Originally from California, Nevada Assemblywoman Valerie Weber moved to Nevada in 1990. She attained an undergraduate degree in biological science, with a specialty in the field of transfusion medicine, which earned several medical journal authorships. Valerie is a 1998 graduate of the Chamber of Commerce's Leadership Las Vegas program. She was recently appointed to the Governor's Workforce Investment Board and recently completed a four-year term on the Board of Displaced Homemakers. Valerie is the owner of Collaborating Solutions, an organizational development company that utilizes Emotional Intelligence (ECI) in developing leaders. An avid student of both Peter Senge of MIT and Daniel Goleman of Harvard University, she has working knowledge in business consulting.*1 As an active Assemblywoman and the Minority Whip of the Nevada Assembly, Valerie Weber also has been a professional member of the Public Administration Institution (PAI) of the Washington Business and Technology Institute (WBTI) for ethe past five years. Fire Science Academy Has Made Great Strides By Dr. Kenny C. GuinnA few short years ago, the University of Nevada, Reno Fire Science Academy (FSA) was facing at uphill battle after relocating the program to Carlin, Nevada. Due to a myriad of problems, FSA closed its doors in 2000. I recently toured this facility and wanted to share with you why I am so impressed with their progress. Today, this program that trains emergency responders from 50 states and 40 countries is running full speed ahead with the help of a new business plan that has enabled the FSA to experience phenomenal growth since 2003. Best known for its industrial firefighting programs, many of the students who attend FSA training come from private industry; people who often volunteer as first responders in their community in addition to their place of employment. The students get hands-on experience dealing with flammable liquid fuel fires and other fire-related emergencies, better preparing them to react should such a hazard occur at their job site. The academy has also reached out to the governmental fire agencies training Department of Interior, Agriculture, and other state structural and wildlands fire fighters. The new business plan has propelled the FSA toward its ultimate goal: to be a worldwide leader in educating the emergency response and management community. The business plan strategies for success included: (1) a focus on core competency, (2) the expansion and diversification of the client base梥uch as mining, pharmaceutical, manufacturing, power, and transportation industries, and (3) the creation of a niche marketplace for the unique brands of FSA services. The results have been impressive. Enrollment has grown from 1,893 in 2003 to more than 4,600 in 2006; 17 new clients and 8 new industries are now taking part in the program; FSA has successfully applied for two federal grants; and revenues have grown at an average rate of 35 percent since 2003, while the annual operating budget has decreased by 66 percent. Now, that is what I call a turnaround. During my visit, it was clear the staff was both enthusiastic and professional. Congratulations to all those individuals who have played a vital role in making this possible, and for helping to make Nevada a safer place by providing state-of-the-art firefighting training. ------------------------------------------- Reference *1. NO CONFIDENCE IN YUCCA MOUNTAIN By Dr. Kenny C. Guinn*1On September 8th, the Secretary of the Interior vetoed the Private Fuel Storage (PFS) facility for storing radioactive spent nuclear fuel in Utah after PFS had already received a license from the Nuclear Regulatory Commission to construct the facility on the Goshute Indian reservation in western Utah. There are many lessons here for people on all sides of the radioactive waste debate. PFS pursued the license application over the strong objections of the people in Utah and their congressional representatives. In the federal scheme for nuclear power, the feelings of the citizens of Utah, or of any other state, don抰 matter because the federal government preempts all authority in this area. Opponents arguments may drag things out, but the NRC has never seen an application it wouldn抰 license. So, after a nine-year licensing process, the NRC granted PFS a license in spite of almost unanimous opposition to the project within the state of Utah. The difference this time was that the Secretary of the Interior is the legally-designated trustee for federal and Indian lands, and he had to decide whether an interim storage site for radioactive spent (used) nuclear fuel would be a prudent use of these lands. He concluded it was not. The lesson for those who would ride roughshod over state and public concerns about nuclear waste is that relying on federal preemption to gain approvals is not a secure foundation for a project. Spending millions on an NRC license application process, as PFS did, is not a good investment if the state and its people do not want the project. The law may not require it, but project developers had better meet the state抯 concerns, and not only those of the five NRC commissioners sitting in Washington. There is another especially interesting aspect to this decision梩he reason why the Secretary said it was imprudent to proceed with PFS. The facility was to store 揹ry casks containing radioactive spent fuel on an 搃nterim basis with the fuel ultimately to bet shipped to the federal waste repository the Department of Energy wants to put at Yucca Mountain in Nevada. The Interior Secretary concluded, among other things, that he was not confident the Yucca Mountain repository would ever open. Of course, the Secretary is just facing up to the facts about Yucca Mountain. In 2002, when Congress gave DOE the green light to proceed to an NRC license application, DOE promised to file such an application in 2004 and to open the facility in 2010. Today, four years later, DOE抯 application date has slipped to 2008 with the projected opening to after, perhaps many years after, 2017 if that facility opens at all. The new head of the DOE waste office, Ward Sproat, admitted in a recent Senate hearing that the delays were mainly due to DOE抯 own management problems - problems that stem ultimately from the difficulty in rationalizing an almost uniquely bad and unsafe site and the impossibility of covering up fundamentally fatal flaws at Yucca Mountain. The Secretary抯 finding is extraordinary because the Bush administration has put opening Yucca Mountain at the center of its nuclear policy and is constantly putting an optimistic face on the project. This was the first time a federal official (and certainly one as high-up as a cabinet secretary) acting in a fiduciary capacity, had to make a decision on the prudence of relying on DOE promises. Just as important as the Interior Secretary抯 finding on PFS are the recent remarks of the president of the Nuclear Energy Institute, retired Admiral Frank 揝kip Bowman, who told members of the House energy and water subcommittee that spent nuclear fuel is perfectly safe being stored at commercial nuclear power plants, and that the need for a Yucca Mountain repository is more for 損ublic perception of confidence in where we are going. Bowman went on the say that, as a contingency, interim storage sites should be set up, but not using the same method used to choose Yucca Mountain. "No more picking a state and forcing it down somebody's throat," said Bowman. Nevada should take heart from the fact that the State抯 assessment of Yucca Mountain抯 dim prospects are shared by top federal and industry officials who know in their hearts that Nevada is right even if they don抰 always admit it. We should also take heart from the fact that there are top-level officials willing to say the emperor has no clothes. If the nuclear crowd wants to reduce public hostility and foster an atmosphere of broad public acceptance for nuclear facilities, they should start by leveling with the public and accepting that such facilities ought not and cannot be shoved down people抯 throats. ------------------------------------------- Reference *1. Meet Nancy Becker, Fellow of the PAI of WBTI By Tiffany ChangWho was the most respectful person in judicial affair of the best judgment and righteous in Chinese history by novel and drama? Who was the greatest Judge of righteousness respected and loved by all the people in Chinese literature and show? Both of them was Boa Ching Tien. Who is "Boa Chin Tien" of Nevada favored by so many people? She is our Justice Nancy Becker!*1 Justice Nancy Becker received her Juris Doctor degree from George Washington University National Law Center in 1979. She received her B. A. degree with a major of International Relations from United States International University, San Diego, CA. in 1976. She ranked No. 1 in the graduating class.*2 Nancy Becker is now the Chief Justice of the Supreme Court of Nevada. On May 2, 2000, Nancy Becker was named Fellow of Public Administration Institution (PAI) of Washington Business and Technology Institute (WBTI) by President Dr. Tony Tung-tien Lei of WBTI.*3 Nancy is the recipient of numerous honors including the Las Vegas Chamber of Commerce Woman of Achievement Award, Jurist of the Year Award, the Liberty Bell Award from the American Bar Association, J.C. Penny Golden Rule Award and recognized as one of the top ten businesswomen in the Nation from the American Businesswomen's Association. She received Distinguished Service Award from Nevada District Judges' Association in 1997. She was Distinguished Woman of Southern Nevada, 1990, 1995, 1997, 1998,and 1999. "It is our honor to invite a famous person of Justice Nancy Becker's excellent caliber whose expertise, integrity, and good personal traits will bring to this Institute with a perspective of millennium," said President Dr. Tony Lei of WBTI. "Throughout her distinguished career, she has accomplished a great deal of judicial practices together with social services and has earned a good reputation of conscientious and dedicated professionalism." In 1985, Nancy was appointed by the Clark County Bar Association to be the president of a new program that helped people with family problems cope with the justice system. The Clark County Pro Bono Project is a nonprofit organization that provides legal assistance to people with domestic cases. She served in that capacity for ten years and during her presidency the organization helped close to 50,000 people and provided millions in free legal services. She was elected to the Las Vegas Municipal Court in 1987. That was a history to make her the first woman to serve as a Municipal Judge. In her capacity, Nancy continued to work hard for the improvement of the justice system. While maintaining the impartiality required by the Code of Judicial Conduct, she again worked closely with the Legislature to expand the powers of local judges to combat DUI's and domestic violence. She earned a fame for being a tough, but fair judge. Using common sense, compassion and commitment to tackle the growing caseload in the municipal court gained her the respect of law enforcement and the legal community. As a result of her efforts, Governor Robert Miller appointed her to the District Court bench in 1989. She was the first woman to be so honored. For ten years, she served with distinction as District Court Judge. She continually received high marks for her performance with a 90% approval rating. Judicial evaluations placed her as one of the top judges of that court.*4 "Justice Nancy Becker has been very happy that she was invited by Dr. and Mrs. Tony Lei for a dinner party at the Center Stage Restaurant of Plaza Casino and Hotel in congratulating her birthday (5/23) and appointment (5/02) on May 22, 2000. Guinn has issued a proclamation declaring October as Cyber Security Awareness Month. Cyber security presents a continuous flow of new challenges each day. Phishing scams, identity theft, worms and viruses are but a few of the threats that Nevada ∏s Citizens face; as such we all need to be informed and become smart computer and Internet users.*1 In recognition of Cyber Security Awareness Month the Nevada Office of Information Security (OIS) invites you to visit their website at http://infosec.nv.gov . The website is designed to be a helpful resource for all Nevada Citizens and is particularly suited to State Government. There you can view the Governor∏s Cyber Security Awareness proclamation, new Public Services Announcements (PSA) provided by the Multi-State Information Sharing and Analysis Center , the October OIS newsletter, and other educational information designed to increase everyone∏s cyber security awareness. Becky Ung's good teaching on E. She is a Master Trainer of PESA (Parent Expectations Support Achievement) which is a program offered through Los Angeles County Office of Education. Becky is now the Chairperson of E. Q. Research Committee (EQRC) of Washington Business and Technology Institute (WBTI).*1 吴雷洛美现为美国华盛顿工商技术研究院助理教授。 Becky is a motivational speaker, life coach, teacher and author. She is an EQ and parenting specialist as well as a business consultant. Becky is a national and international famous Speaker in California, United States; Taipei, Taiwan; and Beijing, Shanghai, Amoy, China. She has published a numerious Vidio Tapes, feature articles, and books. Her famous book named "What you Wish is What you Get" was published by Songan Publishing Inc. in 2001 at Taipei, Taiwan. The next one of hers, "E. Q. Unlimited," was published by Franklin Publications at Taipei in the fall of 2002. She is an expert of E. Q. (Emotional Intelligence).*2 The following is a report wriiten by 齐圣琳 in Chinese: 吴雷洛美:人的潜能无穷 作者: 齐圣琳 ----------------------------------------- 记:您曾经担任美国加州圣马力诺学区教育委员会主席,现作为美国华盛顿工商技术研究院助理教授、著名的激励演讲家,有着丰富的人生经历,能否为我们介绍一下您的工作、生活经历? 吴:人生总是有起起伏伏,我在生活中经历过很多。我和丈夫都有过一次婚姻,他有两个孩子,我有一个女儿,都是由我一手带大。在美国人的观念中,孩子放学回家,就要有父母其中的一位在陪他,他们在成长过程当中非常需要建立安全感、责任感、自信感。所以我首先做了一名全职妈妈。 后来,我想做些属于自己的事情,就利用业余时间去学校做义工,直到成为第一位家长会的华裔会长,我在这个过程当中积累了很多财富,比如领导能力、组织协调能力;交到很多朋友。之后我从学区教委做到学区主席,参加很多的讲学和研讨会,在工作生活中不断积累。一直发展得很好。 我觉得,看一个人成功与否,不要只看他现在有多大的成就,而要看他如何达到今天的地位。对于那些克服很多困难,历经很多挫折,从艰难的逆境中走出来达到成功的人,我们才会特别的佩服。 记:在沙龙的听众中,有很多人力资源领域的从业者,您能否介绍一下,在企业中,应该怎样在选择员工的时候更好的判断他的EQ能力? 吴:我认为,在面试的时候,要注意询问他对于人生一些问?獾目捶ǎ热缬龅焦罾训氖虑椋缓笤谒彩龅墓痰敝辛粢馑腔止鄣模故窍谏サ摹R源死丛げ馑诠ぷ鞯敝锌赡芑嵊械男形吞取5比徽庋牟庋榻峁皇窍喽缘模谡焦陀墩饷惫ぶ螅ㄆ诮蟹蠢 ? 记:对于企业现有的专业能力很强,但沟通能力很差的员工,应该如何提高、改进他们的EQ能力? 吴:主要通过潜能发挥等一些培训课程来解决。首先要委婉的告诉员工存在沟通方面的问题,比如:你的做事能力很好,公司很幸运有你这样的员工,但是你有没有觉得……;或者,你有没有觉得跟别人的沟通有一点欠缺的地方……不要伤害到员工的自尊,他才会比较容易接受建议。然后,要让员工回想,上一次如何与别人沟通,结果是什么,如果结果很差,作为上司,要鼓励他,告诉他下次遇到类似情况应该怎样做,以便让他在事前有万全的准备,这样才能不断的改进。 记:在您的生活当中,每次遇到困难的时候都是用什么方法来激励自己的呢? 吴:我也曾教授潜能发挥这门课程,所以我非常注重活泼乐观的自我谈话。因为每天会有十万个念头经过我们的脑海,我们每天都在和自己对话。所以遇到困难时,我会认为危机即是转机,困难代表着新的机会,解决问题就能获得新的能力,这样想,我就能积极乐观的看待事情,最大限度的发挥自己的潜能。 记:您觉得,潜能发挥课程对于职场人士来说,能够带给他一些什么呢? 吴:通常来讲,人的潜能只发挥到3—7%,我们真的有太多的潜能没有发挥出来。通过潜能发挥课程,就可以明白是什么因素在妨碍人潜能的发挥。 不良的习惯、负面的态度、过低的、错误的信念、过低的期望值都会影响人潜能的发挥。而潜能发挥课程正是针对这几点,帮助职场人士养成良好的习惯,找到真正的自己,在职场竞争中有充分的信心,从而最大限度发挥自己的潜能,达到事业发展的新高度。*3 The current popularlity of the "EQ for success" has been a critical emphasis and development of the importance of human relations in business.
