MLAN Serving Vital Role By Dr. Kenny C. Guinn*1In April 2002, I worked closely with Nevada’s Insurance Commissioner Alice A. Molasky-Arman to create the Medical Liability Association of Nevada (MLAN) as a temporary solution to the medical malpractice insurance availability crisis brought on by the withdrawal of several leading insurers from the state’s marketplace. The withdrawal of these insurers left more than half of the physicians practicing in Nevada without access to insurance. MLAN is a non-profit essential insurance association whose mission is to provide medical professional liability insurance coverage for Nevada’s physicians and surgeons on a self-supporting basis. I am proud to say that MLAN is successfully entering its fifth year of operation and is now providing medical professional liability insurance to more than 950 physicians across Nevada, while maintaining some of the lowest filed premium rates in the state. I am especially pleased to report that MLAN intends to return to more than $1 million to policyholders in capital stabilization charges collected on behalf of 422 physicians from the inception of MLAN in 2002 through December 31, 2005. In addition, MLAN’s Board of Directors has determined that no assessment to cover any deficit realized in 2005 would be necessary. Although the availability crisis has largely abated, the affordability concern for many physicians still exists. Rate changes have significantly moderated as a result of a combination of tort reforms passed by the Legislature from 2002 through 2005, the stabilizing presence of MLAN, and the emergence of other insurance providers in the state, particularly Nevada Mutual Insurance Company, a doctor-owned mutual insurer also established in 2002. The success of MLAN is due in great part to the dedication of the Board of Directors—who are appointed by the Commissioner—along with the committed team of insurance professionals managing the association. The board and staff of MLAN enjoy a strong working relationship with the Nevada Division of Insurance. Together, they have responded with flexibility to the changing insurance needs of Nevada’s healthcare providers. As Governor, I remain committed to working with Commissioner Molasky-Arman and her staff in support of the operation of MLAN until such time as a strong, competitive insurance marketplace has been reestablished. In the meantime, MLAN will continue to serve a vital role—ensure medical professional liability coverage is readily available in Nevada. ------------------------------------------- Reference *1. The second Important Lesson of them is 'Pickup in the Rain' as in the following: An American woman was standing on the side of an Alabama highway trying to endure a lashing rainstorm. Her car had broken down and she desperately needed a ride. Soaking wet, she decided to flag down the next car. A young white man stoppped to help her, generally unhear of in those conflict-filled 1960s. The man took her to safety, helped her get assistance and put her into a taxicab. She seemed to be in a big hurry, but wrote down his address and thanked him. Seven days went by and a knock came on the man's door. To his surprise, a giant console color TV was delivered to his home. A special note was attached. It read: "Thank you so much for assisting me on the highway and unselfishly serving others." Sincerely, Mrs. Nat King Cole.*1 NOW more than ever - Peace It On....Pay It Forward. The best thing we can learn from children is that they known no limits nor boundaries. Their dreams and imaginations are the cornerstone of inspiration and what can be, not what is.*2 Think about the people you know. Which of them would you call successful communicators? What do these people have in common? The individuals on your list probably share five qualities. Effective communication requires perception, precision, credibility, control, and eongeniality:*3 (1). Perception. They are able to predict how their message will be received. They anticipate your reaction and shape the message according. They read your response correctly and constantly adjust to correct any misunderstanding. (2). Precision. They create a "meeting of the minds." When they finish expressing themselves, you share the same mental picture. (3). Credibility. They are believable. You have faith in the substance of their message. You trust their information and their intentions. (4). Control. They shape your response. Depending on their purpose, they can make you laugh or cry, calm down, change your mind, or take action. (5). Congeniality. They maintain friendly, pleasant, relations with the audince. Regardless of whether you agree with them, good communicators command your respect and goodwill. There are thirty-seven secrets to brandishing the confidence, wisdom, and polish of someone who has worked at a firm three years --- even when you have only been there just a few weeks. The following is the 'Seven communication laws you better not break,' written by Jon Housman:*5 1. Know what you don't know. "When smart young people start a job, they want to impress you. So they talk a lot," says Scott Koppelman, a senior financial adviser at First Union Securities Financial Network in New York. "But actually, that's perceived as a negative. I'm looking for someone who's aggressive but who knows when to listen." Rule of thumb: Listen four times more than you talk. 2. Treat your boss as if he were a client. 3. E-mail is not a crutch, a wall to hide behind, or any other metaphor, for that matter. It should never be a substitute for dealing with a problem in person, says Cella Irvine, a Harvard MBA and former senior manager at an Internet company. By addressing the first rift that comes along face-to-face rather than from your PDA, you'll immediately establish yourself as someone who doesn't shy away from situations and has good interpersonal skills. Bothered by an assistant's sloppiness? An associate's wisecrack? Tell them politely and forthrightly. Using your mouth. Otherwise, you'll be pegged as an e-mail coward. 4. Don't talk business in the bathroom. It puts people in the awkward spot of having to agree with you because they don't want to prolong the conversation. Managers tend to resent being put in an awkward spot. They're funny like that. 5. When your boss calls you at home on a Saturday,speak as if you were sitting at your desk. Do not mention that you're taking something out of the oven or that the delivery guy is at the door. 6. From a third-year associate at a bulge-bracket investment bank:"My firm has an open-door policy, which is great. But always pause for a moment before asking a senior person a question to make sure it's not something a peer could answer. A new hire who was junior to me once went straight to the director with a question I could have answered easily. He made us both look stupid." 6. You're working with your boss on a project, and he's plumb wrong about something. Mediation and Conflict Resolution Program Benefits Employees and Employers By Dr. Kenny C. Guinn*1It gives me great pleasure to let you know about a new program that is helping state employees, supervisors, and department directors to reach mutually beneficial agreements when personnel problems arise in the workplace. The Department of Personnel’s Mediation and Conflict Resolution program trains mediators who are available to meet with the various parties involved in a workplace issue that has not been satisfactorily resolved. Personnel’s goal is to develop and train an established pool of qualified mediators who, as part of a statewide team, will provide mediation services to state agencies other than their own. One of the goals of the program is to help individuals who find themselves at an impasse in successfully resolving a conflict through traditional employee/management practices a different approach to discovering a mutually satisfactory solution. To date, twenty-seven individuals have completed the training program and are currently providing mediation services to state agencies. Additional mediation training is scheduled for Las Vegas later this summer. These neutral, third-party mediators assist employees and employers to: Ø Discuss issues and options to resolve and clear up conflicts, determine the underlying interests and concerns, and find areas of agreement. Kenny Guinn today announced that the State of Nevada’s Victims of Crime program has been awarded $2,138,000 in federal grant funding from the U.S. Department of Justice. This marks the seventh year in which Nevada has received funding as part of the Office of Justice’s, Victims of Crime program. “This vital program has helped many unfortunate victims of crime to begin the process of putting their lives back together,” Gov. An American Professor Speaks Out On Poverty Alleviation in China By Zhou Shengping Volume 21, Continuing Education, Tsinghua University Poverty Alleviation in China -- A Top Priority Dr. Peter C. C. Wang is a distinguished member of the Poverty Alleviation team at Tsinghua University in Beijing, China. Professor Wang has had a successful teaching and research career at several well-known American universities and has lived in the United States for nearly 50 years, but his homeland of mainland China has always remained close to his heart. Now in his late sixties, he has become an enthusiastic devotee to the long range planning of poverty alleviation in China through education, and he focuses his attention first on the cultural interchanges between China and the United States. One of Wang’s life mottos is “to be the best you can be and to do the most good you can do.” He is passionately dedicated to his vision of improved Sino-US relations and calls upon his understanding of both countries in energizing and motivating those around him. Fifty years ago, Peter C. C. Wang immigrated to the United States. At the time, he was only nineteen years old. As he experienced new and wonderful opportunities, he realized that in order to truly understand another country’s culture, a person must live in that country. Today, he is an important and inspiring figure in improving Sino-US relationships, helping to promote information exchange through public forum and improving educational awareness between the two countries by shuttling between the United States and China and strengthening university collaborations. Wang works hard to devote his expertise in Long Range Strategic Planning to channel resources towards China’s Poverty Alleviation educational programs. Concerning the cause of poverty relief, Wang says, “First, we must have faith. Second, the cause must be fully funded. Third, it takes time.” He never lets on that he is already quite prepared in all three aspects. To him, poverty alleviation in China is a life long devotion. “Poverty alleviation should not be used for self-interest or public image building. It requires concrete and consistent efforts. This is not a job that can be completed in a couple of years. It would take eight or even ten years to formulate a workable pilot methodology which, if implemented properly, would enrich the lives of millions, or even hundreds of millions of people.” Because Wang has long established a cooperative relationship with Tsinghua University, he pays tremendous attention to the flagship role that Tsinghua University plays in China’s Poverty Alleviation programs, knowing that this leading Chinese university has the greatest potential to influence Poverty Alleviation programs in China. “Poverty is not a Chinese phenomenon,” Wang says. “No country is exempt from it.” He noted that even in the United States—the strongest economy in the world—30% of the population is struggling below the poverty line in the aftermath of Hurricane Katrina. The problem, according to Wang, is the gap between the rich and the poor, rather than poverty itself. “A widening gap is the issue.” For more than 20 years, Wang did research on science and technology, holding teaching posts at Michigan State University, University of Iowa, Stanford University, and the US Naval Postgraduate School in California. He firmly believes that people who have obtained adequate education themselves have a moral obligation to give back to society and work to narrow the widening gap between rich and poor. As an educator, he cannot turn a blind eye to the needs of China’s current education system. “Education is the cornerstone of China’s Poverty Alleviation,” he emphasized. “But what most young Chinese people care about is entering a top school. They seldom think about how to help those people who have been left behind.” Current poverty relief activities in China are not fully effective, he thinks, because the services offered don’t last long and people’s understanding of poverty alleviation is still limited. Wang notes that the United States, also, has failed to present a satisfactory result on this front. In America, for example, poverty alleviation can come in the form of food stamps, a monthly pension, or a housing subsidy such as Section 8 for the poor to pay no rent. However, Wang feels strongly that poverty alleviation must be in the form of education rather than financial assistance. “In any country, education must play the key role in poverty alleviation. Even if you feed dinner to the poor, they will still be at the brink of starvation if they don’t know how to cultivate crops and cook rice by themselves.” Wang’s fundamental understanding of how to effectively address poverty alleviation is right in line with two of Tsinghua University’s mottos: “Treatment of poverty starts by changing poor people’s mentality” and “Poverty Elimination through Education”. A Single Spark May Start A Fire In 2003, out of the 170,000 American undergraduate students who studied abroad, only 148 of them chose to study in China, according to an official in China’s Ministry of Education. In contrast, there were approximately 60,000 Chinese students in the United States. The number of American students currently studying in China is relatively small, and Wang thinks that both language and cultural barriers may help to explain the discrepancy. However, he believes that the limited number of scholarships for overseas study in China is one of the primary reasons for the difference. With the purpose of encouraging American students to study in China at the forefront of his mind, Wang accepted several invitations to visit China’s Ministry of Education, the Sino-US Friendship Association, and the ‘China State Council Informatization Office’. He met with several high-ranking government officials, including State Councilor Chen Zili. A grand vision gradually formed in Wang’s mind: to build a bridge sending more American students to live in China, study in China, and actively participate in China’s national Poverty Alleviation programs. If thousands of American students enrolled in China’s universities each year, Wang envisions an improved positive influence upon China and Sino-American relationships within a decade. Wang realizes the current limitations of US-Sino relations, which he hopes to improve on an individual student basis. He knows that the average American knows almost nothing about Chinese people or culture. In particular, older generations of both countries have difficulty understanding each other. “But younger people are just like a blank sheet,” says Wang. He feels that young students have a chance to acquire a real picture of China and Chinese society, if given the chance to join the Chinese students doing research and work in China’s Poverty Alleviation programs, which involve over 100 ‘e-learning centers’ located all across mainland China. Wang’s vision is that “within two decades, these young people will grow to be leaders in business and government officials in the United States, and they will be in a prominent position to enhance the Sino-American friendship and mutual understanding.” Wang believes this initiative would produce dynamic influences in many fields. Having lived in the United States for most of his life, Wang found that the language barrier has been an obstacle for many Chinese friends in achieving further success in American society, even though they are outstanding contributors in their academic fields. A Summer Service Learning Program teams up American students with Chinese students from Tsinghua University, improving the Chinese students’ English language skills and the American students’ Chinese language skills and, more importantly, provide relationships and experiences which will provide both sides with a mature social foundation for dealing with future international relations. Wang decided to found a platform by persuading 53 Christian schools to launch summer study overseas programs in China for their students. Christian schools are dedicated to instill in their students a habit of lifetime service rather than an occasional commitment to the society. Wang expects these students will make even more of a difference, compared to their predecessor American students who studied in China simply to land a good job in a multi-national company. The American students will work in rural areas and small towns, giving them the chance to understand China from a comprehensive perspective—its tremendous successes, its social problems, and the roots of these issues and concerns. Wang never misses a chance to encourage American philanthropists to join Tsinghua University’s poverty relief efforts. Wang’s blueprint for poverty alleviation in China has attracted interest from officials from the State Department and even the World Bank. Ten prestigious universities in California, a consortium of 1,500 members from top Mexican University Tecnologico de Monterrey, and many other higher education sectors have entered into discussions with Wang intending to get involved in Tsinghua University’s Poverty Alleviation programs. Bill sponsor Shelley Berkley, D-Nev., said Republican leaders who schedule the bills gave no reason for the delay. Up until a few days earlier, it was not on the schedule at all. "I rejoiced we were able to speak on its behalf. The Arizona Republican began by noting that the mayors' enthusiastic reception of him was "far better than the introduction I received from the Scottsdale Rotary Club last week. The guy said, 'Here's the latest dope from Washington.'" McCain said he got a similarly negative reaction from a protester outside a recent fundraiser for California Gov. Arnold Schwarzenegger. "This protester said, 'Say, anybody ever tell you you look a lot like John McCain?' I said, 'Yeah.' He said, 'Doesn't he just make you mad as hell?'" McCain, who made a run at the presidency in 2000 and is widely considered a top presidential hopeful in 2008, pointed out that Arizona politicians don't have a good track record -- Barry Goldwater, Morris Udall, Bruce Babbitt and McCain are all from Arizona and all mounted unsuccessful presidential bids. "Arizona may be the only state in America where mothers don't tell their children that they can grow up and be president of the United States," McCain cracked. After completing law school, Harry returned to Henderson to serve as City Attorney. In 1968, he was elected to the Nevada Assembly, 1970 Harry was elected Lieutenant Governor. In 1977, he was appointed Chairman of the Nevada Gaming Commission. In 1983, he won the first of two terms in the United States House of Representatives. He was elected to the Senate in 1986. In 1998, Harry was elected to his third term as US Senator and his colleagues selected him as Assistant Democratic Leader - the second highest post among Democrats in the Senate. After he won a fourth term in 2004 by a wide margin, he was unanimously elected Senate Democratic Leader. This position, combined with his reputation for integrity and fairness, has given the small state of Nevada a uniquely influential voice in Washington. Harry Reid isn't afraid to speak his mind - but he isn't afraid to listen, either. Like the desert country that formed him, he doesn't cry out for attention. Energy Assistance Program Provides Helping Hand By Dr. Kenny C. Guinn*1With today’s skyrocketing costs for electricity and natural gas, some families and individuals are finding it difficult to meet the challenges associated with rising energy bills. A program administered in our state by Nevada’s Division of Welfare and Supportive Services is designed to assist those in need of a helping hand. Funded by the U.S. Department of Health and Human Services’ Low-Income Home Energy Assistance Program (LIHEAP) and money collected through Nevada’s Universal Energy Charge (UEC)—which amounts to about twenty-five cents per month on the average person’s utility bill—the Energy Assistance Program (EAP) provides financial assistance to qualified people struggling to afford life-saving heat or cooling. The EAP provides eligible households an annual, one-time-per-year benefit that is paid directly to the energy provider. The benefit shows as a credit on the household’s energy bill. Nevadans who own their residence, or rent a home or apartment, can qualify for assistance if the total monthly gross income of all members of the household does not exceed 150 percent of federal poverty guidelines. In addition, the EAP offers three other assistance programs—Arrearage Payment, Fast-Track, and Crisis Intervention—that provide needy individuals and families with support in the event of a crisis (for more information, go to http://welfare.state.nv.us, or call your local Division of Welfare and Supportive Services office). The EAP fiscal year begins July 1st, and applications are accepted through June 30th of the following year. Applications may be obtained through Nevada’s Division of Welfare and Supportive Services in Carson City at (775) 684-0730, in Las Vegas at (702) 486-1404, toll free throughout the state at (866) 846-2009, or by going to http://welfare.state.nv.us, then clicking on “Energy Assistance Program.” Various Intake Sites, including senior and tribal centers, located around the state that work in unison with the Division of Welfare and Supportive Services can also provide assistance in completing the application process. He said that he was very frustrated with his first taste of political failure, when he lost by a mere 428 votes to U. S. Senator Harry Reid. However, he believes God and has surrendered his fate to God. John's faith in God helped him to overcome his frustration and disappointment and enabled him to continue to strive to succeed. The Bible says "...though now for a little while you may have had to suffer grief in all kinds of trials. These have come so that your faith - of greater worth than gold, which perishes even though refined by fire - may be proved genuine and may result in praise, glory and honor when Jesus Christ is revealed (1 Peter 1:6-7)". If a window was closed, God might re-open the window or even open a different door for those who are eager to utilize his or her knowledge and expertise to serve. As all Christians acknowledge - with God, anything is possible. People believed with John that he said, "I have the passion for the fight and the unshakable belief that together we can build a better Nevada." In the Pastor Teis' meeting Office, John agreed with Dr. Tony Lei, also a born-again Chrisitan, that WBTI would honor him as Advisor and Vice Chairman of its Advisory Board. Senate Candidate John Ensign wrote: "Please accept my best wishes as you come together in celebration of the Thai Performaning Arts, Appreciation Day 2000. The importance of sharing culture through art and festivities that bring people together serves to enhance all of us more by enriching our lives with the diversity of people and their customs. I especially would like to extend my appreciation to Dr. Tony T. Lei for his commitment and enthusiastic support of the Thai Performing Arts." John received Doctor of Veterinary Medicine degree form the Colorado State University in 1985. He accepted Dr. Tony Lei's invitation as a Guest Speaker to talk about protecting Social Security and Medicare for our Nevadan seniors at a Forum held by Seniors United. He believes that America must honor its words to seniors. His scholastic and gentle appearance has won a lot of applause and respect. John Ensign has been impressived as a handsome, strong, and rich man. He has been long time identified as son of big casino leading figure of Mandalay Bay. John believes the struglling effort to success. He used to remind us of his humble beginnings. His mother was a change girl in Reno. Supporting three children with no help from her ex-husband when she met and married Mike Ensign. She went on to become a person and now she is the wife of famous Chairman of Mandalay Bay Group. John's great-grandfather first came to Nevada almost a hundred years ago as a miner and labored in its towns. It was held by the Committee to implement the ART EXHIBIT of Mr. QIN QUAN XIONG. Justice Michael Douglas, the first African American justice in Nevada’s history, was appointed to the Court in March 2004 to fill the vacancy that resulted from the death of Justice Myron E. Leavitt. Justice Douglas’s appointment to the Supreme Court is the culmination of a 22-year legal career in Nevada that began by chance when he accepted what he thought was going to be a temporary job with Nevada Legal Services.*2 Michael was elected in November 2, 2004 as Justice of the Nevada Supreme Court. Justice Douglas, a native of Los Angeles, came to Las Vegas in 1982 from Philadelphia, Pa., where he had been working in private practice. The justice said he chose Las Vegas because he wanted to move back west and had a cousin living in the city. After two years at Nevada Legal Services, Justice Douglas was hired by the Clark County District Attorney’s Office and served in the Civil Division until 1996. In January 1996, he was appointed to the Eighth Judicial District Court bench and was retained in the election later that year, serving until his appointment to the Supreme Court. At the District Court, he served as Business Court judge along with handling a variety of civil and criminal cases. He was elected Chief District Judge in October 2003. A graduate of California State College, Long Beach, in 1971 and the University of California Hastings College of Law in 1974, Justice Douglas has been a member of the Judicial Council of the State of Nevada and Vice President of the Nevada District Judges Association. He is president*3 of the Nevada American Inns of Court, an organization of judges, lawyers and law students that promotes*4 excellence and civility in the legal profession. He has been active in groups fighting domestic violence and also has served on a variety of law-related groups, including two years on the Nevada Law Foundation Board and seven years on the State Bar of Nevada, Southern Disciplinary Board. Justice Douglas, who is married and has a daughter and two grandchildren, has been a longtime supporter of the youth in California and Las Vegas. He was a sports volunteer and coach and has been a frequent speaker at Las Vegas area schools. From 1996 to 2003, he was the judicial sponsor of the annual Spirit of the Arts Contest, a competition for student artwork emphasizing Nevada themes and spirit. Wearing sunglasses and yelling over the roar of traffic behind him, Senate Minority Leader Harry Reid on Friday touted the energy plan of Senate Democrats, saying it would end America's dependence on foreign oil and reduce gas prices. "I believe that we have the energy companies gouging us," Reid said. "Their profits are obscene. The oil companies are bigger than we are, and that isn't what should be." Advertisement The Democrats' plan, called Clean EDGE, aims to make investing in alternative energy sources, such as solar, wind, geothermal and biomass, more attractive through tax breaks and incentives. It also seeks to punish oil companies for what Reid said was their unfair practices. The legislation would encourage use of "flex-fuel" vehicles by forcing automakers to build a percentage of new cars capable of running on different kinds of fuel and forcing gas stations to offer alternative fuels. It would also convert the federal vehicle fleet to flex-fuel, but it would not raise fuel-efficiency standards for gas-powered vehicles, Reid said. The call for a federal investigation into possible price-gouging and market manipulation by oil companies was not new for Reid. In 2004 and 2005, he held similar news conferences, backgrounded by busy streets, to highlight his concern with gas prices. In 2004, Reid displayed a placard showing gas prices as $2.07 for regular, "ARM" for plus and "LEG" for premium gasoline. As if to illustrate his point about how much prices have increased, at Friday's news conference at Mountain Vista Street and Russell Road, he displayed an illustration that showed regular gas priced at "ARM," plus costing "LEG" and premium at "First Born." Reid said the problem is that, though alternative energy sources such as "this resource soaking into our bodies right now" are promising, they face financial barriers to large-scale success in a government structured to favor the oil companies whose buddies constitute the current administration in Washington. "This is the most oil-friendly administration in the history of the country," Reid said. "President Bush made his fortune in oil. Vice President Cheney made his fortune in oil. Secretary Condoleeza Rice was on the board of Chevron. ... We cannot break through that." Asked whether the Democrats' proposals could provide immediate rather than just long-term relief for consumers at the pump, Reid said they could if the plan passed, but he didn't specify how. He expressed pessimism that the proposals would go anywhere in Congress. "We could have some relief this year, but I have to be candid with you. The administration refuses to allow us to do anything that deals with alternative energy," he said. He said the energy plan passed by Congress last year was "a great big wet kiss to the energy industry." Also speaking at the news conference were a commuter from Pahrump, who said she is spending $15 per week more than she did two years ago on gas; an alfalfa farmer from Logandale, who said energy costs have driven up the prices of fertilizer and other farming necessities; and Rose McKinney-James, a member of the Nevada Renewable Energy Task Force, who hailed the plan as comprehensive. "The best way to describe the situation we are in is a crisis," McKinney-James said. "This is an energy crisis, and now more than ever we need leadership." Thanks to the concern about our mining and people of Nevada By Tiffany ChangIt is true of all countries that the role of government has grown in the recent years. The state has no longer limited, as in the past years, largely to maintaining internal order and external defense, providing a minimum of basic services, and raising taxation to pay for these activities. Many governments of the developed countries have expanded for a wide variety of reasons: economic recession, war, social justice, help for underpriviledged, protection of minority rights, demand for the redistribution of income or wealth, and the ideas of social reformers. "States are now concerned with a mix of policies concerning social welfare, ecnomic management, and protection of the environment. A substantial part of government budgets is spend on defense, either directly on the armed forces and weaponry or indirectly on research and the development of technology. But spending on social services is now the largest item in many budgets and continues to grow as people live longer and more is spend on pensions and hospitals." *1 "In all states --- whether liberal, socialist, conservative, or communist --- there is some economic planning, though to considerably different degrees. Attempts are made to stimulate economic growth, to increase employment, to check inflation, to get favorable balance of trade with foreign countires, and to regulate industry and other economic activities, from mining coal to making cigaretes. Governments have recently become increasing aware of ecological and aesthetic issues and of the need to improve the quality of life in their countires." *2 Outer space contains a wealth of mineral matter in planets and asteroids, but can we send space ships up and haul back the riches at the present time? The ocean is a vast resource of minerals, many of which are dissolved in the water itself. However, the concentrations of most dissolved minerals are generally too low to be of economic importance. "In the short run, strategic supplies can help us weather sudden embargoes. That problem seems well taken care of. In the long run, however, the outlook is mix. Some mineral supplies are adequate for many years to come, even at an increase rate of use. But other important minerals, for which no known substitutes exist, are fast on the decline. Gold, mercury, and silver are examples of such minerals. Kenny Guinn*5 today expressed thanks to Secretary of the Interior Gale Norton for her support of a mining project in Battle Mountain that will mean 250 long-term jobs for that area. Newmont Mining Corporation's Phoenix Project has received a Record of Decision by the Department of the Interior, which is the final action for the project's approval. The project expands Newmont/Battle Mountain's gold mining operations in the vicinity of Battle Mountain, creating 250 high-paying jobs and generating tax revenues for Nevada and Lander County. The project has an estimated operational life of 28 years, followed by five years of reclamation. In addition, Newmont will engage in reclamation efforts of a nearby old copper mine. "Secretary Norton and President Bush continue to show strong support for issues that are of importance to our state, in this case the delicate balance between maintaining the mining economy and looking out for the environment," Gov. Guinn said.*5 "Creating more jobs in rural Nevada has always been a top priority, and this project will prove to be of great benefit to our state. It is a fire, a passion within. Real enthusiasm is not something you "put on" and "take off " to fit the occasion. It is a way of life. Apparently Theodore Roosevelt possessed that kind of passionate lifestyle. In 1883, according to Bernard Levin, writing in Enthusiasms (Crown Publishers), Roosevelt went buffalo hunting in the Badlands of South Dakota with a single companion, Joe Ferris. They nearly died of thirst, and they slept on the ground, saddles their only pillows. One night wolves caused their horses to bolt, and it took some time for the fleeing beasts to be recaptured. The men went back to sleep; it began to rain heavily and they awoke, finding themselves lying in four inches of water.
