law Center. She received a Bechelor of Arts degree from CSU Northridge. She received her graduate studies certificate in International/Translation from UC Santa Barbara.

Vice President Valorie Vega was appointed on February 21, 1999 by Governor Kenny Guinn then had her winning as District Judge of Nevada on May 15, 2000. She has over a dozen years of experience as a jurist prior to which time she practiced in both criminial and civil law arenas. She was appointed to Municipal Court in 1989 and was retained and re-elected by the voters until her resignation in 1999 to accept the District Court appointment. She is a former Clark County Deputy District Attorney from 1984 through 1989, procecuting felony cases, and was instrumental in implementing the office's first Sexual Assault and Child Abuse Team.
Disrict Judge Vega is involved in her profession and community. She is a Board Member of the Consumer Credit Counseling Services of Southern Nevada as well as the Latin Chamber of Commerce and the Latino Bar Association. She is a member of the American Judges Association, the Nevada District Court Judges Association, the Nevada Supreme Court's Committees on Public Trust and Confidence, Hispanics in Politics, among others. Valorie was honored with the 1992 "Women of Achievement Award" from Las Vegas Chamber of Commerce and recognized by the Latin Chamber of Commerce as the "Hispanic of the Year" in 1995.*2 Vice President Valorie Vega is married, has one child and has been a resident of Southern Nevada since 1978.*4

A celebration Dinner Party was held by President Dr. Tony Lei of WBTI to welcome Drs. Mark Denton and Valorie Vega as Vice Presidents of the Institute on December 8, 2003 at the Steak House of Binion's Horseshoe Club in Las Vegas. "Washington Business and Technology Institute has contributed already very much to help improve the quality of life of all our residents and visitors of Nevada since its establishment on January 8, 1996. As one of the Vice President of this Institute, I'm challenged to integrate my best knowledge and professionalism for its development and prosperity . I'm very appreciative to have this position appointed by Dr. Tony Lei, since it will undoubtedly provide me with avenues for exploring improvements in public and community services to which I'm most dedicated. Why our District Judge Mark Denton has enjoyed his humble character in this world with his authority and power? It's only because of his great accomplishments of professionalism, integrity, and dignity!

Dr. Tony Lei received a letter from District Judge Mark Denton soon after the first edition of this feature article was published. The letter written by him was sent to Dr. Lei by mail from his Department XIII of the Eight Judicial District Court on May 18, 2004.

"Dear Dr. Lei, Thank you so much for including me in last Friday's dinner recognition for Dean Livingstone. It was great to see you and to meet the Dean and the other Pepperdine alumni. (It's also good to meet Ms. Helen Hsueh and Mr. Robert Song.) Please give my say to your lovely wife. Sincerely," wrote District Judge Mark Denton. Mark Denton is also one of the two Vice Presidents of Washington Business and Technology Institute (WBTI).

Dr. Tony Tung-tien Lei received MBA with straight A from Pepperdine University in 1969. He received his Doctor of Education degree in Institutional Management from Pepperdine University in 1990. He was an Assoiciate Professor of Information Management of the Graduate School of Business Administration of National Chunghsin University and a Fellow of Management for Dean Dr. Donald R. Sime of the School of Business and Management of Pepperdine University.

Ms. Helen Hsueh and Mr. Robert Song were invited by Dr. Tony Lei as our representative and photographer for the Chinese multimedia. Helen Hsueh is the President of Las Vegas Chinese Daily News, while Robert Song is the President of Pan-America Legal Services Company. "It's good to have more people joining us as friends of our Pepperdine family," said Dean Livingstone at the Dinner Party.

"It was a pleasure having you join us at our dinner. Thanks to for sending the pictures. They are great," wrote Dr. Livingstone to Robert Song, who sent out the pictures to all participants soon after the Dinner.

Pepperdine University is a very famous university. Its main campus at Malibu, California is the leading beauty of noted universities in the world.

"Pepperdine University has earned a reputation for its responsiveness to career-oriented professionals," said Dr. David Davenport, former President of the University.2* The Graziadio School of Business and Management has enjoined one of the highest reputation for Pepperdine University.*3 To educate executives and managers with innovative knowledge and modern technology is a core competency of the Graziadio School . "Indeed, this year has marked a number of significant benchmarks for the Graziadio School. This fall we welcomed the largest class of full-time M.B.A. students in our school's history," said Dr. Linda Livingstone. "In a time when many business schools have been challeged by decreasing student enrollment, this drasmatic increase --- up more than 305 from last year --- was both a testment to the quality of our curriculum as well as the hard work of our committed staff and faculty. This year's class boasts an average GMAT score of 636 and includes students from more than a dozen countries." *4

TOURISM: LV officials keeping eye on China

Commission will consider hiring consultant, hoping to draw direct flights between People's Republic and McCarran

With an appetite for a different type of Chinese take-out service, the Clark County Commission will on Wednesday discuss a $360,000 consulting contract some hope will expedite the start of direct passenger flights between Las Vegas and China.

The Clark County Aviation Department will ask commission members to approve a two-year deal with Garfinkle, Crowell & Wang Associates, also known as GCW Consulting. The Arlington, Va.-based firm specializes in business development and counseling in the People's Republic of China, where it has offices in the cities of Beijing, Shanghai and Shenzhen.

Rosemary Vassiliadis, Clark County's deputy aviation director, on Friday said GCW's expertise would ease Las Vegas' efforts to navigate the complicated bilateral agreements that govern air traffic between China and outside nations.

"The China bilaterals are very restrictive, but this company has been around a long time ... and is very, very familiar with China," Vassiliadis said. "They've had many dealings with the Chinese government, and that's really the key to dealing with these aviation issues."

GCW's duties would include identifying airlines that might be interested in, and capable of operating, Las Vegas-China routes; making sales presentations to such carriers; and fostering relationships between Nevada leaders and Chinese air representatives.

Vassiliadis said GCW would work in conjunction with Harry Kassap, who normally handles the bulk of McCarran International Airport's efforts to develop new aviation markets. It would also help in developing ties to other parts of Asia, the Middle East and Persian Gulf region, as appropriate, county documents show.

GCW has worked closely with the Civil Aviation Administration of China to modernize the business practices of Chinese carriers, including the implementation of code share agreements. It is also linked to dozens of airport projects in the region, according to the company's Web site.

Las Vegas has been without direct air service to the world's most-populous nation since Singapore Airlines pulled its thrice-weekly round-trip service via Hong Kong in April 2003.

But heightened interest in Asian gaming ventures by local casino companies such as Las Vegas Sands Inc., Wynn Resorts and MGM Mirage, as well as two recent, state-backed economic development trips to China, have heightened Nevada business and political leaders' interest in the potentially lucrative Chinese market.

Chinese tourism is limited by visa requirements, but U.S. tourism leaders including Bruce Bommarito, executive director of the Nevada Commission on Tourism, have suggested it's a matter of time until those travel restrictions are liberalized, thereby allowing a 6 million-resident market with an emerging middle class to travel abroad with ease.

Vassiliadis said Kassap has already met with several Chinese carriers to discuss Las Vegas service, though she described those talks as preliminary.

?In other airport news, the commission on Wednesday will also discuss a $1.66 million design contract for a pedestrian bridge that would let travelers move between McCarran's A, B and C concourses without passing through more than one security checkpoint.

The A and B areas are connected, but McCarran's C gates are isolated from other parts of the airport. Growth by that concourse's dominant carrier, Southwest Airlines, will soon force McCarran to shift some Southwest flights to the adjacent B concourse, so a bridge is needed for the ease of connecting passengers.

At the invitation of the Chinese Ministry of Labor and Social Security, U. S. Secretary of Labor, Ms. Elaine Chao, visited China from June 21 to 24 in 2004. The U. S. Secretary of Labor Elaine L. Chao said in Beijing on Thursday, June 24, 2004 that her visit to China was fruitful.

"Chao signed four agreements during her trip to enhance cooperation in raising the living standard and working conditions for employees. She also announced the US would donate 3.5 million US dollars to China to help combat AIDS through workplace education program," reported the Xinhua News Agency on Thursday, June 24, 2004.*2

"She hoped through exchanging information, the two sides can raise living standards for workers, foster safe working environment for workers, and protect workers' rights in accordance with relevant international labor principles while respecting the national laws of both the United States and China," the Agency continued.*3

U. S. Secretary of Labor Elaine Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*4

Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world.

Secretary Chao is married to the Majority Whip of the United States Senate, Senator Mitch McConnell of Kentucky.

BEIJING¡XU.S. Secretary of Labor Elaine L. Chao outlined the accomplishments of the U.S. Department of Labor (DOL) delegations¡¦ four-day trip to China today in a joint press conference with U.S. Commerce Secretary Don Evans. The news conference was held at the Marriott Renaissance Hotel.*9

Secretary Chao's trip included the signing of four letters of understanding between the U.S. Department of Labor and The People's Republic of China (PRC) that broaden cooperation between the two countries in the areas of labor, employment rights, workplace safety, and help promote internationally recognized core labor standards in China. During the four-day trip, discussions were also conducted about The Rule of Law Project and a mine health and safety project.

¡§The agreements signed on this trip are the next step in the Labor Department's ongoing efforts to work with China to promote internationally recognized core labor standards,"said U.S. Secretary of Labor Elaine L. Chao. ¡§These agreements will help Chinese officials develop the institutional capacity to improve working conditions and raise standards of living for Chinese workers. They address improvements in the areas of worker safety and health along with the regulation and enforcement of wage and pension laws, and the rule of law. In addition, today I am announcing that the Labor Department will direct $3.5 million to China to help combat HIV/AIDS through workplace-related education programs this year.¡¨

Secretary Chao is the first U.S. Secretary of Labor to visit the People's Republic of China since 1988 and only the third U.S. Secretary of Labor to visit China in history. Underscoring the importance that the U.S. delegation places on working with the People's Republic of China on Labor issues, the Secretary¡¦s delegation included the Assistant Secretary for Employment Standards Victoria A. Lipnic; Ann L. Combs, Assistant Secretary of the Employment Benefits Administration; Assistant Secretary for Mine Safety and Health David D. Lauriski; and John L. Henshaw, Assistant Secretary for the Occupational Safety and Health Administration.

The Secretary and the U.S. Department of Labor delegation also toured a U.S. manufacturing plant, Beijing Johnson Controls Inc., operating in China. Secretary Chao noted that jobs are being created in the United States when American products and services are used for the vast Chinese markets. The Secretary¡¦s delegation also toured a women's migrant training facility and visited Langfang Children's village, an American-funded orphanage that serves special-needs children.

In the first two letters of understanding, Ann L. Combs, Assistant Secretary Employee Benefits Administration, and Victoria A. Lipnic, Assistant Secretary for Employment Standards, U.S. DOL, signed with Liu Xu, Director General for International Affairs at the Ministry of Labor and Social Security (MOLSS), PRC. The letters of understanding establish a framework for the two countries to discuss the regulation, administration and oversight of pension programs through mutually agreed cooperative activities. Also outlined are additional activities in the area of wage and hour law administration. The agencies intend to broaden their cooperation in the areas of wage and hour regulations and enforcement, compliance assistance and public awareness of wage and hour laws, and effective management and analysis of wage and hour enforcement data.

The third and fourth letters of understanding will focus on new joint cooperation in the areas of occupational safety and mine safety and health. Signing for the U.S. Department of Labor was John Henshaw, Assistant Secretary for the Occupational Safety and Health Administration, and Dave D. Lauriski, Assistant Secretary for Mine Safety and Health. Signing for the People's Republic of China was Lin Yisheng, Deputy Director General for Department of Foreign Affairs, in the State Administration of Work Safety (SAWS). In the area of occupational safety and health, the letter of understanding outlines new cooperative efforts between the two countries including: regulation and inspection relating to the handling and distribution of hazardous chemicals; emergency response procedures in workplace accidents; private insurance programs in the promotion of workplace safety and health; and effective collection and analysis of occupational safety and health data. The fourth letter of understanding highlights mine safety issues, including: emergency response procedures for mine accidents and incidents and the effective collection and analysis of mine safety and health data.

The agreements broaden the ongoing cooperation between the U.S. DOL and its counterparts in the PRC MOLSS and SAWS. Through these agreements, there will be an exchange of officials, experts and information. The agencies reaffirmed their common objectives¡Xas stated in previous agreements¡Xto foster economic growth and raise living standards for workers; support widely-shared prosperity; foster safe working environments for workers; and foster workers rights in accordance with relevant international labor principles while fully respecting the national laws of both the United States and China.

The U.S. Department of Labor also announced a $3.5 million grant to help combat HIV/AIDS through workplace-related education programs. The funds are part of the $9.5 million grant from the DOL to the International Labor Organization (ILO) that supports these types of programs worldwide. The project in China is designed to educate workplaces about the standards of healthcare associated with persons living and working with HIV/AIDS. The Chinese Ministries of Labor, Social Security and Health, working with the ILO and the U.S. Department of Labor, will develop information to educate workers on the prevention of HIV/AIDS.

Through a $4.1 million grant, the U.S. DOL has already been collaborating with Chinese officials in the development of The Rule of Law Project. The rapid growth of private investment in China¡¦s economy during the past 10 years has far outpaced the government¡¦s ability to set up effective industrial relations systems to manage a range of new workplace issues. In response, the U.S. Department of Labor, through a consortium of implementing organizations, is assisting the Ministry of Labor and Social Security in China to more effectively address workers rights issues in a market economy.

In addition to the $4.1 million Rule of Law grant, the U.S. DOL working with the Chinese State Administration for Work Safety also funded a $2.3 million grant in late 2002 to enhance Mine Safety and Health in China. As the world¡¦s largest coal producer with rudimentary safety and health mechanisms in place, China has experienced a high number of worker deaths in their coal mines. The U.S. Department of Labor is working with relevant government bodies to develop mine rescue techniques and institutionalize the systematic training of government and mine personnel in those techniques; to strengthen the capacity of government personnel to promote and enforce workplace safety and health laws in Chinese mines; to train miners and mine operators in safe operational methods and practices; and to develop pilot projects to demonstrate the benefits of safer techniques in mines.*10

On June 11, 2004, Nevada officials opened the first U.S. tourism office in China, hoping to boost the number of foreign visitors to the Silver State. Lorraine Hunt, Lt. Gov. of Nevada, led a delegation of state tourism and hotel representatives to China to celebrate the opening.

"The state hopes to attract five million Chinese tourists a year," said Bruce Bommarito, executive director of the Nevada Commission on Tourism,

He believes that China is the greatest potential market force in the world. "It's mind-boggling. The Chinese tourist is the highest-spending tourist in the world," said Bruce Bommarito.*2

Nevada is the only state in the country to obtain the required certification by the China National Tourism Administration to operate an office.

"Nevada is a popular destination for Chinese tourists. Officials there say over 90% of the 250,000 people who travel to the United States from China stop in Nevada, primarily Las Vegas."*3

Indeed, business achievement is the new yardstick of success in today's society. Therefore, business has become not only the fastest growing major in undergraduate institutions but also in graduate school of famous universities, nationally and internationally. The emphasis of the online communication skills and the quantitative analysis techniques with computers is one of the most important study for the art of success to the business students, professionals, executives, and owners.

Thou shalt use a computer in ways that show consideration and respect.

Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. U. S. Secretary of Labor Elaine Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*13

Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world.

Secretary Chao is married to the Majority Whip of the United States Senate, Senator Mitch McConnell of Kentucky.

"Elaine L. Chao is the nation's 24th Secretary of Labor, representing a new generation of American leadership. Since her confirmation by the United States Senate on January 29, 2001, she has been dedicated to carrying out the Department of Labor's mission of inspiring and protecting the hardworking people of America. "Our nation needs an immigration system that serves the American economy and reflets the American dream." *2

"Elaine Chao and John Ensign are two of the most comtemporary heroes who have realized the Ameican Dream which was encouraged for a long time by U. S. Senator Harry Reid. John Ensign honored as Vice Chairman of the Advisory Board of WBTI

North Las Vegas Justice Court Judge-elect Natalie Tyrell once wrote a letter of appreciation to Dr. Tony Lei from her Office, "....I want to share with you my favorite quote. It is by the great Winston Churchill. It exemplifies the driving force by which I start out each day. He said, 'We all make a living by what we get, but we make a life by what we give.' ...." By the act of love itself, we are enriched. Love in action is service above self. We encourage people to make service a part of our characters and experience the abundant reward that comes from serving others.

U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible.

People believed with John that he said, "I have the passion for the fight and the unshakable belief that together we can build a better Nevada." In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei, also a born-again Chrisitan, that WBTI would honor him as Advisor and Vice Chairman of its Advisory Board. In the first paragraph of this column on September 15, it is stated that on September 7, U. S. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. The importance of sharing culture through art and festivities that bring people together serves to enhance all of us more by enriching our lives with the diversity of people and their customs. I especially would like to extend my appreciation to Dr. Tony T. Lei for his commitment and enthusiastic support of the Thai Performing Arts." John received Doctor of Veterinary Medicine degree form the Colorado State University in 1985. He accepted Dr. Tony Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. He believes that America must honor its words to seniors. His scholastic and gentle appearance has won a lot of applause and respect.

In community service, Dr. Tony Lei's hero is the great servant who has given all for the betterment of others' lives. Let our candles fuel a fire that will fan out an ever-lasting circles. With these circles together we can close our eyes and envision a community that is safe, peaceful, and healthy. The Bible teaches: "...let us not love with words or tongue but with actions and in truth (1 John 3:18)." District (Family) Court Judge-elect Cheryl Moss wrote Dr. Tony Lei, "I am delighted and honored to be appointed as an Associate Fellow of the Public Administration Institution of Washington Business and Technology Institute. Thank you for this opportunity to serve, and I hope to gain more knowledge, insight and awareness about public service and community issues through your prestigious institution. I remain dedicated to helping the community, and I am inspired by your leadership, wisdom and guidance. I am also fortunate to have met you and your wife, Judy, because you are both active and dynamic individuals in the community. Your accomplishments and achievements have demonstrated that taking part in the community does make a difference. John Ensign: a born-again Christian

It is not very possible for anybody all the way with good luck from the beginning to the end of his or her whole life. One will enevitably face somekind of frustration. The attitude that one holds in facing one's frustration will, nevertheless, decide what would be his or her fate to be followed. If anybody gives up soon after he or she gets a frusration or difficulty, then the following days for his or her life will most probably be in dead end.

John Ensign has been impressived as a handsome, strong, and rich man. He has been long time identified as son of big casino leading figure of Mandalay Bay. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. John's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and teach his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to here even not being able for all of them to realize their American dream but eventurely they could teach and help their children accomplish their contributions for our country.

John's wife, Darlene, encouraged him into his first political race for Congress. Flier draws ire in Assembly race
Candidate's claim of police support criticized

District 4 candidate calls complaint 'a last-minute attempt to besmirch my name' (Check the newspaper please.)

Saying she is bewildered by what she called "all the hubbub," Assembly District 4 candidate Francis Allen is defending the use of a campaign flier that has drawn criticism from her opponent and the Metropolitan Police Department.

The flier, designed to hang from a doorknob, depicts a uniformed police officer and a doctor under the words "Join Police & Physicians On Election Day By Supporting Francis Allen."

Justin Doucette, one of two Republicans squaring off against Allen in Tuesday's primary, says the flier is unethical because it incorrectly implies that she has the support of all police organizations.

Las Vegas police officials call the flier an unauthorized, improper use of the department's badge and uniform.

But Allen insists it is none of the above, and she questions why Doucette waited until now to raise a stink about something Allen started handing out three weeks ago.

"This is just a last-minute attempt to besmirch my name," she said. "There is no issue here."

For one thing, Allen said, the lawman pictured on the flier was computer generated. The flier's designer took an image of the uniform worn by Sacramento County animal control officers and changed it to look more like the uniform of a local police officer.

For another thing, Allen said the flier clearly states where her endorsements come from: the Las Vegas Metro Police Managers and Supervisors Association, the Las Vegas Police Protective Association Civilian Employees and the Las Vegas Fraternal Order of Police.

The Metropolitan Police Department itself does not endorse political candidates, and department policy prohibits officers from being photographed in uniform for campaign materials.

A letter this week from the department's Office of Intergovernmental Services tells Allen to pull the fliers, which are considered "an unauthorized use of our uniform" and "in strict violation of our policies and procedures."

It goes on to say the department's badge is copyrighted "and under these circumstances is illegally being used."

The flier makes no mention of Doucette, but he labeled it an attempt to "steal" his endorsement from the Police Protective Association by implying that she has the support of all police organizations.

Such tactics are par for the course, he said. "It's what we expect, but that doesn't mean I'm not offended by it."

The winner of the primary, which also includes Richard McArthur, is expected to carry District 4, where Republicans outnumber Democrats by about 3,500 voters.

No Democrat filed to run. Tuesday's winner will meet Independent American Party candidate Mark Andrews in the general election.

PERFORMANCE CONTRACTING SAVES STATE MONEY AND RESOURCES

During my administration, I have worked hard to ensure that newly constructed state buildings are energy efficient and also to improve older state buildings so that they, too, will not dilute the state¡¦s overhead for lighting and heating. As Governor, it is imperative for me to seek out opportunities for efficiency because the savings in energy costs can be dramatic.

State government has been making positive inroads in creating a more cost-effective and energy-efficient model as a result of Assembly Bill 398, legislation that I signed into law during the last legislative session. This legislation allows both state and local government to utilize what is known as ¡§performance contracting¡¨ to help reduce energy costs. Under performance contracting, a governmental entity can utilize the cost savings that are gained from energy conservation to help pay for the costs of making the energy conservation improvements.

Performance contracting also allows our governmental agencies to move quickly, while interest rates are still relatively low, to prepare for the future. Both Western Nevada Community College and Northern Nevada Correctional Center are using performance contracting to reduce their future energy and water/sewer expenses. These two organizations expect to save more than $5 million in energy costs alone. Further, contractors who install the improvements will now be bound by contract to deliver the savings they estimate or to make up the difference if they don¡¦t.

One of the most important roles of government is to make sure that we provide needed government services at the lowest reasonable cost to taxpayers. Performance contracting has provided state government with the opportunity to reduce long-run costs, by making good investments now. Being smart about a future in which energy costs will be higher is an essential step in delivering the economic development that keeps Nevada an excellent place to work and live.

U. S. Secretary of Labor Elaine Chao says foreign-owned companies employ millions of American

"Foreign companies have created millions of jobs in the United States, far overpacing the amount of work that American business have shifted abroad," said U. S. Labor Secretary Ealine Chao on September 1, 2004.

According to "The Associate Press," Chao said the administration is concerned about every lost job, but realizes job shuffling is part of a dynamic economy that constantly requires workers to get new training. She said the Bush administration spends $23 billion on more than 30 job training programs.

"We understand the concern and the anxiety on this issue," Chao said. "My point also is we live and work in a worldwide economy..... If we isolate ourselves from the worldwide economy, we will put in jeopardy the 9 million jobs that american currently hold in foreign-owned companies."*9

At the invitation of the Chinese Ministry of Labor and Social Security, U. S. Secretary of Labor, Ms. Elaine Chao, visited China from June 21 to 24 in 2004. The U. S. Secretary of Labor Elaine L. Chao said in Beijing on Thursday, June 24, 2004 that her visit to China was fruitful.

"Chao signed four agreements during her trip to enhance cooperation in raising the living standard and working conditions for employees. She also announced the US would donate 3.5 million US dollars to China to help combat AIDS through workplace education program," reported the Xinhua News Agency on Thursday, June 24, 2004.*2

"She hoped through exchanging information, the two sides can raise living standards for workers, foster safe working environment for workers, and protect workers' rights in accordance with relevant international labor principles while respecting the national laws of both the United States and China," the Agency continued.*3

U. S. Secretary of Labor Elaine Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*4

Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world.

Secretary Chao is married to the Majority Whip of the United States Senate, Senator Mitch McConnell of Kentucky.

Since her confirmation by the United States Senate on January 29, 2001, she has been dedicated to carrying out the Department of Labor's mission of inspiring and protecting the hardworking people of America. According to the U. S. Department of Labor, Secretary Elaine Chao's compassionate nature stems from her own background as an immigrant to this country at the age of eight. This inspired her to dedicate most of her professional life to ensuring that people have the opportunity to pursue lives of dignity and financial independence.

As Director of the Peace Corps, Ms. Elaine Chao was one of the first Americans to personally embrace the people of the former communist bloc into the family of democratic nations, establishing Peace Corps programs in the Baltic nations of Latvia, Lithuania, Estonia and the newly independent states of the former Soviet Union. For our Las Vegas, we've realized the same story of development and prosperity," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI) on the Grand Openning of the Las Vegas City Park.

"It made me remember the story of the next dynasty King after the Emperor Ching. Impressed by watching the greatness of the Emperor with his large marching team on the road one day at his young age, the young boy said, 'Do it brightly and we should make it the same also, excellency! (Meaning explanation for 'Yu Wei Jer Yi Loi Hsie' in Chinese.)' Nowaday, the entrepreneurship made America great is not just important for individuals, but it is also critical for a company or a country."

The above initiative spirit of the United States is originated from the first paragraph of the Preface of a text book written by Tony Tung-tien Lei entitled "Managemnt Behavior" published by Buffalo Publishing Inc. in 1989 (2nd Edition).

Together with his text book "Business Management," "Information Management," and "Management Behavior" had been used by Dr. Tony Lei as a reference book in National Taiwan University, National Chengchi University, and National Chunghsing University from 1975 through 1990.*5

CARSON CITY - Gov. Kenny Guinn today appointed Allen Biaggi as Director of Conservation and Natural Resources. Biaggi had previously served as the administrator for the Nevada Division of Environmental Protection (NDEP) since July 1998.

¡§Allen has done an outstanding job in the Division of Environmental Protection,¡¨ Gov. Guinn said. ¡§He¡¦s a bright, capable person, who is up to the challenge of overseeing our Department of Conservation and Natural Resources.¡¨

Biaggi succeeded Michael Turnipseed in an acting capacity on July 9. He will earn $109,582 annually. Biaggi, 46, first joined NDEP in 1979. In 1993, he was named Chief of NDEP¡¦s Bureau of Corrective Actions and, in 1996, he was named Deputy Administrator of NDEP, a position he held until 1998. Biaggi, a Nevada native born in Carson City, earned a degree in hydrology from the University of Nevada, Reno in 1982.

On Tuesday, March 9, 2004, the Asian American Group of Asian American Community in Nevada will hold an event and dinner party.*2 At 7:00 - 9:30 p. m., the location will be at the Mike and Rita Vaswani's Residence, Las Vegas.

It planned to invite Ms. Ellen Knowlton, Special Agent in Charge of FBI, as our Keynote Speaker.

Mr. David Roger, District Attorney; and Mr. Bill Young, Clark County Sheriff are our Gusts of Honor.

BRIAN SANDOVAL was sworn in as Nevada's Attorney General on January 6, 2003. Sandoval graduated from the University of Nevada and The Ohio State University College of Law.*3

As Attorney General, Sandoval is committed to fighting crime, protecting seniors and children from fraud and abuse and preserving integrity in government.

As the state's chief law enforcement officer, Sandoval will lead a staff of 350, including 140 lawyers, and administer a budget of $42 million. Among many other responsibilities, the Nevada Attorney General's office prosecutes consumer, insurance and worker's compensation fraud cases, provides legal counsel to all the Nevada state agencies and is responsible for almost all state prison litigation matters.

Prior to his election as Attorney General, former Governor Bob Miller appointed Sandoval to the Nevada Gaming Commission in 1998. One year later, Governor Kenny Guinn named Sandoval as the Chairman of the Commission. At age 35, he was the youngest person in Nevada history to serve in that capacity. Governor Guinn also appointed Sandoval to serve as the Chairman of the Nevada Gaming Policy Review Panel.

Under Sandoval's leadership, the Commission adopted regulations that limited neighborhood gaming, prohibited child-themed slot machines, enhanced assistance for problem gamblers and strengthened protections for athletes associated with legalized sports betting. As Chairman, Sandoval also testified before the United States Congress, the Nevada Legislature, and several gaming conferences in the United States and Canada.

Before his Commission appointment, Sandoval served two terms in the Nevada Legislature, where he sponsored fourteen bills that became law. These bills provided additional protections for children, increased penalties for criminals and tax savings for Nevada residents.

As a Legislator, Sandoval also served on the Nevada Legislative Commission, the Advisory Commission on Sentencing, the Juvenile Justice Commission, the Advisory Council for Community Notification of Sex Offenders and the Tahoe Regional Planning Agency Oversight Committee.

After serving in the Legislature, Sandoval spent three years as the Nevada at large member of the Tahoe Regional Planning Agency Governing Board.

Brian Sandoval is a member of the Nevada State Boards of Pardons, Prisons, Examiners, Transportation, Domestic Violence and Private Investigators and the Boards of Trustees for Children's Cabinet of Reno, Nevada, KNPB Channel 5 (PBS Station), St. Jude's Ranch and the Washoe County, Nevada Law Library.

During law school at the Ohio State University College of Law, he served as an extern to the Ohio Supreme Court. He is licensed to practice law in Nevada, California, and the District of Columbia.*4

David Roger is now CLARK COUNTY DISTRICT ATTORNEY*5, who received his Juris Doctor Degree in 1986 from CALIFORNIA WESTERN SCHOOL OF LAW at San Diego, California. He was Chief Deputy District Attorney - Major Violators Unit in 1987 to 2002.

David graduated from UNIVERSITY OF NEVADA, LAS VEGAS with a degree of Bachelor of Science in Business Administration in 1983. His major was Accounting.

His LICENSES included the ones from: United States Supreme Court; United States Court of Appeals - Ninth Circuit; United States District Court- Nevada; Nevada State Bar; Nevada Gaming Commission; and Nevada Gaming Control Board.

David's AFFILIATIONS are: State Bar of Nevada; Clark County Bar Association; National District Attorney’s Association;
Nevada District Attorney’s Association; among others.

His TEACHING experience included: (1) Panelist- Clark County Bar Association “Opening and Closing Statements - 2000; and (2) Guest Lecturer - UNLV Boyd School of Law, Trial Techniques class - 2002.

The following are some of the HONORS received by David: (1) Martindale - Hubbell: "AV" highest rating for professional and ethical standards;
(2) Outstanding Young Men of America - 1987; among others.*6

"Clark County District and Police Civil Commission (CCDAPCC) is the only practical organization formed since the establishment of the Pan Pacific and Asian American Forum (PPAAF) in September 28, 2001 by Washington Business and Technology Institute (WBTI). The Executive Director of PPAAF Bud Cranor appointed Brian Sandoval Honorary Chairman, David Roger and Bill Young Chairmen of CCDAPCC on January 2, 2003," Dr. John Wang, Spokesman of WBTI announced on January 3, 2003.*9

It was already popular for the past years to hold dinner parties to pay special tribute to elected offficials, but most of them were civil administratives or civic representatives. Dr. Tony Lei initiated to hold event and dinner party to pay a spcial tribute to the judicial professionals through elections in Nevada. Justice Nancy Becker was the first one selected by him to pay a tribute. A successful event and dinner party was held for her on May 23, 2001 at Harbor Palace Restaurant in Las Vegas. It was chaired by Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI); Theresa Malone, Member of Nevada State Board of Education; Dr. R. D. Prabhu, Chairperson of CAN-DO; and Dr. Joey Villaflor, Member of Nevada Board of Health. We the Asian American communities have continuously achieved the efforts for other judicial professionals since then.

"To dedicate to the creed of Washington Business and Technology Institute, it's my challenge as an Associate Fellow of it's Public Administration Institution (PAI) to endeavor with all the intellectuals of this Institute to improve the quality of life of the people of Nevada," said Jennifer Togliatti at the Dinner Party on May 17, 2002. The Event with dinner was held by the Asian American Community to pay a special tribute to District Judges Michelle Leavitt and Jennifer Togliatti at the Harbor Palace Seafood Restaurant in Las Vegas.

Judge Michelle Leavitt deserves special recognition of her expertise, integrity, conscientious and dedicated professionalism. She has been a bright Associate Fellow of PAI since 2000. "Thanks to Dr. Tony Lei, Dr. R. D. Prabhu, and Attorney David Amesbury to chair this Event and Party. Together with knowledge as the power of rightiousness, we may build a community where this and future generations will have more opportunities and advantages to live a prosperous and healthy life," said Judge Michelle Leavitt at the Dinner Party.*13

We are deeply regret and sorry that Judge Michelle Leavitt's father passed away weeks ago on a Friday. Myron Leavitt, 73, a Justice of the Nevada Supreme Court, who had a long political career in Nevada. He was born in Las Vegas. Myron was a football and track athlete at the University of Nevada at Reno, where he earned a journalism degree. He worked a year as sports editor of the Las Vegas Review-Journal before studying law at the University of Utah.*14

Myron had private law practice for 28 years. He served as a Councilman of Las Vegas, a Commissioner Clark County and a Justice of the Peace before winning election as Lieutenant Governor of Nevada from 1979 to 1983.

Leavitt served as a Clark County District Court Judge for 15 years before winning a Supreme Court position as one of its Justice in 1998.*15 The late Myron Leavitt is honored as a Memorial Fellow of the Public Administration Institution (PAI) of Washingoton Business and Technology Institute (WBTI) on February 4, 2004.

"I can't help thinking about Justice Myron Leavitt, our long time Asian American friend of Nevada, who died so unexpectedly. This brings to my mind the urgency of our times in Las Vegas. We note the vanishing of many heroes that built the world of Nevada after 1963. We recognize that the best way to honor those who have gone before us is to rise up and find the greatness in our own lives, the strength of charater, the vision and courage, the determination and selflessness to address the challenges that still lay before us," says Dr. Tony Lei, President of WBTI, for the Event and Dinner Party held by the Asian American Community of Nevada on February 4, 2004 in Las Vegas.

Asian American Community has won recognition for contribution to Nevada by the American Mainstream. The main reason for this recognition is the great and cooperative wisdom and effort that we the Asian American communities have continuously participated and offered to the mainstream society in Nevada.*16
