Challenger says incumbent facing racketeering allegations
Commissioner's attorney suggests defamation

Clark County Commission challenger Jerry Tao said Thursday that Commissioner Chip Maxfield is facing racketeering charges as Tao's campaign implied in a recent poll of voters.

A day earlier, Maxfield denied he faces racketeering charges and called for a criminal investigation into the automated phone poll.

But Tao said Maxfield's complaints were inappropriate because a lawsuit involving racketeering allegations is expected to be filed today against the commissioner.

Maxfield's attorney said Thursday that the allegations are baseless, and that the lawsuit is nothing but a smoke screen from opponents who slandered Maxfield by suggesting he is under investigation.

"It (the lawsuit) is a defense against what has already been a defamation," attorney Don Campbell said.

Campbell said those behind the poll can be held accountable for defamation in civil court and might face federal criminal charges.

Maxfield has not been implicated in the federal corruption investigation that brought the indictment of several former commissioners and current Commissioner Mary Kincaid-Chauncey.

Tao said he learned before the poll was conducted that a lawyer planned to file a lawsuit against Maxfield that involved "serious allegations."

A news release distributed by Tao on Thursday said, "The attorney specifically noted that they have been investigating Mr. Maxfield for violations of the federal racketeering statute (known as RICO)."

Tao, a deputy district attorney, later said RICO violations can be brought against someone in either a criminal case or a civil lawsuit.

He could not name the plaintiffs or list the allegations. Tao referred questions about the lawsuit to the law firm of Lynch, Hopper and Salzano.

"I am not saying I know what is in the lawsuit," Tao said. "The reason we polled on it is because there were investigators asking very serious questions, and we thought it would be worthwhile to see whether this is something I could use in a (campaign) flier."

Sergio Salzano, a lawyer representing developer Brent Lovett in the pending lawsuit against Maxfield, said he has no connection to Tao's campaign. Salzano said he has never discussed plans to sue Maxfield with Tao or anyone with his campaign.

Salzano said Lovett plans to file a lawsuit against Maxfield today. The lawsuit includes many of the same allegations Lovett leveled against Maxfield last month in a complaint Lovett filed with the state Ethics Commission.

The complaint stems from a March 2001 vote on Lovett's application to rezone property on Buffalo Drive and Alexander Road from residential to commercial.

The county Planning Commission denied the request after opposition from neighbors and a county staff recommendation against the proposal.

Lovett said Maxfield never should have voted on the request because of a conflict of interest with Lovett, who had criticized Maxfield's civil engineering work during a construction defect lawsuit involving the Fiesta condominiums near Meadows mall.

After the vote, Maxfield embarked on a campaign against Lovett, Salzano has said.

Since then, Lovett's property received 17 citations for county code violations, including overgrown weeds and not having a fence around the property to prevent trash dumping. Before the vote, the property received no citations, Salzano said.

"I know Mr. Tao's people have been in contact with my client's people," Salzano said. "I wouldn't say he (Tao) is acting irresponsibly, but he is calling attention to a lawsuit that will probably be filed tomorrow."

INFLUENZA VACCINATION GUIDELINES

During the past several days, there have been a number of media reports concerning the shortage of influenza vaccine in Nevada and throughout the country. The unanticipated shortage is due to a manufacturing problem experienced by Chiron Corporation, one of the two influenza vaccine manufacturing companies.

In light of this situation, the Nevada State Health Division is following the interim recommendations from the Centers for Disease Control and Prevention (CDC), in coordination with its Advisory Committee for Immunization Practices (ACIP), during the 2004-05 influenza season. The recommendations emphasize priority groups for vaccination with inactivated influenza vaccine. These groups are:

All children aged 6 to 23 months;
Adults 65 years and older;
Persons aged 2 to 64 years who have underlying chronic medical conditions (as defined on the CDC Web site);
All women who are or may become pregnant during the influenza season;
Residents of nursing homes and long-term care facilities;
Children aged 6 months to 18 years on chronic aspirin therapy;
Health care workers involved in direct patient care;
Out-of-home caregivers and household contacts of children aged 6 months.
The Nevada State Health Division continues to remind people to take the following preventive measures to decrease the chance of becoming ill with the flu or other respiratory diseases:

Practice good hygiene, including frequent hand washing.
Stay home if you are ill.
Cover your mouth and nose with a tissue when coughing or sneezing.
Avoid touching your eyes, nose or mouth.
Avoid close contact with people who are sick.
It is important to remember that the vast majority of people who become ill with influenza experience no special health concerns other than the annoyance of having an illness for a few days. However, if you are experiencing symptoms, such as a high fever or difficulty breathing, or if you have concerns, please contact your health care provider immediately.

Nevada, LV court Chinese contingent
Tourism group sees 1 billion potential visitors

As he welcomed more than a dozen Chinese journalists to his Strip wedding chapel late Wednesday morning, Greg Smith shared what most locals consider a lengthy history of his 62-year-old Little Church of the West.

Realizing in seconds that China's written history dates back approximately 3,500 years, Smith quickly shifted gears to historical trivia better suited to his audience: that celebrity couples Cindy Crawford and Richard Gere, and Angelina Jolie and Billy Bob Thornton, once wed in that very room.

Video cameras rolled to action, and oohs and ahs flowed easily from foreign tongues.

"I know you're a long way from home, but you're in a very unique place today," Smith said of the chapel he co-owns.

He could have just as easily been speaking about Las Vegas, where glitz and glamour almost always take center stage.

This week's Chinese media tour was organized by the Nevada Commission on Tourism, which this summer opened an office in Beijing to promote travel and trade with a segment of that nation's 1.3 billion residents.

Commission spokeswoman Chris Chrystal said the state spent about $11,000 to set up the trip, with local businesses donating hotel rooms, show tickets, meals and other amenities. Given the visiting journalists' expected coverage, most involved considered the costs an investment in the potentially lucrative Chinese market, Chrystal said.

"When these people experience what we have in Nevada and convey it to their viewers and readers, who number in the millions, it's much more credible than if we were to run an ad in a magazine," Chrystal said. "You sow the seeds ... and after a while the seeds will sprout."

The visiting Chinese will see plenty during their six days in Nevada. After connecting in Los Angeles around noon Tuesday, the group arrived in Las Vegas that evening. By noon Wednesday, they'd already toured the Grand Canyon, thanks to Papillon Grand Canyon Helicopters, and received an inside look at Las Vegas' wedding industry, Chrystal said.

Plans call for visits to the Forum Shops and Fashion Show malls, Stratosphere's thrill rides and Cirque du Soleil's "O" show at Bellagio, among others. The group will drive by bus to Reno on Saturday, later visiting Lake Tahoe, the state Capitol and Virginia City before returning to China on Tuesday.

Lu Yuenong, executive editor-in-chief of Shanghai-based Traveller Magazine, said his coverage will likely focus on gaming, which tops China's fascination with Las Vegas. But he also plans to share other unexpected experiences, including Las Vegas' warm fall weather, its wedding chapels and production shows.

China's interest in Nevada has surged in recent months through television programs and movies, as well as the recent debut of Las Vegas-style gaming in Macau, he added.

"(Macau) is very positive. It makes people want to come to Las Vegas," Yuenong said.

Brandon Reed, general manager of Las Vegas' Candlelight Wedding Chapel, is pleased two staff members from China's Modern Bride Magazine made the trip. About 40 percent of his business comes from overseas, and in June, Reed took part in a state-sponsored economic development tour of China.

Reed returned with improved confidence that Chinese couples will soon be frequenting Las Vegas' 30 or so wedding chapels.

"We feel (weddings) are a very legitimate reason to come to Las Vegas," said Reed, who shared that message with Chinese government and travel industry leaders over the summer.

Though some in the Chinese government worry that couples who travel to America to wed might not return to the communist nation, Reed believes opposition to freer travel is waning.

"We feel that sooner, not later, this market is going to knock open our doors," Reed said.

Much must still be done in both nations' capitals, however.

Hyoung Gyun Kim, a Shanghai-based regional sales general manager with South Korea's Asiana Airlines, said his company's leaders have been impressed by Nevada's efforts to reach out to China. But visa and flight limitations are still big obstacles for increased Sino-American air service.

Kim said his visit could precede direct Asia-to-Las Vegas flights by his Seoul-based carrier, though he was not scheduled to meet with representatives of McCarran International Airport this week. For now, he wants to experience Nevada and later share his impressions with colleagues across the Pacific.

His top memory so far? The Strip's lights as viewed from his room at Monte Carlo.

"Even at 3 a.m., I looked out the window and it was never dark," Kim said through an interpreter.

Race toward space tourism interests LV millionaire

A Las Vegas real estate magnate has set his sights in the commercial space race beyond the suborbital flights achieved by SpaceShipOne to claim the $10 million Ansari X Prize.

Millionaire Robert Bigelow, a native Las Vegan who has parlayed Budget Suites of America and other real estate endeavors into a profitable enterprise, has offered to put up half of a $50 million purse to establish America's Space Prize.

His company, Bigelow Aerospace, is trying to secure the other half from outside sources.

"We're in discussions with both public and private sector entities. We're certainly hopeful we'll have good news on that front," said Michael Gold, corporate counsel for Bigelow Aerospace, the North Las Vegas company that's developing inflatable space modules to put into orbit.

Bigelow was unavailable for comment for this story.

In a telephone interview, Gold talked about Bigelow Aerospace's plans on Friday, four days after Brian Binnie piloted Mojave Aerospace Ventures' rocket plane, SpaceShipOne, to nearly 70 miles above Earth and glided it to a safe landing at the Mojave, Calif., airport. SpaceShipOne is a rocket plane designed by aviation legend Burt Rutan.

The flight, the second successful suborbital trip in a five-day span by SpaceShipOne, won the $10 million prize offered by the Ansari Foundation. The prize was an incentive to jump-start the space tourism industry.

Like the Ansari X Prize, this next level of competition among aerospace entrepreneurs is aimed at boosting the prospects for the private spaceflight industry.

The SpaceShipOne flights featured a rocket plane with a pilot and the weight equivalent of two passengers reaching 62.5 miles above Earth and returning safely.

America's Space Prize might up the ante. The award is expected to be offered for a manned craft that can carry the equivalent weight of five people into orbit, reaching 250 miles, at speeds of about 17,500 miles per hour, seven times the suborbital velocity.

"When you increase the velocity and altitude like that, you're dealing with much harsher forces and more challenges for re-entry," Gold said.

He said rules and details of America's Space Prize still are being worked out but he expects an announcement later this year.

Among the other challenges will be that the craft probably will have to demonstrate the capability to dock with Nautilus modules that Bigelow is developing.

Gold said the company has targeted 2010 to have a full-scale Nautilus in orbit, one capable of serving five to seven astronauts, depending on the mission, in a module, 45 feet long and 22 feet in diameter.

"We're hoping we can get it done by 2010 and it would certainly seem like a large challenge but so did the X prize five years ago," he said.

To reach the goal, he said the company is taking a step-by-step approach that calls for first launching subscale flight demonstrators to see how they perform in the space environment. The launches will allow engineers to fine-tune the design.

A one-third scale version, the Genesis Pathfinder, pressurized with nitrogen, tentatively is scheduled for launch in November 2005 from California's Vandenberg Air Force Base. The rocket plane will be launched on a Falcon-5 booster provided by Southern California-based Space Exploration Technologies Corporation, known as SpaceX.

Gold said a second launch of Bigelow's Genesis-class module is scheduled for April 2006 by a Russian company, ISC Kosmotras, aboard its Dnepr missile from Baikonur, Kazakhstan.

He said Bigelow Aerospace has spent five years developing inflatable space modules.

Bigelow has a history of putting his resources into speculative research.

He pledged $3.7 million to the University of Nevada, Las Vegas for a program to attract experts to UNLV on aspects of human consciousness. The Consciousness Studies program, which included such courses as Near-Death Experiences, was terminated in 2002 when Bigelow decided to direct the funds to scholarships instead.

In 1996, his interest in reports of UFOs at a 480-acre ranch in Utah where three cows had been mutilated prompted him to buy the ranch as a research endeavor for his National Institute for Discovery Science.

Gold said Bigelow "cares deeply" about Las Vegas and Nevada and "certainly part of the purpose with Bigelow Aerospace is to help development of a new and exciting manufacturing base in the Las Vegas area."

He said Bigelow made a substantial commitment when he started the company more than five years ago and determined that he could put $500 million of his own funds into the space effort by 2015 to achieve launch of full-scale hardware.

Gold said the work at Bigelow Aerospace is a collaborative effort with NASA's Johnson Space Center in Houston. Bigelow Aerospace holds Space Act agreements with NASA for personnel and technology exchanges as well as a licensing pact for developing inflatable space technology the space agency had pursued.

A NASA spokeswoman, Eileen Hawley, said the contracts were let under a program to transfer space development technology to the private sector.

Gold said that incentive prizes are needed to take space ventures to the next level without relying on costly government programs.

In a report he wrote with Bigelow, they noted that "the last great American space project, the moonshot, occurred over 30 years ago. The reason for this lack of progress is that the astronauts made it to space but the entrepreneurs never did."

Gold said: "Having witnessed all the great progress by Burt Rutan (with SpaceShipOne) is so reminiscent of the Mercury, Gemini and Apollo programs with their courage and innovation."

Bush, Kerry, Nader to visit this week

RENO -- President Bush, Sen. John Kerry and their surrogates will be tripping over themselves this week as they try to pick up swing votes in the battleground state of Nevada.

Bush plans to attend rallies Thursday in Reno and Las Vegas, the White House announced. He already has visited Reno once and Las Vegas twice this year.

Kerry is scheduled to address an AARP convention the same day in Las Vegas, his fifth stop there this year, spokesman Sean Smith said.

Independent candidate Ralph Nader also plans to get in the act by speaking Wednesday at UNLV, his second campaign stop in Las Vegas this year.

National polls show the presidential race tightening to a dead heat, forcing both Bush and Kerry to focus on 20 states in which neither holds an advantage. Recent polls of Nevada voters show the race about even for the state's five electoral votes.

In 2000, Bush narrowly carried the state, 49.5 percent to 46 percent. Bush visited Nevada once that year; Al Gore twice.

"There's no doubt there's never been this attention shown to Nevada by the presidential candidates in its 140-year history," state Archivist Guy Rocha said. "They're sending in family, friends, all the big guns and big names."

The Bush campaign plans to send retired Gen. Tommy Franks to Reno and Las Vegas today, presidential nephew George P. Bush to Las Vegas on Tuesday and first lady Laura Bush to Lake Tahoe on Thursday.

It will be the first lady's third trip to Nevada in two weeks and fifth of the year. Vice President Dick Cheney has made six visits to Nevada this year.

The president's two upcoming Nevada rallies reflect the campaign's determination to carry the state on Nov. 2, Bush spokeswoman Tracey Schmitt said.

"Nevada is a battleground state, a state that we expect will be closely contested," Schmitt said. "President Bush looks forward to bringing his optimistic agenda directly to voters in Las Vegas and Reno."

On Saturday, the Kerry campaign sent Kerry stepson Andre Heinz to Reno, and Kerry's brother, Cam, and former President Franklin Roosevelt's granddaughter, Anne Roosevelt, to Las Vegas.

Kerry's daughter, Alex, plans to visit Las Vegas today.

Vice presidential candidate John Edwards and his wife, Elizabeth, have visited Nevada once each.

"Nevada is ground zero in the presidential election," Smith said. "Both sides know that the race is a dead heat and are doing everything they can to gain an extra advantage."

Kerry also plans to make his first visit to Reno sometime before the election, Smith said.

Reno has a Republican voter registration edge; Democrats hold the lead in Las Vegas. Statewide, registration is about evenly divided among Democrats and Republicans.

"We certainly don't concede Northern Nevada to Bush-Cheney," Smith said. "There's a reason they're sending surrogates up there. The race is tight up there."

CI has been led by Dr. Sue Fawn Chung as its Director and Fellow. She is an Associate Professor and former Chairman of the History Department at UNLV. Dr. Chung was also named one of the two Nevada advisors to the National Trust for Historic Preservation in 2000.

"PAI is exploring such themes as computer and quantitative analysis for administration, seniors power by voting, economic renewal, educational technology, elder abuse, social security and Medicare, and the important relationship between faith and public policy," Dr. Lei noted. "We have worked to provide a setting of ideas in which the principles and perspective of the program come into contact with leading issues of the day in order to improve the quality of life of all our Nevadans."

The value of an academic institute should also put an eye on community service aside from its academic research. Take only one example, for the positive effort of the research and promotion of the seniors benefit, the Institute has done sizable works and received valuable results. At the end of 20th and in the very early of this 21st century, Associate Fellow of the Public Administration Institution (PAI) of WBTI, Elder Rights Attorney Besty Kolkoski of the Nevada Division for Aging Services (NDAS), with Juris Doctor degree of University of Cincinnati College of Law held the Forth Anniversary Meeting of the Nevada Elder Abuse Prevention Council (NEAPC) as Co-Chairpersons with Nevada Attorney General Frankie Sue Del Papa. Betsy did a research paper on elder abuse prevention through quantitative methodology. Both of them had received a fruitful consequence on the prevention of elder abuse with their cooperation of the NDAS and the Office of the Nevada Attorney General. Associate Fellow Sheri Vogel of PAI, a Juris Doctor degree holder of Detroit College of Law, Detroit, Michigan, has been the Project Administrator of the City of Las Vegas Senior Citizens Law Project since 1986. Sheri has obligatory assisted to and solved the concrete benefits and difficulties of seniors for many thousand cases. Her effort to help Las Vegas Seniors has won a lot of applauses. The President of Washington Business and Technology Institute (WBTI), Dr. Tony Lei, had been a member of the Las Vegas Senior Citizens' Advisory Board. He is now also a member of the Senior Advisory Committee of the U. S. Congresswoman Shelley Berkley . Dr. Lei, elected as Executive Vice President of Seniors United in 2000, had been supported both by the educational and political sectors to get advance in leading the research and promotion of the seniors benefit, social security, and Medicare.*3

"WBTI is a very well respected and integral part of this community. To be an Associate Fellow of its Public Administration Institution (PAI) is a very prestigious honor for me. I am also grateful to be joining such a distinguished panel of professionals who are committed to improving the lives of our citizens in this community," said Judge Ann Zimmerman at the time when she was a Deputy Attorney General of Nevada.*4

In the first paragraph of the article entitled "Election Winner Judge Kolkoski Recognizes Dr. Tony Lei as a Great Leader,' It was wrote that, "During the congratulating conversation from Dr. Tony Lei to Judge Betsy Kolkoski for her re-elected as a Las Vegas Municipal Court Judge, she told him that Dr. Tony Lei is really a great leader.*5

U. S. Congresswoman Shelley Berkley wrote Dr. Tony Lei early April this year from her U.S. Congress Office in Washington, D. C. : "I can not thank you enough for all you do for me, my dear friend. I just read the 'Washington Business and Technology Institute' publication. It was wonderful!"*6

Seasons greetings are significant to famillies! With honor as the Assistant Democratic Leader of U. S. Senate, Senator Harry Reid wrote Dr. and Mrs. Tony Lei on January 11, 2001 from his office in Washington, D. C. : "The holiday season is a time for remembering the good things that have happened during the year, for reflecting on the many blessings of our lives, and for renewing the bonds of love and friendship that make our lives special."

The famous political leader from Nevada continued his literary and intimate writing that, "This year has been eventful for the Reid family. Our first child, Lana, and our three grandchildren live in the Washington area. Roary and three more of our grandchildren live in Las Vegas. Leif is in Reno with two more grandchildren and have just told us another is on the way.

Josh just passed the bar, is living in Reno and also has announced our new daughter-in-law is expecting. Finally, our youngest, Key, lives in the Washington DC area with our newest grandchild. So, as you can see, we have the pleasure of grandchildren in each of our frequent stops, Las Vegas, Reno and Washington."

The Bible says: "Behold the fowls of the air: for they sow not, neither do they reap, nor gather into barns, yet your heavenly Father feedeth them. Are ye not much better than they?" (Matthew 6:26) Take what the Senator says to Dr. Lei in his letter that, "On behalf of Landra and our family, I want to thank you thinking of us during this holiday season. Each holiday greeting reminds us that we are truly fortunate to have so many friends and loved ones with whom to share this special time." And if a humble individual like Dr. Lei may be treated so friendly by our Senator Reid, obviously everyone of us in Nevada would be taken care by his extended kindness. And this be our mode: "In God is our trust!"

His love to his family and his friends revealled his dignified and humane spirit through his words in the letter. For a great and powerful person like him to have such a beautiful and kind heart is really the glory of God. "Love must be sincere. Hate what is evil, cling to what is good. Be devoted to one another in brotherly love. Honor one another above yourselves," says the Bible. (Romans 12:9-10) At the end of the letter, the famous U.S. Senator says that, "The Reid family has been richly blessed and we look forward to the years ahead. I hope that the season brings happiness and good fortune to you and your loved ones. With warmest regards."*7

GLOBAL GAMING EXPO 2004: Show ends with fistful of records
Trade convention sets marks for attendance, space used, exhibitors

American Gaming Association president devoted to enforcing code of conduct

The American Gaming Association will concentrate on enforcing the trade group's new code of conduct for dealing with problem gaming in the coming year, the trade group's president said Thursday at a news conference wrapping up this year's Global Gaming Expo.

The expo, the fourth run by the American Gaming Association, shattered previous records with 26,000 attendees and 700 exhibitors covering 255,000 square feet of the Las Vegas Convention Center, association President Frank Fahrenkopf said.

Attendance at the three-day conference was up 20 percent from last year, the number of exhibitors was up 6 percent and the area used by exhibitors was up 16 percent from last year and double the space used in 2001, the show's first year.

There were also 106 international exhibitors from 26 countries displaying equipment, and 140 conference sessions on key issues facing the industry.

Fahrenkopf said enforcing the new problem-gambling code will be one of his priorities next year.

"I'm very proud the industry realized there's a negative side of our business for some people and we as an industry have a responsibility to do something about it," he said.

The association almost a year ago announced a first-ever industrywide code of conduct for responsible gaming. The code went into effect Sept. 15, committing members to a broad set of policies aimed at curbing problem gambling.

Fahrenkopf said responsible gambling has been a main focus for the association since it was formed about a decade ago, and that developing measurable standards for member companies is a serious milepost in addressing the issue.

He said all member companies have signed onto the code, but the trade association hasn't developed disciplinary procedures for companies that fail to comply.

However, Fahrenkopf said public disclosure in the media and peer pressure from other companies should serve as stringent deterrents for not complying with the code.

And if need be, the association would consider, on a case-by-case basis, barring offending companies from its membership.

G2E, organized by the American Gaming Association and Reed Exhibitions, made its debut in fall 2001, and bills itself as the international gaming trade show and conference "by the industry and for the industry."

G2E emerged from the 2001 merger of two gaming trade shows, the original Global Gaming Expo and World Gaming Congress.

NEVADA PROVIDES A BOOST FOR RENEWABLE ENERGY

Over the past several months, the State of Nevada has worked diligently to create incentives for the development of renewable energy in our state. This is of particular importance, since it has been difficult for renewable energy producers to obtain financing for renewable power projects. The energy market can be volatile, particularly for a state such as Nevada, whose power companies are often dependent on purchasing and importing coal and natural gas for our stateˇ¦s consumers.

I want to tell you about a collaborative effort, which has included the Governorˇ¦s Office, renewable energy developers, Sierra Pacific and Nevada Power companies, and the PUC staff, that has created the Temporary Renewable Energy Development Program (TRED). The program is an important step in advancing the development of renewable energy projects in the state, and also fulfills requirements of Nevadaˇ¦s Renewable Portfolio Standard. The legislatively established Renewable Portfolio Standard requires that 15 percent of Nevadaˇ¦s electricity will come from renewable energy by 2013.

Under the TRED program, a predetermined allocation of funds collected by the stateˇ¦s electric utilities will be placed in a third-party trust, which will disburse payments to renewable energy developers for power sold to the utilities. By creating an independent trust, project financiers are guaranteed payments regardless of the financial situation of the utility. A renewable energy developer who has a contract with one of the electric utilities can then apply to the PUC for TRED eligibility.

The TRED program is yet another example of Nevadaˇ¦s government working with different entities to build a sustainable alternative power industry for the future. It is imperative that the state continues to look to alternative power sources as a way to lessen Nevadaˇ¦s dependence on imported energy. Programs such as TRED are steps in the right direction toward meeting the future energy needs of Nevadaˇ¦s citizens

CARSON CITY - Gov. Kenny Guinn today announced that the State of Nevadaˇ¦s Division of Child and Family Services has received a federal five-year grant of $3,749,380 that will enhance the infrastructure for mental health service offerings to the stateˇ¦s children and families.

The grant was awarded by the Substance Abuse Mental Health Services Administration, of the United States Department of Health and Human Services. The funding provides support to develop or enhance Child and Family Serviceˇ¦s service system and to support effective substance abuse and/or mental health service delivery.

ˇ§It is essential that our mental health services keep pace with our growing population, and this grant will help Child and Family Services provide early intervention services for children and youth with behavioral health challenges and will offer much-needed support and guidance for their families,ˇ¨ Gov. Guinn said.

ˇ§This federal grant supports the Division of Child and Family Servicesˇ¦ quality improvement work toward enhancing the mental health service delivery to Nevadaˇ¦s families,ˇ¨ added Jone Bosworth, Administrator of the Division of Child and Family Services. ˇ§We are thrilled that DCFS was able to write and receive the infrastructure building grant - being one of only seven sites in the nation chosen is quite remarkable.ˇ¨

Other sites chosen were Nebraska, Utah, Arizona, South Carolina, Georgia and the Puyallup Indian Tribe in the state of Washington. The grant was the culmination of a collaborative effort. Nevada State Sen. Randolph Townsend - one of 17 members of the national commission, the Presidentˇ¦s New Freedom Commission on Mental Health - provided a key connection between the federal level and Nevada Mental Health Plan Implementation Commission. Through legislation enacted in 2001, mental health consortiums were formed throughout the state to coordinate assessment and collaborative planning for mental health services. The latest federal grant will provide funding for additional personnel and expertise in the areas of childrenˇ¦s and adolescent mental health. "Following a recent industry trend, Internet giant Yahoo Inc. is adding new search engine tools that will enable users to create personal folders and share their favorite links with others," the Associated Press delivered today.*2

"UNLESS YOU'VE BEEN LIVING IN A CAVE, you've seen enormous changes in communications technology over the past two decades. From orbiting satellites routing long distance phone calls to email to undreamed-of growth of the Internet, the age of communicating online, using computers and networks, is upon us all," stated at the first paragraphy of the 'Introduction' of the book, "How to say it online: everything you need to know to master the new language of cyberspac," written by Kim Baker and Sunny Baker.*3

"And what could be better news? To keep in touch, there's nothing faster or cheaper than email. To gain access to information and people, the power of online communication expands your reach from the local to the global. To meet new friends and even romance a potential life partner, online venues provide rich opportunities (if you know the right things to say and the best way to say them). At school, the Internet places volumes of knowledge on ever subject at your fingertips, and at work, computer networks make business communication more efficient than ever." *4

Whether you are in business or in non-profit organization, you need to have a Web site. This seems to be a common wisdom in now- a-days. Think seriously about the needs of your market before you go onto the Web to make more money for business, to develop better non-profit organization, or to contribute to more community service. "It's hard to believe that Fred's Service Station really needs a Web Site to reap new profits. However, for some businesses and professional service firms, the Internet and web to gether offer viable marketing and distribution opportunities. "Sunnyvale-based Yahoo expects to begin testing the new features Tuesday at http://next.yahoo.com. With the new tools, Yahoo's search engine users will be able to sort and save their search results into distinct categories. Visitors also will be able to record personal notes about the saved sites. Yahoo's upgrade is similar to features recently introduced by two other Internet search engines, Ask Jeeves Inc. and A9.com, which is owned by online retailing giant Amazon.com Inc.," the Associated Press continued.*6

"There is no longer any such thing as a purely national economy. The rest of the world is just too big to ignore, either as a market or as a competitor. If business schools do nothing other than to train their students to think internationally, they would have accomplished an important task," said John Young, CEO, Hewlett-Packard.*7

Information Technology is helping managers of e-business to eliminate layers of amangement, enabling more collaborative forms of management, providing them with significant information technology resources, and confront them with major e-business and e-commerce challenge.

They were created by the Computer Ethics Institute: (1). Thou shalt not use a computer to harm other people. (2). Thou shalt not interfere with other people's computer work. (3). Thou shalt not snoop around in other people's files. (4). Thou shalt not use a computer to steal. (5). Thou shalt not use a computer to bear false witness. (6). Thou shalt not use or copy softwear for which you have not paid. (7). Thou shalt not use other people's computer resources without authorization. (8). Thou shalt not appropriate other people's intellectual output. (9). Thou shalt think about the social consequences of the program you write. (10). Thou shalt use a computer in ways that show consideration and respect.

A sucessful businessperson always know the old rule that says "It's easier to keep an existing customer than to find a new one." In online customer relationships, this rule is just as important. Your goal should not only to get new visitors, but to cultivate your customer base to yield repeat sales, services, and referrals from satisfied purchasers, clients, and patronagers. "Besides a good product or service, there are only three things you need for successful online customer relations: strong communication, common courtesy, and exemplary customer service. Unfortunately, these old-fashioned values are often missing in many companies' online promotional communication." *9

JOHN L. SMITH: If Augustine fights, the bloodletting would do wonders for state politics

Gov. Kenny Guinn on Thursday joined a chorus of public officials calling for state Out-of-Controller Kathy Augustine to resign or face impeachment.

She paid a $15,000 fine and admitted three willful violations of state ethics laws after enlisting a staffer's assistance in her 2002 re-election campaign. The Republican has admitted she broke the rules but has refused to step down.

Augustine has the state's political hierarchy in a lather. Democrats are busting buttons, and Republicans are coming unhinged over the prospect of one of their own embarrassing the party and state.

U.S. Sen. John Ensign and Rep. Jim Gibbons have called for Augustine to go. She hasn't heeded their call.

On Thursday, it was Guinn's turn. After tepid early rhetoric, he came out firing and promised to call for a special session of the Legislature to commence impeachment proceedings if she didn't do the right thing. The issue was so important, he said, it couldn't wait for the start of the regular, 120-day session of the Legislature.

Of course, he hoped it wouldn't come to that.

"It will be a difficult process for everybody to go through," Guinn said. "That's why we just could not interface it with this 120 days. We have too many critical issues, and every day will cause us to add more time on the end of 120 days."

Guinn is right about the need to conduct serious business at the Legislature, but after 2003's multiple special sessions it's hard to take that 120-day figure literally. Asking the Legislature to keep a schedule is like asking Wayne Newton not to "go overtime." After so many years, it's become part of the act.

Democrats and Republicans agree Augustine has worn out her welcome. Even the Nevada Republican Liberty Caucus, which loathes Guinn and all Democrats, has called for her ouster.

That makes it unanimous. Augustine is friendless.

But I think Augustine should hang tough.

Not because I'm an ally.

(Sorry, sweetheart. You're a bum.)

And not because she has more than a lottery-ticket's chance of surviving an impeachment proceeding.

She should stay because, if she fights, blood will flow.

And that's a good thing.

Word is Augustine is feeling so abandoned over the ethics issue that she's willing to unload. Remember, this is a person who as controller knows more than anyone about the ebb and flow of state funds. She'd know which companies that do state business are allowed to slide on bills, and she could also outline all sweetheart deals done under the taxpayers' noses.

The controller handles the state's checkbook. If you think the keeper of the purse doesn't know all the family's secrets, ask your wife.

For an example of the havoc Augustine might be capable of wreaking, look no further than the tale of former Assemblyman Wendell Williams. Despite personal problems and political enemies, Williams' criticism of former community college allies and legislative colleagues helped shake up the education system and end legislative "double dipping."

Williams was no hero, but his troubles had the effect of cleansing an infected wound.

Along the way, noses will get bloodied.

The first belongs to Attorney General Brian Sandoval, who didn't move like lightning when allegations against Augustine surfaced in January 2003. He later was party to a flawed deal that allowed her to sign off on ethics allegations. Speaking of Sandoval, his arguable preoccupation with campaigning for President Bush on state time hasn't gone unnoticed by Augustine's attorneys.

Augustine's last stand won't just raise eyebrows and sell newspapers. It could provide the kind of exposure rarely revealed without a subpoena, and that would do wonders for Nevada politics.

Her detractors should hope she finds work and goes quietly. Otherwise, she'll have nothing to lose.

"What I hope is that people will not rush to judgment and instead wait for the facts," said her attorney, Dominic Gentile. "But she's a fighter. If they attack her, before it's over, there will be more than one person's DNA on the floor."

That sounds intriguing.

It's Augustine's last stand.

Bush names Boggs McDonald to national commission
New program aims to expose Americans to other cultures

Clark County Commissioner Lynette Boggs McDonald was appointed Friday by President Bush to serve on a national commission related to international study programs.

Boggs McDonald, a Republican appointed to the County Commission in March, said she is "honored and humbled" to be one of four people chosen by Bush for the Commission on the Abraham Lincoln Study Abroad Fellowship Program.

The commission will launch the new program, which is designed to expose Americans to international cultures, governments and economic systems, and which will probably work with the U.S. State Department.

Boggs McDonald, a self-described Army brat, lived abroad for much of her childhood and spent a month in India during the summer of 2003 exploring economic and cultural programs there.

"We will be charged with structuring the program," she said Friday afternoon shortly after the White House made the appointment official.

In an interview, she said she was sworn to secrecy when she began talking to the Bush administration about a year ago about her interest in an appointment or nomination.

She said she was first offered an assistant secretary's position in the Department of Housing and Urban Development and, after turning that down, was offered a position as trustee of the United Service Organizations.

"I said I wanted to be able to serve this president in any way I could, but given my circumstances this past summer, I said that I could not go to Washington, D.C., and I could not do any foreign travel," she said.

Boggs McDonald gave birth to her second child in August, five months after she was appointed to the County Commission and three months after she filed for election to the post.

Her Democratic challenger, Assemblyman David Goldwater, said it is an honor any time a Nevadan is nominated for a position by the president. But he said he wonders where Boggs McDonald's priorities lie.

Boggs McDonald ran for the Assembly as a Democrat and lost. She then switched to the Republican Party and was appointed, and later elected, to the Las Vegas City Council. She made an unsuccessful bid for Congress in 2002 and was still on the council when Republican Gov. Kenny Guinn appointed her to the commission to fill a vacancy this year.

"I'm concerned because Commissioner McDonald's record points to political opportunism," Goldwater said. "She deserted her city constituents to seek appointment to the County Commission, and now she's clearly seeking some other appointment in the Bush administration, possibly abandoned these constituents for the next best opportunity."

Boggs McDonald said that while she did not know much about the position, or whether she would be paid, she did not think the commission's duties would regularly keep her away from Las Vegas.

DMV ADDS NEW CONVENIENCES

Over the past year, the Department of Motor Vehicles (DMV) has taken aggressive steps to eliminate long lines and to improve customer service. I would like to take a moment to tell you about the two latest conveniences DMV has added.

First, the department has added driver license renewals to its popular self-service kiosks in Las Vegas, Reno, and Carson City. DMV continues to encourage motorists to renew by Internet, telephone or mail when they are eligible to do so. By using kiosk renewal, motorists can renew their licenses up to 30 days after expiration and receive their renewal sticker immediately.

The departmentˇŻs self-service kiosks for registration renewals debuted earlier this year and have been a resounding success. In August, for example, 10,416 customers avoided waiting in line and completed their registration renewal by kiosk. This number represents nearly 10 percent of the total registration renewals for the month.

Motorists with a vehicle registration suspension due to an insurance lapse are only a click away from being first in line. They can now reinstate the registration online at www.dmvnv.com. Certified letters sent by the department to notify owners of the suspension now contain an access code that can be used to reinstate the registration online. Motorists are also given the opportunity to renew the vehicle registration if it is due.

New services and new staff at DMV offices have resulted in dramatically reduced wait times within the past year. Wait times in the Las Vegas offices now average slightly less than one hour; the wait at the Galletti Way office in Reno is now averaging about 65 minutes. The department has set an overall goal of reducing wait times to one hour or less at all times, and it appears that DMV is on track to meet this overall goal, which is good news for our stateˇŻs drivers.

The Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI) was established early in 2003. Drs. E. Lee Bernick and Keong Leong were appointed as Deans of the School by WBTI on March 11, 2003. "The mission of this School will emphasize the humanitarian orientation of public administration adn social responsibility of business management . Throuugh academic entrepreneurship, we may expect the endeavor of this school for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Professor of Administrative Strategies in GSBPA. Dina is a Senator of Nevada Senate and Adjunct Professor of Political Science of UNLV.*1

He introduced participants of all the elected officers, leaders of unions, persons campaigned for public service, among others. The Keynote Speaker was Senator Harry Reid. Special Speakers were U. S. Senator Richard Bryan, U. S. Congresswoman Shelley Berkley, and U. S. Senate Candidate Ed Bernstein. Comments were offered by Rory Reid, Nevada State Democratic Party Chairman, and Danny Thompson, Secretary/Treasurer of Nevada State AFL-CIO. North Las Vegas Justice Court Judge-elect Natalie Tyrrell once wrote a letter of appreciation to Dr. Tony Lei from her Office, "....I want to share with you my favorite quote. It is by the great Winston Churchill. It exemplifies the driving force by which I start out each day. He said, 'We all make a living by what we get, but we make a life by what we give.' ...." By the act of love itself, we are enriched. Love in action is service above self. We encourage people to make service a part of our characters and experience the abundant reward that comes from serving others.

U. S. Senator-elect John Ensign's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and taught his children the value of hard work, integrity, and independence. "The significance of life is to build and educate the continuous lives of the universe," said Dr. Tony Lei, President of Washington Business and Technology Institute (WBTI). People came to America to seek the American dream. Even though not all of them can realize their American dream, eventually they could teach and help their children accomplish their contributions to our country.

As a born-again Christian, people have been inspired by his sincererity, humbleness, and credibility much more than just his wealthy and handsome appearance now. On October 15, John attended the worship service of the Liberty Baptist Church. He offered a short speech of testifmony. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible.

People believed with John that he said, "I have the passion for the fight and the unshakable belief that together we can build a better Nevada." In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei, also a born-again Chrisitan, that WBTI would honor him as Advisor and Vice Chairman of its Advisory Board. In the first paragraph of this column on September 15, it is stated that on September 7, U. S. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. The importance of sharing culture through art and festivities that bring people together serves to enhance all of us more by enriching our lives with the diversity of people and their customs. I especially would like to extend my appreciation to Dr. Tony T. Lei for his commitment and enthusiastic support of the Thai Performing Arts." John received Doctor of Veterinary Medicine degree form the Colorado State University in 1985. He accepted Dr. Tony Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. He believes that America must honor its words to seniors. His scholastic and gentle appearance has won a lot of applause and respect.

In community service, Dr. Tony Lei's hero is the great servant who has given all for the betterment of others' lives. Let our candles fuel a fire that will fan out an ever-lasting circles. With these circles together we can close our eyes and envision a community that is safe, peaceful, and healthy. The Bible teaches: "...let us not love with words or tongue but with actions and in truth (1 John 3:18)." District (Family) Court Judge-elect Cheryl Moss wrote Dr. Tony Lei, "I am delighted and honored to be appointed as an Associate Fellow of the Public Administration Institution of Washington Business and Technology Institute. Thank you for this opportunity to serve, and I hope to gain more knowledge, insight and awareness about public service and community issues through your prestigious institution. I remain dedicated to helping the community, and I am inspired by your leadership, wisdom and guidance. I am also fortunate to have met you and your wife, Judy, because you are both active and dynamic individuals in the community. Your accomplishments and achievements have demonstrated that taking part in the community does make a difference. Best wishes and thank you again for your unselfish kindness, support and encouragement." Power in politics should have a direction that the power based on knowledge is the power of righteousness. We wish that a pure fountain may prosper and enrich our spendid and golden country through the spirit that knowledge calls, ultimately, for a life of service. "In God we trust. Life is for the purpose to serve our lovely society," Dr. Tony Lei stated.

John Ensign: a born-again Christian

It is not very possible for anybody all the way with good luck from the beginning to the end of his or her whole life. One will enevitably face somekind of frustration. The attitude that one holds in facing one's frustration will, nevertheless, decide what would be his or her fate to be followed. If anybody gives up soon after he or she gets a frusration or difficulty, then the following days for his or her life will most probably be in dead end.

John Ensign has been impressived as a handsome, strong, and rich man. He has been long time identified as son of big casino leading figure of Mandalay Bay. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. John's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. This respectable man worked hard to provide for his family and teach his children the value of hard work, integrity, and independence. John's wife, Darlene, encouraged him into his first political race for Congress. Earned a Doctor of Veterinary Medicine degree from Colorado State University in 1995, his scholarstic and gentle appearance has won lots of applause and respect from knowledgeable ladies in social activities. It was when he was attending veterinarian school that John became a born-again Christian. He was urging by Darlene to become involved in a men's Christian group.

U. S. Secretary of Labor Elaine Chao says foreign-owned companies employ millions of American

"Foreign companies have created millions of jobs in the United States, far overpacing the amount of work that American business have shifted abroad," said U. S. Labor Secretary Ealine Chao on September 1, 2004.

According to "The Associate Press," Chao said the administration is concerned about every lost job, but realizes job shuffling is part of a dynamic economy that constantly requires workers to get new training. She said the Bush administration spends $23 billion on more than 30 job training programs.

"We understand the concern and the anxiety on this issue," Chao said. "My point also is we live and work in a worldwide economy..... If we isolate ourselves from the worldwide economy, we will put in jeopardy the 9 million jobs that american currently hold in foreign-owned companies."*9

At the invitation of the Chinese Ministry of Labor and Social Security, U. S. Secretary of Labor, Ms. Elaine Chao, visited China from June 21 to 24 in 2004. The U. S. Secretary of Labor Elaine L. Chao said in Beijing on Thursday, June 24, 2004 that her visit to China was fruitful.

"Chao signed four agreements during her trip to enhance cooperation in raising the living standard and working conditions for employees. She also announced the US would donate 3.5 million US dollars to China to help combat AIDS through workplace education program," reported the Xinhua News Agency on Thursday, June 24, 2004.*2

"She hoped through exchanging information, the two sides can raise living standards for workers, foster safe working environment for workers, and protect workers' rights in accordance with relevant international labor principles while respecting the national laws of both the United States and China," the Agency continued.*3

U. S. Secretary of Labor Elaine Chao received her B. A. degree in Economics with straight A's for all her four years at the famous Mount Holyoke College in New England. She obtained her M. B. A. degree from Harvard University in 1979. She also studied at M.I.T., Dartmouth College, and Columbia University.

At the time she was nominated by President Bush as the Secretary of Labor, she told her father that she does not intend to be an "Authoritative Official". She hoped that she could contribute to our society and nation.*4

Secretary Chao has received numerous awards for her professional accomplishments and community service. She is the recipient of 21 honorary doctoral degrees from colleges and universities around the world.

Secretary Chao is married to the Majority Whip of the United States Senate, Senator Mitch McConnell of Kentucky.

"Elaine L. Chao is the nation's 24th Secretary of Labor, representing a new generation of American leadership. Since her confirmation by the United States Senate on January 29, 2001, she has been dedicated to carrying out the Department of Labor's mission of inspiring and protecting the hardworking people of America. She is respected as an effective and articulate champion of the nation's contemporary workforce, acting quickly to focus the Labor Department on the modern realities of workers' lives." *5

"When President George W. Bush nominated Elaine L. Chao, the first Asian-American woman appointed to a President's cabinet in U.S. history, he described her as an individual with “sstrong executive talent, compassion, and commitment to helping people build better lives."

According to the U. S. Department of Labor, Secretary Elaine Chao's compassionate nature stems from her own background as an immigrant to this country at the age of eight. Her family's experience transitioning to a new country, supported by one another and the kindness of friends and neighbors, taught her that encouragement is the key to fostering independence, and that Americans are naturally compassionate people. This inspired her to dedicate most of her professional life to ensuring that people have the opportunity to pursue lives of dignity and financial independence.

As Director of the Peace Corps, Ms. Elaine Chao was one of the first Americans to personally embrace the people of the former communist bloc into the family of democratic nations, establishing Peace Corps programs in the Baltic nations of Latvia, Lithuania, Estonia and the newly independent states of the former Soviet Union. Later, as President and Chief Executive Officer of United Way of America, she restored public trust and confidence after the organization was tarnished by mismanagement and financial abuse, thus preserving the nation's largest institution of private charitable giving.

The experience Ms. Elaine Chao gained at the United Way helping communities address their local needs prepared her to mobilize the Department of Labor to promote pathways to economic freedom for individuals and families working to achieve the American Dream. She describes her vision for America's workforce as “oone in which everyone can participate where jobs and opportunities are available for those leaving welfare, job training is accessible for those left behind, disability never bars a qualified person from the workplace, and where parents have an easier time balancing the responsibilities of work and home.

"Secretary Chao's previous government career includes serving as the Deputy Secretary at the U.S. Department of Transportation, Chairman of the Federal Maritime Commission, and Deputy Maritime Administrator in the U.S. Department of Transportation. She brings a wealth of business experience to the post, having worked as Vice President of Syndications at BankAmerica Capital Markets Group and a banker with Citicorp. Prior to her nomination as Secretary, she expanded her study of policy as a Distinguished Fellow at The Heritage Foundation, a Washington-based public policy research and educational institute. The Moon Festival of Midautumn has been many thousand years celebrated as a day for patriotism by the Chinese people in the Far East and Southeastern Asia. The party was held by WBTI in Las Vegas on September 11, 2003.

Following the inspiration of the past many years of the accomplishment of Ms. Elaine Chao's contribution of humane spirit to our society, we have the persistense of Wou Shien's spirit for education here in America. If a coolie and hard woker like him could dedicate to eduction by offering all his income and life to build a school for children in his village, what should not for us to offer our efforts for our community? *7

"The mission of this School [Graduate School of Business and Public Administration (GSBPA) of Washington Business and Technology Institute (WBTI)] will emphasize the humanitarian orientation of public administration and the social responsibility of business management. Through academic entrepreneurship, we may expect the endeavor of this School for the community service based on humane spirit, led by Chairperson Elaine Chao of WBTI," said Dr. Dina Titus, Adjunct Professor of Administrative Strategies in GSBPA.*17 Nina Titus was born May 23, 1950 in Thomasville, Georgia. She graduated from College of William and Mary with A.B.. She received her M. A. and Ph. D. degrees from University of Georgia and Florida State University, respectively. She is a Senator and Minority Floor Leader of Nevada Senate. Dina is also a professor of Political Science in UNLV.*8
