Nevada Department of Motor Vehicles Making Great Strides in Customer Service By Dr. Kenny C. Guinn*1When I first became Governor, one of my stated goals was to significantly cut wait times for people visiting a Department of Motor Vehicles (DMV) office, and to make online vehicle registration and other DMV-related tasks more convenient to complete. Im happy to say that today, Nevadas DMV is doing an outstanding job of meeting that challenge while serving the needs of the fastest-growing state in the nation. Through the use of innovative technology and public-private partnerships, service time has been drastically improved. In the Las Vegas area alone, even though DMV has experienced an increase of nearly 20 percent more customers a month since 2000, the department has reduced wait time by more than 40 percent. A new North Las Vegas office, located at 7170 N. Decatur Blvd., opened on March 13. It is larger than the building it replaced, with 206 more parking spaces and ten more service windows. The new office is the first in the state to offer two outside self-service kiosks, which are available to customers 24 hours a day. The kiosks are similar to bank automated teller machines. DMV customers can use the machines to complete simple renewal transactions, use cash or credit cards to make payments, and receive documents on the spot. Thanks to a public-private partnership with the American Automobile Association (AAA), the popular kiosks are also available at two Southern Nevada AAA offices: one located at 3312 W. Charleston Boulevard in Las Vegas, and another located at 1000 N. Green Valley Parkway in Henderson. Those kiosks are available during normal AAA business hours. There are now 22 kiosks available to motorists statewide. Since the beginning of the program in 2004, the kiosks have been used to successfully complete more than 284,870 transactions. Innovative technology like the kiosks has proven effective in reducing wait times and improving customer service, while also saving substantial tax dollars. Recent enhancements to DMVs online services, including renewal of certain business licenses, license plates, and the use of electronic checks to pay fees, are also making a difference. Another web enhancement that has proven popular is the ability to design, view, and check for the availability of charitable or specialty plates. Since first unveiled a year ago, there have been more than 1.1 million inquiries for specialty plates via the web. I applaud and appreciate the efforts of the management and staff at the Nevada DMV for their efforts and commitment to making substantial improvements in service for our citizens. The Nevada DMVs commitment to customer service and technological solutions has enabled the department to better keep pace with our states growth. The theme of the mini symposium was: The Entrepreneurship of MPA/SME Certificates Program for the people of English and Chinese Speaking.*1 Dr. E. Lee Bernick, Congresswoman Shelley Berkly, State Senator Dina Titus, District Judge Valorie Vega, Clark County Commissioner Rory Reid, Las Vegas Judge Bert Brown, and Clark County Chief Deputy District Attorney Abbi Silver were invited as the Panelists of Honor of the Event and Dinner party. A sound corporate philosophy and mission By Tiffany Chang and PAI of WBTI*1We are impressed by what Dr. Peter Drucker said that, "Only a clear definition of the mission and purpose of the business makes possible clear and realistic business objectives. It is the foundation for priorities, strategies, plans, and work assignments. It is the starting point for the design of managerial jobs, above all, for the design of managerial structures." A business is a reflection of the leader. As a manager, the important thing is not happens when you are not there. It is important of what happens when you are not there. In this talk, we will attempt to offer a technological and applicational justification of intelligent technologies for internet multimedia computing/communication. We shall also illuminate how intelligent integration of signal processing and neural net techniques could be a versatile tool to a broad spectrum of multimedia applications. Some examples of adaptive techniques (or neural networks) with applications to internet multimedia commuincation will be demonstrated.*4 Multimedia technologies will profoundly change the way we access information, and they provide a new opportunity for research interactions among a variety of media such as speech, audio, image, video, text, and graphics. The inevitable merger of the computer industries and information-based consumer and communication industries inevitably introduces new challenges. We investigate various research issues relevant to intelligent multimedia communication applications and implementation technology. We study various adaptive and content-based technologies for MPEG-4 applications, such as compression, indexing, and retrieval of visual information. We look into various areas in video coding and segmentation, including true-motion tracker, global-motion compensated VOP (video-object-plane) coding, video representation, multicue, and multicamera fusion, three-dimensional structure-from-motion analysis, and spatial-temporal interpolation. We study an algorithmic framework that fuses spatial, visual, and motion information from a variety of preprocessing sources: object tracker, motion edge analysis, and so on.*5 Neural networks have become one of the core techniques facilitating intelligent multimedia communication technologies. They are very effective when applied to detection or recognition of high-level features (for example, faces) and multimodality recognition and authentication. These have many critical applications to information representation/retrieval and Internet security, and many focal applications in MPEG-7. For these, we have developed a versatile decision-based neural network that bears a modular structure, while taking advantage of both unsupervised and supervised learning strategies. We look into novel neural network techniques on multisensor classification, hierarchical processing, probabilistic (fuzzy) neural networks, object detection and tracking, and content-based compression and representation. Another major challenge lies in real-time processing speed, a key barrier before online access of massive visual information can become a reality. In fact, it is communication, instead of computing, that will be the processing bottleneck. Thus, the development of the computer technology must be closely intertwined with the information-based consumer and communication technologies. We have studied for a long time the research issues involving design and implementation of VLSI multimedia signal processing circuits and systems. Novel communication and networking technologies will be critical in order for multimedia database systems to support interactive dynamic interfaces. Truly integrated media systems must connect with individual users and content-addressable multimedia databases. This will involve both logical connections to support information-sharing and physical connection via computer networking and data transfer. Our research stresses hierarchical and scalable multimedia architecture platforms, fast architectures by minimizing memory accesses and IO operations, and systematically mapping multimedia algorithms to the new architectures. To promote customer service we need the Certificate of Executive Host as a good program By Tiffany Chang"Too often executives in the gaming industry see the cost side of doing business as zero-sum game. Each dollar they spend is viewed as one dollar taken away from the bottom-line profit. One dollar given, one dollar lost. Quid pro quo (Something given or received for something else.). So the cost of customer service programs may be seen by money lost. They may think, "Save the money, retain the earnings." But there is a short-sightedness in this way of thinking. Some things in the casino business may be zero-sum games, but investments in customer service are activities in a positive-sum game, or what can be called a win-win game. The customer wins better enjoyment of products offered, and the casino wins with renewed and repeated patroage. We wish to emphazsize this aspect of customer service throughtout our book. That is why we chose to entitle our book Casino Customer Service = The WIN WIN Game," stated in the Foreword of a popular book.*1 The book, "Casino Customer Service --- The Win Win Game," was written by William Thompson and Michele Comeau. What the book is really about is customers -- winning their allegiance and keeping it. The successful casino executive must deliver exemplary customer service and bottomline performance are to be reliazed in today's gaming markets. Customer service is the sine qua non ( An absolutely indispensable or essential thing.) of today's successful casino operations. There are many good reasons why gaming establishments should shower extra attention on existing and repeat customers. Gimmicks and high-cost marketing win the first-time customer. Good service keeps the established customers. It cost more than five times as much as to win a new customer as it does to keep an old one. Good service is by far the better bargain for the casino.*2 "Lots of managerial personals I had in relations in Southestern Asia countries could bring many valuable customers from those countries both in travelling and gaming to Las Vegas. Through a certificate of Executive Host Program we may train them and bring prosperious business to this Silver State. The Gift of Life Consider Registering as An Organ Donor By Dr. Kenny C. Guinn*1Today, more than 90,000 Americans of all ages and ethnicities await life-saving organ transplants, and that number increases by one person every 16 minutes. Unfortunately, a potential recipient dies every 17 minutes because an organ they need never arrives. In the Silver State, 203 of our fellow Nevadans are waiting for a kidney transplant, and another 639 are awaiting a transplant of their heart, lungs, liver, kidneys, pancreas, or intestine. Only kidney transplants are available in Nevada. Other organ transplants must be performed out of state. These daunting numbers indicate all too clearly the urgent need for caring citizens to register to become an organ donor. And, since only about one percent of registrants are eligible to donate at the time of their death, it is important that we get the message out to as many people as possible that becoming a registered organ donor saves lives. Its easy to register. You can complete the registration process at any Nevada DMV office, or go to http://www.dmvnv.com/index.htm, look for the Donate Life logo on the left side of the screen, and then follow the simple directions. While the medical community continues to seek cures, people with heart, kidney, and liver disease can often be restored to health through an appropriate transplant. Its a viable treatment that is here today. We all have the primary resource for providing such treatments: our own organs. Some organs can be donated while we are alive, leaving both donor and recipient capable of leading full lives thereafter. John received Doctor of Veterinary Medicine degree form the Colorado State University in 1985. He believes that America must honor its words to seniors. His scholastic and gentle appearance has won a lot of applause and respect. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. Pengju Li was appointed Instructor of the Culture Institution of Washington Business and Technology Institute By Cheryl Moss, Valerie Weber, and Tiffany Chnag*1"On March 23, 2006, through the recommendations of our faculty members, including District Court Judge Cheryl Moss and Nevada Assemblywoman Valerie Weber, Mr. Pengju Li was appointed as an Adjunct Instructor of the Culture Institution(CI) and Chairman of the Nevada Asian Art Research Committee of Washington Business and Technology Institute (WBTI)." The announcement was made by Dr. John Wang, Spokesman for WBTI, on March 28, 2006, in Las Vegas, Nevada.*2 Upon learning of his distinguished appointment, Mr. Li expressed, "It is truly an honor to be appointed as an Instructor of the Culture Institution of Washington Business and Technology Institute. As Chairman of the Nevada Asian Art Research Committee of WBTI, I intend to utilize my best efforts and wisdom to promote professionalism, enhance community relations, and to continue WBTI's mission in engaging in projects and doing great things for the Asian community." Dr. Sue Fawn Chung currently heads the leadership of the Culture Institution of Washington Business and Technology Institute. Dr. Chung is now an Associate Professor of the Department of History, University of Nevada Las Vegas UNLV. She was formerly the Department of History's Chairperson. Dr. Chung has been an Fellow and Director of the Culture Institution of WBTI since September 17, 2001. Pengju Li is a talented and gifted artist. He has the soul of a true Asian. Mr. Li graduated from the Peking Fine Arts University, and later he became an Instructor within the same school. According to the website www.AsianSoulArt.com, Mr. Li's life and works is described as follows, "During his school years, Pengju had an opportunity to study art from all over the world. He studied all the Western artistic masters, and he was greatly influenced by famous artists such as Rembrandt and Jean-Aguste Ingres. At the same time, he also studied 19th century Impressionism and 20th century Modern Art. Pengju was fascinated by the Impressionists' use of color and brushstroke, as well as the modern artists' use of point, line, and surface. His study of the past masters shaped and nourished his creativity." "Over the last decade, he has refined his artistic style. His paintings exhibit a time of splendor and elegance with a contemporary twist. His unique style consists of dramatic figures full of bright colors, strong brushstrokes, and two-dimensional spaces. It is a beautiful combination of Western techniques with ancient oriental subjects."*3 In May 1994, Pengju Li's painting "Home" won the first prize in 1994 China Oil Paintings Exhibition. "Mr. Li, Peng Ju is a young oil painting artist with great influence in China. His paintings has been exhibited extentensively in the world, such as in Hong Kong, Singapore, Macao and Canada and has won many awards and prizes. Many of his paintings has been collected by artist organization and collectors in the world. In 1996 and 1997, Mr Li's paintings were selected to attend China Art Exposition, the biggest and the most influential art exhibition in China. And in 1996 China Art Exposition, his oil painting won "New Talent and New Piece Prize". And in 1997 China Art Exposition, his oil paintings were selected into a VCD and the VCD was released and distributed extensively via radio, television and newspaper," stated China Art Exposition Organization Committee in a letter of recommendation. Pengju always says: "I like to use everyone's drawing strong points, and I never stop improving myself". Pengju's biographical information in www.AsianSoulArt.com also states that his primary focus is oil painting. His paintings reflect an influence from both the East and the West due to the fact that he studied styles from Western Europe and the Asian Pacific Rim. His early works include a group of paintings that were based on subjects found in ancient Beijing China. These paintings were comprised of Quadrangle Gardens built in the Ming and Qing Dynasties, old temples, old doors, old alleys, as well as, Beijing's people. Under his brushstrokes, those paintings came to life. They were exhibited in Hong Kong and China. After this exhibition, Pengju became well known and well a respected artist in China. In may 1, 1996, Pengju Li was appointed as a Consultant of Art Center, China Artists Association. He was invited to be a judge of China International Famous Artists' Pieces Exhibition at the same time. Pengju believes that to truly create a masterful painting, one must paint what one knows and feels. Seniors United Means Senior Power! --- A tribute to Lillian Wallace as the Editor of its "The Highlights Magazine" By Valorie Vega, Cheryl Moss, and Tiffany ChangIf there were no Lillian Wallace, there would have no Seniors United, and especially there would have no "The Highlights Maganize" since 1966. The lady has vanished, but her spirit remains with us. This is the forth anniversary of its publication for the Volume III, Issue X on March 2000. In order to have our response to the creed of Seniors United --- for the people, it is a good thing to post some of the contends published by the Issue X as in the following: *1 Seniors United proudly presents our newly elected executive vice president Dr. Tony Lei Seniors United is greatly honored to have Dr. Tony Lei as our recently elected Executive Vice President. Dr. Tony is not a medical doctor. He is a very noted professor and President of Washington Business and Technology Institute. He has a background of achievement as long or longer than your arm. I am not going into any lengthy details about Dr. Tony's ability to reign as our Executive Vice President. The "Nevada Examiner" has done a fantastic job of telling us all about him and therefore I do not want to be repetitious. You can read all about the good doctor in the pages ahead. Dr. Lei points out : Knowledge, calls ultimately, for a life of service. We should continue to work for the prosperity of our society more diligently. Dr. Tony Lei will be of the greatest force in getting the most important people to our doors. But more than 22 newspapers and numerous other California TV stations have been running the ads, which feature far-from-subtle performances by Las Vegas Mayor Oscar Goodman as a detective investigating crimes in which (for example), "It looks like the big California tax nut killed another business." (The theme of the ad campaign is "Quit working for peanuts. Reduce your business nut -- come to Las Vegas.") "Too bad he didn't call the Nevada Development Authority in Las Vegas," the mayor says over the body of a California businessman purportedly crushed to death by a (literal) huge nut. "This would've never happened." Backed by $5.5 million in state marketing money over the next two fiscal years, the development authority is urging California employers to relocate to relatively more business-friendly Nevada with $1 million worth of the ads over the next seven months. In another of the ads, Nevada defeats California in a game of five-card draw, as the Silver State draws three aces and the rare "no state personal income/corporate tax" card, while California's hand contains the nasty "anti-business legislation" card. But the funniest line to come out of the dust-up so far belongs not to the scriptwriters for Shonkwiler Partners, the advertising agency that created the campaign, but rather to Rufus Jeffris, a spokesman for the California Commission for Jobs and Economic Growth, who responded, "Any business in California would be nuts to leave. All things businesses need to thrive are here." OK, there's a banking system and an electric grid -- so far. But perhaps Mr. Jeffris would care to explain why -- once immigration from foreign countries is accounted for -- the former "Golden State" has been suffering a net out-migration of fed-up Californians for some time now. After all, in what other state could attorney Richard J. Simmons successfully sell a regularly updated 450-page book titled "California's Anti-Business Employment Laws"? The publisher, Castle Publications, explains, "California has the toughest and most costly employment laws in the nation ... (Mr. Simmons' book) examines the far-reaching network of new rules that touch upon such diverse subjects as wage-hour reform, employment discrimination, time off, leaves of absence, mass layoffs, plant closings, background checks, lactation accommodation, and paid family leave. It also reviews the devastating impact of these new laws on California businesses and employment." Included in the book are analyses of such local specialties as California's "pay-or-play" mandatory health care plan, and that all-time favorite, the "Sue-Your-Boss Law." Visit the Web site of the business law firm ReedSmith to learn how California "citizens groups" have recently begun using state unfair competition and false advertising laws to sue prescription pharmaceutical manufacturers in California over "off-label" use of their drugs. "These lawsuits highlight some of the mischief resulting from two of California's more unique anti-business statutes, California's 'unfair competition' law, Business and Professions Code section 17200 et. seq., and the recently amended 'anti-SLAPP' statute, Code of Civil Procedure sections 425.16 and 425.17," write the ReedSmith attorneys. Visit the California Chamber of Commerce Web site and click on the seemingly endless list of "anti-business legislation" that annually pours forth from Sacramento. There are so many that we've lost track of which have been enacted and which are still pending, but you'll find there (serious) proposals for a 2-cent tax on the retail sale of disposable cups and bags, a measure to hike construction costs by banning certain common wood preservatives; a measure to hold employers responsible if their employees feel they've been harassed ... by a customer; a measure to eliminate tax deductibility of executive salaries if they're "too high"; and -- our favorite -- an endless parade of provisions barring state agencies from buying any product or service from any vendor that doesn't offer health benefits, that pays employees less than $12 an hour, that requires mandatory overtime, that practices "at-will employment," that verbally harasses its employees ... Nevada Proud of Our Troops in the Middle East By Dr. Kenny C. Guinn*1In a life full of diverse experiences, I have to tell you that my recent trip to the Middle East to visit our troops in Afghanistan, Iraq, and Kuwait is one of the greatest adventures in my life. I will never forget the opportunity to see firsthand our efforts to bring democracy to a people starving for freedom in that part of the world. It was truly an honor to meet our brave men and women serving in the military. The purpose of my trip, organized by the State Department and the Department of Defense, was to speak to our regular Army and National Guard troops about their experiences and to see for myself how things are going in the Middle East. Before leaving on the five-day trip, the three other governors I traveled with and I received a detailed briefing at the Pentagon and we met with Secretary of Defense Donald Rumsfeld. At each meeting, we were encouraged to ask any question and to seek whatever information we felt important while on the trip. As Commander-in-Chief of Nevadas National Guard, what a privilege to share with our troops from the Silver State the support and pride we have for their efforts to make the world a safer place. During my multi-nation tour, I met with soldiers from Boulder City, Carson City, Elko, Fernley, Lake Tahoe, and Las Vegas, as well as a group from Nellis Air Force Base Airmen who work with the Predator unmanned aerial vehicles. These exceptional people are doing a tremendous job serving the United States in the War on Terrorism. They are a great representation of the best America has to offer. One morning, our Humvee driver did a remarkable job of getting us to our destination through the streets of Baghdad. When we arrived, I told the young man what a great driver he was and that I appreciated his expertise. He turned to me and said, I have to take care of my Governor, sirIm from Lake Tahoe. In another instance, a Major addressed me by name and thanked me for coming. When I asked her how she knew my name, she said she had attended Kenny C. Guinn Junior High School in Las Vegas. There were many cherished moments like these with other soldiers that I will always treasure. During the trip, I asked our soldiers how they feel the war was going; if they are getting the support and equipment they need; and do they believe what they are doing is necessary? These soldiers responded so positively to the goal of their mission and to the importance of their task that I was moved. They repeatedly let me know that, although they would prefer to be home, safe in the arms of their family, they know the job they are performing is vital, and that America needs to complete its mission in Afghanistan and Iraq before our military can leave. Soldiers also told me how the people of these countries deeply appreciate what we are doing and that they want us to be there. Their words left no doubt in my mind about the magnitude of our task. I was also struck and comforted to know how well our troops are being taken care of while they serve our nation. The food was excellent, I saw workout equipment everywhere I visited and, most importantly, they are being provided the latest and best equipment available. Everything was very hi-tech, and the logistical coordination was very impressive. I also saw for myself how the Humvee vehicles, which have been so prone to attack from Improvised Explosive Devices (IEDs), are now being replaced or outfitted with armor that greatly enhances the safety of our soldiers. When we met in Afghanistan with President Hamid Karzai and several provincial governors, they made it clear to us that our troops are making a tremendous difference in their nation. Although some people question how long it is taking for Afghanistan and Iraq to become true democracies, these gentlemen compared how long after the conclusion of the American Revolution it took our nation to create our own Constitution and to cement our way of governance. They reminded us that although each nation still has far to go, they are now meeting in a legislative forum to discuss their future, instead of shooting at each other. I think one location I visited speaks volumes about our mission in the Middle East. In Afghanistan, we visited an elementary school for girls. The children were so happy to see us and gave us a very warm reception. I was informed later that these schools are extremely dangerous places. When I asked why, I was told that the Taliban and other terrorists are intent on destroying these schools because, in their minds, girls have no business being educated. In closing, I have to tell you that one of the great joys I have had as Governor was upon my return to Nevada, the honor of calling the families of the soldiers I met while on my trip. I promised each soldier that I would tell their parents or spouse about my conversations with each of these brave men and women. The satisfaction of fulfilling that commitment will remain with me forever. Nevadans are already proud of our troops. I want you to know that our soldiers are doing a fantastic job, that they believe in their mission, and that they fully appreciate the gravity of what is at stake. One of the important accomplishment of Dr. Tony Lei as a famous Professor of Management is the research and findings on computer education, institutional management, and the art of leading of his three notable books entitled "Information Management", "Business Management", and " Management Behavior". "A good leader should acquire the ability of and execute the following seven management functions: 1. Planning: to plan important task project of this unit; 2. Organizing; to master the organoizational system of this unit; 3. Staffing: to recruit the appropriate staff members; 4. Directing: to direct the people on the staff of this unit; 5. Outstanding accomplishment of community involvement By Cheryl Moss, Jessie Walsh, and Tiffany ChangThe campaign event and dinner party for Kenny Guinn to be the Governor of Nevada in 1998 was a big success with Dr. Tony Lei's invitation of 100 guests including business owners, community leaders, professional executives, educational administrators, and multimedia representatives. In order to advance the proclamation and creed of Washington Business and Technology Institute (WBTI), it has also launched and participated a series of event and dinner parties for a special tribute to the people who contribute to the peomotion of the quality of life of all our residents and visitors of Nevada. WBTI emphasizes the encouragement and promotion of academic research, community service, and humane spirit since its establishment in January 8, 1996.
