Nevada GOVERNOR Jim GIBBONS CREATES CLIMATE CHANGE ADVISORY COMMITTEE

Carson City – Governor Jim Gibbons*1 today signed an executive order creating the Nevada Climate Change Advisory Committee and named its 13 members. The Committee is tasked with making recommendations to the Governor on reducing Nevada’s greenhouse gas emissions.

“With this announcement I am looking forward to Nevada joining the world in its quest to reduce greenhouse gas emissions. We live in a global society and Nevada has to be a responsible member of this society. Furthermore, with its abundance of renewable energy resources, Nevada can leverage these resources to reduce greenhouse gas emissions by investing in its renewable energy industries, thus promoting economic growth and energy security while maintaining and enhancing the environment for future generations of Nevadans,” said Governor Gibbons.*2

The governor named the following committee members:

Then we will identify the challenges our state will face in the future and provide options for a plan of action.”

Education budget perspective

Allow me to clear up some misconceptions about my budget and how it affects our state’s education systems. Despite reductions in enhancements, my budget raises the funding for both K-12 and higher education.

I am adding $81,000,000 to K-12 funding to replace lost county revenue. I am increasing per-pupil funding by 13 percent over the next two years. As I’ve stated before, I am also protecting K-12 education, in addition to highway construction and child welfare, from reductions in enhancements.

Our state’s colleges and universities will also get record funding, despite the fact that student enrollment has fallen 5,000 students below predictions. My budget increases the percentage of formula funding available to higher education. In fact, it adds $153,000,000 in state funding—an increase of more than 13 percent.

I’ve frequently said our state must live within its means. As recent revenue projections indicated our state would be receiving less income than had previously been predicted, I asked all state agencies and constitutional offices, including my own, to reduce their requests for new funding (noting, as I mentioned earlier, that K-12 education is exempt from this reduction). All state agencies except higher education have already made meaningful reductions.

I remain committed to the education of Nevadans, which is why I continue to push for budget increases at both K-12 and higher education levels. In a time of belt tightening, 13 percent increases over the next two years are significant. [April 7, 2007]

"(U. S.) Senate Majority Leader Harry Reid of Nevada announced Wednesday he is working on a book about his life to be published in spring 2008," reported Tony Batt on March 15, 2007 at Las Vegas Review-Journal. "Reid said his advance and proceeds from book sales will go to a three-member foundation he established for his hometown of Searchlight." *2 Searchlight is a town in Nevada.

The following introduction about Senator Harry Reid was a concise one by the Editor of a flier for his statement at March 27, 2007 on this Section: 'Harry M. Reid is the Democratic Leader (now Majority Leader) in the U. S. Senate, a man who commands the respect of colleagues from both parties, and a powerful advocate for Nevada’s middle-class families.

(Former) Governor Kenny Guinn of Nevada expressed that he can not overemphasize the significance and importance of bringing attention to all the attractions to Nevada at a time when it faces unprecedented competition for gaming customers. He believes that we are wise to expand our marketing efforts and focus on developing markets in places such as Asia. It is significant for him to point out that in addition to gaming, Nevada has phenomenal cultural, historic, and recreational resources that we must continue to promote. U. S. Senator John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to inspire and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. On October 22, 2000, U.S. Senator Harry Reid received the "Outstanding Democrat of the Decade" 1990's Award from the Paradise Democratic Club of Las Vegas (PDCLV) at the Skyview Room of the Bally's Casino and Hotel, Las Vegas. In the Program, the National Anthem was sung by Rose McKinny James. The Keynote Speaker was Senator Harry Reid. The heightlight of the Event was the presentation of the Outstanding Democrat of the Decade Award to U. S. Senator Harry Reid by the President of PDCLV, John Ponticello.*9

Senator Reid graduated from Utah State University in 1961. He received Juris Doctor degree from George Washington University. In 1968, he was elected to Nevada State Assembly at the age of 28. After two years, he was elected as Nevada's youngest legislation in the state's history. In 1977, he was appointed as the Chairman of the Nevada Gaming Commission. In 1983, he was elected to the U.S. House of Representatives. After having served two terms in the House, he was elected to the U.S. Senate in 1980. On April 10, 1998, he was honored as Advisor and Vice Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI). In December of 1998, after returning for his third term in the U.S. Senate, he was unanimously elected by his Democratic colleagues to serve as the Assistant Minority Leader.

Senator Reid comes from Searchlight, Nevada, where in that rural mining town he learned the fundamental values of hard work and honesty that endure as his guiding principles. The maturity of citizens society is the fundamental guarantee for the normal processing of a democratic community. Leadership is love!
To lead is to serve...to give...to achieve together

"Love that lasts involves a real and genuine concern for others as persons, for their values as they feel them, for their development and growth," said Evelyn Duvall.*1 In our real world, people are led by leaders. A successful leader is consistently follwed by others. People follow because they have a belief in the direction, intergrity, and competence of the one leading.

It's our pleasure to post a short story from "Speaker's Source Book II" by Glenn Van Ekeren:

I went on a search to become a leader.
I searched high and low. I spoke with authority. People listened. But alas, there was one who was wiser than I, and they follow that individual.
I sought to inspire confidence, but the crowd responded, "Why should I trust you?"
I postured, and I assumed the look of leadership with a countenance that flowed with confidence and pride. But many passed me by and never noticed my air of elegance.
I ran ahead of the others, pointed the way to new heights. I demonstrated that I knew the road to greatness. And then I looked back, and I was alone.
"What shall I do?" I queried. "I've tried hard and used all that I know." And I sat down and pondered long.
And then, I listened to the voices around me. And I heard what the group was trying to accomplish. I rolled up my sleeves and joined in the work.
As we worked, I asked, "Are we all together in what we want to do and how to get the job done?"
And we thought together, and we fought together, and we struggled towards our goal.
I found myself encouraging the fainthearted. I sought the ideas of those too shy to speak out. I taught those who had little skill. I praised those who worked hard. When our task was completed, one of the group turned to me and said, "This would not have been done but for your leadership."
At first, I said, "I didn't lead. I just worked with the rest." And then I understood, leadership is not a goal. It's a way to reaching a goal.
I lead best when I help others to go where we've decide to go. I lead best when I help others to use themselves creatively. I lead best when I forget about myself as leader and focus on my group...their needs and their goals.
To lead is to serve...to give...to achieve together.

No symphony without harmony

My MESSAGE ON HIGHWAY SAFETY

The safety of our highways and work zones is among my highest priorities. More than four hundred people lost their lives in traffic accidents in Nevada last year. Obviously, something has to be done, and I am pleased to announce that our state is taking aggressive action to reduce those fatalities and increase the safety of everyone who travels Nevada’s highways.

The Nevada Department of Transportation and the Office of Traffic Safety, along with other partners, have developed the Nevada Strategic Highway Safety Plan to address the frequency, rate and primary factors contributing to fatal and severe injury crashes in Nevada. The goal is to save one hundred lives a year by 2008. NDOT Director Susan Martinovich, Nevada Department of Public Safety Director Phil Galeoto and I announced the Safety Plan at a news conference Tuesday in Carson City.

Based on evaluation of Nevada crash data, the plan identifies and establishes 20 critical safety strategies in the areas of enforcement, education, emergency services and engineering. Not only will it save lives, but the safety plan is also expected to allow Nevada to get more federal highway safety funding.

Nevada will recognize this coming week, April 2nd through 6th, as National Work Zone Awareness Week. I would like to take this occasion to recognize all the men and women who risk their lives every day while working in highway work zones.

Ultimately, our safety on Nevada’s roadways is up to you and me—and every other driver. When you see the orange barrels and cones as you drive across our state this year, please remember that the inconvenience of construction is the path to a safer and more convenient driving future. Please drive safely, especially in those construction zones. And know that the State of Nevada is taking important steps to make our highways safer.

About Governor Jim Gibbons (a concise one by the Editor of this flier):
Nevada Governor Jim Gibbons earned a B.S. in Geology and later, a M.S. in Mining/Geology from the University of Nevada at Reno. Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevada’s university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. Born and raised in Sparks, Nevada, Governor Jim Gibbons was a former United States Congressman. Jim was first elected to represent Nevada's 2nd District in the House of Representatives in 1996. He was re-elected to a fifth term in November 2004. Prior to coming to Congress, Gibbons gained a distinguished military background. A former combat pilot and decorated veteran of both the Vietnam and Persian Gulf Wars, Governor Gibbons served in the United States Air Force from 1967 to 1971 and graduated from the USAF Air Command and Staff College as well as the Air War College. Attaining the rank of Colonel, Gibbons joined the Nevada Air Guard in 1975, and served as the group's Vice Commander from 1990 through 1996. Jim Gibbons served three terms in the Nevada State Legislature and was named “Outstanding Freshman Legislator” his first year in 1988. By 1993, Gibbons rose through the ranks to become Republican Whip of the State Assembly. Jim Gibbons is Governor of Nevada starting from January 1, 2007. Nevada Governor Jim Gibbons is now Chairman of the Advisory Board of Washington Business and Technology Institute (WBTI).

"During my first year as an Instructor, I've concentrated my effort in painting, teaching, and reseach for Culture Institution on an adjunct level. Through my endeavor in Las Vegas, I've been also encouraged by Peking art groups to extend my expert there for mutual cooperation. It's my honor and accomplishment that I can retain my positions in WBTI," said Artist Pengju Li in the morning on March 30, 2007 in Las Vegas, Nevada.

Pengju Li was re-appointed Instructor of the Culture Institution and Chairman of the Nevada Asian Art Research Committee of Washington Business and Technology Institute (WBTI).

The first appointment article about him by us was published by WBTI on March 28, 2006 as in the following*2:

"On March 23, 2006, through the recommendations of our faculty members, including District Court Judge Cheryl Moss and Nevada Assemblywoman Valerie Weber, Mr. Pengju Li was appointed as an Adjunct Instructor of the Culture Institution(CI) and Chairman of the Nevada Asian Art Research Committee of Washington Business and Technology Institute (WBTI)." The announcement was made by Dr. John Wang, Spokesman for WBTI, on March 28, 2006, in Las Vegas, Nevada.*3

Upon learning of his distinguished appointment, Mr. Li expressed, "It is truly an honor to be appointed as an Instructor of the Culture Institution of Washington Business and Technology Institute. As Chairman of the Nevada Asian Art Research Committee of WBTI, I intend to utilize my best efforts and wisdom to promote professionalism, enhance community relations, and to continue WBTI's mission in engaging in projects and doing great things for the Asian community."

Dr. Sue Fawn Chung currently heads the leadership of the Culture Institution of Washington Business and Technology Institute. Dr. Chung is now an Associate Professor of the Department of History, University of Nevada Las Vegas UNLV. She was formerly the Department of History's Chairperson. Dr. Chung has been an Fellow and Director of the Culture Institution of WBTI since September 17, 2001.

Pengju Li is a talented and gifted artist. He has the soul of a true Asian. Mr. Li graduated from the Peking Fine Arts University, and later he became an Instructor within the same school.

According to the website www.AsianSoulArt.com, Mr. Li's life and works is described as follows, "During his school years, Pengju had an opportunity to study art from all over the world. He studied all the Western artistic masters, and he was greatly influenced by famous artists such as Rembrandt and Jean-Aguste Ingres. At the same time, he
also studied 19th century Impressionism and 20th century Modern Art. Pengju was fascinated by the Impressionists' use of color and brushstroke, as well as the modern artists' use of point, line, and surface. His study of the past masters shaped and nourished his creativity."

"Over the last decade, he has refined his artistic style. His paintings exhibit a time of splendor and elegance with a contemporary twist. His unique style consists of dramatic figures full of bright colors, strong brushstrokes, and two-dimensional spaces. It is a beautiful combination of Western techniques with ancient oriental subjects."*4

In May 1994, Pengju Li's painting "Home" won the first prize in 1994 China Oil Paintings Exhibition.

"Mr. Li, Peng Ju is a young oil painting artist with great influence in China. His paintings has been exhibited extentensively in the world, such as in Hong Kong, Singapore, Macao and Canada and has won many awards and prizes. Many of his paintings has been collected by artist organization and collectors in the world. In 1996 and 1997, Mr Li's paintings were selected to attend China Art Exposition, the biggest and the most influential art exhibition in China. And in 1996 China Art Exposition, his oil painting won "New Talent and New Piece Prize". And in 1997 China Art Exposition, his oil paintings were selected into a VCD and the VCD was released and distributed extensively via radio, television and newspaper," stated China Art Exposition Organization Committee in a letter of recommendation.

Pengju always says: "I like to use everyone's drawing strong points, and I never stop improving myself".

Pengju's biographical information in www.AsianSoulArt.com also states that his primary focus is oil painting. His paintings reflect an influence from both the East and the West due to the fact that he studied styles from Western Europe and the Asian Pacific Rim. His early works include a group of paintings that were based on subjects found in ancient Beijing China. These paintings were comprised of Quadrangle Gardens built in the Ming and Qing Dynasties, old temples, old doors, old alleys, as well as, Beijing's people. Under his brushstrokes, those paintings came to life. They were exhibited in Hong Kong and China. After this exhibition, Pengju became well known and well a respected artist in China.

In may 1, 1996, Pengju Li was appointed as a Consultant of Art Center, China Artists Association. He was invited to be a judge of China International Famous Artists' Pieces Exhibition at the same time.

Pengju believes that to truly create a masterful painting, one must paint what one knows and feels. To truly create fine works of art, the approach must be a pure representation of the artist's ideas and emotions.*5

Dan Ciampa's new book addresses the assertion that how to accept advice and utilize it effectively has not been given the attention that it warrants. He has been on the giving advice side of the giving/receiving advice equation for quite some time. His experience has been that there are very few "smart clients"—that is, clients that understand how to utilize and optimize the benefits of advice that they received. Mr. Ciampa clearly states that the "core premise" of his book is that contemporary leaders or those "in charge" must be "shrewder and more discerning advice takers." It is his view that this is important especially during times of change.*1

In the Preface the author tracks the history of management consulting including its transformation from a profession to a business. He explores why even experienced leaders need advice as well as what he refers to as the "help paradox." His assessment of leaders who seek out help is truly refreshing in its candor. Inadequacies as to the advice given correlates well with the acknowledgment that those who are giving advice must do a better job.

Fundamentally, Ciampa considers advice taking as a skill. The author offers the reader an intriguing, viable framework for taking advice. In addition, he considers the types of advice and kinds of advisors in a practical understandable manner. The attitudes and behaviors of effective advice takers are also discussed. Lastly, the book characterizes listening as the "master skill" and explores its key success factors.

I found this book to be thoughtfully organized, concise and substantive. It offers invaluable insight for contemporary leaders relative to the skill of seeking, taking, assessing, and applying advice.*2]]]

In our modern business and institution, it is valuable to emphazise the importance of customer/client service. We consider our customer a part of our organization. Full commitment to service and product is paramount to reaching the ultimate in good performance.

[[[ Ray Kroc, founder of McDonald's, instituted service as a primary value. His management influence remains at the heart of McDonald's day-to-day operation. I ran across a checklist at McDonald's used for training front counter people. It spelled out McDonal's ten commandments for customer treatment.

1. The Customer is the most important person in our business.
2. The Customer is not dependent on us -- we dependent on the customer.
3. The Customer is not an interruption of our work; but the purpose of it.
4. The Customer does us an honor when calling on us. We are not doing the customer a favor by serving him/her.
5. The Customer is part of our business, not an outsider. The customer is our guest.
6. the Customer is not a cold statistic, but flesh and blood: a humanwith feelings and emotions like our own.
7. The Customer is not someone to augue with or match wits with.
8. The Customer is noe who brings us his/her wants. Our job is to fill them.

Gibbons received the MacKay School of Mines Alumnus of the Year Award in 1999, and remains an active supporter of Nevada’s university and community college system. He also earned his J.D. from Southwestern University School of Law and completed his post-graduate work at the University of Southern California. This session marches on and the pace is picking up. Two deadlines have passed and another is fast approaching. Monday, March 19, was the final day for legislators' bill introductions. Monday, March 26, was the last day for committee bills to be introduced and Friday, April 13, is the last day to pass bills out of committee. Money bills are exempt from these deadlines.

That means I'll be very busy during the next two weeks testifying on my bills, drafting amendments, fending off opponents, and trying to get my bills passed out of a house controlled by the other party.

I'm especially excited about the prospects for my renewable energy (SB 427 ), sex offender (SB 232), HPV Vaccine (SB 409), climate change (SB 422), credit card (SB 302), Blue Diamond Road (SB 128), and price gouging (SB 82) bills. Others include tax credits for day care (SB 211), property tax breaks for seniors (SB 179), and cracking down on meth producers (SB 112).
